KATHUA, Jan 2: Residents of Kathua and adjoining villages took out a large protest march in the town to draw the attention of the Government towards increasing pollution level in the area and failure of State Pollution Control Board (SPCB) and Industries department to keep a check on it.

All the members of Municipal Committee Kathua headed by president, Naresh Sharma, vice president-Mohinder Singh besides various other political leaders and social activists actively participated in the protest programme. Not only men but women and children of the town also participated in the protest march.

The residents hailing from Sawan Chak, Tara Nagar, Govindsar, Kharote, Kalaspur, Ram Nagar, Shastri Nagar, Kathua town and several adjoining villages earlier assembled at Industrial Estate Kathua at around 11.30 AM and from there they marched towards town in a large procession. Shouting slogans against State Government, Industries Department and PCB, the people were carrying banners and placards in their hands.

After passing through various city markets and localities, the leaders addressed gathering at main Chowk Kathua for some time and from there they reached outside the office of Deputy Commissioner Kathua and sat on dharna on the road. They staged demonstration for some time and also disrupted the movement of traffic for some time.

Mohinder Singh while addressing gathering alleged that locals were struggling for the last several years but State Government and PCB authorities were least bothered about fast deteriorating health conditions in the town and adjoining areas. He alleged that people have come under the grip of several diseases, like asthma, skin ailments etc. Even the health authorities have not taken cognizance of it. The industrial water-logging on the highway and several localities gives foul smell. Even the ground water has been affected with it.

Naresh Sharma said that Government was involved in the growth of industry in Kathua at the cost of life of the people. It must take preventive measures otherwise people will be forced to intensify struggle and even move to the Supreme Court for justice. Harjeet Singh Wazir, A K Bakshi and Ajeet Sharma district president NC also spoke on the occasion.

HC comes to rescue of 70-year old migrant lady

JAMMU, Jan 2: In a petition filed by 70 years old migrant lady seeking relief, Justice J P Singh of State High Court, Jammu Wing has directed the respondents to verify the migrant status of the petitioner by any mode within a period of three months.

The petitioner Mayawati had been putting up with her family in Kashmir valley when militants struck in a village nearby Tailwani killing and injuring the members of minority community.

After the militants attack, a large number of persons belonging to the minority community migrated out of the valley. Two major sons of the petitioner along with their off-spring too migrated in search of a safer place but leaving Mayawati unattended in the valley.

Compelled by the circumstances, the petitioner stayed back in the valley with the majority community but only for a short time. Later, she shifted from Akura to Mattan and remained there all alone till January, 2002, when again remaining members of the minority community in Kashmir valley became insecure because of terrorists strikes in village Hugam.

This time the petitioner too had to run for safety to Jammu where she was registered as provisional single soul migrant. She continued to get migrant relief which was payable to the migrants of Kashmir valley, but only for a short spell.

Thereafter, the petitioner remained high and dry and the respondents kept on putting off consideration of her case for release of migrant relief on the plea that CID verification was awaited. Finding no hope of relief she approached the court for issuance of directions to the respondents for providing her migrant relief.

Additional Advocate General A H Qazi appearing for the State, submitted that Relief Commissioner (Migrant) Jammu cannot release migrant relief in favour of the petitioner unless the Home Department verifies that the petitioner was a migrant, settled in Jammu. He laid stress on spot verification report of May 10, 2007.

However, the court did not find any merit in State counsel’s submissions and observed that the verification report relied upon by AAG, does not inspire confidence because it indicates that the verification team had been trying to trace the petitioner at a place where she was not putting up in Jammu. "This verification report refers Kamal Nagar Bantalab Jammu as petitioner’s address, whereas the petitioner is stated to have been putting up at 51-A, Extension Janipur Housing Colony Jammu", the Court further observed.

