Outside
disturbance can impact internal security:
PM
NEW DELHI, Jan 20: With
disturbances in Indias
neighbourhood weighing on his mind, Prime
Minister Manmohan Singh has said the
country needed to be alert to these
developments as they could impact its
internal security.
"We
must take note of the fact that political
and social disturbances in neighbouring
countries can also impact our internal
security and peace... We have to be alert
to these developments and deal with the
dangers that lie ahead," he said.
Writing
under the caption "India needs to
think big - be proactive to play the
global game", Singh said in an
article in the first issue of "India
and Global Affairs" magazine that
there was a link between external and
internal threats to countrys
security.
The effect
of these disturbances included crises
that generate an inflow of refugees and
destabilise Indias border areas.
"We see signs of the ills of
disaffection, alienation and conflict not
only in India but also across our
neighbourhood," he told the
magazine, being brought out by popular
Marathi daily Sakaal.
The
breakdown of effective international
mechanisms also affected the security of
individual countries, he said adding as
long as terrorism was seen as a
phenomenon that was
elsewhere, the international
community was unwilling to adopt an
effective coordinated strategy to deal
with the menace that constitutes a grave
threat to the civilised world.
The Prime
Minister said the international regime
against proliferation was also under
stress and that the existing system of
unequal and discriminatory rules, based
on the nuclear Non Proliferation Treaty,
was "deeply flawed".
"It
has permitted unchecked proliferation by
some, while preventing countries such as
ours from acting in its economic and
security interests," he said.
An
effective non-proliferation framework
that addressed Indias security
interests while simultaneously
encouraging peaceful uses of nuclear
energy was in its vital national
interest, Singh said.
Noting
that many of countrys national
security challenges could not be
addressed merely by the application of
force, he said non-military measures were
invariably needed to evolve durable
solutions.
Singh said
that easing or softening of borders also
brought with it many security problems
attaining transnational and global
dimensions. In devising strategies to
meet trans-border challenges, there was a
need to consider ways of evolving
multinational strategies, he said.
Indias
security policy in the emerging global
order must be based on three pillars-a
strong economic, technological and social
base; adequate defence capability and
mutually beneficial, partnership, in the
strategic, economic and technological
spheres aimed at enlarging policy choices
and developmental options.
The Prime
Minister said that India must engage in
cooperative, constructive and mutually
beneficial relations with all major
powers of the world in order to advance
its own security interests.
"Most
of all, we must engage in proactively
strengthening multilateral mechanisms for
financial, economic and political
security," Singh said adding that he
believed all poor countries have a stake
in an international system that is
"just, equitable and
effective".
Turning to
foreign policy, he said that the
philosophy of non-alignment
was based on the principle that "we
were aligned only with our values and our
enlightened national interests; we were
not aligned with anyone, or against
anyone".
"The
underlying philosophy was that issues
would be judged on merits rather than in
a mechanical or deterministic manner.
Non-alignment was, therefore, always an
expression of our enlightened national
interest and I dare say, will remain
so".
The
bottom-line for the nation and the people
is and will remain, addressing the
challenge of development, he said adding
that the goal lies in widening, deepening
and expanding its interaction with all
economic partners, neighbours and major
powers.
"As a
confident nation, we will interact with
the world as a confident equal partner,
seeking mutuality of benefit for
all," Singh asserted. (PTI)

for Brahmos Chief

Jan 20: Distinguished scientist and
Brahmos Aerospace CEO and Managing
Director A Sivathanu Pillai has been
chosen for the prestigious Dr Y Nayudamma
Memorial Award of 2007.
Announcing
this to the press here today, Dr Y
Nayudamma Memorial Trust Founder and
Managing Trustee P Vishnumurthy said Dr
Pillai has been chosen for the award in
recognition of his outstanding
contribution to Indias defence
research and development.
The award
would be presented to Dr Pillai by KCP
Limited Chairman and Managing Director V
L Dutt at a special function here on
February 2.
Dr Pillai
would also deliver the 16th Dr
Nayudamma Memorial Lecture on
"India-An emerging strategic
power."
The award
is given annually to persons who have
made significant contribution to the
development of science and technology in
the country.

