JAMMU, Jan 17: Various Private Members’ Bills were today tabled in the Legislative Assembly for introduction.

Mr. Qaiser Jamsheed Lone moved a Bill regarding amendment to Jammu and Kashmir Wildlife Protection Act 1978 seeking "compassionate appointment in Government service and ex-gratia amount of Rs. one lakh for next of the kin of a person killed by wild animals outside the forest area".

Opposing the bill Deputy Chief Minister Muzaffar Hussain Baig said that ex-gratia and compensation was being paid to the next of kins of the persons killed and wounded by wild animals as such there was no need of the Bill. Mr. Baig however, said that the matter regarding compassionate appointment in favour of the next of the kin killed by wild animals would be considered and if necessary modification in the compassionate appointment rules would be affected. After the reply by the Deputy Chief Minister Qaiser Jamsheed Lone withdrew the Bill.

Mir Saifullah’s Bill seeking amendment to Section 45 of the J&K Panchayati Raj Act 1989 to provide for election of Chairman of District Planning and Development Board by electoral college comprising elected panches, sarpanches of the halqa panchayats within the district was in detail replied by the Minister for Rural Development Department Mula Ram who said that the committee has been constituted to suggest recommendations for making the panchayat rules more comprehensive. Mr. Saifullah pressed for introduction of the Bill which was rejected by voice vote.

Mr. M. Y. Tarigami moved two Bills pertaining to amendment to the Accountability Commission Act 2002 to provide for nomination of new Chairperson within two months and second Bill relating to J&K Protection of Human Rights Act 2002 to seek the similar amendment of appointing Chairperson within two months after the vacancy is caused.

He, however, withdrew both the Bills after reply was given by the Deputy Chief Minister who stated that government was always prompt to find the Chairmen for the corporations, whenever there was such need. "It even takes some time", he added. He said instead of words "two months" the member should have used words "as expeditiously as possible".

Mr. Ajay Sadhotra moved a Bill to amend J&K State Lands (vesting of ownership to the occupants) Act 2001 to amend the Section 12 to provide that the rate determined by the Committee shall in no case accede the market value of the land which was prevalent in the area on the date of occupation.

Mr. Baig intervening said that government has many suggestions under consideration in this regard. He suggested the member to withdraw the Bill but he pressed and the Bill got rejected by the House through voice vote.

A Bill moved by Mr. Jugal Kishore (BJP) to seek amendment to the Section 87 of constitution of J&K to provide for the official record of proceedings in the legislature in Urdu, Hindi as well as in English was withdrawn by him after Deputy Chief Minister informed that government was considering such suggestions actively and intends to bring a Bill to this effect.

A Bill with regard to providing social security/stipend to the uneducated youth of Jammu and Kashmir introduced by Mir Saifullah as private member’s Bill No. 4 in 2005 was opposed by the government today when it was at the consideration stage.

The Deputy Chief Minister Muzaffar Hussain Baig while opposing the Bill said that government was formulating a comprehensive employment formula to address the problem more extensively and effectively. He said that Chief Minister has directed all the departments to identify the vacant posts and initiate recruitment process through recruiting agencies expeditiously.

Mr. Baig said that the recruitment agencies like PSC and SSRB were being more strengthened to speed up the process of recruitment. He said instead of going for short cut measures like stipend we have to come up with a comprehensive policy to provide jobs to the unemployed youth.

However, the member pressed for consideration of the Bill, which was put to vote and got rejected by the voice-vote.

Another Bill of Mr. Nazir Ahmad Gurezi of 2005, which was also at consideration stage today was rejected by the House after it was opposed and replied by the Minister for Social Welfare Abdul Gani Vakil, who said the financial assistance sought for the marriage of poor girls should be dealt by NGOs and legislators individually. "There is no necessity for enacting any legislation to this effect", he added.

No proper record of Chhamb refugees: Govt

JAMMU, Jan 17: Minister of State for Revenue, Relief and Rehabilitation, Eijaz Ahmed Khan today said that no proper record of number of families displaced from Chhamb area in 1965 was available with the State Government.

He was responding to the question of S Parduman Singh in the Upper House today, followed by subsequent supplementaries of Prof Bhim Singh, R S Chib and Nizamudin Bhat. He however, maintained that nearly 15,000 families migrated from PoK in 1965.

When asked about the total number of migrant families and individuals who were forced out of their homes from Chhamb Devabatala when India withdrew from that sector leaving the territory to Pakistan, the minister said no proper survey has yet been conducted to ascertain the total strength of the PoK DPs of 1965.

He however, claimed that families of Devabatala have been included in the list of 15,000 families as this area is part of Chhamb. The reason of withdrawal from that area was strategic. Mr Khan in reply to another question stated that these DPs of 1965 were uprooted and settled in camps at Kishanpur Manwal and Shallen in Udhampur. They went back to their respective places after the war was over.

