JAMMU, Jan 23: Minister for Health & Medical Education, Ladakh Affairs, Mangat Ram Sharma, while replying the resolution moved by Mr. Nassrullah regarding recognition of Electro-Hom-eopathy as 5th Medical Science in the state said "there are scores of local traditions of medicines and streams of alternative medicines in the country but most of these have not yet acquired the status of system of medicine even though these are practicing in different parts of the country for treatment and cure of human illness and diseases. The Government of India recognizes only six of these systems of medicines viz Ayurveda, Yoga and Naturopathy, Unani, Sidha and Homeopathy, which at Central level are known as AYUSH.

It is reported that some private institutions in some states are conducting degree courses in Electropathy and Electro-Homeopathy. Their qualifications under the name of Bachelor of Electropathic Medicine and Surgery (BEMS) are neither recognized by the Centre nor by the State Government. Youths of various states including from J&K have been undergoing these courses at various institutions. One such institute: PN Medical Institute of Electropathy Jammu and Pathankote was operating near Jammu which no longer exists in Jammu. It is reported that it has been shifted to Punjab.

These degree holders had been agitating at National and State level for recognition of their degrees and system of medicines for last 10 to 15 years. They had filed writ petitions in different courts. The High Court of Delhi had directed inter-alia Central and State Government to consider legislation to grant of license to existing and new institutes to control and regulating various un-recognized streams of alternative medicines.

The feasibility of making legislation, the committee considered all new streams of medicines but did not recommend any other alternative medicines except already recognized systems of medicines viz Ayurveda, Sidha, Unani, Homeopathy, Yoga and Naturopathy, which alone were found to fulfill the norms for recognition as system of medicines. These recommendations were accepted by the Central Government.

A group of Electropathy degree holders sit on dharna in the press enclave of Srinagar to seek recognition of their system of medicine. Dele-gation of the agitating degree holders were called by Minister for Health and Medical Education J&K a number of times for discussion and explained to them the rule position and inability of the State Government to recognize their degrees in the light of GoI notification. Moreover, recognition is Centre's subject.

The Government is fully conscious of the fact that these youths are suffering as they have no avenues to earn their livelihood on the basis of their unrecognized degrees. In order to channelize their potential, the State Government is considering their case sympathetically and formulating a proposal after seeking approval of Chief Minister to offer to them job of para-medical staff.

Mr. Nasrrullah withdrew the resolution after getting appropriate reply from the Gove-rnment.

JAMMU, Jan 23: Minister of State for Education G.M. Saroori in reply to the Calling Attention Notice by Lal Mohammad Sabir regarding shortage of staff in newly upgraded schools, particularly Higher Secondary School Sagra and Kasblay of district Poonch, said that 45 High Schools and 24 Higher Secondary Schools exist in district Poonch and out of these 9 High Schools and 3 Higher Secondary Schools were upgraded during 2005-06 and 2006-07.

The Minister said "the schools named in the Calling Attention Notice are High Schools and not Higher Secondary Schools as described by the Member and the name of one such school as per our record is Kasbalari and not Kasblay. Out of these, two High Schools, the one located at Sagra has been upgraded to the existing level viz High School during 2005-06 through internal arrangement for which the requisite staff component is awaiting sanction. A proposal, therefore, stands already submitted to the Planning and Development Department and awaiting the clearance of Joint Select Committee constituted for the purpose".

"As on date 225 High Schools and 134 Higher Seco-ndary Schools upgraded to the said levels are functioning through internal arrangement in the State. A proposal for creation of staff for 137 High Schools and 94 Higher Seco-ndary Schools stand furnished to the Planning and Devel-opment Department. It is awaiting the clearance of Joint Select Committee," he said.

The minister said "the upgradation of a school involves huge financial implications on account of authorization of concomitant staff and creation of additional accommodation. The creation of additional staff for a Middle School upgraded to the level of High School costs Rs 6.42 lakh per annum whileas the such creation for a High School upgraded to the level of Higher Secondary School costs Rs 26.77 lakhs. The infrastructural requirement for the upgraded High and Higher Secondary School is estimated to the cost of Rs 30 lakh and Rs 50 lakh, respectively on the current rates’’.

