Maithili-Bhojpuri academy to be set up in Delhi: Cabinet

NEW DELHI, Jan 7: The Delhi Cabinet today decided to establish a separate Maithili-Bhojpuri Academy under the Chairmanship of the Chief Minister.

This was decided in a Cabinet meeting chaired by Delhi Chief Minister Sheila Dikshit here.

Briefing media after the meeting, Ms Dikshit said her Government would soon establish a new academy since Delhi has a sizeable number of Maithili and Bhojpuri speaking population with cultural identity.

Maithili has been included in the Eighth Schedule of the Constitution of India by the Constitution (Ninety Second Amendment) Act, 2003.

It has rich literary traditions and contributed great poets such as Vidyapati to Indian literary panorama.

Bhojpuri speaking population has a large numerical base in Delhi and deserves proper support and patronage from the State.

The cultural dimension of these two languages has already enriched Delhi for quite sometime and the ‘Chhath Pooja’ celebration has become an integral part of the Delhi’s cultural calendar.

Therefore, there is a strong need to create a separate language academy for these two languages.

The proposed Maithili and Bhojpuri Language Academy would organise programmes, seminars, exhibitions and make arrangements for the translation of work of other languages.

It would also help in the publication of books related to these languages and support, recognise and give aid to the deserving institutions connected with these languages.

The academy would also support the upcoming and established authors for the publication of their work to enrich the regional literature.

With a view to promote and propagate various languages and unique cultural streaks related to these languages, the Delhi government has already established five language academies - Hindi, Urdu, Punjabi, Sanskrit and Sindhi.

These academies extend support to literary activities and cultural

traditions related to these languages.

The grant-in-aid to various language academies are given through Department of Art, Culture and Language. (UNI)

US to double grants to India for combating AIDS: Official

CHENNAI, Jan 7: As part of its "ongoing and strong commitment to India" in the fight against the dreaded AIDS, the US would double the quantum of grants to the country, a top official of the US Department of Health and Human Services (HSS) said today.

"Our Congress is being asked to double the amount that would be spent on funding India and other countries because the number of cases of HIV is increasing," Mike Leavitt, Secretary, HSS, told reporters after visiting the Government Hospital for Thoracic Medicine at Tambaram Sanatorium here.

"Our commitment to India and the Union Ministry of Health is ongoing and strong. As part of President George W Bush’s AIDS initiative, US intends to double the money to help India and our other friends to sustain what we are doing, and be helpful in the centres which are carrying out these efforts," Leavitt said.

However, he declined to divulge any details on the quantum of the grant.

Lauding the hospital, one of the principal beneficiaries of the Indo-US collaborative programme on HIV/AIDS, for its services, Leavitt said Union Health Minister Dr Anbumani Ramadoss intended to replicate the model in other states.

"He has done a good job and would like to spread this across India. This is an extraordinarily fine testing centre and clinical delivery system," he said while adding that the US-based Centre for Disease Control, National Institute of Health and the HSS were proud to be part of its development.

He also termed as "ravaging" HIV and TB as persons affected with HIV were also prone to TB. (PTI)

MUMBAI, Jan 7: Always aim high in life and proceed in the direction of realising your goals with total determination, said Reliance Industries Limited Chairman and Managing Director Mukesh Ambani in an e-mail interview to "Chitralkha".

"Firm determination and hard work is always rewarding," said Mr Ambani to one of the oldest Gujarati publications in the city. The "Chitralekha" issue, that carries Mr Ambani’s interview, hit the stands on January 5.

Incidentally, the publication has named Mukesh Ambani as "Chitralekha Person Of The Year 2007".

"Chitralekha" editor Bharat Ghelani today issued a press release carrying excerpts from the e-mail interview.

"I feel overwhelmed and humbled by the love and affection of readers of Chitralekha, which is a highly reputed magazine that mirrors the aspirations and intrinsic qualities of Gujaratis the world over," Mr Ambani said at the outset upon being chosen as Chitralekha Person Of The Year 2007.

Mr Ambani said his father, Dhirubhai, had been the source of his inspiration. "My father had the vision to empower the common man’s dreams with wings. To me he was not only my father, he was my Guru and a leader who showed and guided me in the right direction."