Justice JP Singh took serious note of the functioning of the Home Department and observed that keeping in view the inaction of the Home Department in coming forward with any report regarding petitioner’s migration and stay at Jammu, there was no occasion for the State to have stopped payment of migrant relief to the petitioner.

"Once having registered the petitioner as provisional migrant and released migrant relief in her favour, the official respondents were not right in denying migrant relief to her unless there was any convincing evidence or material with them that the petitioner had not been putting up at Jammu as migrant", the Court further observed.

With these observations, the Court disposed of the petition with a direction to the respondents to verify the migrant status of the petitioner by any mode within a period of 3 months and in case nothing adverse is found against her as regards her status as migrant, they shall treat her as a regular migrant and release the migrant relief in her favour as is permissible to migrants of Kashmir valley in terms of Govt orders issued in this behalf from time to time.

The court also directed Relief Commissioner (Migrant) Jammu that he shall report compliance of this direction to Registrar Judicial of this Court by April 1, 2008.

Burglary case solved, 3 arrested

Srinagar, Jan 2: Bijbehara Police has solved a sensational case of burglary.

According to SSP Anantnag, Abdul Gani Mir , during the intervening night of 14th and 15th November 2007, a sensational case of burglary took place in a watch shop at Bijbehara. The burglars decamped with 34 expensive watches valuing thousands of rupees without leaving a clue.

On receipt of this information, a case was registered in Police Station Bijbehara and investigations were taken up by SHO Bijbehara Inspector Bashir Ahmed under the supervision of SDPO Shafaat Hussian, he added.

He said that after days of painstaking efforts, Police finally arrested one Dilawar Sheikh, son of Ahad Sheikh, resident of Reshipora Pulwama . On his confession two more persons namely Mohammad Abdullah Wagay, son of Sonaullah Wagay, resident of Chandpora Kanalwan Bijbehara and Mohammad Maqbool Sheikh, son of Abdullah Sheikh, resident of Hapshirmal Pulwama were also arrested.

He said that during questioning both the accused persons accepted their guilt and disclosed their involvement in the burglary. He stated that on their instance, the whole stolen property was recovered.

Govt directive on transfers from ERA

JAMMU, Jan 2: General Administration Department has issued a circular whereunder all Administrative Secretaries and Heads of Departments have been enjoined upon not to transfer the staff deputed from their departments to Economic Reconstruction Agency (ERA) without consulting Chief Executive Officer, ERA or unless there are strong administrative reasons including complaints necessitating transfer from ERA.

The circular says that the governing body of ERA in its 7th meeting has taken the decision which reads. "As per the project agreement with ADB, it is obligatory on part of the State to avoid frequent transfers from the project, but it has been observed that the deputationists after rendering less than one year service in ERA are being transferred frequently which adversely affects the work of ERA. ERA provides training to these deputationists and build their capacity and after getting trained in ERA/ADB work, this trained manpower is transferred by the line Department. It has been observed that the line Departments have been resorting to frequent transfers without consulting ERA.

The deputationists may be allowed to work up to the project period i.e. December, 2009 as this project is first of its kind in implementing the ADB procedure on consultancy, projectised approach, reimbursement/replenishment etc. In case of promotion, the incumbent will be given promotion in ERA to the higher grade and his post in ERA would be deemed to be upgraded till held by the promotee".

4 killed, 5 injured in road accidents

JAMMU, Jan 2: Four persons were killed and five others received injuries in separate road accidents.

Police spokesman said that one person was killed and another received severe injuries when a motorcycle bearing registration number JK02AC-4247 was hit by a car number JKD-2231 near Petrol Pump Kharian under the jurisdiction of Bishnah Police Station.

The deceased has been identified as Harjinder Singh, son of Bachan Singh of Gangyal while identification of injured has been established as Kuldeep Singh, son of Saroop Singh of Rampura.

In another accident, two persons identified as Gulshan Kumar, son of Pritam Chand of Grain Kathua and Mahesh Sharma, son of Manohar Lal of Kathua, who were injured in an accident at Tikri on December 29, 2007, succumbed to injuries in Government Medical College Hospital.