However, displaced agricultural families who opted to stay in J&K have been allotted land vide Govt order No 578-C of 1954. Regarding question of their permanent settlement, the minister could not satisfy the members but maintained that Wadhawa Committee report has done extensive work on the settlement of displaced persons and the government would examine and try to implement its recommendations. He claimed that Azad Government was keen for the permanent settlement of refugees/ displaced persons.

JAMMU, Jan 17: Dropping another ‘bomb-shell’ on the former Minister for School Education and senior Congress leader Peerzada Mohd Sayeed who was forced to resign after corruption charges levelled two days back, MLA Sangrama alleged that Minister’s house had become the ‘den of corruption’.

Addressing a press conference at Jammu Press Club here today, young MLA from Kashmir alleged that Minister’s house had become den of corruption. His wife and personal staff members were collecting money on his behalf to get any job done. "It can not happen that Minister was not aware of this all. He can not claim himself as ignorant of this all," the MLA maintained.

Referring to the incident, Lone said he went to the Minister after his junior Minister Manjit Singh got cleared his sister’s file. His private secretary Manzoor rejected the file. "I got upset over the response. A few days later I contacted his driver Altaf who had also worked with my late father. Altaf assured me to get the job done after taking up the matter with Peerzada’s wife. He then said that Madam has said that being an MLA we have given him Rs 20,000 concession and decided to collect only Rs 40,000. After the money was handed over to Minister’s family, the job was got done with a couple of days," Lone added.

Now, any one can well understand that Minister was right or telling white lie. How, he can absolve himself of the knee deep corruption charges. How he can be ignorant of the ‘den of corruption’ operating from his own house. Shoib Lib Lone further said that he had not taken name of any body in the Assembly. He only wanted independent probe. But Minister’s wife by issuing threats on telephone to my mother got exposed her family to public. Lone said there is no doubt that Chief Minister has declared a war against corruption but he is hardly getting support even from his cabinet colleagues. Entire civil secretariat has become the ‘Shopping Mall’ of Corruption. No file moves without money power or strong influence.

Responding to a question, Lone said he dared to expose this corrupt practice being encouraged at the top level and if any action is taken against him by offering graft he was ready to face any consequences.

JAMMU, Jan 17: National Panthers Party (NPP) legislator Prof Bhim Singh and another member from National Conference Mohd Yousuf Taing today staged walk-out from the Upper House alleging that Government was misleading the House on benefit provided to Ministers, MLAs and MLCs under Roshni scheme by regularising their land.

Both the senior members pulled up the Minister of State for Revenue Eijaz Ahmed Khan during Question Hour. He was responding to the question of Prof Bhim Singh followed by supplementaries of Mr Taing, and Prof Singh.

The NPP legislator sought the list of Ministers, MLAs and MLCs who have been benefitted by virtue of Roshni Scheme and whose lands have been regularised or even those who have applied for regularisation of their lands in possession. He alleged that a large number of politicians who grabbed land have been benefitted by this Act and Government was not exposing their names.

The Minister, however, disclosed the names of only three people including Minister for Rural Development Department and senior Congress leader, Mula Ram whose six canals of land has been regularised at Gho Manasan under Roshni Act, MLA Jammu East Yogesh Sawhney and Dy Chairman of J&K Legislative Council, S Arvinder Singh. Mr Khan maintained that 10 marlas of land of MLA Yogesh Sawhney at Muthi and one kanal and 7 marlas of land of S Arvinder Singh has been regularised at B C Road Jammu.

While responding to another question of Bhim Singh, MOS Revenue disclosed that a total revenue to the tune of Rs 4551.23 lakh has been generated on account of regularisation of land under Roshni Scheme in J&K. Out of the total, Rs 3467 lakh has been generated in Srinagar district while Rs 747.98 lakh in Jammu district. Revenue worth Rs 36 lakh was generated in Udhampur, Rs 34 lakh in Anantnag while Rs 25.40 lakh in Samba.

Reacting to Minister’s reply, Prof Bhim Singh alleged that he had list of more than forty top Ministers and MLAs/MLCs whose names figure in the list under Roshni Act and who have been immensely benefitted out of it. He alleged that they were made owners of the land grabbed by them but Government was shielding them and not disclosing their identity.

The Minister contested that only three names were there in the record. Mr Taing asked the Minister to present the entire list in the House. On the negative response of the Minister, both the senior members levelled allegations that Minister was misleading the House and his reply was not correct. Both staged walk-out as protest.

