JAMMU, Jan 9: National Conference members targeted coalition Government headed by Ghulam Nabi Azad on various issues and alleged that concept of Working Groups formulated and its meetings yielded no positive results while Government failed to device a policy to tackle growing problem of unemployment.

While participating in the discussion on Governor’s address in the Legislative Council today, NC legislator Devinder Singh Rana alleged that Working Groups failed to resolve the Kashmir issue and even could not make some progress in this direction. He pointed out that though issue is connected to the issues of economy, military and politics, but it has the major political dimensions. The working group affair was turned as ‘selective people’s gathering screened by a bunch of bureaucrats and no proper political representation was given to all the political groups connected with the issue. It was infact the affair of suitability to the those at the helm of affairs. It appeared to be a futile exercise and no progress was witnessed in this direction.

Referring to growing problem of unemployment, Mr Rana pointed out that Azad Government had no policy for unemployed youth. Quoting figures from J&K Statistical Newsletter-2007, Mr Rana said more than one lakh unemployed youth are registered with Employment exchanges in J&K but in last three years not even a single youth was provided job placement through this system. This is the mockery of affairs being run for the youth who feel duped by the Government.

Commenting on Uri Muzaffrabad road, he said hardly 0.0002 % population of the state could visit across LOC in last three years and real purpose of opening roads was defeated. He said people to people contact across LOC be ensured only through I-Card system and formalities be simplified. He further alleged that Coalition Government has gagged and LAHDC Leh and Kargil. The rights and powers of Hill Council members have been deluted by the present regime. There was no proper policy on the return of migrants. Though flats with the cost of Rs 20 cr at Sheikhpura in Srinagar and also at Mattan in Anantnag were ready, the Government failed to motivate and send back even a single migrant family to Valley.

Accountability commission was never given powers, staff and adequate support and infrastructure. It exposes the non-seriousness of the Government to contain corruption. He pointed out that same figures were incorporated in Governor’s address this year again for industrial investment and number of youth provided jobs. It shows, no progress was achieved in this sector.

Another NC member Sakina Ittoo, launching attack on Azad Government alleged that Human Rights violations continued and there was no check. She referred to the incident of Magam in which a youth was killed in police firing while holding demonstration. She alleged that announcement of colleges was apolitical stunt of Azad Government keeping an eye on elections. There was no infrastructure and staff in the newly announced colleges.

She alleged opening Uri-Muzaffrabad road was again a political stunt and basic aim behind it could not be achieved as rules framed did now allow everyone willing to go across the LoC. Expansion in Government caused burden on exchequer and proposal of Government to accommodate non-legislators as chairmen is another burden being put on the public.

Murtaza Khan from PDP while speaking in support of Governor’s address claimed opening of Muzaffrabad-Uri road was a historic event and it helped in melting the walls of hatred between the people on two sides. It also helped in removing misunderstanding between the people on both the sides and improve relations with neighbour. He said nearly 40 colleges were established and it takes time to streamline their functioning. It is the major achievement.

Bilal Lodhi and Ashok Sharma also spoke on the achievements of the coalition government and maintained that the State has made tremendous progress under the leadership of Mufti Sayeed and Ghulam Nabi Azad.

3-month free ration for drought affected people: Azad

Jammu, Jan 9: Chief Minister Ghulam Nabi Azad has said that the Government has decided to provide free ration for three months to people in the erstwhile district of Doda and some parts of Udhampur and Kathua districts where dry spell had caused 80 percent to 90 percent damage to crops.

Intervening during the discussion on motion of thanks on the Governor’s Address in the Legislative Assembly here today, the Chief Minister said that perhaps for the first time in a century the old district of Doda, now comprising three districts of Doda, Kishtwar and Ramban, suffered an acute dry spell this year even as other parts in Jammu and Kashmir had bumper crops.

The Chief Minister said that the matter was raised by legislators who also held sit-in to highlight the plight of the people in these areas on account of the indifference of the weather. He said the government set up a Committee to undertake a survey of the affected areas that reported 80 percent to 85 percent damage to crops in the erstwhile Doda district. At some places, he said, the damage was reported to be up to 90 percent.