He said "given the huge implications involved, the Government is addressing the issue of creation of staff and augmentation of accommodation in a phased manner. Efforts are on to see that creation of staff proposed to the Planning and Development Department is cleared during the current financial year itself, if the resource availability permits so".

JAMMU, Jan 23: Minister for Health & Medical Education, Ladakh Affairs Mangat Ram Sharma while replying the resolution moved by P. Namgyal in Legislative Council today said "the farmers of Ladakh region are supplying fresh vegetables, fruits, lucern hay and wheat bhoosa to the Army annually through 5 Cooperatives Societies of Leh district viz Cooperative Marketing Societies, Leh Kharu and Nimo,Chrbat Cooperative marketing Society, Takshi, Nubra and Cooperative Marketing Society, Nubra-Diskit valuing more than Rs. 550 lakhs. Similarly, the farmers of Kargil district also supply substantial quantity of the above items to the Defence authorities through their Cooperative Societies.

The "negotiated contract sanctioned by the Ministry of Defence for the procurement of local produce from the local farmers by the Army has been instrumental in cementing the ‘bond’ between the Army and the local population in the frontier part of the country. This must be imperatively strengthened further in the interest of the national security and for the welfare of the Ladakhis.

Previously, the contracts for supply of fodder and milk items used to be negotiated in Udhampur from February-April, when the surface access from Leh to the rest of the country is closed, thereby resulting in great inconvenience and hardship to the farmers of Ladakh. To address the grievances of farmers, the matter was taken up with the Prime Minister’s Office by the State Government through the Ladakh Affairs Department. It was also pursued with the HQ Northern Command. Following this, the integrated HQ of MoD, QMG Branch vide its communication dated September 14, 2006 addressed to HQ Northern Command issued instructions to depute Director, Military Farms to visit Leh, Ladakh at the time of negotiations and conclusion of contracts so that farmers and representatives of the cooperatives do not have to travel to Udhampur. As a result, the negotiated contracts for the supply of all items were finalized at Leh between the farmers and representatives and Army earlier this year.

The farmers Association of Ladakh had also represented that the cost of production is quite high in Ladakh as compared to other places and in case the Defence authorities have to bring the above products from the plains, it will entail heavy transportation costs, the products will not be garden fresh and accordingly requested for hike in supply rates as presently only maximum of up to 5 per cent is allowed every year. They also have been representing that the rates offered for supply of milk and fodder are very less and unsustainable given the hostile climatic conditions of the Ladakh.

The request of the farmers of Ladakh to hike the prices of the supply of local products to the Defence forces is quite reasonable. However, it may be pertinent to mention here that the rates of supplies of the local products are settled to the mutual satisfaction of parties after detailed negotiations by the representatives of the Farmer’s Cooperative Societies of Ladakh with the point for increase in rates on a reasonable and sustainable basis from year to year has essentially to be pressed in the course of yearly negotiations. As the resolution of this House is not binding on the Defence Ministry, it may not serve any fruitful purpose to do so.

Instead, it would be more appropriate and desirable to take up this matter with the Ministry of Defence, Government of India by the State Government through the Ladakh Affairs Department for a positive consideration of these demands.

Mr.P. Namgyal withdrew the resolution after getting appropriate reply from the Government.

Govt accords due attention to ex-servicemen: Taj

JAMMU, Jan 23: Minister for CAPD Taj Mohi-ud-Din, while replying to the resolution moved by R. S. Chib Legislative Council today said "the welfare measures of Defence personnel are being taken care of by the Ministry of Defence, Government of India as a central subject and the State Government has no jurisdiction over their service matters.

However, these is a full-fledged Directorate of Sainik Welfare headed by a Rtd. Brig under the administrative control of the State Home Department which is under the charge of Chief Minister. Therefore, the matters relating to the welfare of ex-servicemen receive attention at the highest level.

The Government had constituted a cabinet sub-committee to look into the problems being faced by the ex-servicemen, and the committee has recently submitted its recommendations which are under examination of the Government. In this backdrop there is no need to create a separate Ministry for the welfare of Defence personnel including ex-servicemen of the J&K State".

Mr. R.S. Chib withdrew the resolution after the reply.

Ruling members hail budget

JAMMU, Jan 23: Initiating the general discussion on the budget today in Legislative Assembly, Jahangir Mir said that the opening of roads from various parts of the State to Pakistan occupied Kashmir was a historical step, which would boost trade and commerce across LoC.

