Nationalized banks observe complete strike

JAMMU, Jan 25: A complete strike was observed by all branches of nationalized banks in Jammu and Kashmir today, the call for which was given by United Forum of Bank Unions (UFBU) in support of the various demands of the bank employees and officers.

The normal banking was paralyzed throughout the state today as all the nationalized banks remained closed in view of the strike call. The bank employees owing allegiance to nine bank unions which form the part of UFBU held demonstrations in different parts of Jammu, Srinagar cities and other towns of the state to express their resentment against the delaying tactics of the management and Government in conceding the long pending demands of the bank employees and officers.

All the branches of State Bank of India (SBI) wore a deserted look in Jammu region as the employees and officers observed a total strike today. The employees and officers of SBI with placards and banners in their hands held a massive demonstration in front of Zonal Office, here at Bahu Plaza. Shouting slogans against the management and the Government the protesting employees were demanding early solution of their demands.

Addressing the gathering, Virender Bhat, deputy general secretary, State Bank of India Officers Association (SBIOA) urged the management and Government to issue orders regarding the demands which were already agreed to by Government in the Memorandum of Understanding (MoU) in 2006.

Warning against the merger of associate banks in SBI, he said UFBU is committed to take present agitation to its logical conclusion.

Mr Bhat said the issue of outsourcing of entire banking functions instead of recruitment of staff and non -implementation of compassionate appointments are the major issues which IBA and Government were dithering about.

Addressing the demonstrators, deputy general secretary, State Bank of India Staff Association (SBISA) Com. A K Dhar said the Bank has miserably failed to implement refitment of pension in respect of retirees under 7th Bipartite settlement, upgradation of pension in respect of earlier retires and settlement of wage revision due from November 1, 2007.

Another demonstration was held by Jammu Province Bank Employees Federation (JPBEF) which is an affiliate of All India Bank Employees Association at Shalamar Chowk this afternoon in support of their demands.

A large number of bank employees owing allegiance to Federation participated. The demonstrators with banners in their hands shouted slogans against the callousness of the Government and Bank management towards their long pending demands.

Addressing the demonstrators, Ashwani Pradhan, general secretary, Jammu Province Bank Employees Federation said the UFBU will not budge an inch from its stand.

He demanded immediate settlement of the demands including immediate halt on mergers in public sector banks, implementation of pension scheme, restoration of compassionate appointments in Banks, filling up of all unfilled vacancies through recruitments in the banks, stopping of outsourcing of normal banking jobs and services and early settlement of wage revision.

The demonstration among others was addressed by Arun Kumar Gupta, president of the Federation, Com. Omkar Singh, Com. Rakesh Chowhan and S L Sondhi.

Talking to this reporter Mr Pradhan said today’s strike was observed by all 220 branches of nationalized banks in J&K and the Government suffered a loss of Rs 150 crore in this strike in the state.

He warned that in case the demands were not settled the UFBU has given a two days strike call on February 25 and 26 which will be followed by indefinite strike in last week of March by all the nationalized banks in the country.

He however regretted the inconvenience which will be caused to the customers due to the strike.

All the branches of nationalized banks also remained closed in Udhampur, Kathua, Rajouri, Poonch, Ramban, Samba, Kishtwar and Doda districts today in support of the strike call.

At Udhampur a demonstration was held by UFBU in support of the demands. The demonstration was addressed by M S Rana , regional secretary , SBIOA, C S Sodhi, convenor UFBU, district Udhampur, P L Pandita district president, JPBEF and S L Bhardwaj, district secretary JPBEF.

Our Srinagar Correspondent adds that work in all the nationalized banks remained paralyzed in entire Kashmir Valley. The employees and officers of SBI staged a demonstration in front of its Regional Office at Maulana Azad Road, Srinagar today.

Addressing the demonstrators Mr Mushtaq Ahmed, assistant general secretary, SBISA warned the Government that if genuine demands of the bank employees were not met they will be forced to launch indefinite strike.