About his Dream India, he said, "I dream of the India that offers full scope and opportunities to people to realise their innovative creativity. It will be the country that will be the origin and source of knowledge for the rest of the world .... The country that becomes a role model."

On his favourite book, Mr Ambani said he likes to read books on almost all subjects. Last year, I had read "Execution: The Discipline Of Getting Things Done" by Larry Bossidy and Ram Charan, he informed.

"I share my family’s love and passion for the wildlife. I believe that when you sincerely decide to do something, you do get time to do it," he adds. (UNI)

CBI to submit report in Rizwan case today

NEW DELHI, Jan 7: Completing its four-month long probe into the death of Rizwanur Rehman, the CBI will submit its final report to the Calcutta High Court tomorrow in which the agency is likely to charge two members of the Todi family for alleged abetment to his suicide.

The report, which was earlier scheduled to be submitted in second week of December, is also likely to book two police officials for alleged destruction of evidence in the case.

The Calcutta High Court had directed the CBI to go into the circumstances of the mysterious death of Rizwanur Rehman, whose body was found on the rail tracks near Dum Dum on September 21 last year.

Following widespread allegations that police in collusion with influential Todi family were hushing up the case, the court had directed for a CBI probe in the death of the computer graphics teacher.

According to the CBI sources, the last suicide note of Rehman was retrieved from the computer of his kin. Rizwanur had died under mysterious circumstances after his wife Priyanka was taken back to her maternal home.

CBI gathered this data from the computer which was recovered from the house of Rehman’s maternal aunt, who after his death on September 21 had deleted the letter, the CBI sources said.

The letter was retrieved at the forensic laboratory in which Rehman had stated the condition of his mind and non cooperation from the Todi family in allowing him to meet his wife, Priyanka.

According to CBI sources, close relatives of Priyanka, whom the victim had married, had allegedly used pressure tactics to drive Rizwanur to such a stage where he was forced to take the extreme step.

The CBI had in October registered a case against Todi and others under Section 302 of the Indian Penal Code (murder).

The agency checked the call records and examined all the family members of the victim as well as Priyanka, including Todi, during its three month-long investigations.

Besides the friends of Rizwanur, the police officials who allegedly had "pressurized" Rehman and Priyanka to separate were also examined.

The CBI has subjected Priyanka’s uncle Pradeep Todi, an activist of an NGO, Pappu and a relative of Rehman under the lie detector test to ascertain whether the allegation that Todi’s family paid Rs 11 lakh as separation fee was correct.

The CBI said while there was no direct evidence but circumstantial evidences pointed out that the money had been paid at a hotel in Kolkata-which was also shared by a kin of the deceased computer graphics teacher. (PTI)

Inmates set afire Central Jail

JALANDHAR, Jan 7: Hundreds of inmates of the Jalandhar Central Jail today went on a rampage, setting afire the prison and pelting stones on police officials, who opened fire to control the mob.

Around 1500 inmates of the jail set afire the prison and started stone pelting on jail officials.

District police were summoned to control the rioting inmates.

Police had to fire several rounds of fire to control the inmates in which one prisoner was injured.

The situation was uncontrollable as stone pelting continued even after tear gas shells were lobbed, a reporter at the scene said.

It was not immediately clear as to what led to the incident and police officials at the scene were tightlipped about the possible reasons.

Senior Superintendent of Police Arpit Shukla said "normally the inmates are kept in separate cells but I don’t know why all of them were allowed to be together today".

Local police have sought more forces to control the situation. (PTI)

NEW DELHI, Jan 7: The Supreme Court has asked society to be more sensitive and considerate towards the disabled and held that giving them their legal rights is not charity.

A Bench comprising Justices G P Mathur and Aftab Alam while directing Punjab State Electricity Board to reinstate Bhagwandas, a lineman who became blind while in service, with full back wages, noted " We understand that the officers concerned were acting in what they believed to be the best interest of the Board. Under the old mindset, it would appear to them just not right that the Board should stand good money on someone who was no longer of any use but they were quite wrong, seeing from any angle. From the narrow point of view, the officers were duty bound to follow the law and it was not open to them to allow their bias to defeat the lawful rights of the disabled employee.

