JAMMU,
Jan 11: Massive sloganeering and wild
protest against the Coalition Government by the
entire Opposition were witnessed in the
Legislative Assembly today following an
independent MLA from Sangrama accusing the
Government of shielding killers of
his Minister father and made sensational
disclosures about the corruption at the level of
Cabinet Ministers, leading to the adjournment of
the House.
The MLA Shoaib
Lone openly raised accusing fingers towards
Peoples Democratic Party (PDP) on whose
ticket his father Dr Ghulam Nabi Lone contested
the 2002 elections and became Minister of State
for Education after the formation of coalition
Government and said that Dr Lone was killed under
a planned political conspiracy after he showed
dissidence towards the partys leadership.
The trouble for
the Coalition Government started when Shoaib
Lone, while participating in the debate on
Governors address, said "who says
there is no corruption in the State", adding
"even Civil Secretariat, seat of the
Government, has become a hub of corruption".
"I was forced
to pay Rs 40,000 to a Special Assistant of a
Cabinet Minister to get my sisters genuine
work done in the Civil Secretariat", he
said, adding "the Minister through the
Special Assistant even told me that I have been
given 20 per cent rebate for being MLA otherwise
I had to squeeze out more money to get the job
done".
He expressed
willingness to disclose the name of the Minister
in the House itself if he gets assurance that
Chief Minister Ghulam Nabi Azad would take stern
action against the corrupt Minister.
The entire House
was taken aback with the sensational disclosure
of the MLA with Opposition particularly National
Conference starting massive sloganeering against
the Government.
"Shame,
shame, shame...", "Corrupt Sarkar Hai
Hai", "Chor Sarkar Hai Hai",
"Minister ko Nanga Karo", "Corrupt
Minister Ko Saza Do" and "Choron Ki
Sarkar Ko Ek Dhakka Aur Do" continued to
rent the House for about 10 minutes. Amidst
sloganeering, the National Conference Members
insisted Shoaib Lone to reveal the name of the
Minister in the House.
Finding Treasury
Benches in the piquant situation, Minister for
Health and Medical Education Mangat Ram Sharma
stood up and said "we will not spare the
Minister and take stern action against him".
Mr Sharma further said "its choice of
the MLA to disclose the name of the Minister in
the House or to the Chief Minister".
Although
Opposition kept on pressurizing the MLA to
disclose the name of corrupt Minister, the latter
preferred to reveal the name to the Chief
Minister and requested the Opposition to allow
him to speak about the purpose for which he
contested the election and shared platform with
them.
"I usual
remain absent from the Assembly as I get
suffocated here (in the House) as nobody listens
to you here", he said, adding "I am
following Mr Azad in this Government just to get
the justice. Justice on the killing of my
father".
The emotional
Shoaib Lone said: "I secured berth in the
House with the sole intention to find out the
killers of my father but it is very unfortunate
that two persons, who were arrested in connection
with the killing have been acquitted of the
charges", adding "If I could not find
out the killers of my father then there is no
need of me being in the House".
Continuing
venting ire to his feelings, he said "I am
the victim of human rights violation. My father
was not assassinated by militants but he fell
victim to the well planned political
conspiracy", adding "PDP was at the
verge of split at the time of my fathers
killing and he was not in the favour of
partys policies and programmes".
Mr Lone, who
independently contested for MLA seat after his
fathers death, announced in the House that
he would resign from the Legislative Assembly if
the Government doesnt give assurance of CBI
probe into his fathers killing.
"If
Government will not order CBI probe it means the
killers are being shielded by those in the
corridors of power", he said and regretted
that despite the fact that initial enquiry into
the killing of his father pointed out serious
security lapses, no action was taken by the
Government.
How can an enquiry
officer of the rank of Secretary can mention the
name of a politician of Chief Ministers
level involved in the killing of my father, he
questioned and said that only CBI enquiry can
expose the persons behind the killing.
His accusations,
however, taken as evidence by the Opposition
parties for their allegations of political
corruption against the State Government, who
openly supported the demands of Mr Lone.
Leader of the
Opposition Abdul Rahim Rather said "this boy
has said which no one in the House had ever dared
to till date", adding "he has the right
to demand CBI inquiry and entire Opposition is
with him in his demand".
As Minister for
Health Mangat Ram Sharma tried to satisfy the
House with the submission that the matter would
be taken into consideration by the Chief
Minister, who was not present in the House, Mr
Rather said "Mr Speaker you are the
custodian of the members rights. You should
direct the Government to order CBI inquiry".
National Panthers
Party MLAs Harsh Dev Singh and Balwant Singh
Mankotia and NCs Dr Mehboob Beg said
"the absence of Chief Minister doesnt
mean Government has crippled", adding
"Government should not have any reservation
in ordering CBI inquiry if it feels that the
enquiry conducted at the initial stage was
fair".
Sharing entire
Oppositions concern, CPM Member Mohd Yousaf
Tarigami said "whats harm in ordering
CBI enquiry if Government feels it has nothing to
hide.
PDP Member and
Former Minister Ghulam Hassan Mir also came
forward in the support of CBI enquiry and said
"when Ministers and MLAs are not safe how
will we defend our people", adding "why
no action was taken after the initial enquiry
report pointed out serious security lapses".
As the agitating
Opposition was insisting the Speaker to assure
the House and direct the Government for a CBI
probe into the killing of former Minister of
State for Education, the Speaker, finding the
House in pandemonium, adjourned the proceedings.
Later, while
talking to the media-persons Leader of the
Opposition Abdul Rahim Rather said that MLA
Shoaib Lones disclosures vindicated
NCs stand about political corruption.