He also demanded an early wage revision which is over due now.

Babu for formulating proper roadmap
to develop power system

Srinagar, Jan 25: Minister of State for Power (with Independent Charge), Babu Singh today said that a Power Conference will be convened soon to divulge how to improve power system in the State and minimize the financial losses of the Power Development Department (PDD).

Babu Singh was speaking at the first meeting with the Chief Engineers and other officials of the PDD of Kashmir division after assuming the charger of Power Minister earlier this month.

Power Minister said, after the budget session is over he will organise a Conference of all from top to bottom of PDD and people from different walks of life including NGOs to put forth their suggestion and proposals for improving the power sector and system in the State.

"We will introspect thoroughly every dimension, fundamental or supplementary, for formulating a roadmap for developing a proper power system for state", said Mr Singh.

Babu Singh while discussing the current power situation in the state said, the power generation has improved after the recent snowfall and rains. "After touching its extreme lows of 30 megawatts per day now it has increased upto 90 megawatts while as our present requirement is more than 2000 megawatts", Mr Singh said.

Power Minister said, under the centrally sponsored APDRP scheme, state has received only 500 crore funding from proposed 1100 crore. He said the delivery of the funds is very late which is affecting the upgradation work.

About the demand of equipment needed by the department for installing grid stations, Babu Singh said, "if the purchases are getting delayed in the country we can look for import of them but won't allow our work to suffer."

The Chief Engineers gave detailed account of the power sector in the valley and discussed their problems and shortcomings with the Minister.

The problem of funding, suppliers and shortage of employees was also discussed with the concerned Minister.

Court issues summons to MLA City, Congress leader

JAMMU, Jan 25: Munsiff Magistrate Jammu A K Sharma today issued summon for securing presence of Yogesh Sawhney, MLA Jammu East and Anil Chopra, a Congress leader through SSP Jammu.

The Court direction has been passed in a complaint filed by Dr Mridula Singh in which it has been alleged that the accused persons not only misbehaved with the complainant doctor in an intoxicated condition but also threatened to kill her.

Police registered a case against the accused persons only after the directions by the Court.

Today, Advocate Rozina Afzal appearing for the complainant, submitted that this was a case of very serious nature where a representative of the people not only harassed the doctor but also threatened her.

She prayed for stern action against the accused persons as the police have registered the case only after the intervention of the Court.

The Court after hearing the counsel for the complainant, issued summons to both the accused persons. The summons have been sent to SSP Jammu for execution.

JAMMU, Jan 25: Two people died of suffocation allegedly after they fell asleep without removing a coal heater from their room in posh Gandhi Nagar locality, police today said.

The bodies of the deceased, identified as Bhajan Lal, son of Ami Chand of Shakti Nagar and Shiv Lal, son of Seva Ram of Kishtwar were recovered from the residence of a retired Commissioner Secretary (Revenue) B R Dhar this morning, police said.

Excessive inhalation of poisonous Carbon Monoxide (CO) gas (emitted during burning of coal) is said to be the cause of their death.

The deceased used to work in retired official’s residence, police said, adding their bodies were sent to the Government Medical College and Hospital, Jammu, for autopsy.

There is no relief from the unabated cold conditions in Jammu city as the minimum temperature is recorded below 2 degree for the past one week.

Court acquits accused in cheating case

JAMMU, Jan 25: 2nd Additional Sessions Judge Jammu AK Koul today acquitted Seema Koul, a resident of Durga Nagar and Darshan Lal, a resident of Bishnah, who were facing trial for allegedly withdrawing Rs 25000 from the bank on the alleged forged signatures.

According to the police case, one Kamal Krishan lost his cheque which was encashed from his account on July 3, 2003. Subsequently, a case was registered and after completion of the investigation, police presented challan against both the accused in the court of law.

After hearing APP appearing for the State and Advocate M L Thusoo appearing for the accused, 2nd Additional Sessions Judge held that Court could not find any incriminating evidence which could lend credible support to expert evidence.