Govt rejects Harsh Dev’s bills on reservation,
downsizing ministry

JAMMU, Jan 17: Government today rejected a Private Member’s Bill tabled by Panthers Party, MLA, Harsh Dev Singh seeking for inclusion of two Ministers from SC category in council of Ministers and granting of reservation to SCs in Upper House of State Legislature where there is no such a provision.

As the Bill was defeated by the House through a voice vote after the Deputy Chief Minister, Muzzaffar Hussain Baig opposed it, the MLA, staged a walkout in protest.

Through the private member’s Bill regarding the amendments in Section 38 and Section 50 of the Constitution, Harsh Dev suggested that a provision should be made that Council of Ministers shall include a minimum of two Ministers from the SC category and in the Sub Section (6) of Section 50, the words "two persons belonging to SC category" be inserted between the punctuation mark "()" and "and"there by a provision be made for SC reservation in Upper House.

However, opposing the Bill, Mr Baig said under Sub Section 6 of Section 50 the Governor has full powers to nominate members from SC community. He said India has made special provisions for SCs and STs but there is no such provision of which he (MLA) talks any where in the country.

The Minister said it is the duty of every political party to nominate the members from SC community to Upper House and political parties should make sufficient provisions in this regard instead the Government makes a law for this.

However, Harsh Dev pressed for introduction of the Bill saying the reservations should be given to the SCs in Upper House and Council of Ministers. But the Bill was defeated through a voice vote.

The another Bill of the MLA tabled by him earlier regarding the amendments to the Section 38, of Jammu Kashmir Constitution was also defeated though a voice vote after the member refused to withdraw it and insisted on its introduction. Through this Bill, the MLA proposed that the words "20 percent of the total membership of the State Legislature" shall be substituted by the words, "15 percent of the total membership of Legislative Assembly"and be made a criteria for the size of the ministry.

Opposing the Bill, the Deputy Chief Minister, Muzzaffar Hussain Baig said that on January 3, 2006, an amendment was passed in the House with consensus that instead of 15 percent the strength of the Ministers should be 20 percent of the legislature.

He said Jammu and Kashmir comprises of three regions and people need representations as per regional and community basis while such a position is not in other states of the country. Hence it will not be possible for the state to pass the Amendment Bill.

The Deputy Chief Minister said by making a provision of 20 percent representation in council of ministers still one minister is looking after three departments and this way (he) Minister can’t do justice to his job and efficiency can’t be expected from him.

He said in states which have a large number of MLAs such provision of 15 percent is possible but not in the states like J&K which have less number of legislatures.

Maintaining that member’s spirit in bringing the Bill is good but it has no logic hence he should withdraw it. But the member insisted for its tabling and the Bill was defeated by voice vote.

JAMMU, Jan 17: National Panthers Party (NPP) MLA Harsh Dev Singh today demanded that Government should engage unemployed engineers and ITI trained electricians under Central Government sponsored schemes.

Calling the attention of the Government towards the dharna and agitation of unemployed engineers and ITI trained electricians in the Lower House, Mr Singh said that majority of the unemployed engineers and electricians even left their respective private jobs following the assurances by the Government about their absorption in Government jobs.

Accusing Government of being mute spectator to the grievances of unemployed engineers and electricians, he said "in Economic Reconstruction Agency, the engineers from outside the State are being engaged for execution of various schemes but the local unemployed engineers and electricians are not being considered for absorption".

Suggesting the Government to engage unemployed engineers and technocrats in the execution of all the central sponsored schemes sanctioned under Prime Minister’s Reconstruction Plan, the NPP member said "this is the viable option to provide employment to them", adding "Government should give clear directions to the agencies involved in the execution of various schemes in this regard".

Reacting to the issue of Harsh Dev Singh, Minister for Health and Medical Education Mangat Ram Sharma said that Government will think over the suggestion of NPP member and assured that unemployed engineers and electricians will be approached to convince them to end their agitation.

JAMMU, Jan 17: Several Members today expressed concern over the non-implementation of decisions taken in the District Development Board (DDB) meetings, during the Zero Hour in the Legislative Assembly.

National Panthers Party (NPP) Member Harsh Dev Singh said that Government has rendered all the District Development Boards (DDBs) in the State defunct.

"District Development Boards have lost their relevance due to the failure of the Government to implement the decisions taken in DDB meetings", he said, adding "if you go in for voting in the House there will be a consensus that Government has rendered these institutions defunct".

Mr Singh asked the Government to either disband the District Development Boards or implement their decisions.

Raising the similar issue, another NPP Member Balwant Singh Mankotia said that the Udhampur District Development Board had taken decision about granting Rs 2 crore additionalities for all the three constituency of the district but the decision has not been implemented so far despite the fact that the expectations of the people increased after the announcement of granting additionality.

Bharatiya Janata Party (BJP) Member Jugal Kishore also regretted that the decisions taken in the DDB of Jammu have not been honoured by the Government and demanded completion of work on Dhanu road in his constituency.