Fight
against corruption to continue: Azad

Jammu,
Jan 11: Chief Minister Ghulam Nabi Azad
today made it clear that his fight against
corruption would continue with strong commitment
notwithstanding the fact that the State would go
through elections this year.
"Some
people feel that the Assembly elections being
round the corner, the Government might go slow on
its war against corruption", Mr Azad said
while delivering his speech at the 7th Conference
of Departmental Vigilance Officers (DVO)
organised by State Vigilance Organisation here
and vehemently dispelled this view, saying his
fight against the scourge would remain the core
issue for his Government during 2008 as well. He
said he wanted to see J&K as No. 1
transparent, accountable and honest State across
the country.
He said there was
no question of going back and made it clear that
crusade against corruption would remain prime
agenda of his Government. He said taking on
corruption in the State was one of the main
reasons for him to return to the State after
being in national politics for three decades. He
said he wanted to contribute his bit towards
eradication of the menace in the State. He said
some politicians and bureaucrats had developed
apathy towards work culture and development
activities as a corollary to the inertia and
lethargy contracted due to literal hibernation
they were in for several years of militancy in
J&K.
Mr Azad asserted
that he was committed to change this situation
and asked the Vigilance Organization to go whole
hog against the corrupt elements. He said the
status or party affiliations of individuals would
be no consideration in dealing with corrupt
people. He said the Government had decided to
replicate the Central Governments Right to
Information Act as it had strong teeth and would
help make the State Government more accountable
and transparent.
The Chief Minister
took a serious view of the reports that some
Departmental Vigilance Officers were drawing flak
from their senior officers for exposing
corruption in their departments and said the
discouragement of these officers would be
construed as tacit support to corruption. He said
upright and honest whistle blowers helping the
Government in bringing down corruption could be
awarded out of turn promotion as encouragement.
Describing the
trend as extremely unfortunate and a serious
concern for the society, Mr Azad said that some
corrupt officials after being caught and jailed
for using corrupt practices to amass wealth try
to fight elections and become peoples
representatives and Ministers. He called for a
serious and strong public opinion against such
people and said that anybody so attempting to
cover his misdeeds should even forfeit election
deposit. "Unless such elements are taught a
lesson by people, the Government efforts alone
will not suffice", he said.
He called upon all
politicians and Government officials in the State
to rise to the occasion and deliver on the
responsibilities thrown upon their shoulders by
the society. He said public representatives and
officers have to be extra cautious and offer an
example for others to emulate. "The
Caesars wife has to be above
suspicion", he invoked Shakespeare to stress
on the point that best examples have to be set at
the top.
The Chief Minister
alluded to his agenda for prosperous J&K and
said that growth and development, the two thrust
areas of his Government, were key for any State
to prosper. He called for public support for his
mission to see J&K as a developed and
prosperous State.
Earlier, Mr Azad
gave away mementos, certificates and cash prizes
to officials and individuals for helping the
Government in its war against corruption. Shyam
Bijyal and Imam Din, Assistant Commissioner
Development, Kathua and Ramban, respectively were
given mementos and certificates while Altaf
Hussain Teli, a contractor from Kulangam,
Handwara and Mohammad Saleem Malla of Sangaldan,
Gool received Rs. 51,000 cash award and
certificate each. SP, Ashok Kumar and DySP,
Ghulam Mohiuddin Andrabi of Vigilance
Organisation were given CMs Vigilance Medal
for their contribution to drive against
corruption. Shyam Bijyal dedicated this honour to
his parents and teachers on the occasion.
Addressing the
conference, Chief Secretary, B. R. Kundal laid
stress on system change and greater involvement
of people for effectively fighting corruption. He
said there was need for more focus on prevention
of the menace while dealing with the challenge.
Mr Kundal said
that the role of the DVOs was a challenging one
as it required being bold and upright for a
person to function as a whistle blower. He said
the Government would like to raise the level of
DVOs and hoped the New Year would be more
fruitful in combating corruption in the State. He
hailed the idea of holding biennial conferences
of DVOs and suggested that similar interactive
meetings should be held at district level to
create more awareness against corruption.
Earlier, State
Vigilance Commissioner, Dr. Ashok Bhan in his
welcome address gave a resume of the activities
of his organization and said that offices of the
organization would be set up at Leh, Poonch,
Doda, Kupwara and Anantnag to bring in more
effectiveness in its activities. He highlighted a
mixture of preventive and punitive vigilance to
check corruption and suggested that senior
officers should be nominated as DVOs on full time
basis.