"Even if the expert opinion is admitted in evidence, still it is difficult to form an opinion of guilt on the basis of this evidence alone. Thus the upshot of the entire discussion held is that this case suffers from number of infirmities which one cannot afford to overlook", the Court observed and said that there could be suspicion about the involvement of Seema Koul in the Commission of crime but mere suspicious would not suffice to hold her guilty.

"The link between accused and guilt has not been established convincingly. There is not even an iota of evidence against accused Darshan Lal so far as accused Seema Koul is concerned there is some evidence, but not of the standard to prove the guilt against her beyond doubt, so accused Seema Koul deserve the benefit of doubt", the Court further observed.

With these observations, the court acquitted both the accused from the charges levelled against them.

12 houses gutted in Lal Chowk

SRINAGAR, Jan 25: About 12 houses were gutted in a devastating fire at historic Lal Chowk here today, official sources said.

However, the nearby Gurdwara was safe, they added.

The sources said the fire broke out at the Lal Chowk this morning and spread houses before the fire tenders could reach the spot.

Leaping flames could be seen from a distance, they said, adding about a dozen houses were gutted in the incident.

The sources said a rare portion of the Hotel Standard was also gutted.

About a dozen fire tenders from Batmaloo fire service headquarters and from other nearby fire stations were rushed to the area, a fire brigade official said.

The blaze was brought under control, he said, adding the cause of the fire was yet to be ascertained. (UNI)

14 Fire officials get Gallantry Medals

JAMMU, Jan 25: Fourteen officials from the J&K Fire Services Department have been awarded Fire Service Medal for Gallantry by the President of India on Republic Day for their extra-ordinary performance during fire fighting and rescue operations.

Those honoured on this Republic Day are- Divisional Fire Officer Sajjad Ahmed Khan, Sub Officer Ghulam Mohd Bhat, Jarnail Singh, Farooq Ahmed Shagoo and Ghulam Hassan Rather- drivers, Mohd Iqbal leading fireman, Vijay Kumar, Assadullah Bhat,Ghulam Nabi Shah, Ghulam Mohd Sofi, Mohd Yousuf Ganai, Mohd Iqbal Bhat, Mohd Yaseen Shah and Hameed Ullah - firemen.

Besides them, two officers and one fireman have been awarded Fire Services Medals for Meritorious Services. They are: Sudheer Kumar Bhan -Divisional Fire Officer, Rafeeq Ahmed Mengnoo Div FO and Rajinder Kumar Koul Fireman.

 

Govt fulfilled most of commitments: Mangat

JAMMU, Jan 25: Minister for Health and Medical Education Mangat Ram Sharma instructed District Administration Jammu to initiate steps for construction of newly created degree college complex in Jammu West.

The Minister who also represents Jammu West constituency today visited the proposed site at Vinayak Vihar Paloura for construction the college complex and took stock of the preparations being made for early execution. District Development Commissioner Jammu, Field Officers of Revenue Department, Engineers and former MLA Th. Shiv Dev Singh accompanied the Minister.

On the occasion Minister was apprised that 140 kanals of state land are available on the road side at Vinayak Vihar.

Interacting with the people, the Minister ji said that opening of 18 more degree colleges in the state is yet another milestone in the history of state. He said Azad led government was fulfilling its commitments made with the electorate adding that some more pro-people decisions were expected in future.

He said Chief Minister Ghulam Nabi Azad has been successful in using his good offices and political experiences for arranging massive funding from centre for developing vital sectors like education, health, power, urban and rural development.

Felicitating the people of West Jammu for getting new degree college, he said that long pending demand of the people of Jammu west has been fulfilled. He said that opening of degree college in the area would facilitate the student of the area to seek higher and quality education at their door steps and would ease rush on other city colleges besides easing traffic jams in the city.

Making a fervent appeal to the people for taking full advantage of the golden opportunity provided to them by way of liberal funding for their welfare, he asked them not to give any heed to the hollow sloganeering by some political groups who believe in narrow political ideology. He also urged upon the people to strengthen the hands of government with whole hearted cooperation for achieving the goal of Khushal Jammu and Kashmir envisioned by the Chief Minister.