Even ruling party MLA Yogesh Sawhney expressed serious concern over the non-implementation of DDB decision regarding shifting of slaughter houses from the Jammu City. However, in response to his issue, Minister for Health and Medical Education Mangat Ram Sharma said that Divisional Commissioner would be directed to look into the matter.

Subscribing the views of other members that Government has rendered DDBs defunct, National Conference Member Mohd Sayeed Akhoon said that it was decided in the Board meeting that Primary Health Centre Hazratbal will be upgraded but of no avail.

Dr Manohar Lal, Abdul Majid Wani and Kanta Andotra demanded creation of more administrative units and in response to their demand the Minister for Health and Medical Education Mangat Ram Sharma said that Government also intend to create more such units after receiving the recommendations of the Bloeria Commission.

Qaiser Jamsheed Lone, Ali Mohammad Sagar, Mir Zahoor Ahmad and Abdul Rehman Veeri raised the issues of unscheduled power curtailments in Kashmir valley.

Responding to their issues, Minister of State for Power Babu Singh said that efforts were underway to restore and ensure scheduled power supply in Kashmir valley that has got affected due to heavy rains and snowfall. He also assured that he would visit valley and take stock of the power scenario there.

CPM Member Mohd Yousaf Tarigami demanded removal of pay anomalies of clerks while Ashwani Kumar, Shyam Lal and Ghulam Raza demanded compensation to families whose lands and structures have been occupied by the Army in border areas. Mushtaq Ahmad Bukhari raised the issue of providing relief to the earthquake victims in Surankote while Prem Sagar Aziz demanded posting of teaching staff in the educational institutions of Kathua district. Raman Mattoo demanded augmentation of drinking water facilities in Habba Kadal constituency.

Syed Bashir Ahmad, Dr Chaman Lal and Sajjad Ahmad Kitchloo demanded completion of ongoing schemes under R&B sector in their constituencies while as Mir Saifullah and Sharief-ud-Din Shariq invited the attention of the Government towards the essential services affected due to recent snowfall in district Kupwara.

Jahangir Mir demanded summer vacations of educational institutions in Mendhar area with the summer zone of Jammu division whileas Ajay Sadhotra advocated waiving off loan interests in favour of the farmers of Marh area whose strawberry crops were damaged.

Girdhari Lal demanded release of funds in favour of Rural Development Agency Hiranagar for purchase of agriculture foot pumps to be provided to the farmers of the area. Nazir Ahmad Gurezi sought amendment in SRO 294 and Reshpal Singh demanded adequate power supply in Gujjar and Bakarwal dominated areas of Kalakote constituency.

Mian Altaf Ahmad demanded constituting of a Committee for selection of best Chief Minister and best Speaker so that they could be honoured and awarded.

Yashpal Kundal demanded re-engagement of social forestry workers of Samba who are on strike whileas Mohammad Yasin Shah demanded completion of PHC building in Sonawar constituency.

Abdul Gani Malik advocated providing compensation to those whose land has been acquired for construction of roads and bridges whileas Khem Lata Wakhlu raised the point for providing financial assistance to deserving destitutes other than widows.

Sarfaraz Khan demanded strengthening of health infrastructure in far-flung areas of Beerwah constituency. Mohammad Aslam Khan demanded posting of Warden in Pahari Hostel at Rajouri whileas Shanti Devi demanded allotment of land to the local state subjects for industrial units.

Mohammad Khalil Naik demanded speeding up of work on lift irrigation schemes and Lassipora bridge in Wachi constituency whileas Javid Rana demanded release of funds for completion of 40 ongoing projects under R&B sector in Mendhar constituency.

 

CBI unearths substandard work by BRO

JAMMU, Jan 17: Central Bureau of Investigation/ Anticorruption Bureau has unearthed substandard work worth Rs 1.13 crore carried out by a contractor engaged by the Border Roads Organisation (BRO) in Rajouri district.

The substandard work was detected by the CBI during a surprise check conducted in presence of the officers of RTW, SAMPARK and PWD Department and representative of contractor on December 7, 2007 and December 13, 2007.

During surprise check, it came to fore that the work was executed by Azhar Aziz Raina impersonating as Talib Hussain Chisti of M/s Talib Hussain Chisti, Contractor.

As per the terms and conditions of the NIT, a power of attorney was required to be submitted in the Department by the contractor in case of execution of work through some other persons at the time of submitting tender documents.

But in the present case no such power of attorney was available on record. It also came to fore that Talib Hussain Chisti was signing in Urdu script as per bank account of J&K Bank Ltd Poonch, whereas Azahar Aziz Raina signed as Talib Hussain in english on various contract documents and work execution documents.