In yet another accident, one Mithu Ram, son of Rohonic of Sumeria Chattisgarh was knocked to death by a vehicle near Bagh-e-Bahu. He was immediately rushed to hospital where doctors pronounced him as brought dead.

Meanwhile, four persons were injured in separate road accidents at Gran Morh, Domail and Sunjwan Road. They were rushed to different hospitals soon after the accidents and their condition was stated to be out of danger.

They have been identified as Naseeb Ali, son of Khushi Mohd of Reasi, Sudesh Puri, son of C L Puri of Shakti Nagar, Poonam Arora, wife of Rohit Arora of Reasi and Sagar Singh, son of Lakhan Chand of Pacci Dakki.

Farmers protest against forced seizure of Rakh by Govt

Srinagar, Jan 2: Hundreds of farmers from villages adjoining Rakh Arth, a vast stretch of low lying land in the central district of Budgam today protested here against "forced seizure" of the Rakh by the Government to rehabilitate the Dal dwellers.

"We have been in possession of the land for the past one hundred years and today the government is divesting us of it", said Abdul Aziz from Sherifababd Bemina. "It has been a means of our sustenance and depriving us of this land tantamounts to snatching our livelihood", he added.

The Government is snatching the land from the farmers by the dint of force said, Mohammed Maqbool another demonstrator. "A number of our men have been arrested by the police and scores have been beaten who were resisting the reclamation of their farms by the Government", he added.

The demonstrators raising slogans, ‘hamari zamin wapas karo’, demanded that the Government should either compensate the farmers adequately or desist from forcible eviction. "They are offering us a paltry sum of rupees 40000 per kanal while as the market rate is not below rupees 2.50 lakhs per kanal", said Shafiq Hussain from Hankermualla village.

According to elders from the area, the Rakh is a marshy land of about 40000 kanals. The Revenue Department and the farms department clearly reveal that the people from Bemina, Daharmunna, Soibug, Hankermullan, Dandusa, Hanjik and a host of other villages have been cultivating this land since ages, they said. "However, the Government did not bestow us of the ownership rights," they maintained.

Earlier, the villagers demonstrated near the Deputy Commissioner's office demanding adequate compensation or return of the land.

The vice chairman of the Lakes and Waterways Development (LAWDA), Mir Nasim while talking to EXCELSIOR said that 4000 kanals of the Rakh land had been transferred to the Authority by the Government one and a half years ago. The High Court has directed for the rehabilitation of Dal dwellers in this particular area. "We are filling the land and after complete reclamation around 11000 families will be settled in here in a proper manner", he said.

‘The land is a Government property and it is the magnanimity of the Government that it has sanctioned compensation for the tenants which other wise they are not entitled to. If people resist the rehabilitation of the Dal people in Rakh Arth, the lake will change in to a major cesspool and Kashmir will have to face a disaster of high magnitude’, he warned.

SMVDU's first M Tech batch passes out

KATRA, Jan 2: Having pioneered the innovative concept of part-time course in M Tech, Energy Management, essentially designed for in-service candidates in the extended campus of Shri Mata Vaishno Devi University in Jammu, the first batch of 14 candidates has successfully passed out yesterday.

The course is the first of its kind in Jammu and Kashmir and the programme has been conceived by Vice Chancellor, Professor N K Bansal, himself a reputed energy expert of the country. The eligibility for the programme, spreading five semesters, is B Tech or BE in the related subject and the course has become very popular since its launch in 2005.

According to a spokesperson of the University, 14 students have successfully completed all the formalities of eligibility for the award of degree of M Tech (Energy Management). This is the first batch of M Tech EM from the State of Jammu and Kashmir. They are Pankaj Pandotra, Ashwani Sharma, Neeru Gupta, Pooja Gandotra, Vivek Kumar, Satvinder Singh, Sudesh Kumar, Kuldip Singh Bhatia, Jatinder Kesar, Ravi Kumar Singh, Ajay Bhagat, Neetan Sharma, Gajanan Vikram and Shakti Singh.