Sinha doing commercial after 2 decades
NEW DELHI, Jan 20: Actor-turned
politician Shatrughan Sinha is donning
the greasepaint once again, though for a
commercial this time.
A popular
Bollywood actor, Sinha, who is also a BJP
MP now, has signed up with consumer
durable company SNR Electronics to
endorse its Markson brand of consumer
electronics products.
"I
have agreed to do this commercial out of
friendship," he told reporters in
New Delhi.
Sinha,
however regretted his decision to do a
surrogate advertising for a popular
whisky brand some two decades ago.
"I thought to myself what impact
would it leave on the young
generation," he said. Recollecting
his decision to do that commercial he
said, "It was a mistake, not a
crime."
On the
then controversy surrounding his
surrogate advertising, he quipped,
"Sar Mudatey Hi Oley Pade"
(trouble at the very outset).
Explaining
his absence from the world of advertising
for a long time, the former Union
Minister said, "Though I was
saleable, I was not available because of

Defence
to be USD 30 bn opportunity for India Inc
MUMBAI, Jan 20: Indian
defence and aerospace sector could be
India Incs next goldmine as the
Offset Policy in Defence Procurement
Procedure makes it mandatory to source
30-50 per cent of the USD 100 million
worth orders from India, a research said.
"With
the Defence Offset Facilitation Agency
estimating the expenditure on the sector
at USD 100 billion for next five years,
offset benefits for Indian companies
could be about USD 30 billion,"

Investment Officer Hiren Ved said.
While
public sector entities like Hindustan
Aeronautics Ltd (HAL) will get a share of
the pie, private players like L&T,
Tatas, Mahindra & Mahindra, Dynamatic
Technologies, Astra Microwave, Taneja
Aerospace among many others will reap the
first movers benefits.
The
opportunity will entail roughly USD 8-10
billion investment which will either be
met through private equity deals or
through the capital markets, Ved said.
"The
current size of the industry catering to
the defence sector is very small and the
entry barriers are huge due to R&D
and technology intensity and long lead
time," he said.
However,
India has the natural skill sets of
software, engineering, design and
manufacturing which will keep it in good
stead, he added.
The offset
policy mentions inclusion of an offset
clause amounting to a minimum of 30 per
cent of indicative cost in the request
for proposal where the indicative cost of
the contract is Rs 300 crore or more. In
case of multi-role combat aircraft, the
same has been increased to 50 per cent.
To
capitalise the opportunity, large number
of private sector companies with
engineering skills have entered or are in
the process of entering into
technological tie-up with global defence
major, Ved said.
Also,
companies who have past experiences in
the products have already started getting
orders from global players.
"At
present, the benefits to the private
sector are a few 100 crore but by
2009-10, we should see it ramping,"
he said.
While
Boeing reportedly last month tied up with
HAL to source sub-systems for fighter
aircraft and helicopter, Dynamatic
Technologies Ltd of Bangalore was
exploring collaborative JVs for the
defence sector.
"As
India has a large talent pool and very
low wage per hour, outsourcing
opportunities for it exist in aero
engineering, avionics, maintenance,
repair, overhauling, ground support
etc," Ved said.
The civil
aviation sector too could look forward to
big growth as USD 110 billion - USD 80
billion on aircraft and USD 30 billion on
infrastructure - has been estimated to be
invested in it by 2020, he said.
"As
per some research, only one per cent of
the Indian population has flown in a
commercial aircraft. Jet Airways claim
that 40 per cent of their passengers are