He said the Committee also found that some areas in Udhampur and Kathua districts bordering the un-divided Doda district had also suffered damages due to dry spell. Accordingly, the government decided to provide free ration for three months to the affected people whose crops suffered damages from 80 percent to 90 percent.

JAMMU, Jan 9: National Conference leader Dr Sheikh Mustafa Kamal, the only scion of Abdullah family in the present Assembly, said today that the Centre, Congress and PDP leader Mufti Mohd Sayeed can’t escape the responsibility of wiping out of an entire generation in nearly two decades long violence in the State.

"NC never put the people in problems but instead saved them. It was the Centre, Congress and Mufti Sayeed who can’t escape the responsibility of over one lakh killings that wiped out an entire generation and spoiled hundreds of villages", Dr Kamal said in a hard hitting speech in the Legislative Assembly while participating in debate on Governor’s Address, which continued for second day today.

"Who started militancy? Which are the hands sustaining it? How is it alive years after years? And, who is keeping it alive? These are some of the questions which need answers", he said and demanded setting up of a Commission to go into the reasons behind militancy to be headed by persons of impeachable integrity.

For heading the Commission, the NC leader mentioned the names of two former Jammu and Kashmir Governors L K Jha and B K Nehru. Heads of the Commission should be like them as both had refused to dismiss NC Government in 1977 and 1984 despite strong pressures by Indira Gandhi and Arun Nehru coterie. The Congress then had to bring Jagmohan in 1984 to perform the task, he claimed.

Describing Governor’s Address as a "self praised document", Mustafa Kamal observed that it had repetition of words of last four years.

Charging the Government with politicisation of degree colleges, he asserted that just changing sign board of a school to college has no meaning. "Mufti Government did it and now Azad Government, instead of rectifying the mistake, has followed a similar approach which will destroy our education system", he lamented.

"Where are the AIIMS type Institutes promised by the Government in Jammu and Srinagar at the cost of Rs 250 crore. Mangat Ram Sharma (Health and Medical Education Minister) had announced Rs 50 crore for Lal Ded Hospital. Where are these funds". One hundred and fifty Primary Health Centres (PHCs) promised by the Government are nowhere to be seen", the NC leader said.

Instead, he added, it was the NC which had during just five years of its Government given SKIMS, Lal Ded, Children Hospital, Bone & Joint Hospital, Dental College, Jammu and several other hospitals to the State despite receiving meager funds.

Out of 5 bridges on Tawi river, four were constructed by NC, Government Medical College, Jammu, By-Pass, Bagh-e-Bahu, Abhinav theatre, SKUAST, Patnitop and Mansar all goes to NC’s credit, he said.

"The present Government even after receiving Rs 700 crore for power has spent only Rs 200 crore. It was the NC Government which gave Uri project in just 5 years and would have even given Baglihar project in 2003 had it not lost power in 2002", Dr Kamal asserted.

"It was bad on part of the Government for giving such an Address to the Governor to read", he said.

Participating in debate, Congress MLA from Gandhi Nagar, Raman Bhalla said the Congress victory in Poonch by-election has proved that it was due to works done by the Congress Government that its candidate won the election. He credited Chief Minister Ghulam Nabi Azad with approving several districts and tehsils and visiting all of them to listen to the people’s problems.

Panthers Party MLA Balwant Singh Mankotia charged the Government with failure to tackle unemployment and general self employment during last three years. Alleging rampant corruption in Government, he claimed that no SSP has been posted in Udhampur and it was "talk of the town" that amount being asked for the post was "very high".

Mr Mankotia charged the district administration in Udhampur with harassing Government employees related to Panthers Party leaders and workers. He criticised the Education Department’s policy of deployment which had resulted into shortage of staff in several schools.

BJP MLA Jugal Kishore said the corruption was on rise in all spheres of Government. The Chief Minister had himself stated that the administration spent only Rs 100 crore as against Rs 5000 crore brought by him from the Centre, he pointed out.

Mr Kishore said the Government departments were not taking up projects for construction.

Deputy Speaker reprimands NC MLA Shariq levels corruption charges against Govt

JAMMU, Jan 9: Deputy Speaker, Mohammed Akbar Lone today reprimanded the NC MLA, Sharif -u-Din Shariq saying that the corruption charges leveled by the member against the ruling alliance in Public Health Engineering (PHE) should not be only for the sake of allegations.