Govt
to set up Kashmiri Hindu Shrine Board
*To protect,
manage KP shrines in Valley

JAMMU,
Jan 11: After Shri Mata Vaishno Devi Shrine
Board (SMVDSB), Shri Amarnath Shrine Board (SASB)
and proposed Shri Shiv Khori Shrine Board
(SSKSB), the Government has now decided to
constitute Kashmiri Hindu Shrine Board (KHSB)
which will comprise of 12 members, two of whom
will be official members to be nominated by the
Government while 10 others will be elected in a
prescribed manner.
The KHSB, which
will have prime task to administer, manage and
regulate Kashmiri Hindu shrines and preserve,
protect, administer and use the properties
notified under Section 5 of the Act, was a long
pending demand of Kashmiri Pandits especially
after their migration from Kashmir valley
following reports that many of their sacred
shrines had been encroached or damaged during
nearly two decade long militancy.
The Board will
manage and administer Endowment Fund in
accordance with provisions of the Act and utilise
it for upliftment of Kashmiri Hindus in the
State, a bill titled Kashmiri Hindu Shrine and
Religious Places (Management and Regulation
Bill), 2008 which has been drafted by the
Government for introduction in the Assembly,
said.
The bill was
scheduled to be introduced in the House today but
was deferred.
The KHSB will make
provisions for relief to indigent and destitute,
undertake development activities for welfare of
Kashmiri Hindus in the State and take all such
steps which may be necessary to achieve
objectives of the Act.
It may be
mentioned here that Leader of Opposition Abdul
Rahim Rather had also tabled a very similar bill
in the Assembly a couple of years back. The
Government had, at that time, promised to bring a
bill on its own.
The Board will
start functioning with commencement of the Act.
Members of the first Board will be nominated by
the Government, who will continue to function for
a period of one year or till elections are
conducted, whichever is earlier.
"If it is not
possible to hold elections within specified
period, the Government after recording reasons in
writing will authorise continuance of first Board
till elections are held and elected members
assume their office. The Board will be a body
corporate.
A member of the
Board will hold office for a period of three
years and will be eligible for
re-nomination/re-election. The Board will have
office bearers including president, vice
president, secretary, treasurer, assistant
secretary and assistant treasurer.
Only a Kashmiri
Hindu above the age of 35 years will be eligible
for nomination or election as a member of the
Board. Also a person holding an office of profit
under State or Centre Government or any
corporation or body established under any law for
the time being in force, a person who is a
servant of any religious body or institution
established under Act, a person who is a
defaulter of any Kashmiri Hindu Shrine or
religious place and a person who is not a
permanent resident of the State will not be
eligible for election or nomination to the Board.
As per the bill,
there will be an established management committee
for every district of Kashmir province comprising
nine members, who shall be elected in accordance
with the prescribed procedure. However, first
committee to be constituted in respect of a
district after commencement of the Act shall be
nominated by the Board for a period which shall
not exceed one year or till elections are held,
whichever is earlier.
A Kashmiri Hindu,
who is a registered voter for the State
Legislative Assembly elections, will have a right
to vote in elections to management committee of
the district in which he is a registered voter.
Members of the management committee shall in its
first meeting elect from amongst themselves a