From the larger point of view, the officers failed to realise that the disabled too are equal citizens of the country and have as much share in its resources as any other citizen. The denial of their rights would not only be unjust and unfair to them and their families but would create larger and graver problems for the society at large. What the law permits to them is no charity or largesse but their rights as equal citizens of the country."

Justice Aftab Alam, writing the 14-page judgement for the Bench, also imposed a cost of Rs 500 on the Board and directed the reinstatement of Bhagwandas within six weeks with all back wages and benefits.

Bhagwandas had joined the Board in July 19, 1977 and was made a lineman on June 16, 1981. He lost his sight on January 17, 1994.

A disabled person is protected and safeguarded, if he acquires disability during his service, by section 47 of Persons with Disability (equal opportunities, protection of rights and full participation) Act, 1995. (UNI)

Economic prosperity of Gujarat will

GANDHINAGAR, Jan 7: Outlining his Government’s plans for the next five years, Chief minister Narendra Modi today said his Government will give a "human touch" while ensuring the economic prosperity of Gujarat.

"In the next five years, we will make sincere efforts to bring Gujarat’s human development index at par with those of the developed countries," Modi told reporters at his residence here.

Thanking the people of Gujarat for the victory in the recent assembly elections, Modi said, "the State Government is dedicated for the economic prosperity of Gujarat. This prosperity will also have a human touch".

"We are keen to give a new dimension to socio-economic change," Modi said. "We will ensure all-round and all-inclusive development", he added.

The Chief Minister said the Government will be celebrating the year 2008-09 as "Nirogi Balak" (healthy child) year.

Modi said the Planning Commission in the Eleventh Five Year Plan has kept a challenging task for Gujarat, that is to achieve a growth rate of 11.2 per cent.

"For this all the industries, agriculture and services require a great leap," he added. (PTI)

Barak missile deal: SC seeks status of
CBI probe against Nanda

NEW DELHI, Jan 7: The Supreme Court today directed the CBI to apprise it within three days of the status of investigation into the controversial Barak missile deal involving arms dealer Suresh Nanda who has been restrained from leaving the country.

While asking the investigating agency to place before it an affidavit in this regard, a Bench comprising Justices G P Mathur and Aftab Alam also wanted to know from Nanda, who has sought release of his passport, the details of his proposed foreign visit.

Senior advocate Mukul Rohatgi, appearing for the NRI arms dealer, said his business was suffering as a result of the seizure of his passport. He has been in the country for 15 months and his business all over the world was suffering, he added.

However, Additional Solicitor General Amrender Sharan, appearing for CBI, opposed the plea saying that Nanda’s involvement in the deal was to be probed as he had allegedly received kickbacks in the Rs 1,150-crore defence deal with an Israeli firm.

The ASG said probe was being conducted against Nanda, son of former Navy Chief S M Nanda, who allegedly had brought money from abroad without specifying its source.

He said investigation will take some time as the case has international ramifications and the investigating agency was waiting for replies from various countries on the Letters Rogatory sent to them.

The agency said once the responses are received, Nanda would be confronted with documents relating to the case.

In his plea, Nanda has challenged a Delhi High Court order restraining him from going abroad after the CBI sought his presence in the country on the ground that investigation in the case was at a preliminary stage.

The High Court had set aside a trial court order dated January 15 last, allowing the release of Nanda’s passport for a business trip abroad.

The investigating agency in the High Court had expressed apprehension that Nanda might tamper with the evidence and also manipulate his foreign bank accounts.

In its FIR over the controversial deal, the CBI has named former Defence Minister George Fernandes and some public servants. (PTI)

Bikramganj bypolls a trust vote for Nitish

PATNA, Jan 7: The result of bypoll to Bikramganj Lok Sabha Constituency has proved to be a trust vote in favour of Bihar’s NDA Government led by Nitish Kumar and signalled "a warning" to the Opposition RJD led by Railway Minister Lalu Prasad, political analysts say.

The JD(U) continued its winning streak in Bihar with its candidate Meena Singh retaining the Bikramganj seat by a comfortable margin of 31,258 votes, humbling her nearest RJD rival Ashok Kumar Kushwaha on January two.