Dr. Manohar Lal said that the State under the coalition Government experienced a renaissance of sorts in industrialization particularly the Samba-Kathua belt became a hub of industrialization with many industries coming up. He also hailed the government’s efforts in taking education to the very door steps of the people.

Mohammad Sartaj Madni participating in the debate said that Government has set a precedence of issuing Economic Survey and Action Taken Reports, which by all means is being appreciated by one and all. He also highlighted government’s resolve to take steps in initiating dialogue between various groups.

Mr. Raman Mattoo said that Government’s decision in building various habitations for Kashmiri Pandits in Jammu and Kashmir was praise worthy. He also appreciated Government taking measures to bring back Kashmiriat on the cultural landscape of State.

Mr. Moulvi Abdul Rashid said that Government has focused attention towards educational infrastructure development in the State, which includes opening of many new colleges and university campuses. He demanded setting up of more and more first aid centres in rural and far-flung areas and engaging ITI trained electricians.

Mrs. Kanta Andotra appreciated the budget proposals and said that timely completion of development projects and implementation of District Development Board Meeting decisions be ensured at all levels. She demanded subsidy for farmers on fertilizers and pesticides and urged for an employment package for the youth of the State.

Mr. Abdul Majid Wani highlighting the achievements of coalition Government said that it has fulfilled most of the commitments made to the people of the State. He suggested for uniform honorarium for workers engaged in PHE Department. He stressed for focused attention towards horticulture and agriculture sectors and demanded similar facilities to the migrants from Dada at par with Kashmiri migrants.

Mr. Ghulam Raza also welcomed the budget proposals and said that the present Government is giving equal attention to all sectors, sections and regions in developmental activities. He, however, demanded more funds for welfare schemes in Ladakh especially in Zanskar Sub-division.

Jugal Kishore (BJP) demanded close monitoring of development projects and judicious use of funds and urged for equitable development of all the regions of the State.

JAMMU, Jan 23: Eight members raised issues of public importance during Zero Hour in Upper House today.

Nizam-ud-Din Bhat drew the attention of Government towards situation arisen due to snowfall in the Valley. He demanded inc-rease of kerosene oil quota in the snowbound areas and follow-up of actions on public issues raised during the Zero Hour.

Mr. P. Namgyal, raised the issue of situation arisen due to bird flu in the neighbouring states. He demanded veterinary check up of birds being imported from other states.

Mr. Nassarullah demanded snow clearance from roads leading to various block headquarters of Kargil district. While, Mohammad Amin Bhat drew the attention of Government tow-ards Home Guards employees who have staged dharna in front of Divisional Commissioner’s office at Jammu. and sought immediate redressal of their problems.

Ashok Sharma, Congress demanded Scheduled Tribe status to Pahari speaking people of the State.

He also demanded immediate utilization of funds earmarked for the welfare of Gujjar and Bak-arwals.

Mr.Murtaza Ahmad Khan demanded shifting of sub-district hospital, Mendhar to another suitable place.

Mrs. Farida Mir and Lal Mohammad Sabir also raised the issues of public importance.

Controversy over 724 kanals of land
HC issues notice to State, others

JAMMU, Jan 23: In a petition challenging the appointment of Divisional Commissioner Jammu as Enquiry Officer to look into the issue of ownership of 724 kanals of land situated at Sunjwan over which the petitioners were developing a residential colony, Vacation Judge of J&K High Court Justice Hakim Imtiyaz Hussain today issued notice to State through Principal Secretary GAD, Divisional Commi-ssioner Jammu, Secretary Housing and Urban Deve-lopment, Vice Chairman JDA, Chief Secretary and IGP Vigilance returnable within one week.

In the petition filed by Ram Kumar and others through Advocate L K Sharma it has been submitted that the petitioners are owners of the land measuring 724 kanals over which they have been developing a residential colony for which a plan was duly sanctioned by the JDA.

The petitioners have paid about Rs 37 lakh as fee to the JDA and spent crores of rupees on developing the residential colony. The petitioner Ram Kumar has purchased 20 kanals 12 marlas of land from its owners which was duly recorded as proprietary land since the last more than 75 years.

The petitioners when started the development work over their land in accordance with sanctioned plan, the Deputy Commissioner Jam-mu stopped the process on the hue and cry raised by the some vested interests.