 

Irate KPs take out rally, block road at Shalamar

JAMMU, Jan 2: Kashmiri Pandits took out a rally today in protest what they called the dilly dallying policies of State Government towards their demands. The rally, which started from Relief Commissioner’s Office at Canal Road culminated with the road blockade and a demonstration at Shalamar Chowk in the afternoon.

The rally was organised by Youth Wing All India Kashmiri Samaj (YWAIKS) which is on chain hunger strike in front of Relief Commissioner’s Office for last 23 days in support of its demand regarding release of relief in favour of 600 displaced youth whose ration cards have already been bifurcated. The leaders of all KP organizations including, ASKPC, Panun Kashmir, PKM, JKVM, AIKS, AIKPC, APMCC, NC Minority Cell, Kashmiri Sikh Displaced Forum and camp and non camp organizations of displaced Pandits joined the rally and declared their full support to the KP youth in the struggle.

The rally, was led by YWAIKS chief, R K Bhat. As it was not allowed to move ahead of Shalamar Chowk by the Police, the irate KP activists squatted on the road and blocked the traffic for over two hours.

However, some senior KP leaders including A N Vaishnavi and H L Chatta of ASKPC, Dr Agnishekhar of PK, Ashwani Chrangoo of PKM, Ashok Kangan of JKVM, H N Jattoo of AIKPC, P L Badgami of KHC, Kashi Nath of Non Camp, S N Dhar of Camp and R K Bhat YWAIKS were taken to Civil Secretariat in a police jeep to have a meeting with Chief Secretary, B R Kundal.

Later another meeting of KP leaders was arranged with the Advisor to Chief Minister, Janak Raj Gupta in the evening to sort out the issue. However YWAIKS has reiterated to continue the chain hunger strike till the demand is settled.

Earlier, NC senior leader and former Minister, Harbans Singh also joined the rally and addressed the demonstrators. He assured full support from NC to displaced Pandits in their struggle.

Addressing the rally, KP leaders warned to intensify the agitation in case the callousness of Government towards their plight will not end. They held the Government responsible for their miseries and alleged that after mass exodus of the community from Valley the Government policies are aimed at to force the community for another migration from Jammu.

They demanded that Government should immediately issue orders for release of relief for bifurcated families and settle the other long pending demands of the Pandits including grant of economic and employment package.

The other KP leaders who participated in the rally included B L Bhat ex MLC and president NC Minority Cell, Prof. C L Sadhu of AIKS, Vinod Pandita of APMCC, Kuldeep Pandita of Youth Wing AIKPC and S L Kaul of Secular Front and Makhan Lal of CPI (M) Migrant Cell.

Srinagar , Jan 2: Senior People's Democratic Party (PDP) leader and Minister for Finance, Housing & Urban Development, Tariq Hameed Qarra today said a decisive and holistic turnaround in the State's security and development scenario, vividly visible on the ground, is the outcome of the PDP's people-oriented political agenda and ingenious economic policies.

"PDP's role has been central in transforming the situation, not only within but outside the State, at a stage when Jammu & Kashmir and its people are struggling to come out of the most difficult times of its history," he said, while addressing a public meeting at Sangam in Iddgah constituency today.

Mr Qarra said the agenda of political empowerment, economic emancipation and social uplift of the State's people could be fully realized only through a sustained and credible democratic process with participatory public involvement.

Urging the gun-wielding youth to shun the path of violence and join the dialogue process for peaceful resolution of the State's problems, Mr Qarra said PDP strongly subscribes to a participatory political process in which all the parties and points of view contribute in shaping a new future for Jammu & Kashmir and its people.