The surprise check revealed commission of offences punishable under different sections of RPC and Prevention of Corruption Act committed by the then Executive Engineer (Civil) OC (contract), HS Dilawari, the then AEE (Civil) Engineer Incharge, Virender Singh, Superintendent (Work Supervisor), all of Border Road Organization Rajouri and Azhar Aziz Raian and M/s Talib Hussain Chisti of Poonch.

Speaker discusses Privilege Notices against MD JKPCC

JAMMU, Jan 17: Speaker Legislative Assembly Tara Chand today discussed the matter related to Privilege Notices against Managing Director, Jammu and Kashmir Project Construction Corporation (JKPCC).

The Privilege Notices were brought by MLAs Mian Altaf Ahmed and Ghulam Hassan Khan in their capacity as Chairmen Public Accounts Committee and Estimates Committee respectively against MD JKPCC Dileep Thussu.

In their Privilege Notices, the legislators have alleged that the MD has shown casual approach towards the directions of Committees and did not participate during the course of inspection of some important ongoing projects belonging to JKPCC which led to the embarrassment of Committee Members and hampered its legitimate functioning.

Both the MLAs briefed the Speaker on the subject. After going through the Privilege Notices, the Speaker directed the Managing Director to submit his written reply to Secretary Assembly within a couple of days which would be taken into consideration in the next hearing fixed for January 21.

Secretary Assembly Mohammad Ramzan and Additional Secretary Assembly G N Mir were also present in the meeting.

JAMMU, Jan 17: National Conference legislator Devinder Singh Rana today exerted pressure on the Minister for Higher Education, Gulchain Singh Charak on the issue of criteria fixed by the Government for opening degree colleges in the State.

The question was raised regarding opening of degree colleges and any proposal for Kargil district for new college by legislator from Kargil district, Mr Nasarullah. The minister claimed that a degree college was already functioning at Kargil and there was no new proposal to establish another college or even women college in the town.

Mr Charak stated that eighteen new degree colleges are being established in the state, out of which ten will be raised under PM’s reconstruction plan and eight under State plan. Ten new colleges under PMRP are being constructed at Srinagar for women, Kokernag, Gurez, Tangdhar ( Karnah), Dharmari in Reasi, Kilhotran ( Doda), Chhatroo (Kishtwar), Banihal , Budhal and Nowshera. Under State eight colleges are being set up at Bishnah, Khansahib ( Budgam), Uttrasso ( A’nag), Women college Pulwama, Sogam ( Kupwara), Killam (Kulgam), Jammu city (W) and Bani in Kathua.

Devinder Singh Rana in his supplementary asked the minister to explain the criteria fixed by the Government for allotting colleges. He sought an explanation whether it was distance, geographical status, number of students available, number of feeding Higher Secondary Schools in the area or any other specific reason. The minister, however, claimed that all these points including the recommendations from public representatives/ public and security threat to the children was taken care of while allotting the colleges by the expert committee. Mr Rana asked the quantum of threat, number of schools fixed or minimum students required and minimum distance fixed by Government for allotment of colleges, the minister, however avoided to reply the same. Mr Rana pressed for the reply from the Government repeatedly but the Chairman remained unmoved.

Govt committed to promote composite
culture of State: Mangat

Jammu, Jan 17: Minister for Health and Medical Education Mangat Ram Sharma has stressed the need of protecting and promoting culture in the face of globalization. He said maintaining local cultural identity was must while competing in the fast shrinking world.``

He was speaking at a cultural function organized by Yamini Cultural Society at Abhinav Theatre here today.

The Minister said that J&K State has a unique composite cultural identity and the Government was committed to promote Ladakhi, Kashmiri and Jammu cultures.

Earlier, over a hundred children drawn from various schools, presented a colourful cultural programme depicting rich heritage of our composite culture.

Students from K.C. Public School, K. S. Public School, Luthra Public School Talab Tillo, and A. S. N. Schools took part in the inter school talent competition.

Kashmir Press Association calls on CM

JAMMU, Jan 17: Kashmir Press Association headed by G. H. Kalloo met the Chief Minister, Ghulam Nabi Azad here this morning and apprised him about various issues confronting the media persons. Kashmir Press Association is an elected body of the media persons of Kashmir Division.

The Association discussed many issues including the ones relating to upward revision of rates of advertisements, need to rationalize registration of newspapers, establishment of press colony for meeting the housing requirements of pressmen and setting up of press club at Srinagar.

The Chief Minister gave them a patient hearing and assured that all issues concerning the media persons would be accorded due consideration.

Khajuria demands sacking of other tainted ministers

JAMMU, Jan 17: Maintaining that sacking of Peerzada Mohammed Sayeed will not stem the rot, Bharatiya Janata Party (BJP), state president, Ashok Khajuria has said that if Chief Minister was really interested in rooting out corruption from the public life, he was left with no alternative but to remove all the tainted ministers from his Council of Ministry.

