The Department of Technical Education, Jammu & Kashmir, besides its other activities, has been implementing a National Level Appreticeship Training Scheme sponsored by Govt. of India, Ministry of Labour, Directorate General of Employment & Training, New Delhi. The Scheme is envisaged to provide the job training to the unemployed educated youth to cope up with the unemployment problem of the Country/ State. It has been made obligatory for the Industries/Establishments/Stakeholders to engage apprentices under the Apprenticeship Act. 1961. The Act has been made applicable in the Jammu & Kashmir State from 15th August 1968.
It has been noticed that a least number of youth avails itself of the benefit of the Scheme and they roam from door to door for the solution of their unemployment problem. The apprentice after qualifying the prescribed All India Apprenticeship Trade Test can either become eligible for the appointment of any relevant post in the Public Sector or could find a job in Private Sector in the State, Country or aboard. The semi skilled workers (Such as ITI pass outs etc) could take special opportunity for diversifying their skills under this Scheme. The apprentices after undergoing the training could also earn their livelihood by establishing their own enterprises for which they shall be financed by the relevant Departments/Agencies of the Govt.
The Scheme has following Trades registered with Govt. of India in which any candidate within the age group of 18-40 years and having relevant entry qualification of the Trade could undergo on the job training in the State.

As many as 900 industrial Units/ Establishments across the State are registered with this Department, who engage the apprentice, subject to the availability of seats as per the ratio prescribed in the Apprenticeship Act. More units could be registered depending upon the roll of apprentices and training facility available in these units. The apprentices shall be awarded National Apprenticeship Certificate after the successful qualification of the prescribed Trade Test. The candidates who shall have already qualified All India Trade Test in any Trade under NCVT shall be given special rebate in the period of training.

The DD shall be non-refundable if the application for issue of tender is accepted and tender documents are issued to the contractor after scrutiny and selection. However, it shall be returned to the applicant by the Accepting Officer in case the tender form is not issued. The contractor shall bear the cost of bank charges for procuring and encashing the bank draft and shall not have any claim whatsoever on this account on Govt.