president, a vice president, a secretary and a
treasurer.
For election to
district management committees, same conditions
will be applicable as for election to the Board.
However, for district committees, the person to
be nominated or election shall belong to the same
district.
Subject to overall
superintendence and control of the Board, a
management committee shall have same functions
and will exercise same powers within the
jurisdiction of the district concerned as are
vested in the Board.
The Government
will have powers to dissolve or supersede the
Board and re-constitute another Board in
accordance with the Act if it feels after due
inquiry that the Board is not competent to
perform it functions or persistently makes
default in performing functions imposed on it or
exceeds or abuses its powers. In case the Board
is dissolved, the Government can appoint an
Administrator who will perform all functions and
exercise all powers of the Board for a period not
exceeding six months or until constitution of
another Board, whichever earlier.
The Board and the
management committees will be eligible to seek
and receive any donations, grants, offerings and
chadawa against proper receipt which
will be deposited in a fund to be known as
Endowment Fund.
The Board will be
eligible to make bye-laws for carrying out
purpose of the Act including manner and method by
which elections to the Board and management
committees will be conducted, time, place,
procedure and conduct of business at the
meetings, the facilities admissible and
allowances payable to members of the Board and
management committees for attending meetings and
discharging other functions, custody and
investment of Endowment Fund, form in which
budget of the Board and the management committee
shall be prepared, the form in which details of
properties of Kashmiri Hindu shrines shall be
maintained and the manner of authentication of
decisions and orders of the Board.
"Most of the
Kashmiri Pandits religious places are centres of
heritage, having come up from time immemorial, as
a continuous process. Their number is large being
located in almost every nook and corner of the
Valley. Traditionally, a large number of
organisations or committees were controlling and
managing affairs of these places but mass exodus
of Kashmiri Pandits from the Valley due to
militancy, these religious places by and large
were rendered unmanaged and vulnerable to
vandalism. Some of them were even torched by
miscreants. Various sections of Kashmiri Pandit
community had consistently been raising the issue
in the State as well as at the national level for
protection of religious places and properties.
The matter has been agitated before the apex
court", a statement, attached to the bill,
said.
It added that
there was an urgent need for management and
control of all such shrines and religious places
in an integrated manner as otherwise there will
be a threat to their existence as well as revenue
generating assets attached thereto. The
properties of these shrines and religious places
are also required to be identified, developed and
maintained for being put to proper use.
"Such
religious properties belonging to other ethnic
groups are already taken care of through a
unified and systematic control mechanism like
Auqaf and Gurudwara Parbandhak Committee",
the statement pointed out.
It said it was
need of the hour that religious places of
Kashmiri Pandits in the Valley are given a
holistic, unified and purposeful management.
Extensive discussions on the subject in various
forums have revealed that it is necessary to
create a legal authority with the involvement of
the community itself for management of these
religious places and the properties attached
thereto in a transparent and responsible manner,
the statement added.