Mr Khajuria at a press conference, here, today also demanded action against those ministers who have been indicted by the State Accountability Commission (SAC) and Kundal Commission.

The BJP leader urged the Chief Minister to initiate criminal proceedings against these ministers so that right signal goes across the state that corrupt and immoral elements have no place in the state’s scheme of things.

He said such a purging would not serve any purpose and the Chief Minister simultaneously has to rid his administration of the corrupt bureaucrats who too have been busy in misappropriating the public funds and promoting the interests of their near and dear ones.

He alleged that certain ministers, bureaucrats, builders and police officials are working in unison to loot the public money.

Mr Khajuria said the BJP is of the considered view that the time has come for the powers that be at the state and in the state’s Raj Bhawan to intervene so that the people of state are freed from the clutches of corrupt elements who have been ruling the roost for quite sometime.

The BJP also criticized the Congress for backtracking from its promise of bringing the Bill seeking the constitution of Delimitation Commission.

He said the Health and Medical Education, Minister, Mangat Ram Sharma who had given an assurance to Harsh Dev Singh in State Assembly is still clinging to his ministerial position despite the fact that Chief Minister, Ghulam Nabi Azad snubbed him for making such a commitment.

Mr Khajuria said people of Jammu face constant discrimination and BJP is convinced that they have no place whatsoever in the scheme of things of coalition Government.

‘Harsh taxation, penalties under VAT
not addressed in Budge’

SRINAGAR, Jan 17: Terming the 2008 budget as people friendly, the apex trade and industrial bodies have regretted the half hearted approach towards boosting of local trade and entrepreneurship.

Welcoming the steps taken for relief to the tourism, industries and other sectors the Kashmir Chamber of Commerce and Industries (KCCI) complained that difficulties faced by the business community due to harsh taxation/penalties of the VAT regime have not been addressed. Talking to the daily EXCELSIOR, the KCCI vice president Fayaaz Ahmed said that the inconveniences faced by the traders by way of inconvenient VAT regimes were brought to the notice of the authorities before the pre budget proposals and meetings, but no measures have been taken in this regard he said.

He said the quantum of penalties imposed on the business fraternity need to be looked upon.

He further said that no fresh programmes have been announced in the budget for uplifting the traditionally potential sectors of agriculture and horticulture.

Representatives of various industrial associations under the chairmanship of Federation Chamber of industries Kashmir Shakil Qalander, conveyed their gratitude to the Finance Minister for acceding their several demands like grant of 3% interest subsidy to existing units, applicability of provident fund on more than 10 employees, considering scrapping of negative list, constitution of committee to decide fate of contract service tax by units, announcement of separate treasuries for payments to industry, toll tax exemption on ingredients for poultry and cattle feed and the like.

The decision of providing differential industrial package to backward districts and pursuing implementation of central industrial package on existing units without any rider would go a long way to help development of industry in the State, the members observed.

The industrialists also hailed the decision of the Government to support micro and small industry which possessed high potential of absorbing human skill and suggested that the employment mission should only advocate for establishment of self employment units.

The members, however, expressed their dismay for ignoring the sick industrial units yet again which was going to have an adverse impact on the confidence of both existing and prospective entrepreneurs on the system.

The ratification of MSMED Act, besides some other measures demanded by the industry had also pained the fraternity, the members added.

The FCIK members, however, pinned hopes that a substantial amount out of the proposed capital expenditure was earmarked for creating, augmenting and upgrading the industrial infrastructure.

Noted tourism expert M Ashraf expressed his anguish over the fact that tourism though being declared an industry a decade ago did not receive the kind of incentives earmarked for industrialists. He said the policy of the Government was contradictory as it takes one step in its promotion and on the other side was creating hurdles in its vertical growth. The concessions offered in the budget to the people associated with tourism in the State are not scanty. Incentives need to be provided to tourism as can make it a viable commercial private sector, he said.

Weapon of offence recovered
Husband arrested for wife’s murder

JAMMU, Jan 17: Gangyal police have arrested a murder accused, who had killed his wife, Kaku Devi with a sharp-edged weapon at Sector No. 2 in Gangyal on October 28 last year. He has been identified as Jagat Ram son of Ram Saran R/o Shella Panasan, Reasi.

He was arrested from a rented house in Amritsar where he was living after growing his beard and hairs to keep his identity secret.

On a specific information, police parties led by SDPO Gandhi Nagar Sukhdev Raj and SHO Gangyal on the instructions of DIG Jammu range Lalat Indu Mohanty, SSP Jammu Parminder Singh and SP City (South) Zahid Manhas raided the house at Amritsar and apprehended the accused.