Anand honoured
BANGALORE,
Jan 20: Bollywoods
evergreen star Dev Anand has been honoured with a
lifetime achievement award here for his
contributions to the Indian cinema.
Justice V S
Malimath, former chief justice of Karnataka and
Kerala High Courts, conferred the film icon with
Anmol Ratan, Lifetime Achievement
Award at a function organised here last
night by the Vintage Film-Music Lovers
Association.
"It is
marvellous, It is prestigious. Thank you for your
love and generosity which has made me fly all the
way from Mumbai to be with you," the
actor-director-producer, famous for his unique
acting style, said after receiving the award.
"My heart
goes out to you. I am totally overwhelmed. May be
Ill come back here to make a film,"
said the heartthrob of the 50s and 60s, wiping
away tears from his eyes.
Going down the
memory lane, the 85-year-old movie veteran
nostalgically recalled his trip to Mysore to
"convince" writer R K Narayan on making
a film version of his novel "Guide".
That trip is till
"green in my memory", he said.
He exhorted
Bangaloreans to keep their ambitions alive and
march forward in the global arena.
"Bangalore is
referred to as the Silicon City of India, a leap
forward in technology. Keep the ambition alive,
keep ahead of every other state... Keep going
forward," he said.
"I adore
Bangalore as much as I admire Bangaloreans. Even
in the world, they are much admired. When people
in California called it silicon city of India, I
felt proud of my country," said the Dada
Saheb Phalke awardee in his sing-song voice.
Earlier,
chartbuster song of the 60s, "Gaata Rahe
Mera Dil" from his magnum opus
"Guide" sung by amateur singers
welcomed Dev Anand when made his entry.
Dressed in black
trousers, peach-coloured striped shirt topped by
a black jacket, the actor warmed his fans
hearts with his impish, lopsided smile, tilting
his head, a part of his persona, though he was
two hours behind schedule.
"How is
everybody", he enquired as he took stock of
his fans, young and old who had waited patiently
in the wintry night just to get a glimpse of
their favourite actor.
Recalling his
visit to the city for the release of his
autobiography "Romancing With Life" he
said, "I received a very warm and
enthusiastic response. I am once again in the
arms of such a warm audience".
To a query on
music playing an important part in his films, he
quipped "Har Shaks Mein Gaana Hota Hai. Koi
Bathroom Mein Gaata Hai,Koi Bahar" (every
person has music in him, some are bathroom
singers, some sing outside).
On his mantra of
life, striking a philosphical note, the thespian
said "there nothing as ultimate in life.
Here, if you remember the climax of Guide, the
beautiful lines, Zindagi Ek Khayal Hai, Na
Dukh Hai, Na Sukh Hai, Sirf Mein, Nein, Mein
Hoon" (Life is an imagination. There is
neither sorrow nor joy, only me and myself).
"If you
(audience) can understand this, youve
attained maturity, youve understood
everything", he said.
Earlier Justice A
J Sadashiva, honorary Chairman of the music
association described him as a "man of
courage and grit who stood against state when
freedom of expression was curtailed in the
seventies during Emergency. He stand out for this
quality, his courage of conviction and
righteousness".
Recalling his
meeting with Dev Anand in Mysore several years
back, Justice Sadashiva said "I remember the
glint in his eyes. It is still very much there,
it has not disappeared".
I M Vittalamurthy,
Secretary, Department of Information and Tourism,
Kannada and Culture termed the versatile artiste
as an "evergreen hero, symbolising the past,
present and future of Indian films".

clapping along with audience to his most popular

Maya
summons UP DGP for security
lapse during
Cgarh visit
RAIPUR,
Jan 20: Unhappy
with "lapse" in her security during her
two-day visit to Chhattisgarh, Uttar Pradesh
Chief Minister Mayawati asked her states
Director General of Police (DGP) to suspend the
policemen responsible for it, top officials said
today.
"Mayawati was
very upset over the Samajwadi Party workers
stopping her vehicle and showing her black flags
on Friday when she was going from the Raipur
airport to the city," a top official said
here.
Terming it as a
"security lapse", enraged Mayawati
summoned her states DGP Vikram Singh from
Lucknow to Raipur and asked him to suspend the
security staff attached to her, the sources said.
After a
preliminary probe yesterday, when Singh gave a
clean chit to the policemen, she said, "It
was fine that the people had flags in their hand,
but what would happen if they would have
something else and why the UP security staff did
not react properly."
After the
incident, the DGP and other officials came from
Uttar Pradesh and were all the time with her
during the rally and party meetings through out
yesterday, they said.
When contacted,
Chhattisgarh DGP Vishwa Ranjan said, his Uttar
Pradesh counterpart had called on him yesterday
and discussed about the incident, but he refused
to divulge any details of the talk.
Meanwhile, Raipur
District Superintendent of Police (Urban) Dr Lal
Umed Singh said a case has been registered in
connection with the incident of fire at the
Samajwadi Party state President Balram Singh
Yadavs residence.
"A case of
arson and riot had been registered against some
BSP workers and leaders for Friday night incident
at the residence of Yadav," Singh said.
However, police
have not yet arrested any one in that connection,
Singh said adding in that FIR lodged by the SP
leader, some names were mentioned claiming they
were responsible for attacking the house of
Yadav.
While coming from
Raipur Airport to the city, about three dozens SP
workers, led by partys state Youth Wing
President Dinesh Patil, stopped the bullet proof
car of Mayawati, waved black flags and raised
slogans against her for assault on the brother of
SP President Mulayam Singh Yadav in Lucknow.
Within hours of
that incident, some angry BSP workers allegedly
set on fire the house of SP state president, in
which one of his new cars and couple of other
things were gutted, sources said.
Though no one was
injured, tension built up following that incident
and additional policemen were deployed yesterday
to avoid any untoward incident at the rally