Gul
throws papers on Minister, walks-out
NC again creates furore on colleges

JAMMU,
Jan 11: Main Opposition National Conference
again created furore in the Legislative Assembly
today over the issue of degree colleges and
grilled the Government.
"The
Government has identified 64 kanals and two
marlas of land for new campus of Government
College for Women, Nawakadal but the work on the
same has not been started", NC Member
Mubarak Gul said during the Question Hour.
He said that
during last budget session the Chief Minister
Ghulam Nabi Azad had announced that an amount of
Rs 27 lakh was earmarked for the construction of
boundary wall at the identified place but till
today nothing has been done and only signboard is
visible at the spot.
"What to talk
of sanctioning one more college for the area, the
Government has even failed to construct new
campus of the already existing college", he
expressed surprise and wanted to know from the
Minister for Higher Education Gulchain Singh
Charak as to when the construction of new campus
will begin.
As Mr Charak said
that JKPCC has furnished the cost offer for the
proposed new campus and the same was under the
examination of the Department, Mr Gul shouted
"everything is on the papers despite the
assurances by the Chief Minister".
The vociferous
NC Member left the seat in anger, torn the papers
of the written reply and threw them on the
Minister before staging walk-out. Even after the
walk-out by Mr Gul, the grilling of the Minister
continued with Mian Altaf, Saifullah Mir and Ali
Mohammad Sagar accusing Government of sanctioning
colleges on political consideration.
"I have been
demanding womens college in the Kupwara for
the past five years but the Governments
heart has not moved so far", Mir Saifullah
shouted and said "Government should explain
why Kupwara doesnt fall under the criteria
to get the College".
Mian Altaf asked
the Minister to inform the House about the number
of college buildings which have been constructed
by the Government so far while Mushtaq Bukhari
shouted "Sare College Galat Diye Hain".
Even Peoples
Democratic Party (PDP) chief whip Abdul Rehman
Veeri joined Opposition in exposing the
Government and said "a college was
sanctioned for the Bijbehara but it has not yet
been decided by the Government as to which agency
will construct the building".
Another Member Dr
Manohar Lal said that the Government Degree
College Billawar has been functioning in High
School Dewal and even land has not been acquired
by the Government to construct the building.
However, the
Minister could not give specific replies to the
Members leading to noisy disorder.

re-opens after 3 days

JAMMU,
Jan 11: After remaining closed for three
consecutive days due to landslide at highly
vulnerable spot of Panthyal and heavy snow at
Jawahar Tunnel, the Jammu-Srinagar National
Highway was reopened for the vehicular traffic
this morning.
Senior
Superintendent of Traffic Police, National
Highway, Danish Rana said that with the
improvement in the weather condition today, the
Border Roads Organisation (BRO) pressed into
service its men and machinery at Panthyal early
this morning and by 10.30 am the road was cleared
of debris.
Soon after
reopening of the highway, the stranded light
motor vehicles were allowed to proceed towards
Srinagar and after their clearance some passenger
vehicles including those carrying Hajis were
allowed to move towards winter capital of the
State, he said.
Later in the day,
load carriers were allowed from both the sides
and traffic was plying smoothly on the highway
till late this evening. "Majority of the
trucks carrying essential commodities safely
crossed Jawahar Tunnel by this evening", Mr
Rana said.
"We will
assess the situation tomorrow morning and if
weather remains favourable both way traffic will
be allowed", Mr Rana said.