The Deputy Commissioner appointed a Committee headed by AC Revenue and the Committee held that no encroachment was being made by the petitioners on State/forest land. In the petition, it has also been submitted that respondent IGP Vigilance has submitted a vague letter to Principal Secretary GAD that petitioners have encroached upon 20 kanals and 12 marlas of State land and Principal Secretary GAD issued Government order on January 1, 2008 appointing Divisional Commissioner Jammu as an Enquiry Officer.

The petitioner also submitted that the Committee headed by AC Revenue, has clearly demonstrated that no State or forest land has been grabbed by any body and the construction activities so started were on proprietary land.

It further demarcated the land measuring 20 Kanals 12 marlas comprising Khasra No 1442 situated at Sunjwan as proprietary land of the petitioners.

With these submissions, the petitioner prayed for quashing the Government order appointing Divisional Com-missioner Jammu as Enq-uiry Officer.

After going through the petition, Vacation Judge of J&K High Court Justice Hakim Imtiyaz Hussain issued notice to State through Principal Secretary GAD, Divisional Comm-issioner Jammu, Secretary Housing and Urban Development, VC JDA, Chief Secretary and IGP Vigilance returnable within one week.

RAJOURI, Jan 23: At least four persons were injured in a clash between the members of two communities at Sunderbani today. A major bloody- fight was however, averted with the timely intervention of police.

The trouble started after about forty odd members belonging to Sikh community from Nowshera reached Sunderbani in a bus and indulged in clash with the members of other community at Gai Bajwal village just outskirts of Sunderbani town. The issue pertained to the alleged kidnapping of girl (Bindoo) from this village by a Sikh youth Kulwant Singh, son of Prabh Dayal Singh of village Anpur near Sunderbani.

As per FIR registered with Sunderbani police, it was alleged by parents of the girl that their daughter was kidnaped by Sikh boy of another nearby village. The other party was claiming that both were not minor and had married in a court. There was some verbal clash with both the sides over the issue few days back. However, matter was amicably resolved with the mediation of Sarpanch and other members from both the sides. The problem started after boy’s brother distributed sweets in the village and passed some remarks on girl’s family. This provoked the members of other community and they allegedly beat up PD Singh’s son.

With an aim to take revenge, the relatives of boys’ side led by Hony Capt ( Retd) Gurdev Singh and Balwant Singh ( Hony Capt), equipped with pistol, kirpans and swords reached the village. The villagers also assembled in large number and Sarpanch Lok Nath was leading his side. There had been stone pelting between both the groups. Sarpanch Lok Nath and three others were injured. However, police party defused the situation on arriving there. They arrested 12 persons including both ex-servicemen. A pistol was also seized alongwith 8 rounds. A case was registered in this connection. So, a major clash was averted with the timely action by police.

Rich tributes paid to Neta Ji on his 112th birth anniversary

JAMMU, Jan 23: The 112th birth anniversary of Neta Ji Subash Chander Bose, a revolutionary leader and great freedom fighter was celebrated throughout the Jammu region today.

Rashtriya Rifles: To commemorate the 112th birth anniversary of this engmatic leader, 48 Rashtriya Rifles (Garhwal Rifles) under the aegis of 13 Sector, Romeo Force organised a seminar in Darhal today.

The speakers threw light on the life history of Neta Ji. A seminar on the topic remembering Neta Ji was conducted in the premises of Government Higher Secondary School Darhal.

The best speaker’s award was bagged by Miss Rubina Kausar and the first two prizes for Quiz were won by master Rameez Ahmed of Delhi Public School, Darhal and Miss Tabassum Naz of Government Girls High School, Darhal respectively.

Niti Higher Secondary School Udhampur:Rich tributes were paid to Neta Ji, Subash Chander Bose at his birth anniversary by the students and staff of Nitl Higher Secondary School, Udhampur. In this connection a glittering function was held in the school premises. The speakers, while paying homage to Neta Ji, said after Bhagat Singh, Raj Guru and Sukhdev it was Neta Ji Subash Chander Bose who inspired the people of India to take on Britishers with full might.

Refugees' front seeks representation in WG meeting

JAMMU, Jan 23: The joint front of All Jammu and Kashmir Refugees and West Pak Refugees has sought representation in the forthcoming crucial meeting of Working Group on J&K, scheduled to be held in New Delhi and demanded the implementation of Wadhwa Committee recommendations.