Mr Lone, asked the member that before leveling the allegations, he should have the proof about them. The MLA, who was participating in the debate on Governor’s address ,this afternoon, came down heavily on coalition Government and alleged that money was taken in exchange for appointment as need based workers in PHE Department.

This was contested by the Minister of PHE, Irrigation and Flood Control, Dilawar Mir who sought a specific information from the member in this regard. The MLA, while terming the appointment of workers in PHE on need basis a total mockery, said what is the utility of appointing a daily wager from one district in another district.

Leveling wild allegations against the Government, Shariq said leaving the Government’s performance and Governor’s address aside, is not this a fact that some people have grabbed the land and the Government has failed to initiate action against them.

He said even the coalition ministers are involved in land grabbing and the Government is fully aware of it. The MLA said in case the Government has no information about the same , then he can provide it and demanded that ministers who are involved in land grabbing be unmasked. Intrupting him, Abdul Majid Wani of ruling alliance asked the MLA to produce the list .

Speaking in favour of Governor’s address, PDP, MLA from Bijbehara, Abdul Rehman Veeri termed the decisions taken by coalition during last five years as historical.

On much talked about human rights violations in the state, he said, it was the coalition Government which made police and security forces accountable and dismantled the walls of hatred between India and Pakistan by resuming bus services. Whenever there was a conflict between India and Pakistan, Kashmiris suffered most, he added.

Veeri said there is total change now and Kashmir is going to become an international trade centre. He termed the opening of two Muslim universities one in Jammu and another in Kashmir as well as Mata Vaishno Devi University a great achievement and added that those who oppose expansion of educational institutions have no concept of J&K’s topography.

Hailing the achievements of the Government, Congress MLA, Sham Lal Sharma said many welfare schemes and projects were completed while on other projects the work is in progress.

He said the achievements of five year’s of coalition rule are much more than that of NC which ruled the state for maximum period. While giving the account of the performance of Government, he said routes were opened with Pakistan, new universities and colleges besides a large number of schools were opened in the state.

Criticizing the Governor’s address, the NC MLA Mohammed Aslam Khan said "we boycotted the Governor’s address because we know that this Government’s attitude is undemocratic.

Terming the peace process a drama, he said turmoil still continues and in case the efforts were not made to accelerate the peace process the people’s problems will increase. The Government has failed to contain corruption and its claims proved hollow, he added.

Sajjad Kichloo of NC also criticized the Governor’s address alleging that Government has failed to fulfill the promises made in Common Minimum Programme (CMP). He said claims made about opening of Muzaffarabad road, providing employment to two members of each family and 24 hour power supply have been proved totally hollow.

Kanta Andotra of Congress, while hailing Government’s performance said many achievements were made in last five years of coalition rule and pending projects will be completed in remaining period.

This Government is working in the interests of the people and containing of militancy is its great achievement.

Abdul Gani Malik of NC, while opposing the Governor’s address termed it nothing except a budget speech. He alleged this Government has poorest results in achievements throughout the country and in implementation of schemes the injustice was done with the people of J&K.

Mohammed Khalil Naik of CPI (M) opposed the Governor’s address saying the claims made regarding development are not seen on ground. But Jahangir Mir of Congress hailed the Governor’s address and praised the coalition for restoring normalcy in the state.

NC’s Dr Chaman Lal opposed the Governor’s address and Gh. Raza of Congress hailed it.

Mushtaq Ahmad Bukhari demanded ST status to Pahari speaking people while Dr Manohar Lal raised the issue of un-employed ITI trained and Physical Education degree holders.

Javid Rana demanded revenue survey to be conducted for identification of BPL beneficiaries while Kanta Andotra demanded fire station at Bani-Bilawar.

Khem Lata Wukhloo demanded bifurcation of ration cards of Kashmiri Pandit migrants and disbursement of relief as per court orders while Shanti Devi demanded immediate registration of the women under National Benefit Pension Scheme soon after the death of their husbands.

Mubarak Gul demanded improvement of road connectivity facilities in Idd Gah constituency and Kafil-ul-Rehman urged for release of payment to the labourers who were engaged for snow clearance on Karna roads during winter 2007.