Edu institutions hold colourful functions
on eve of Republic Day

JAMMU, Jan 25: In connection with the celebration of 59th Republic Day, falling tomorrow colourful functions were organised in various schools and education institutions throughout the Jammu region today.

Chenab College of Education A function was organised by Chenab College of Education in its college premises here, today in connection with the celebration of Republic Day. The function was presided over by the Principal of the College, Ms Shivi Mehra. The students on the occasion highlighted the importance of the Republic Day. They also paid rich tributes to freedom fighters and jawans who laid down their lives for the freedom of the country.

Silver Bells School: A grand function was organised by Silver Bells High School, Paloura to celebrate the Republic Day. M K Zutshi incharge principal of the School unfurled the National Flag on the occasion. It was followed by speeches and group songs by the children.

S M Shishu Niketan: The Republic Day was also celebrated by S M Shishu Niketan Higher Secondary School Anand Nagar, Patta Bohri and its junior Wing Kidzee in the School premises today with great enthusiasm and joy. Azad hijacked Working Groups for polls: Bhim

JAMMU, Jan 25: Chairman of the National Panthers Party Prof Bhim Singh (MLC) has alleged that Prime Minister’s Working Groups for which various political parties of the State contributed has been hijacked by the Chief Minister Ghulam Nabi Azad, keeping an eye on the next Assembly elections.

Addressing a press conference here today, the NPP leader said that Panthers Party remained associated through out with these Working Groups but it appeared surprising the way these Groups have been hijacked by Ghulam Nabi Azad with an attempt to use the groups for his political game.

" The Prime Minister obviously was misled by the Chief Minister on the aspiration of the people of Jammu and Kashmir, particularly Jammu and Ladakh regions. The report of Group -V has disappeared which dealt with State- Centre relations and was very important to settle sixty years old intra-State tension and conflict. The Panthers Party representation for Group-V clearly demonstrated the will of the people of Jammu for the reorganisation of the state as it existed before Treaty of Amritsar, 1846," Prof Singh maintained.

The NPP leader further alleged that the conclusion drawn by Mr Azad is not on the discriminatory but derogatory against the people of Jammu and Ladakh who have been subjected to political suppression and discrimination since 1947. He said PoK refugees nearly one million in number do not find their case for comprehensive settlement and regularisation of allotments. Resettlement Act is still hanging like a sword over the heads of half a million allotees.

It is surprising that PM’s Working Groups expressed concern about the families of terrorists but the families of the victims of the terrorists stand ignored. This demonstrates the kind of attitude of the Chief Minister towards the people of Jammu and Ladakh. The NPP urged the Prime Minister to call a joint meeting of the representatives who had participated in the Working Groups in order to ensure delivery of justice to the bleeding people of J&K.

Meanwhile, Prof Bhim Singh has appointed Darshan Sharma from Basohli as general secretary of the JKNPP. He recently resigned from the Congress Party and joined NPP alongwith his supporters. Basharat Ali, from Bakerwal community has been appointed as secretary ST Cell.

Darshan Sharma, Sardari Lal Dubey from Katra, Mrs Vijay Lakshmi ( Retd Principal) and Basharat Ali have also been appointed as members of the NPP Working Committee.

Medical employees to organise protest
demonstration on Jan 30

JAMMU, Jan 25: Medical Employees Association (MEA) and Medical Empolyees Federation (MEF) will organises one day protest demonstration against the Government to highlight their demands on January 30.

The representative of both the associations from Health and Medical Education Department today organised the general body meeting and discussed various problems being faced by them. The meeting was headed by Pradeep Sharma, President (MEA) and Sushil Soodan, President (MEF) which discussed the issues pertaining to regularization of consolidated, adhoc and contractual Employees.

It was also discussed in the meet that there was acute shortage of staff in their sectors and employees were working under stressful conditions.