This was stated by Labha Ram, president of the West Pak refugees (J&K) in a press conference here today. Raising allegations against the Government for cheating the displaced people and refugees of 1947, he said that besides being given assurances by the Government for allotment of 12 acres of Khushki or eight acres of Aabi agricultural land under cabinet order 578c of 1954 to the displaced people of 1947, a majority of families were not provided land.

However, he demanded adequate representation to refugees in the forthcoming Working Group meeting to highlight their case in more effective manner, as Government turned deaf ears and refused to listen to the problems being faced by the refugees and also no compensation was given to them against loss of life, home etc due to which they had to face several problems.

Highlighting the plight of refugees, he said there are around three lakh West Pak refugees who even after 60 years are not been even provided with the state subjects as a result of which the children of those refugees are not being permitted to study in schools and colleges.

Also speaking, Capt Yudhvir Singh of J&K Refugees Front sought the implementation of recommendations as proposed by Wadhwa Committee, which was constituted on the direction of Chief Minister to look into the demands and problems of displaced persons of 1947, 1965 and 1971 from PoK and refugees.

Meanwhile, the front members announced to observe January 26 as black day in Jammu to highlight the problems of the refugees. Among others also present in the press conference were Rashpal Singh Chib and Jagu Ram.

JAMMU, Jan 23: A meeting of executive body of Forum of Lease Holders/Occupants of Nazool/Government Lands (FONL) was held here under the chairmanship of Inderjeet Khajuria, chairman, which resolved to re-launch the struggle which was deferred due to assurances of Minister for Health and Medical Education Mangat Ram Sharma.

The meeting took strong exception to the notices being served upon the occupants to pay exhorbitant rates for getting conferred ownership rights on the land under their authorized occupation for the last 50 to 60 years under the State Lands (investing of ownership to occupants) Act called Roshani Act.

S Gajan Singh told the meeting that the agitation launched by FONL was suspended on the assurances of Health Minister Mangat Ram Sharma that the Government would establish a fresh committee to revise the rates of land under their occupation and give them substantial relief. The proposed committee was to be headed by Divisional Commissioner Jammu, but the members noted with concern that no such committee has been constituted.

The FONL decided to re-launch agitation from January 28. It appealed all the political parties to support their cause.

Others present in the meeting included Inderjeet Khajuria, S S Pathania, S Gajan Singh, Ajay Bakshi, Iqbal Khullar, Somnath Sharma and Rajinder Singh.

SC/ST lawyers for judicial probe into killing of DyAG

JAMMU, Jan 23: In a meeting of J&K SC/ST Lawyers Forum, Jammu, under the chairmanship of Ghulam Rasool Asghar, two minutes silence was observed for peace to the departed soul of Deputy Advocate General Ajit Singh Dogra, who was murdered a few days back.

The meeting demanded a judicial probe in the murder of Dy AG Ajit Singh Dogra, as also investigations, preferably by CBI. A demand was also raised to provide a permanent Government job to the wife of deceased DyAG of the High Court.

Other demands highlighted by the forum pertained to adequate compensation to the family of deceased Deputy Advocate General as also reasonable assistance to the bereaved family from Advocates Welfare Fund. A demand was also made for special prosecutor and special court for the trial of the said case for speedy trial of the same.

Those advocates who expressed their view point in the meeting included K K Kundan, M L Bhagat, Roop Lal, Manohar Lal, Ashok Kumar, Suresh Kumar Bhagat, Naresh Kumar, Adarsh Kumar, Pawan Kundal, Anwar Chowdhary, Sunila Kumari, Ishwar Padhiar, Gopal Krishan, Sunita Kumari, Sudesh Kumari, Kamal Kumari, Ravinder, Surinder K Thapa, Geeta Kumari, Veena, Raj Kumar and Ranjeet Kumar.

NC women wing holds protest rally

JAMMU, Jan 23: Women wing of National Conference, Jammu district, organized a rally under the chairpersonship of provincial president Bimla Luthra, in protest against various burning issues like unemployment, steep rise in prices of essential commodities and stoppage to Old-Age Pension by the Government.