Dr Mustafa Kamal invited the attention of Government towards frequent blockade of National Highway on account of rains and snow while as Suman Bhagat demanded introduction of Urdu language in educational institutions of Jammu division.

264 daily wagers yet to be regularised in Forest Deptt

JAMMU, Jan 9: Minister for Forest and Environment Qazi Afzal said that 264 daily wagers are yet to be regularised in Forests department in Doda.

Responding to a question of Mohd Sharief Niaz during Question Hour in the Legislative Council today, the minister said a total 485 daily wagers were registered in the district in Forest department who were appointed before March, 1993. Out of the total, 212 were regularised while 264 await clearance.

In Social Forestry, 421 were registered and 336 regularised while 52 are yet to be made permanent. Only those whose paper formalities were complete and there was no breakage in their service, were cleared by the competent authority appointment by the Government.

While responding to the supplementaries of Mr Niaz, Bilal Lodhi, Nizamuddin Bhat and M R Qureshi, Qazi said that norms for regularisation of daily wagers in all the departments were same. He said that pending cases were being re-examined and if there will be no problem in their papers, they will be cleared. He however, avoided to comment on removal of age bar or giving special concession to those having long breakage in services.

In response to another question, Qazi said 218 cases have been referred to Planning department for concurrence for ereation of posts which has been obtained. Now these cases are being referred to Finance Department. 39 more similar cases have been referred to Planning. Out of 52 cases of Social Forestry, 30 cases have been considered by Government.

 

Govt to probe bunglings in work on Zanskar road

JAMMU, Jan 9: Minister for Roads and Building Jugal Kishore Sharma has said that he will hold an inquiry into the alleged bunglings in the funds allotted for maintenance work on 235 kms Kargil-Zanskar road.

The minister gave the assurance in the Upper House today after the legislator from Kargil, Nazzarullah levelled serious allegations on the engineers and other senior officers of the R&B for committing bunglings in the funds released for maintenance work on this motorable road.

The Member alleged that though nearly Rs 1.30 cr was provided for the maintenance of this road which is inadequate, yet there has been massive bunglings, especially in the funds released during current year in favour of the concerned R&B Division.

National Conference Member, Sakina Itto stood up in support of Mr Nassarullah and pleaded the Chairman, Ghulam Nabi Lone to issue orders for holding an impartial inquiry into the serious allegation raised by the senior member. With the intervention of Mr Lone, the minister assured a probe into the alleged bunglings in the funds ment for the maintenance of this Rs 235 kms road. He admitted that people face hardships for 4-5 months in view of closer of this road and the funds provided during last three years were inadequate for this road. He disclosed that during 2004-05 Rs 36 lakhs were provided for maintenance of this road, during 2005-06 only Rs 43.98 lakh while during 2006-07 funds to the tune of Rs 51.33 lakh were released.

In response to a question of M R Qureshi, R&B Minister said eight schemes under PMGSY have been taken up in Mendhar. 22 new schemes which were included in the Core Network programme of tehsil Mendhar are not yet approved. Survey work on 7 roads is completed and DPRs of 13 are being prepared.

Responding to another question of T S Wazir, MoS R&B Gharu Ram said that compensation to the tune of Rs 40.65 lakh is being paid to those families whose structures were removed while widening Jammu-R S Pura road. Out of total, Rs 7.21 lakh has been paid and the pending amount will be paid when the funds are made available.

JAMMU, Jan 9: The Jammu and Kashmir Teachers Forum (JKTF) today organized a massive day-long protest demonstration against the adamant behaviour of State Government towards the demands of teaching community, in front of Divisional Commissioner office at Mubarak Mandi.

In a show of strength, huge mass of cadre, including females from various districts and tehsils of Jammu province had gathered at Mubarak Mandi complex to lodge their protest mainly against the cancellation of winter break by School Education Department and to highlight their several other demands also.

Raising slogans against the State Government, the protesting teachers criticized the Education Department authorities for their indifferent attitude towards the teaching community. The call for this demonstration was given by JKTF leaders.

