Parts
of Dal again freezes
SRINAGAR, Jan 24: Parts of
the world famous Dal lake were again
frozen this morning after the Kashmir
valley recorded second coldest night of
the winter with mercury dipping to minus
5.8 degree celsius.
People in
Leh, Kargil and Drass continued to shiver
as there was no improvement in the night
temperature. However, the day was
relatively warm.
Parts of
Dal lake were again partially frozen this
morning near banks after the minimum
temperature dipped to minus 5.8 degrees,
four degree below normal.
However,
the frozen parts melted as the day
progressed and the day temperature rose
to one degree above normal.
Today was
the second coldest morning, a weather
office spokesman said adding that the
coldest night was on January 2 when the
temperature dipped to minus 7.4, and
major parts of the lake were completely
frozen.
Water taps
in many areas were also frozen, affecting
normal water supply.
The
minimum was recorded at minus 7.9 degrees
when the lake was totally frozen and
people, mostly children, were playing
cricket and ice hockey on its surface in
1986. However, in 1998 the minimum dipped
to minus 7.5.
However,
the lowest minimum was recorded on
December 13,1964 when water in the lake
was totally frozen and a vehicle crossed
the water body from one end to another.
The water
level in the River Jhelum and its
tributaries has slightly increased as
snow on the upper reaches had started
melting due to above normal temperature
during the day.
The upper
reaches in the Valley had experienced
five to 10 feet of snowfall in the first
fortnight of this month, generating a
hope of sufficient water during summer
months.
However,
experts said snow was not enough to last
summer months.(UNI)

Forest fire incidents reported in
2007-08: Saroori
Excelsior
Correspondent
Jammu, Jan 24: Minister
of State for Forests while replying to a
deferred question of Ashok Kumar Sharma
said, "the most common hazard in
forests was forest fire. Forest fires are
as old as the forests themselves. In the
Himalayan region, every year forest fires
leave a significant impact on the
landscape, affecting flora, fauna, human
livelihoods, and the local climate.
He said
Jammu and Kashmir being part of the
Himalayan region, also experiences forest
fires regularly. During the year 2005-06,
forest fires occurred 334 affecting
1461.6 hectares of land where as in
2006-07, 1172.3 hectares of land were
affected in 227 fire incidents and in
2007-08 up to ending December the total
number of fire incidents was registered
438 affecting 1747 hectares of land.
Besides, 118 fire incidents took place in
Wildlife Protected Areas affecting 162.13
hectare area during the last three years
up to December 2007".
He said
that the fire occurred at various places
was of two kinds namely surface fire and
crown fire adding that surface fire was
controlled by conventional method of
beating and the crown fire was controlled
by the method of aerial spray, etc.
The
Minister said, "nearly 50% of the
fires are caused intentionally by men
with the objectives of burning of the
under-growth and grass to collect MFP,
scaring away wild animals from near by
villages, to get good growth of grass in
the following season and to clear
under-growth with the ultimate aim of
cultivating and encouraging the area. He
said that fires are also caused due to
carelessness while as the natural fires
are extremely rare caused by lightning
and rolling stones".
He further
said, "in sub-tropical area of the
State which comprises mostly Chir
forests, the dry needles being very
inflammable in nature catch fire very
easily in dry weather. Chir being fire
resistant species is generally not
affected with the normal fires except
when it is in the seedling stage.
He said,
"Forest fires have both harmful and
beneficial effects depending upon
duration and intensity of fire and
species effected. In any area, forest
fires can be beneficial to some species
and detrimental to others".
"Every
forest fire incident is registered with
the concerned Range Officer
(Territorial). The cases are enquired
into by the concerned Block Forest
Officer and further action is taken as
per his report. The loss is assessed by
the Block Forest Officer and duly
compounded. If the culprit is identified
as responsible for fire, action as per
the provisions of the J&K Forest Act
is taken by challenging the case in the
court of law", Mr. Saroori added.
Mr Saroori
said, "Forest fires are managed by
the territorial staff of Forest
Department in traditional manner by
heating the ground fire and spraying the
water from nearby streams and springs.
Cooperation from local people residing in
the area who avail various concessions
from the forests is also solicited.
Control Rooms have been established in
all the territorial divisions.
The Forest
Department is not having adequate
infrastructure for control of forest
fires. A forest guard in our state has
the task of monitoring about 5 to 10 sq.
kms of area. The movement of security
forces and other people inside the
forests during the dry spell can not be
controlled by the department. The aerial
backup for control of crown fires is not
at all available.
"The
Forest Department has submitted a
proposal under Integrated Forest
Protection (IFP) scheme with
financial outlay of Rs. 29.13 crores to
Government of India for implementation
during 11th five year plan. The project
proposal has Fire Management
as one of the in-built components",
he added.