The protest rally started from Sher-i-Kashmir Bhawan, Jammu and culminated at City Chowk Jammu, after passing through historical Raghunath Bazar.

While addressing the protestors at City Chowk here, Mrs Bimla Luthra lambasted the coalition Government for failing on all fronts. She demanded that provision of Unemployment Allowance for educated youth of the State should have been made, who were the worst sufferers of Government apathy, to heave a sigh of relief.

Mrs Luthra also stressed up on the Government to probe as to why the Old Age Pension of women beneficiaries has been stopped by Social Welfare Department without any reason.

Others who participated in the rally included Veena Oberoi, Reeta Gupta, Sushma Sawhney, Satwant Kour, Satya Sharma, Dilshad Begum, Amrit Varsha, Lalita Sharma, Raj Kumari, Soma Devi, Guddi and Mohini Devi.

JDU to contest 50 seats in next Assembly elections

JAMMU, Jan 23: State Unit of Janata Dal United (JDU) today announced that the Party will contest 50 seats in next Assembly elections in the State.

Addressing a press conference, here, today, Javed Raza, national general secretary of the Party incharge J&K and S Inder Mohan Singh its state working president did not rule out the possibility of emergence of Third Front in the state to take on the present inefficient coalition Government.

They said the discussions are on with various parties to give an alternative to the present coalition in J&K.

Mr Inder Mohan Singh,while making a dig at the coalition Government in the state has urged the State Governor to dismiss it in view of its failure on all fronts and on the basis of corruption charges leveled against its ministers.

He said the Government was supposed to resign on moral grounds in view of corruption charges leveled against it.

He also accused the Government of its failure in fulfilling the promises made in Common Minimum Programme (CMP) and alleged that the former Chief Minister and PDP leader, Mufti Mohammed Sayeed has befooled people of the state by promising one job to each family.

The Party also expressed its total solidarity with unemployed engineers, unemployed ITI diploma holders who are on strike and demanded that migrants from far flung areas of Jammu be treated at par with Kashmiri migrants.

Shiv Sena Hindustan stages demonstration at Indira Chowk

JAMMU, Jan 23: Shiv Sena Hindustan staged a demonstration here at Indira Chowk today in protest against what it alleged perpetual loot by private housing companies on the name of private colonies and cooperative housing societies.

The demonstrators alleged that some of the private companies have entered the Jammu and Kashmir while others are on way to loot the innocent people of the state of their hard earned money. The administration though knowing fully well the evil designs of these companies is looking like a mute spectator, they added.

The president of the organization, Mr Dimpy Kohli, while addressing the demonstrators alleged that since these companies started their activities in J&K, the prices of land have touched the peak. This has led to the hardships of middle class people who can’t afford to purchase the land.

He further said though Non State Subjects can’t purchase the land under Article 370 in J&K, these companies are purchasing the land in the name of local people and later constructing the multi-storied buildings on this land to earn huge profits.

He alleged the silence maintained by the Government and authorities indicates that they are hand in glove with these companies

He demanded that a inquiry commission be set up by the Government to know about the designs of these companies and fixing of the prices of the flats to be constructed by them.

SFC visits Samba, interacts with public

Jammu Jan 23 : State Fin-ance Commission (SFC) today convened a meeting of public representatives and district officers of Samba to take stock of the present development scenario in the district and to know economic disparities at centre-district and block levels.

Chairman State Finance Commission Mahmood-Ud-Rehman chaired the meeting. District Development Commissioner, Samba, B. S. Jamwal was also present on the occasion.

The Chairman advised the people to come forward with an open mind and submit their demands and problems to the commission in the shape of memorandums. He also exhorted upon the district officers to give their opinion regarding development of their respective areas to yield tangible results.

The Commission took serious note of the industrial units of SIDCO Samba and Bari-Brahmna industrial complex which are not adhering to the condition of employing 90 percent of local youth in their units.

The Commission impressed upon the DDC to ensure formulation of developments projects based on availability of local potential. Besides, it also asked the people to take keen interest in the development of their respective areas.

Mr. Jamwal briefed the Commission about the physical and financial achievements registered in the district so far. He also gave suggestions for further streamlining the development activities in the district.