Addressing the gathering, Ganesh Khajuria general secretary of the forum urged the entire cadre to stay united in their struggle against the injustice. He said it was a matter of great injustice that summer zone schools of Jammu were singled out in terms of winter break cancellation, as both students and teachers suffered in extreme cold conditions especially in hilly areas due to illogical move by Education Department.

He also listed several demands of the teaching community, which included benefit of pay anomalies in favour of teachers w.e.f January,1996 as in the case of section officers and AAOs of Finance Department, revision of master grade pay scale from 6500-10500 to 7450-11500 at par with section officers of different departments.

He also highlighted the demand for the sanction of senior teacher grade to under graduate teachers and enhancement of retirement age from 58 years to 60 years. The forum also highlighted the cause of ReT teachers and demanded enhancement in their pay upto the basic pay of a teacher.

Also speaking, Abdul Qayoom Wani raised the issue of initial higher start in favour of the teachers, which was due since April’ 1990, as an order in this regard was passed by the Finance Department and endorsed by the Director School Education and Chief Education Officers. He urged the Erawing and Disbursing Officers to initiate action in this regard.

Meanwhile, the forum leaders asked the State Government to consider all the demands of the cadre at an earliest otherwise the forum would be compelled to intensify their agitation in near future.

Prominent among those who also spoke were Bhupinder Shastri, Raj Salathia, Rajinder Gupta, Kapil Bakshi, Sushil Pawar and Gopal Singh etc.

Restore public utility services in snow hit areas: CM

JAMMU, Jan 9: In the backdrop of heavy snowfall in north Kashmir, the Chief Minister, Ghulam Nabi Azad today asked divisional administration in the Valley to ensure quick clearance of snow from roads and immediate restoration of public utility services.

The Chief Minister who was briefed about the snowfall and the consequent inconvenience to the people, issued instructions for taking immediate steps to address the situation. He especially laid stress on clearance of snow from the roads to allow free flow of traffic and movement of people. He also called for immediate restoration of power supply and other utility services so that people did not suffer on this account. He enquired about the position of essential supplies in the Valley, particularly in the snow bound areas.

The Chief Minister was informed that snow clearance machines in district Kupwara had been pressed into service and one more sent from Srinagar. He was also told that enough stocks of ration were stored in the Valley for one and a half month. The situation of LPG supply was also satisfactory with availability of 8000 cylinders a day for 45 days. No loss of life was reported from the district.

Meanwhile, District Development Commissioner, Kupwara, Kachoo Asfandyar Khan today said that barring internal routes, traffic on important roads was restored. He said since it was still snowing, some internal routes could not be cleared of snow. He said as soon as the snowfall stopped internal routes would also be cleared to facilitate movement of traffic.

Militants’ hide-out destroyed

JAMMU, Jan 9: Police today destroyed a hide-out of the militants in Snehi forests in Surankote tehsil of Poonch district and recovered one I Com wireless set, four antennas three Chinese grenades, three UBGL grenades, 86 Pika rounds, 80 AK rounds, 400 grams RDX, one RPG bomb and one rocket.

Recoveries were made during a search operation conducted by a police party headed by DySP Surankote Parbeet Singh under the supervision of SSP Poonch Jagjit Kumar.

In another operation, security forces today arrested an Over Ground Worker (OGW) of the militants from village Sarsi in Khlaini area of Doda district. He has been identified as Ghulam Hassan, 40, son of Ghulam Mohd R/o Sarsi.

Thirty one rounds of AK were recovered from him.

Security forces have handed over the OGW to Khlaini Police Station.

Security forces also recovered one Universal Machine Gun (UMG) with box full of ammunition, one Under Barrel Grenade Launcher (UBGL), one Chinese mine, one I Com wireless set and other incriminating material from village Ghoru in Gandoh area of Doda district.

BJP demands constitution of Delimitation Commission

JAMMU, Jan 9: State president of Bhartiya Janata Party, Ashok Khajuria has regretted the absence of any reference to Delimitation Commission in the Governor’s address to both houses of the State legislature.

He said the BJP was expecting that the coalition Government would learn a lesson from electoral reverses in Uttrakhand, Punjab, Gujarat and Himachal Pradesh and adopt a rational policy calculated to end discriminatory policies the people of Jammu region.