He said
that Jammu and Kashmir State Forest
Corporation (SFC) the sawn timber stocks
are lying in forests and transit depots
has been viewed as soft target by
anti-social elements especially in the
inaccessible areas of erstwhile Doda
district since 1990. He said 98 fire
incidents took place from 1990 till date
in SFC coupes and operational areas
gutting 47877 lakh cft timber. The cost
of gutted stocks has been estimated to
the tune of Rs. 4201.303 lakh. He said
cases of loss of SFC stocks in fire
incidents were registered with the police
and departmental enquiries where also
conducted. Almost all the cases of fire
incidents were proved as handiwork of
anti-social elements. However, he said
that SFC has recovered Rs. 21 crore as
claim from insurance companies and Rs.
4.50 crore is pending claim with the
insurance companies.
The
work of young artists fascinates
By Ravinder Kaul
It is an
effort unprecendented in the art world of
J&K State. A group of young artists,
without any official or corporate
patronage, deciding to hold an art camp
on their own steam denotes the confidence
of these artists in their own creativity
and their will to keep the art in them
alive against all odds. This virtual act
of defiance reminds one of a couplet in
Urdu:
Tum hata
lo apne ehsanaat ki parchhaiyaan
Mujhko
jeena hai to apna saaybaan ban jaoonga
The ten
artistes, all of them alumni of the
Institute of Music and Fine Arts,Jammu
organised a ten day camp in Kala Kendra
and the works of art created by them in
the camp were exhibited by them in one of
the galleries of the Kala Kendra for
public viewing. The initiative of these
artists received due appreciation from
the officials of the J&K Academy of
Art, Culture and Languages and Dr. Rafiq
Masoodi, Secretary of the Academy, came
forward to provide the venue for the camp
and the space for the gallery to these
artistes without any charges.
The art
works displayed by these artists in the
Gallery are a sure sign of the fact that
the art scene in Jammu has come of age.
These young artistes, who are just
embarking on their journey towards
finding their moorings in the art world,
already display a rare maturity in their
works. There sure are certain rough
edges, but with time these will get
smoothened as they etch their name on
canvas of time.
The
painting done in pastel colour by Hriday
Kant is strangely reminiscent of
Ardhnarishwar, half woman and half man.
Kanchan Verma has an abstract work in
acrylic on canvas that is quite
interesting. Banita Bhaus
Satisfaction has a a group of
women sitting with their back towards the
viewer and a woman sleeping in the
foreground, all of them basking in the
golden rays on an evening sun in the
winter, while the mountain in the
backdrop reflects the sun rays. It is a
beautiful work.
Arjinder
Kumar, who has recently completed his
post-graduation from Shanti Niketan in
West Bengal, has painted Pigeon
Holes in all the three of his
works. He works in spherical forms and
his paintings contain black, white and
gray tones. Vikas Sumbria has five works
on display and he has painted a series on
Nature in his own inimitable
exercise in abstraction. Seema Sharma has
also painted 'Nature' in abstract with
Dry Pastel colours. Another of her
paintings has yellow as the prominant
colour with a brown and red sun
dominating the canvas. She has another
small but quite interesting work in blue,
yellow and black color tones on display
in the exhibition.
Amarjit
Singhs work in waterproof ink on
canvas has vibrant colours. All his
paintings are replete with interesting
arrangements in attractive colours. The
rich texture of one of his works in
Acrylic is also captivating.
The
sculptors in the group have also come up
with some very interesting creations.
Mukesh Kumars work Faith has a
spiritual aura surrounding it. Banita
Bhau works on Mechanical Forms and her
interpretation of a Sewing Machine in the
exhibition is quite interesting. Sudhir
Kamals Childhood
Memories is a very mature work and
provides the viewer an opportunity to
peep into his or her own childhood. Rajni
Slathias Corn, is also
a very good piece of sculpture. She
exhibits a confidence of a master in her
work.
Despite
the defiant mood of the artists, it must
be said that the artists can not survive
without the support of the society in
which they live. It is the bounden duty
of all the members of the society not
only to appreciate these artists but also
to acquire their works. The corporate
sector has its own role to play in this
regard. They have to take over the
responsibility that was once shouldered
by our royal courts.
Had it not
been for the heads of the tiny
principalities of Jasrota, Basohli and
Poonch, would we have been the inheritors
of the rich treasure of miniature
paintings that makes us feel proud of our
heritage today? Our gratitude for the
chieftains of these small kingdoms is
today an indicator of the fact that how
even not very rich people can
help in keeping our heritage alive. Will
our future generations be proud of our
industrialists, businessmen and corporate
sector of Jammu in the times to come for
helping in keeping the art and culture of
this land alive in their own time? The
history will not judge them by the
mansions built by them but by the art
works retrieved from their buildings when
these are dismantled for making way for
more modern and more lavish houses. Their
acts today will determine the manner in
which history will judge them. Is anyone
listening?