Mr Qarra emphasized that PDP's campaign on opening up of all the traditional cross-LoC routes in Jammu & Kashmir stems from the realization of the State's past as a version of today's Free Trade Zone. "Our vision is primarily founded on the liberty of our people to travel freely in the region to build economic fortunes for not only themselves but the whole State as well," he said.

He said the dark era of exploitative politics is now over in Jammu & Kashmir and people no longer get influenced by emotional slogans. "The performance of the politicians is now being determined by the public on a day-to-day basis and the new mantra is perform-or-perish," he said and added that PDP has become a target of the wrath from the traditional political class as it has transformed the State's political discourse choking the space for the politicians who were thriving on emotions and rhetoric.

Mr Qarra said the State's fast-changing political scenario has almost made the traditional political parties like the National Conference completely irrelevant and that is why the party that has ruled the State for almost half a decade is today in a state of disarray.

BJP, LUTF to fight against discrimination jointly

JAMMU, Jan 2: The Bharatiya Janata Party (BJP) and Ladakh Union Territory Front (LUTF) will fight against what they termed the discrimination meted out to Jammu and Ladakh regions, jointly. This was declared at interaction between senior BJP and LUTF leaders here this afternoon.

During the interaction, BJP assured its unflinching support to LUTF in their demand regarding grant of Union Territory Status to Ladakh. The party state chief, Ashok Khajuria decried the State Government for harassing the people of Ladakh who had launched a peaceful agitation in support of their demands. Both the BJP and LUTF leaders also took a solemn pledge in this regard also.

"The BJP and LUTF are one and they will fight their battle jointly", said Mr Khajuria who also lambasted some leaders from Kashmir valley for their alleged remarks against Thupstan Chhewang, MP and president LUTF in last year’s Working Group meeting at New Delhi.

Justifying the demand regarding UT status to Ladakh, Mr Thupstan Chhewang said this is an old demand of Ladakhis which was actually raised during the accession of J&K state with Indian Union in 1947 by then leaders of Ladakh.

He, while making a dig at Congress led coalition Government in the State , said after it assumed power in 2002 the atrocities on Ladakhis increased. He alleged that Congress was using the police force to impose its will on Ladakhis and LUTF activists are on relay hunger strike for over one and a half month demanding transfer of SSP Leh and action against the Congress activists who attacked the LUTF Office.

He alleged instead of taking action against the Congress activists police framed the charges against the LUTF men and implicated them in false cases.

He said LUTF has no link with two Ladakh Ministers though they were elected uncontested in 2002 with our support. But later they joined the Congress and LUTF is against them, he added.

He said the separate UT is the only viable solution to the problems being faced by the people of Ladakh region as the region faced constant discrimination since 1947 through successive Governments.

He said LUTF also called on State Governor, lt. Gen (Retd) S K Sinha, Deputy Chief Minister, Muzaffar Hussain Baig and Minister for Health, Mangat Ram Sharma and apprised them of the situation in Ladakh region.

Mr Chhewang as well as Pinto Narbo, MLA and Chering Dorjay, Chief Executive Councilor, Ladakh Autonomous Hill Development Council (LAHDC) said that BJP has always supported the cause of Ladakhis.

Expressing concern over the high-handedness of the police and Government, Mr Dorjay said the National Flag during the Sindhu Darshan inaugural function was unceremoniously hosisted by a DySP last year at Leh, though I (Mr Dorjay) as per the protocol was supposed to hoist the Flag. Later I brought the matter to the notice of CM and Union Cultural Minister, Ambika Soni and demanded a probe into the matter but till date the same was not ordered.

The BJP leaders who participated in the interaction included senior Party leader and former MoS, Prof. Chaman Lal Gupta, former state presidents, Dr Nirmal Singh and Daya Krishen Kotwal.