Ashok Khajuria said Congress had made a categorical commitment in 2002 that if it came to power, it would set up a Delimitation Commission to meet the decades old demand of the people of Jammu that they be given due representation in State Assembly.

He stated further that Central Government would soon be starting delimitation exercise across the country taking into consideration in the demographic profile and increase in population and delimit constituencies without increasing number of seats in the Lok Sabha and State Assemblies barring Jammu and Kashmir, which has still set up Delimitation Commission. Mr Khajuria said unless Jammu was given its due share in the Assembly, the plight of the people of this province would remain unchanged. He said the constitution of Delimitation Commission was a constitutional requirement and, hence, the Congress should constitute the same without any further delay.

Oppn, ruling MLAs flay Govt for not prioritizing schemes

JAMMU, Jan 9: Opposition and some ruling MLAs today criticised the Government for not prioritizing water supply schemes and releasing meagre amount for their completion.

As against eight water supply schemes worth Rs 617 crore in Kalakote constituency, only Rs 34 crore have been released and Rs 12.65 crore spent by the Government, National Conference MLA Rashpal Singh said during Question Hour, adding "this shows the seriousness of the Government in completion of the schemes despite the fact that Kalakote has been reeling under acute water shortage", he said.

Mr Singh was supported by another NC Member Mian Altaf, who said that during Public Accounts Committee meeting it was assured that adequate number of hand pumps will be installed in Kalakote but the assurances remained assurances.

Joining National Conference in exposing the Government, National Panthers Party (NPP) MLA Harshdev Singh said that about Rs 712 crore were released in a year but the water crisis continued to be every where. Where the funds have been going? he asked and wanted to know whether the Government has been initiating steps to complete the water supply schemes on priority.

CPM Member Mohd Yousaf Tarigami said "releasing Rs two lakh for the water supply scheme of Rs 1.5 crore is a cruel joke with the people, who have been facing acute water crisis". He stressed that Government should prioritize the schemes so that people could get their benefits.

Even People’s Democratic Party (PDP) members Abdul Rehman Veeri and Satraj Madni joined Opposition in lashing out at Government and said "at some places the schemes have become defunct even at the initials stage of their commissioning because of failure to assess their viability and dependable source of water".

Countering the MLAs, Minister for PHE Dilawar Mir said that MLAs want several water supply schemes in their constituencies despite the fact that the Union Government has received only one installment for the Centrally sponsored schemes.

"If MLAs remain stick to one or two schemes and stress for their completion then the Government will not have any problem", he said, adding "at present those schemes are being given priority which will be completed by March".

He also sought light signal facilities at Srinagar Airport to help the air traffic in landing and taking off during night. He also pleaded for fully using of Awantipora air base for security forces & civil aircrafts in time of need.

Ashok Sharma demanded compensation to the farmers of Rajouri district who were unable to cultivate their fields due to drought.

Nizam-ud-Din Bhat demanded ration to far-off areas including Shamthan, Arin, Dardpora, Sumler, Kodra, Chunti Mola and Athwatoo of Bandipora district, whileas, Lal Mohammad Sabir demanded free ration and water supply for hilly belt of Mendhar Tehsil.

Mohammad Amin Bhat drew the attention of the Government towards dilapidated conditions of road from Jawahar Tunnel to Dooru and Mir Bazar-Kulgam roads and demanded the upgradation and improvement of these roads. Prof. Bhim Singh drew the attention of the Government towards police action against people at Magam who were demonstrating for Degree College.

T. S. Wazir sought the list of IRP candidates recruited in Jammu-Kathua range last year, whileas, Mrs. Farida Mir sought Government’s intervention in the functioning of private schools committing irregularities in providing transport facilities.

Arvinder Singh drew the attention of the Government towards mal- functioning of BSNL in Poonch, Doda and Kishtwar districts.

Mohammad Rashid Qureshi demanded adequate infrastructure and teaching staff for Degree College Mendhar and Higher Secondary School Dhani.

Mohammad Yousuf Taing demanded water and power supply in far-off areas of Shopian district and Basharat Bukhari demanded construction of link roads and water outlets across the Qazigund-Baramulla Railway line.