drops fuel tank on Sopore village

SRINAGAR,
Jan 11: In an unprecedented incident, a
fighter aircraft of Indian Air Force (IAF) today
jettisoned an 11-ft long high grade aluminium
fuel tank in the air which came crashing down on
the house of one Mohammad Maqbool Sheikh in
Janwara locality of Sopore township in Baramulla
district. Sheikh's house suffered some damage
even as he and all of his family members had a
narrow escape.
Informed sources
told EXCELSIOR that the 11-ft long aluminum
cylinder, which has the shape of a common
missile, fell on the attic of Mohammad Maqbool
Sheikh at 1130 hours and dismantled a part of his
rooftop. Sheikh and his family members had a
providential escape when the fuel tank fell on
the front courtyard after hitting the CGI-sheet
roofing. Officials said that nobody was injured.
They said that the fuel tank was found empty but
still it weighed around 60 to 70 kg. Marking of
Hindustan Aeronautics Ltd (HAL) was found boldly
visible on surface of the tank.
"Fatal
casualty would have been certain in case it would
have fallen on a human being or a vehicle",
SHO Sopore Shafeeq Ahmed said.
Quoting officials
of security forces, SHO Sopore said that the fuel
tank had been dropped by the pilot of a MiG
fighter from an altitude of 30,000 ft. He said it
was probably for the first time that a fuel tank
had been dropped from an aircraft in Kashmir
valley. None of IAF officials visited Sopore to
take stock of the situation and conduct an
examination of the spot in Janwara locality.
Defence spokesman
at headquarters 15 Corps, Lt Col A K Mathur, said
that IAF had immediately constituted a court of
inquiry which would conduct an inspection of the
spot on Saturday and investigate the
circumstances that had made the pilot of a MiG-21
jettison the empty fuel tank mid-air. He said
that the authorities were concerned over the
incident but relieved over the fact that there
had been no loss of life or injury. He asserted
that the IAF would pay whatever compensation was
assessed by the experts to the house-owner.
According to the
reports available with Col Mathur, a MiG-21 was
on a training mission when its engine developed a
serious snag. He said that rather than bailing
out and letting the flying machine drop on the
civilian population, the pilot resorted to the
risky option of emptying and jettisoning the
aviation fuel tank. "Had he not done it with
his impressive application of mind, the aircraft
would have crashed on the populous town and
caused extensive damage to life and
properties", Col Mathur argued. He said that
after relieving the aircraft of its external
detachable, the pilot made a successful landing
at Srinagar air base.

killed, 47 injured in Nandni accident

JAMMU,
Jan 11: Two persons were killed and 47
others received injuries, when a bus they were
travelling in, skidded off the road and plunged
into a nullah near Asher Kund, Nandni under the
jurisdiction of Jhajjar Kotli Police Station.
The ill-fated
vehicle bearing registration number JK02AC was on
its way from Udhampur to Jammu when met with
accident. On the receipt of information about the
accident, a police party led by DySP Headquarters
Yougal Manhas alongwith SHO Jhajjar Kotli Police
Station Pradeep Kumar swung into action.
All the injured
persons were brought out of the nullah with the
help of locals and rushed to Government Medical
College Hospital where one of them was pronounced
as brought dead. One of the injured, later,
succumbed to the injuries.
The deceased have
been identified as Hari Ram, son of Hans Raj of
Charai and Mohan Singh of Mand.

the injured could not be identified till late
this evening.
The condition of
injured was stated to be out of danger when
reports last came in.

SHOs
transfer order kept in abeyance

JAMMU,
Jan 11: A district police order on transfer
and postings of 20 SHOs in Jammu, which was
issued yesterday, was today kept in abeyance
following some "unknown reasons".
Reliable sources
confirmed that the order under which several SHOs
were transferred has been withheld for the time
being and new SHOs have been asked not to join at
their new places of posting.
The SHOs, who were
already working at police stations, have been
asked to officiate till further orders, sources
said.
Officially the
"ongoing Assembly session" was given as
a reason for keeping the order in abeyance.

Jan 11: Minister for R&B Jugal Kishore
Sharma has ordered transfers and postings of six
Incharge Executive Engineers (Civil) in the
Public Works (R&B) department.
Altaf Hussain,
Executive Engineer posted in PMGSY Baramulla has
been shifted and posted to REW Kashmir while, S S
Kapoor and Ravinder Nargotra awaiting orders of
posting to REW Jammu.
Des Raj X-En,
awaiting orders of posting has been sent to REW
Leh, Parvez Ahmed Naqash to PMGSY Baramulla while
Aga Sayed Raza, awaiting orders of posting was
placed as X-En R&B Division-I, Srinagar.