Govt nod
not needed for prosecution of
corrupt public servants:

NEW
DELHI, Jan 20: The Supreme Court has ruled
that illegal acts of public servants have no
connection with discharge of official duties and,
therefore, no sanction is required under section
197 CrPC for prosecution of the corrupt and
deliquent ones.
A bench comprising
Justices G P Mathur and Aftab Alam directed a
trial court to go ahead with the trial of seven
people, including two doctors of a blood bank in
Nagpur involved in the scandal of supplying HIV
contaminated blood to government hospitals and
colleges in the area.
Many patients
tested HIV+ after the blood was transfused to
patients.
During
investigation, the Nagpur police found the blood
bank records tampered and seven people, including
Dr P P Sancheti and Devahari Deva Singh Pawar, Dr
Prakash Chandra and Pradhya Sudhakar Phadnavis,
chargesheeted by the police.
The accused were
not charged with forgery despite interpolations
having been found in the official records. Torn
pages of the Blood Bank registers were recovered
from Dr Sanchetis residence during raids.
They were also charged with an offence under the
Drugs and Cosmetics Act, 1940.
The additional
chief judicial magistrate, Nagpur, quashed the
proceedings against the accused as no sanction
under section 197 was obtained by the government.
A Sessions court reversed the order which was,
however, restored by the Bombay High Court,
dropping the criminal proceedings against the
accused.
State of
Maharashtra came in appeal to the Supreme Court
against the high court order dated April 20,
2005.
The apex court, in
its judgement dated January 18, said, We fail to
see how tampering with the entries made in the
official registers, tearing their pages and
stowing them away in ones house can be
related to the discharge of official duties. We
do not have the slightest doubt that the
allegations made against the accused related to
acts that had no connection to the discharge of
their duties and, therefore, the prosecution has
no need of any sanction under 197 of the
Code."
The apex court,
while allowing the appeal of the state government
and setting aside the impugned order of the High
Court, also observed, "A substantial part of
cases against the accused does not require any
sanction for their prosecution. The facts of the
case do not warrant any piecemeal quashing or
discharge of the accused. We, therefore, consider
it appropriate and just that the trial of the
accused should be allowed to proceed without any
hindrance."
The apex court,
however, left open the question of sanction open
for prosecution of the accused under the Drugs
and Cosmetics Act. (UNI)

Centre
plans to bring life-saving drugs under GoI
control
AGARTALA,
Jan 20: The
Union Ministry of Chemicals will bring
life-saving drugs under the Centres control
to ensure unified price of the medicines across
the country as well as to make them available
everywhere at affordable prices.
Talking to UNI
here today, Union Minister for Chemicals,
Fertilisers and Steel, Ramvilas Paswan said most
of the chemical industries were under private
ownership and had been squeezing money from the
people.
He informed that
only 74 life-saving drugs were under the
Centres control and there was neither
supply crisis nor price controversy.
"The Centre
proposes to bring all the life-saving medicines
under the control of the Union Ministry to
improve the health facilities in the
country," Mr Paswan said.
Referring to the
development avenues in the NE, Mr Paswan said the
Centre was trying to exhort some private chemical
companies to invest in the region, as barring two
chemical establishments, all others were being
managed by private enterprises.
He stated that
once railway lines would be constructed upto
Agartala, it would be easier for the State
Government to approach the entrepreneurs to
invest in such profit-oriented sectors.
He also said
Tripura had an added advantage as it had huge
natural gas reserves.
"Tripura has
great prospects in setting up chemical hubs,
fertiliser industries and other heavy industrial
units, in which the Centre would definitely

comprehensive programme to provide modern dental
health equipments to all the dental as well as
medical colleges and district level civil
hospitals on the patern of private dental
colleges.
This was announced
here today by Dr J S Dalal, Director Research and
Medical Education, Punjab while addressingt
second day session of delegates of 46th
Punjab State Dental Conference at Moga.
Expressing
concern over the alarming increasing of
unemployment of denatal health professional where
out of 15 dental colleges from where 1500 dental
surgens are passed out were hardly finding any
pleacements Dr Dalal also pleaded for the
upliftment of dental profession with the adoption
of latest information, technology and science as
it was the need of the hour to get updated
knowledge.