The JD(U) victory demolished the opposition claim that the JD(U)-BJP coalition was tottering under the weight of its own alleged non-performance that had caused a dip in its popularity.

"This is a mandate for good governance and politics of development. The JD (U) victory is a reply to those who had been claiming that Nitish Kumar’s hold on the electorate has weakened. It also shows Lalu Yadav has to worry about his grip over his traditional support base," political observers say.

The opposition, particularly RJD, had projected the by-poll as a referendum on the Nitish government.

Not given to accept his defeat the RJD boss and Railway Minister Lalu Prasad had said that the poor margin of victory of Meena Singh in the bypoll reflected that Nitish Kumar was losing people’s support.

Prasad said "We knew we will be losing the seat because of the sympathy vote Meena Singh, widow of Ajit Kumar who lost his life in a road accident six months ago in Bihar, was getting."

"Bikramganj was a seat which the ruling NDA won and we were not there in picture," he said.

"Nitish is a failure and will remain a failure in future," the Railway Minister said adding, "RJD is bound to come in power here."

Apart from the sympathy factor, the support of extremely backward classes, for whom the Nitish Kumar Government had introduced 20 per cent reservation in Panchayatiraj institutions and a section of 90,000 odd Muslim votes, have worked in favour of the JD(U) nominee, analysts say.

Besides the Nalanda and Bhagalpur Lok Sabha seats, the NDA candidates have won Patna(west) and Hilsa Assembly seats in the by-elections.

BSP’s Baliram Mishra, who was fielded by Mayawati, the party’s supremo, to test the efficacy of her Uttar Pradesh experiment of Dalit -Brahmin combination, finished a poor third polling just 39,647 votes in the bypoll that had recorded a low turnout of about 32 per cent.

CPI-ML nominee Arun Kumar Singh, sitting MLA from Karakat, backed by LJP of Ramvilas Paswan, garnered 37,607 votes.

The by-election to the constituency, straddling Naxal-hit Rohtas and Bhojpur districts was necessitated by the death of sitting JD(U) MP and NAFED Chairman Ajit Kumar Singh in a road accident in August last year. His widow Meena was fielded by the party.

All sections of the society, be they dalits, backwards or the minorities, have rejected RJD in what that party called a referendum on my Government. The people have put a seal of approval on my Government’s policy of development with justice," Kumar had said.

The election of Meena Singh (widow of Ajit Singh, Bikramganj MP whose death in an accident caused the by-election) "is not not the victory of any particular group, but society as a whole," he had said. (PTI)

PUNE, Jan 7: Taking a pot-shot at the BCCI chief Sharad Pawar, Maharashtra Navnirman Sena (MNS) President Raj Thackeray has questioned his understanding of cricket.

"Has Sharad Pawar ever held bat or ball in his hands? He is devoting too much of his time to cricket affairs at the cost of his obligations as the Union Agriculture Minister," he said addressing the Patrakar Din (Journalists Day) function here last night.

In an oblique reference to Shiv Sena chief Bal Thackeray’s statement supporting Pawar as Prime Ministerial candidate of the third front, the MNS president said "We will feel happy if he becomes Prime Minister. But would he find time to address Maharashtra’s problems?".

Thackeray said Mumbai was bursting with a non-stop exodus into the metropolis from outside states and Pune which has expanded in a phenomenal way, too was meeting the same fate with Marathi speaking people getting a raw deal at all levels.

Pune, once called Cultural capital of Maharashtra and now an international IT hub and seat of education, was rapidly losing its roots and identity, he added.

Shiv Sena wants I-cards for Mumbaikars
on the lines of Delhi

MUMBAI, Jan 7: Shiv Sena today sought that I-cards should be made compulsory in Mumbai too so that "outsiders" should not be allowed to enter the city without some sort of permit.

"The Delhi Government has woken up to the threat posed by terrorists," an editorial in the party’s mouthpiece ‘Samana’ said.

Defending the compulsion of I-card, it says if police stops somebody to check his/her identification papers, it does not impinge on person’s liberty.

It also congratulated Delhi Chief Minister Sheila Dikshit and Delhi police for making I-cards compulsory in the national capital.

The editorial also rails against "floods" of migrants coming into Mumbai, and futher says I-cards should be made compulsory in every city of the country. (PTI)