The problems and demands projected by the public representatives included tehsil status to Ghagwal and Purmandal, RBA status to certain areas of Purmandal, enhancement of minimum wage to Rs 100 under NREGA, more medical facilities to rural and kandi belts, medicine shortage in rural health centres, employment of local youth in industries, medicinal plantation at waste land, sports stadium at Samba, infrastructure and staff to newly upgraded schools, formulation of soil-conservation projects in kandi areas, up gradation of schools etc.

The public representatives also sought subsidy to poultry farmers at par with cooperative units. They also demanded constitution of recruitment boards at district levels for district cadre posts.

Among others members of SFC SSP, Chief Planning Officer and other concerned officers attended the meeting.

JU felicitates Prof Reyaz Punjabi

JAMMU, Jan 23: The University of Jammu (JU) today organized a function in General Zorwar Singh Auditorium to felicitate Prof. Reyaz Punjabi, who recently assumed the charge of Vice Chancellor University of Kashmir (KU).

On the occasion, Vice Chancellor JU, Prof. Amitabh Mattoo presented a shawl and memento to his KU counterpart and exuded confidence that KU will achieve new heights under his guidance.

Prof. Punjabi in his address, applauded the leadership of Prof Mattoo under which JU has been turned into a global institution. He added that JU has become a benchmark for KU and Prof Mattoo has given a new model to other institutions to achieve the excellence.

He called for the need to develop strategic alliances and partnership between various groups of stake holder of the two universities.

Technical Education to be revamped,
restructured: Haji Nissar

Jammu, Jan 23 : Minister for Technical Education Haji Nissar Ali took a review meeting of functioning of Depar-tment of Technical Education here today. He said very soon the department would be reorganized for efficient results.

The Minister stressed on efficient and speedy utilization of funds as provided by World Bank for upgrading the infrastructure of various polytechnic colleges and Industrial Training Institute (ITIs). He directed the officers to take measures so that various ongoing construction works for the physical infrastructure of colleges is expedited.

The Minister said that it was imperative to make modernization/strengthening of existing ITIs, establishment of women ITIs/wings under PM package and upgradation of ITIs as Centres of excellence with assistance from the World Bank, reality by using available pool of resources and optimal utilization of funds.

While stating that the World Bank has opened up in many fields there remains tremendous scope for students passing out from ITIs and polytechnics so as such the Government makes it mandatory on its part to give attention to these institutes.

The Minister said that very soon he will visit all sites in person to take a first hand view of the situation.

Among others Commissio-ner Secretary Technical Edu-cation Pramodh Jain, Director Technical Education Syed Fazlullah and other officers attended the meeting.

Workshop on concurrent evaluation of NRHM

JAMMU, Jan 23 : On the initiative of Secretary, Health and Medical Education K B Jandial, a two days workshop on Concurrent Evaluation of National Rural Health Mission , began today in the Department of Community Medicine, Government Medical at College Jammu.

The workshop was inaugurated by Principal of the College Dr Rajinder Singh.

The participants included faculty members from SKIMS Government Medical College Srinagar and Government Medical College Jammu besides senior officers from the Directorate of Health and Family Welfare Jammu and Kashmir Division.

Professor of Community Medicine King George Medical University Lucknow, Dr J V Singh attended the workshop as an outside expert. The concurrent Monitoring Evaluation of NRHM programme shall be bases on the deliberations in the workshop which will conclude on 24th January.

Div Com for exploring tourism potential of border belts

JAMMU, Jan 23 : To explore tourism avenues in the border belts of Jammu region, the Divisional Commissioner Jammu, Sudhanshu Pandey today convened a meeting of officers here at Suchetgarh, R.S Pura Jammu.

SDM R.S Pura, Mandeep Kaur, Director Tourism, Ajay Khajuria, IGP Jammu, Dr. S.P Vaid, Brig. Sandhu, Comm-andant BSF, Additional Secret-ary Tourism, Tehsildar R.S Pura were present.

Mr Pandey asked the Tourism Department to identify the places along border areas which have the potential of being developed into tourism destinations. He said that the Government has embarked upon a programme of developing virgin areas with the potential of attracting tourists in large number. The Director Tourism informed the Divisional Commissioner that villages like Arnia, Ghuran, Suhagpur, Thandi Khir have been identified as potential tourist spots.