Rani
Mukherjee to move HC in fake land deal case
MUMBAI,
Jan 20:
Bollywood actress Rani Mukherjee would soon
be moving Bombay High Court against Ahmednagar
District collectorates order to cancel her
ownership of a plot near Shirdi due to
irregularities in the deal.
"After the
final hearing earlier this month, the
Sub-divisional Officer (SDO), Srirampur had
passed an order to cancel the name of Rani
Mukherjee from the lands sale deed and took
over its possession. We will move High Court
against the order," Mukherjees lawyer
Nanasaheb Chaudhry told PTI from Shirdi.
The actress is
said to have paid Rs 33 lakh in December 2005 for
a non-transferable farmland near Shirdi. After
the purchase, Rani had paid a stamp duty of Rs
1.32 lakh for registration.
But the title of
the land could not be transferred to her name as
it belonged to a farmer.
"We disagree
with the findings of district administration. It
has said that it was an agricultural land hence
it was ceiling it and required special permission
from the Government for transferring it to a
non-farmer," Mukherjees lawyer said.
"The land,
however, was already a non-agriculture land hence
ceiling was not applicable under Section 47 of
Ceiling Act," he further said, adding,
"the issue of the said land being
non-agricultural land was not
challenged after the Tehsildar had declared it so
in 1981."
"As per law,
any matter taken up for revision, has to be done
within three years as per Article 137 of
Limitation Act," Chaudhry said.
Rani bought the
land 10 years ago but the district administration
is refusing to transfer it on her name, he said.
The actress
counsel claimed that in a land ceiling revision
case, only a Divisional Commissioner is empowered
to conduct inquiry and not a Collector or SDO.
"On the
basis of these points we will file our writ
petition," he said.
The district
administration however felt that it had a
strong case.
"They are
welcome to file writ petition. It is allowed
under law. However, we strongly refute the
charges made by Mukherjees lawyer,"
Additional Resident District Collector
Ahmednagar, Bhausaheb Dangde said.
On the powers of a
SDO regarding revision matter pertaining to land
ceiling case, Dangde clarified Maharashtra Land
Revenue Code 1966, Section 257, empowered SDOs.
"Also
Government is not bound by any time limit under
revision. Supreme Court has already given its
interpretation regarding limitation in favour of
Government," he said.
On the lands
status Dangde said that a temporary
non-agriculture status was allowed for 11 months
for brick making. That time lapsed before the