To highlight these issues, they decided to organize one day protest demonstration on 30th of January in both sectors.

Others who attended the meeting were Baldev Raj, Devinder Rathore, Farroq Koser, Koshal Kumari, Ajay, Garu Ram, Rakesh Kumar and Saleem.

Peace, development will be poll agenda: Vakil

SRINAGAR, Jan 25: Congress will contest elections on the basis of its performance on both political and economic fronts with peace and development its main poll agenda. No decision on forging pre-poll alliance with any political party has been taken till today.

This was stated by senior Vice President PCC and Minister for Social Welfare Abdul Gani Vakil while addressing a workers convention here today.

Minister of State for Power Babu Singh was also present on the occasion. Mr. Vakil said that Azad led Congress Government has taken several landmark decisions to revolutionize development scenario besides laying firm foundation for economic independence of state by building huge infrastructure in all critical sectors.

Creation of new administrative units, opening of colleges, conferring free ownership rights on 20 lakh kanals of state land together with opening new cross LoC links have helped the party to establish its legitimacy among the masses in all the regions and areas of the state, he claimed.

"Government is now pursuing for speedy implementation of working group recommendations to consolidate intra state confidence building measures and brighten future of state", he said and added that efforts were afoot to facilitate trade and travel across LoC. Reiterating his resolve to uproot corruption in Social Welfare Department Vakil vowed to purge the department from unscrupulous officials. Given its direct link with upliftment of poor and downtrodden, he said that no official with doubtful integrity has place in his department, warning that employees found involved in irregularity of any kind would be sternly dealt with.

Vakil appealed the Hurriyat Conference and other separatist outfits to come to negotiating table for expressing their view points. But for democratic means there was no effective alternative to sort out issues and resolve differences, he said.

In his speech, Mr. Babu Singh said that Azad led Government is concentrating on making the Sate energy rich. He said his ministry has undertaken execution of several power projects to tide over power shortage of the state. Separate budget for power aims at accelerating construction of hydel projects, he added.

Among others presidents of district Congress Committees Srinagar, Budgam and Pulwama addressed the convention and highlighted the achievements of Government.

Charak inspects Degree Colleges

Jammu, Jan 25: Minister for Higher Education Gulchain Singh Charak today inspected Government Degree College Samba and Government Degree College Hiranagar.

An amount of Rs 4 crore is being spent on construction of Samba Degree College while as the Hiranagar Degree College has been constructed at a cost of Rs. 3.90 crore and handed over to college authorities. The Minister was informed that execution of Government Degree College Hiranagar was taken up in 2005, comprising three blocks, two storey building.

The Minister went round administrative block, laboratory block and class room block and interacted with the students and staff of the college.

Accompanied by Director Colleges Dr. Wani and Principals of the colleges Dr. Renu Goswami and Prof. M. L Dogra, Mr Charak directed for extending all possible facilities especially quality education to the students.

Jammu, Jan 25: On the eve of 59th Republic Day, a cultural bonanza was organized at Abhinav Theatre Jammu today by the Department of Information and Public Relations.

Chief Secretary B. R. Kundal was the chief guest on the occasion. Among others Director General of Police Kuldeep Khoda, former Union Minister Prof. Chaman Lal Gupta, Director Information Zaffar Ahmad, Joint Director Information Jammu S. K. Sharma and other senior officers were also present on the occasion.

The variety cultural programme comprised of Dogri, Ladakhi, Kashmiri and Punjabi folk dances and choreography items highlighting the rich diverse culture of the state. The performers enthralled the audience and invited great applause from them. The audience were over enthusiastic and expressed satisfaction on the unique and variegated performance of the artist.

Seasoned artists of Information Department and those from Ladakh, Kashmir and Jammu regions demonstrated their artistic talent in a most efficient and eloquent way and got acclaim from the audience. Students of Women College Gandhi Nagar, Women College Parade and Sai Sham College of Education also performed during the programme.