Stressing upon the need to divert devotees visiting Shri Mata Vaishno Devi Ji to other tourist destinations of the State, the Divisional Commissioner called upon the Tourism Department to work in close coordination with SDM R.S Pura for assessing the infrastructural needs of the border belt of R.S Pura. He asked them to submit a plan of development of tourism infrastructure in the form of Guest Houses, Ponds, Yatri Niwas, Parks so that it can be incorporated in the Master Plan.

The Divisional Commi-ssioner stated that tourism infrastructure can be strengthened through NREGS which is already being implemented in the Jammu district. Border youth must come forward for getting enrolled under NREGS which generates maximum wage labour besides strengthen rural infrastructure development.

Mr. Pandey said that R.S Pura’s Basmati rice is famous all over the India and tourists thronging here to purchase basmati rice can be diverted to other tourist destinations in the area. He said that this would also give a filling to the employment avenues for local youth.

Goods Carriers demand slew of measures from State Govt

JAMMU, Jan 23: The All J&K Goods Carrier Association has demanded slew of measures from the State Government to save them from the brink of starvation.

Addressing a press conference here today, Sandeep Malhotra, general secretary of the association sought cut in license fee from the Transport Commissioner along with the restriction on the operation of outside transport companies in the State, which has put them on the brink of starvation.

He said nothing has been done by the Government for safeguarding the interest of this community, as they were deprived of even the basic requirements.

Also speaking, S. Harbans Singh, president, demanded relaxation of entry norms for heavy vehicles in the major trading areas and also urged the State Government to improve the condition of roads in these areas, which are essential for their business.

He said all the major industries in Jammu were utilizing the services of outside transport companies denying them the oppurtunity to benefit from the same and sought immediate restriction on the operation of outside transporters in the State.

The association also highlighted concern over absence of proper sites and shops for the companies carrying goods. Charanjeet Singh Raina (vice-chairman), S Kuldeep Singh (Sr. vice president) also spoke in the press conference.

SBI to launch 2-day strike next month

JAMMU, Jan 23: After failure of the Bank Management and the Government to resolve all the issues listed in the Memorandum of Understanding signed between State Bank Federations and the Government of India as a sequel to the indefinite strike on Pension issue, All State Bank Officers Federation and State Bank Staff Federation has issued one day strike call for January 25.

The officers and the employees of the State Bank of India were agitated over the indifferent and callous attitude of the Bank Management to resolve the long pending issues in relation to superannuation in SBI.

There were other issues which affected the interest of the employees as well as that of public at large.

The issues pertained to Merger of associate banks with SBI, Compassionate appointments in the Bank, stoppage of recruitment in the Bank, and Reckless initiation of outsourcing activities as also casual approach to salary revision which was due from November 1, 2007.

The meeting held that in case ther bank fails to resolve the related issues, the Federation would go for two day strike in February to be followed by Indefinite strike in the last week of March, 2008.

Employees to protest outside Assembly

JAMMU, Jan 23: The Government employees of the State have resolved to held massive protest demonstration and conduct ‘Gherao’ of the Assembly here on January 29.

In a meeting of the Employees Joint Action Committee held here today under the chairmanship of Abdul Qayoom Wani, it was decided that since Government has not honoured the agreement reached between the EJAC leaders and their authorised representatives including a minister, the employees will conduct ‘Gherao’ of the Assembly and hold massive protest in support of their demands on January 29.

The JAC leaders warned to intensify agitation as the Government has proved as anti-employees. They said it has totally neglected the burning issues of Government and Public Sector employees. They urged the Government to fulfill their genuine demands before January 28 or get ready to face the wrath of over three and half lakh employees.

The employees leaders have appealed all the government and PSU employees and workers to assemble in large number from all the districts of the State in Jammu to participate in the protest programme of January 29. Shakti Gupta, Ganesh Khajuria, Kapil Bakshi, Amrik Singh, Uttam Chand, M. Mohiuddin and Puran Singh also spoke on the occasion.

State RJD leaders demand adequate security

JAMMU, Jan 23: The Rashtriya Janata Dal (RJD) leaders of the State have demanded adequate security for themselves on the pattern of other political parties, in the wake of ensuing Assembly elections.

The RJD leaders apprised this during a press conference here today. They said, in a memorandum submitted to RJD national president Lalu Prasad Yadav, the State RJD leaders demanded fool-proof security for them, as being provided to the leaders of other political parties in the State especially in the wake of forthcoming Assembly elections.