He has been brought here and lodged in Gangyal police station where a murder case has been registered against him under Section 302. The weapon of offence has also been recovered from the accused and case worked out.

JU approves M.Phil course in Statistics

JAMMU, Jan 17: The University of Jammu (JU) has approved the Master of Philosophy (M.Phil) course in Statistics with immediate effect and allotted 10 seats in the course.

Prof J P S Joorel, HoD Statistics disclosed this information in a press conference at JU today. He said, "Keeping in view, the long pending demand of PG students in Statistics, Vice Chancellor Prof Amitabh Mattoo has approved the M.Phil programme in the subject with immediate effect and 10 seats have been allotted for it".

He informed that notification in this regard has been issued and students can apply for the said course upto January 29. The M.Phil session will be beginning from February 4. However, he exuded confidence that the said course will strengthen the research programme in the subject and also help the students to seek employment.

Meanwhile, Prof Joorel also informed that the Department was also holding maiden National Conference on Emerging Trends in Stat-istical Methods and Opti-mization Techniques" in the university on February 22. More than 120 researchers including world renowned Statisticians would attend the conference.

Others also present in the press conference were Dr Rahul Gupta, Dr Pawan Kumar, Dr Parmil Kumar and JURSEA president Vikas Sharma.

Hotel owner convicted for double drawal of rent

JAMMU, Jan 17: The Court of Chief Judicial Magistrate (CJM), Srinagar has convicted a hotel owner for double drawal of rent from Estates and Police Departments.

An official spokesman said that Director Estates lodged a written complaint with the State Vigilance Organisation (SVO) stating therein that during verification of records it came to fore that the owner of Hotel President, Sonawar—Abdul Qayoom Beig had fraudulently drawn rent against fake bills of the hotel.

Subsequently, a case was registered and during the course of investigation, the involvement of hotel owner was established. After the completion of the investigation, the challan of the case was produced in the Court of CJM Srinagar which convicted the accused.

The Court also imposed a fine of Rs 1,37,675 on the accused.

Meanwhile, the investigation of Vigilance led to the surprise retirement of Government official.

The spokesman said that the verification by SVO Kashmir revealed that the date of birth of Abdul Gani Shah, Works Supervisor, Irrigation Division Anantnag was wrongly reflected as April 25, 1955 in his service records.

Acting on the report of Vigilance Organisation and under the directions from concerned authorities, the Executive Engineer, Irrigation Division Anantnag retired the said official on August 31, 2007 retrospectively with effect from April 2006.

An amount of Rs 2,22,000 received by the accused public servant as excess salary for the said period has also been ordered to be recovered from him.

TJAC intensifies cadre mobilization for protest

JAMMU, Jan 17: The Teachers Joint Action Com-mittee (TJAC) has intensified its campaign for mobilizing the teaching cadre to participate in protest demonstration to be held on January 21 in front of Divisional Commissioner office.

The committee has also asked all the teachers’ associations to mobilize the community throughout Jammu province for their active participation. TJAC, which comprised of four major organizations namely Jammu Kashmir Ladakh Teachers Federation, Jammu Kashmir State Teachers Association, United School Teachers Association and Physical Education Teachers Asso-ciation, has decided to hold said protest to highlight demands of teaching community.

Under the campaign, TJAC team comprising Balwan Singh, Maheshwar Sharma, Bharat Kumar, Kulwant Singh, Hari Singh, Darshan Lal Sharma, Dilip Singh and Sukhdev Singh today visited the schools of Bakshi Nagar, Rehari, Sarwal, Janipur and Toph Sherkhania.

It is pertinent to mention here that teachers are demanding notional and financial benefits on the pattern of Accounts Department, benefits of earned leave, implementation of transfer norms and many other genuine issues.

Magotra re-inducted in Press Council of India

JAMMU, Jan 17: Prof Lalit Magotra, a renowned scientist and noted writer has been inducted in the newly re-constituted Press Council of India (PCI), for a period of three years.

Prof Magotra, who was a member of previous term of PCI, is the first person from Jammu and Kashmir State have been included in this statutory autonomous body established for purpose of preserving the freedom of press and for maintaining and improving the standard of new-spapers and news agencies in India.

The Cou-ncil is headed by G N Ray, former Judge of Su-preme Court and has a total strength of 29 members which includes 20 members from the press and five members of Parliament. Prof Magotra is a nominee of the Sahitya Akademi in the Press Council.

Deputation of Sikh Societies amalgamation meets Governor

JAMMU, Jan 17: A deputation of amalgamate of J&K Sikh Societies today met the Jammu and Kashmir Governor, Lt Gen (Retd) S K Sinha under the leadership of Gurdeep Singh Sasan, chief patron and submitted a memorandum highlighting demands and problems of Sikh community.