Actor-politicians
may have tough time in next election
NEW
DELHI, Jan 20: The stars do not appear
bright for several filmstar politicians in the
next Lok Sabha elections.
The re-drawing of
Parliamentary constituencies which will come into
force from the next elections scheduled in 2009
have turned the seats of Dharmendra and Raj
Babbar into that of reserved category.
Congress MP
Govindas problems are a bit different.
There has been growing disenchantment about
Bollywoods "Hero no 1", who
represents North Mumbai constituency, in the
local unit as also a section of the electorate,
which feels there is a vast difference between
his reel role and real role as a public servant.
While Dharmendra
is a BJP MP from Bikaner in Rajasthan, Babbar
represents Agra as a member of the Samajwadi
Party, from which he has been suspended sometime
back.
Babbar has been in
politics for long and formed the Jan Morcha last
year, which contested the UP Assembly elections
without much success.
Dharmendra joined
politics on the eve of the last elections,
sometime after his wife Hema Malini was made a
nominated member of the Rajya Sabha during the
BJP-led NDA dispensation.
Bollywoods
He-man of yesteryears does not seem
to have jelled much with the murky world of
politics and neither with the debate and
discussions in Parliament, if his presence there
is any indication.
Dharmendra had
comfortably won the Jat-dominated Lok Sabha seat
while Govinda had caused an upset for the BJP by
defeating then Union Minister Ram Naik in his
pocketborough.
The North Mumbai
seat has undergone some changes now which could
give added problems to the "Virar Ka
Chokra" (Boy from Virar), as the
star-politician is known in his area.
Govinda has been
under fire for not visiting his Lok Sabha
constituency for a long time, and people living
in the suburb which comes under his constituency
had held a demonstration recently because he was
not reachable while they were in distress.
One person even
declared a reward of Rupees one crore to anyone
who could locate the "elusive" MP
Govinda has dismissed it as a "stunt"
common in politics.
Jayaprada is a
member from Rampur in Uttar Pradesh as she joined
Samajwadi Party sometime back and is trying hard
in the Lok Sabha to put forward the problems in
her Muslim-dominated constituency.
Bollywoods
leading lady of yesteryears started her political
career in TDP, representing that party in the
Rajya Sabha, but could not get a second term as
she was not on the best of terms with party
supremo N Chandrababu Naidu.
Vinod Khanna of
the BJP is not a one-election wonder and has been
representing Gurdaspur in Punjab since 1998.
Kannada actor
Ambareesh also appears to be in Vinod
Khannas mould, as he has been representing
the Mandya seat in Karnataka for quite sometime.
He has also raised his influence by resigning
from the Union Ministry over the Cauvery waters
issue.
Jaya Bachchan is a
member of the Rajya Sabha, having been re-elected
from Uttar Pradesh sometime back as a Samajwadi
Party member. She was disqualified in 2006 for
holding office of profit, which had resulted in a

pc of items stolen in UP recovered
NEW
DELHI, Jan 20: If you are in Uttar Pradesh
and your belongings get stolen, you can rest
assured that they will be recovered by the
police, going by official figures.
According to the
latest national crime statistics, UP can boast of
a 92 per cent recovery rate of stolen items,
which is also the highest in the country.
In the year 2006,
UP Police managed to recover stolen items worth
Rs 100.05 crore out of a total of Rs 108.73
crore.
The national
capital was close to the other extreme, with
Delhi Police recovering a meagre 5.3 per cent of
stolen items worth Rs 254.86 crore.
Only the
North-eastern state of Manipur, which has a
recovery rate of 2.5 per cent, was behind Delhi.
A total of Rs 5.54 crore worth of items were
stolen in the state, while items worth only Rs
13.9 lakh were recovered.
Stolen property
worth Rs 1,796.71 crore has still not been
recovered nationwide, which is 75 per cent of the
total worth of stolen belongings (Rs 2,403.94
crore) in 2006, according to figures of the
National Crime Record Bureau (NCRB).
Maharashtra tops
the list in terms of the value of items stolen.
Items worth Rs 724.74 crore were stolen in the
western state, while only 14.3 per cent (Rs
103.86 crore) of those were recovered.
There were only
three other states-Haryana, Rajasthan and Tamil
Nadu-which had an impressive recovery rate of
over 50 per cent.
Among the 91,100
vehicles stolen in 2006, police managed to
recover only 26,474, which accounted for 29.1 per
cent of the total.
The highest number
of vehicle theft was reported in Maharashtra
(12,814 stolen and 3,569 recovered) followed by
Delhi (9,402 and 1,574) and Uttar Pradesh (8,349
and 2031).
The value of
stolen vehicles were Rs 558.14 crore while
recovered vehicles cost Rs 196.16 crore.
There were 170
cases of theft of explosives and explosive
substances worth Rs 22.8 lakh across the country
in 2006. The recovery was made in 47 cases but
the value of seized material was a meagre Rs 1.6
lakh.
The north-eastern
states of Manipur, Meghalaya, Mizoram, Nagaland,
Sikkim and Tripura did not record a single case
of theft of cultural property, while the country
had a whopping 1,307 such cases.
The maximum
incidents of loss of cultural property were
reported from Karnataka (404) followed by West
Bengal (182).
The highest value
of loss (Rs 2.59 crore) was reported from Assam
followed by Karnataka (Rs 1.64 crore).
According to the
latest statistics, there has been an increase of
29.2 per cent in the number of cases from 1,012
cases in 2005 to 1,307 incidents in 2006. (PTI)