Industries Deptt interacts with industrialists

JAMMU, Jan 9: The second meeting of Consultative Committee of Industries and Commerce was convened today in which representatives of all the office bearers of industrial organizations participated.

Exhaustive discussions were held in the meeting and several decision taken to streamline disbursement of subsidy and incentives to industrial units under the Central Package and State Industrial Policy, 2004.

Director Industries and Commerce informed the meeting that during the year 2007-08, 266 units were established in the small scale sector with an investment of Rs 144.25 crore, generating employment for 3131 persons.

Similarly 11 units were set up under Medium and Large Scale sector with an investment Rs 54.98 crore generating employment for 2053 persons. Incentives to the tune of Rs Rs 1.74 crore were disbursed to industrial units under the State Package and Rs 6.74 crore sanctioned under central package in the current year.

The meeting was apprised of the new Industrial Estates coming up in Jammu divisions at Govindsar and Ghatti in Kathua district and IGC Phase-III in Samba, Dandi at Bhaderwah and Sangrambhata at Kishtwar.

NABARD holds Bankers’ meet

JAMMU, Jan 9: National Bank for Agriculture Development (NABARD), J&K region, Jammu, organized one day Bankers’ Meet on Self Help Groups Linkage Programme in which around 40 Bankers participated.

Prominent participants included Lead District officers from RBI, Lead District managers from Rajouri-Poonch, Kathua, Udhampur, Anantnag, Baramulla and Kargil as also DDOs of NABARD, representatives from J&K Bank, SBI, PNB, Jammu Central Cooperative Bank, EDB and Jammu Rural Bank.

Speaking at the inaugural session DGM of NABARD, Mr Munish informed that even though the economy of the country was growing at a pace of 9% per annum, the percentage of growth was not the same for all cross-section of the people of the country as a large chunk of people were still living under abject poverty.

He informed that NABARD has been sensitizing the people from all walks of life and the banking agencies which could change the scenario at the grass root level as largest population is managed by them.

The Deputy General Manager NABARD R K Marwah also shared his experience in the field of micro-finance and said the work of SHG Bank Linkage Programme should be taken by Bankers as a mission in the State to achieve the ultimate objective of SHG Bank Linkage Programme. A detailed information about the concept, genesis and importance of SHG was imparted to the participants in the workshop. The bankers thanked NABARD for its valuable support.

Jora for area centric plans to boost development

JAMMU, Jan 9: Minister for Industries and Commerce Nawang Rigzin Jora has called for holistic development policy to cater to the development needs of all regions and areas of the State. He said that under the policy local agro-climatic conditions and potential of the areas should be taken into consideration while chalking out plans.

He was addressing a seminar entitled "Challenges before Ladakhi’s in 21st century", organized by Department of Students Welfare in collaboration with all Ladakhi Joint Students Federation in University of Jammu today.

Government has initiated various measures for speedy development of Ladakh, the Minister said and added that besides upgradation of schools, new administrative units were created to facilitate development. He said Government also focused on tourism promotion in Ladakh as the sector has immense potential in the region.

Earlier, Vice Chancellor of the University Prof. Amitab Mattoo in his welcome address said that organizing of such seminars was a welcoming step especially on issues concerning Ladakh. He praised the students for participating actively in the seminar and coming out with valuable suggestions which he said, could be helpful in tackling challenges of Ladakhi’s in 21st century.

Mr. Sonam, a research scholar presented a paper on the subject and gave a road map for overcoming challenges of Ladakhi in 21st century. He listed four kinds of challenges viz social, economic, political and education and highlighted remedies for tackling the challenges of each category.

Threadbare discussions were held on various aspects of the topic during the seminar.

JURSEA holds stir at central library, VC Secretariat

JAMMU, Jan 9: Continuing its tirade against the lack of facilities to students and scholars in University of Jammu, the scholars under the aegis of Jammu University Research Scholars Executive Association (JURSEA) today held Incharge Librarian Prof Kuldeep Sharma captive in his office, this morning.

The protest lasted for over one hour during which, JURSEA president Vikas Sharma demanded immediate availability of heat pillars in reading rooms and provision of generator set for entire central library. The scholars also objected to the behaviour of the library staff, which according to them was not cordial with the students and scholars, Vikas claimed.