The Governor gave the deputation a patient hearing and ass-ured sympathetic consideration.

Besides Sasan, others in the deputation included Jugal Mahajan, Dr Kulwant Singh, Dr H S Sasan, S Hardev Singh, S Anoop Singh, Capt Pritpal Singh, S Nain Singh Bijral, Mrs Ravinder Kour, Advocate Surinder Singh, G S Dutta, Baldev Singh, Jagpal Singh, Bhupinder Singh and Vishal Dutta.

The demands contained in the memorandum pertained to permanent settlement of claims of 1947 PoK refugees on the pattern of refugees from west Pakistan settled in other States of India; reservation to their children in all sorts of educational institutions; reservation to Sikhs at par with SC/ST categories in all vistas of employment; Setting up of Minority Commission in J&K State; Due representation to Sikhs in Legislature; Special employment package for the community; Formation of Minority Commission; Declaring Tran-sport as an Industry; Due place to Punjabi language at all levels; Regularization of Basties and camps of DPs of 1947 from PoK etc.

Hill Development Council for Chenab
Valley areas demanded

JAMMU, Jan 17: All Party Action Committee (APAC) for Chenab Valley Hill Develop-ment Council (CVHDC) in an extraordinary meeting under its chief patron Sheikh Abdul Rehman reiterated demand for formation of Hill Development Council for Chenab Valley comprising three districts of Kishtwar, Doda and Ramban.

The speakers averred in the meeting that Azad Being son of the soil, would ameliorate the lot of most backward people of erstwhile Doda district having an area of over 12,500 square kilometers, but nothing of the sorts was visible on ground.

The APAC leaders stated that despite liberal funding from the Central Government for the State, the condition of the people residing in Chenab Valley basin has remained unchanged.

Presenting elaborated facts and figures about the the discrimination before media persons here today, the CVHDC leaders demanded that when Leh and Kargil areas with lesser claims can be given Hill development Councils, what was barring the Government to grant the same for Chenab Valley, which fulfills area criteria of being conferred the same status.

The meeting appealed the Chief Minister to introduce a bill in the current session of State Assembly for conferring Hill Development Council status to Chenab Valley, which formed a long pending demand of the people of Kishtwar, Doda and Ramban, the constituents of erstwhile Doda district, for overall development of the people living in the districts of Kishtwar, Doda and Ramban.

People stage demonstration against price hike

JAMMU, Jan 17: People held a demonstration at New Plots today in protest of the State and Central Governments failure to curb the rising prices of essential commodities.

The demonstration was organised by Beopar Mandal J&K led by Mr Sunil Dimple and besides the residents of the area, traders and heads of various organizations participated in it.

The demonstrators with pla cards in their hands shouted slogans against the Government’s failure to bring the prices of essential commodities under control, they alleged that rising prices have broken the back of common man.

Addressing the demonstrators, Mr Dimple alleged that the Government has not only filed to contain the prices of essential commodities but also could not make available the supply of Kerosene Oil and cooking gas to the masses.

He also criticized the Government for its failure in constituting the Delimitation Commission and terms the budget presented by Finance Minister, Tariq Hamid Qarra in State Assembly yesterday s anti people.

He also urged the Congress to break its alliance with PDP whose policies and programmes are against the interests of people of Jammu.

Various KP organizations pledge support to YWAIKS

JAMMU, Jan 17: Various Kashmiri Pandit organizations today expressed their total solidarity with the community youth who are on chain hunger strike in front of Relief Commissioner’s Office for last 37 days.

In a meeting of Kashmiri Hindu Conference (KHC) held under the chairmanship of M L Thusoo, State Government was taken to task for its discriminatory and biased attitude towards the displaced community in general and youth of the community in particular.

The meeting demanded that the demand of the youth regarding payment of relief in favour of bifurcated ration card holders be conceded immediately.

P L Kaul Badgami, convenor appealed the community to ensure their participation in the rally at Relief Commissioner’s office being held on Holocaust Day falling on January 19. The meeting was also addresed by Jai Krishan Raina Maktoom and A K Sadhu.

Meanwhile, Youth Wing All India Kashmir Pandit Conference (AIKPC) has also pledged its full support to Youth Wing All India Kashmiri Samaj (YWAIKS) in its present agitation.

In a statement president of the Wing, Kuldeep Pandita warned the Government of serious consequences if it fails to settled the demand of KP youth.

All Displaced Kashmiri Pandit Non Camp Welfare Union has also extended full support to the YWAIKS in its present agitation. The president of the Organization Kashi Nath Bhat urged the members of his organization and other community men to ensure their participation in the rally on January 19 at Relief Commissioner’s Office.

Samaj Sudhar Committee asks Azad to resign