Lok Adalat on Jan 9

UDHAMPUR, Jan 2: According to Principal District and Sessions Judge, Udhampur, A.K Shan, who is also Chairman of District Legal Services Authority (DLSA), next Adalat would be held at Udhampur on January 9, 2008 at 12 Noon.

The persons desirous of getting their cases settled in the Lok Adalat may approach his office before holding of Lok Adalat.

Contractual engineers demand regularisation

JAMMU, Jan 2: Contractual Engineers Association, J&K today reiterated their demand regarding the regularisation of contractual engineers as junior engineers in various engineering departments of the State.

At a press conference here, this evening, the president of the Association, Peerzada Hidayatullah, its secretary, Sajad Malik and Jammu province chief, Sanjay Gandotra said that they have been working as contractual engineers for last five years and deserve to be regularized as JEs.

They said, while their appointment as contractual engineers the then Chief Minister ,Mufti Mohammed Sayeed had said he had signed an MoU with Union Government and this will be the first sign towards solving the unemployment problem in the state.

In an appeal to Chief Minister, Ghulam Nabi Azad and Deputy Chief Minister Muzzafar Hussain Baig they sought their immediate attention towards the matter and urged them to save the future of 675 contractual engineers by regularizing their services.

Peerzada said that their selection was made by a Selection Committee which was comprising of IAS officers and senior engineers so the Government should have no problem in regularizing their services at this time.

Moreover ,the Government should also keep its word made with the engineers while their selection on contractual basis, he said, adding any delay in this regard will add to the woes of these hapless engineers as they have already become overaged now and were not entitled for the Government service.

Moreover the contractual engineers are working on a paltry sum of Rs 4500 per month on which they can’t feed themselves and their families, he said, and expressed the hope that Government will be sympathetic

towards the demand.

He said asthe Chief Minister has taken many historical decision and solved many ticklish issues, the contractual engineers are also pinning high hopes in him expecting that he will prove a Messiah for them.

Bhim inaugurates exhibition on "Horrors of Atom Bomb"

JAMMU, Jan 2: The Jammu and Kashmir National Panthers Party (JKNPP) supremo Prof Bhim Singh inaugurated an exhibition of photographs on "Horrors of Atom Bomb at Hiroshima and Nagasaki" at General Zorawar Singh Auditorium Complex, University of Jammu (JU) this afternoon.

The photographs, donated by Prof Baldev Sharma for the exhibition, depicted the scenes of death and destruction at Japanese cities of Hiroshima and Nagasaki in the aftermath of atomic bombing there by United States six decades ago. These include billowing mushroom cloud, heat rays, vanished cities, after bombing effects, damage to human bodies, revival from ruins and reviving the cities.

After inaugurating the exhibition, Prof Singh also delivered a lecture on "India and the Arab World’ wherein he highlighted the culture and society of Arabian countries and their relationships with India. He also described about their currencies, spoken languages and the main products being manufactured there.

Rehman flays Govt for failure on all fronts

JAMMU, Jan 2: State unit president of Samajwadi Party, Sheikh Abdul Rehman, strongly criticized the coalition Government for its failure on all fronts despite liberal flow of funds from the centre.

Sheikh Abdul Rehman was addressing a well attended meeting of party at village Khanpura in Marh block in which workers from Bhagal Pura, Taro Chak, Suhagni, Dehi Chak, Kharian Gho-Manhasan and Chargali villages took part.

Referring to much hyped Roshani Act, Mr Rehman reminded the Government about its tall claims of retrieving 25000 kanal of land from grabbers and realizing Rs 20,000 for depositing into Government coffers and what is the position as of now, he questioned? He added that infact the Roshani Act has benefitted Bhatindi dwellers including former and present Chief Ministers, Ministers, several MPs, MLAs, police and revenue bureaucrats.

The concern of NC, PDP and Congress leaders towards the plight of unemployed youth Mr Rehman categorically pointed out that when in power the leaders of these parties did nothing for them and now when the general elections were round the corner, they have started shedding crocodile tears to gain their sympathy. He cautioned the unemployed youth not to fall into the trap of deceptive slogans and remain vigilant.