The scholars also pointed that photostat machine was not being used, as its operator was on leave hence, causing problem to the students. Meanwhile, Prof Kuldeep Sharma pacified the scholars and apprised that the process for the provision of heat pillars and genset have already been initiated. He also asked them to take the details of the process, completed so far.

Later in the day, a protest was also held in Examination block against the alleged misbehaviour with a scholar. The scholar alleged that he was abused by the senior staff member of Examination section, where he had gone for some official purpose.

Thereafter, he along with his supporters claimed to have confined the officials of Controller section inside their office in protest. They also held a similar protest at Vice Chancellor’s Secretariat. Later, they were pacified by Dean Academic Affairs, Prof B P S Sehgal. He also assured to look into the entire episode.

The protesters included Sunil Sharma, Rajneesh Sharma, Mohinder Pal Singh, Irfan Qureshi etc.

Rs 24 cr for civil works on Mubarak
Mandi-Bagh-e-Bahu ropeway

JAMMU, Jan 9: Rs. 24 crore has been earmarked for procuring the equipments and undertaking the civil works for construction of prestigious Aerial Ropeway from Mubarak Mandi to Bagh-e-Bahu.

This was disclosed by Divisional Commissioner Jammu Sudhanshu Pandey at a high level meeting to discuss the status of ongoing work of the installation of Aerial Ropeway from Mubarak Mandi to Bagh-e-Bahu

Among those VC, JDA Ashok Parmar, Director Tourism Ajay Khajuria, Director Floriculture K. K Sharma, DIG Jammu Sunil Sharma, SE JDA O.K Chadgal, MD J&K Cable Car Corporation J. I Punjoo and other senior officers of various departments were present in the meeting.

In the meeting, the acquisition of land and access plan for the aerial ropeway at the two embarkation/ disembarkation points were discussed. Mr Pandey asked the executing agencies to keep special provision for parking, waiting lounge and other related facilities in the main design of the project for the convenience of visitors/passengers using the aerial ropeway at the embarkation/ disembarkation points

Stating that the completion of the project will give tremendous fillip to the influx of tourists besides enhancing the entertainment facilities for the local population, he also called for carrying out beautification drive at Bagh-e-Bahu by undertaking installation of dustbins, attractive lighting system in the park besides adequate parking facilities for visitors.

Sufficient feed stored for goats, sheep in Leh

LEH, Jan 9: As much as 2731 quintal of feed has been stocked at various Feed Banks established mostly in Changthang area in the district.

Chief Executive Councillor Chering Dorje today reviewed the stock position of feed stored in various Feed Banks established in Changthang. Executive Councillor Agriculture, Tsering Norboo Lampa was present in the meeting.

Tsering Norboo Lampa said that Hill Council has decided to distribute the feed on 33% subsidy so that breeders could take benefit of it. The District Sheep Husbandry Officer Dr Tsering Phuntsog said the feed meant for Changthang has already been stocked at various Feed Banks, which would be sold at a uniform rate of Rs 710 per quintal at all such Banks.

Dr Phuntsog disclosed in the meeting that people in Changthang fed as much as 2,10,000 Pashmina goats, besides the people of the area also rear 60,700 Chang-Luk (sheep).

The CEO urged the Sheep Husbandry functionaries to remain vigilant in the distribution of feed and fodder.

Jammu Rural Bank organizes "gram sabha"

JAMMU, Jan 9: The Jammu Rural Bank (JRB) today organized a "gram sabha" at village Muthi in Jammu to educate the ruralites about different facilities being offered by the bank.

Speaking on the occasion, O P Sharma, chairman JRB detailed people about the objectives of the bank for organizing such village meets. He said the basic aim was to create awareness about various deposits and credit schemes of the bank including Kissan Credit Cards, ‘Farmers Clubs’ and Micro Finance through Self Help Groups (SHGs) for socio-economic transformation of the rural area.

He also stressed upon the women folk to come forward and set up income generating units to financial independence. Sharma advised his bank staff to launch campaign for generating awareness about the benefits accruing from various schemes of the bank.

Earlier, he inaugurated the new premises of the bank and hoped to provide better services to the people. M K Vij, General Manager and D K Gupta, Area Manager also spoke on the occasion.