The cultural evening was started by lighting the traditional lamp by the Chief Secretary B. R. Kundal and Director General of Police Kuldeep Khoda.

Jugal inspects development works

Jammu, Jan 25: Minister for Roads and Building Jugal Kishore Sharma along with MLA Gandhinagar Raman Bhalla today inspected ongoing development works in various sectors in the constituency.

The Minister directed the concerned agencies to expedite the work of upgradation of road from Rajiv Nagar to Dongia involving an estimated cost of Rs 1.52 crore to NABARD at the earliest.

While inspecting Box culvert, which is under construction at a cost of Rs 6.87 lakh connecting Shankar Colony Gangyal, the Minister asked the engineers to complete the work within 20 days.

The Minister approved the construction of vented causeway over Nallah connecting sector A to Sector B at Sainik Colony at an approximate cost of Rs 25 lakh and directed to start the work immediately.

During the visit, the Minister was informed that Rs 3.60 crore have been incurred in Gandhi Nagar constituency on roads and building sector. It was informed that 39.40 km. of road have been black topped, 17.45 km metalled, 13.65 km shingled, while 3 km have been made fair-whether besides 5015 mtr drains have been constructed in the constituency.

The Minister during the visit interacted with the people and corporators and listened their problems after giving patient hearing, he said that their genuine demands would be given due consideration.

Earlier, the Minister convened a meeting with MLA Raman Bhalla, District Development Commissioner Jammu Hirdesh Kumar Singh, Corporators and senior officers to review the construction works being executed in the constituency.

Prof Mattoo presents certificates to
candidates of Global Understanding Course

JAMMU, Jan 25: The result of 5th Batch of students under going Global Unders-tanding Course at University of Jammu in collaboration with East Carolina University, USA was declared today.

The successful candidates were given away the certificates at a simple but impressive function held in the office chambers of Vice Chan-cellor, Jammu University, Prof. Amitabh Mattoo today.

On the occasion, Prof. Mattoo highlighted the creative efforts being made by the University in broadbasing the horizons of the students.

Dr Parikshat Singh Manhas, coordinator and lead teacher for the course said the course on Global Understanding was started in August 2005 with a special efforts of Prof. Amitabh Mattoo, Vice Chancellor Jammu University, keeping in view the importance of networking and collaborations.

He said Prof. Mattoo in order to make University of Jammu a hub of academic, research and extension activities initiated a proposal to collaborate with East Carolina University and started the Global Understanding Course.

He said the Global Understanding Course provides a format for the students to learn about other cultures without traveling and presently there are 21 foreign universities participating in the Global Understanding Course.

KP youth hunger strike enters 46th day

JAMMU, Jan 25: The hunger strike launched by Youth Wing All India Kashmiri Samaj (YWAIKS) in front of Relief Commissioner’s office here entered 46th day today.

The leaders of YWAIKS who sat on chain hunger strike today included R K Bhat, Bineth Pandita, Shuban Lal Kaw, Deepak Kumar, Mrs Usha Koul, Mrs Pinky Bhat, B L Bhat, Ravinder Wali, D N Raina, Dimpu Jee and Bhagat Singh.

Addressing the demonstrators, R K Bhat president of the organization said that his organization has sought an appointment with Chief Minister, Ghulam Nabi Azad. He expressed the hope that Government will show a positive response to the demands of the displaced youth especially the release of relief in favour of bifurcated ration card holders of the community.

He, while complimenting the KP organizations, youth and other social activities for showing unity and extending full support to the agitation , said any comment on the Centre’s package for displaced Pandits will be premature unless and until its details are not known fully. However, he said any welfare measure taken for the displaced Pandits by the Government will be welcomed by the community.

Others who addressed the demonstrators included Dr Agnishekhar, chairman P K, Swami Kumar Ji, P L Badgami, A K Sadhu, Raj Nath Raina, K L Dhar, A K Rajpuri, president Hindu Welfare Society Kashmir, Makhan Lal of CPI (M) and S N Dhar, president Muthi Phase Ist.