Regarding announcement of Chief Minister at Banihal to give free ration to drought hit farmers of district Ramban, Doda and Kishtwar, The SP supremo termed it as a complete joke and stated that they must be given free ration for atleast one year as both Rabi and Kharif crops have totally failed.

Dargah Sharif devotees take out procession

JAMMU, Dec 2: Devotees of Dargah Sharif Baba Lashman Shah Wali organised a religious function at Valmiki Colony Gandhi Nagar here on the occasion of New Year and took out a procession on Tuesday.

Baba Kuk Ram Mahant was leading the procession which started from Dargah Sharif. A large number of devotees including children and women participated in the programme. The procession passed through Valmiki Colony, Bahu Plaza, Gole Market, Shivaji Chowk, Nanak Nagar, Zorawar Singh Chowk and finally culminated at Dargah Shrief.

Several saints, Baba Mangte Shah and Peer Baba Mashi Shah also accompanied Baba Kuk Ram. A langar was also arranged at the Dargah which started on December 30 and continued till Ist of January.

These saints also addressed gathering during religious congregation and conveyed their message to the masses to maintain brotherhood, unity among all the members of the society and respect all the religions.

Tributes paid to Sadiq on 96th birth anniversary

Srinagar, Jan 2: Rich tributes were paid to the former Chief Minister G M Sadiq on his 96th birthday anniversary at a function organized by the J&K Sadiq Memorial Society here today.

The function was attended by the associates, senior citizens and some Pradesh Congress Committee activists. Dr Iftikhar Rafiq Sadiq, the co chairman of the Society termed Mr Sadiq a towering personality of the State who contributed to the society in the fields of politics, law and social service. The departed leader throughout his life worked relentlessly for the upliftment of the underprivileged and ignored sections of the society, he said.

He was in the vanguard of political movement which overthrew the autocracy in the State and played to his full capacity in the social and political integration of the State with the Indian union. He was a progressive leader who fought a relentless battle against communal forces, Dr Iftikhar said.

Recalling the late leader's efforts in the abolition of landlord system in the State, a former PCC state secretary and a long time associate of Mr Sadiq, G N Shah said that Mr Sadiq played a pivotal role in the handing over of land to the tiller. Belonging to a family of landlords, he had the distinction of abdicating hundreds of hectares of his ancestral land to the peasants, said Mr Shah.

G N Shoroo another associate of the late leader termed Mr Sadiq a man of integrity.

The fallout of the assassination of the former Pakistan premier was also deliberated in the meeting.

ISI militant sentenced to 18 years imprisonment

JAMMU, Jan 2: Principal Sessions Judge Jammu J R Kotwal convicted and sentenced ISI trained militant to undergo 18 years imprisonment.

According to the prosecution case, on May 1, 2000, one Sanjeev Kumar helped the security forces in arresting two persons, who had come from across the border and enquiring about the road leading to Jammu.

The arrested persons disclosed their identity as Raja Muzaffar code name Rashed, son of Zulafqar of Baramulla and Bilal Ahmed code name Siraj Ahmed, son of Ali Mohd of Bartha Qamarwari, Srinagar. From the possession of Raja Muzaffar maps of Hiranagar sector, railway line, national highway and nullahs were recovered while a pistol alongwith loaded magazine was recovered from Bilal Ahmed.

On the disclosure of Raja Muzafar Ahmed, two hand grenades, one pistol magazine loaded with 7 cartridges, one packet containing five kilograms of RDX, 3 time pencils, 3 detonators and a compass were recovered. A similar recovery comprising grenades and RDX was effected on the disclosure of Bilal.

It was found during further investigation that the accused persons were active members of the Pakistan’s banned organization and they, at the instance of Pakistan’s intelligence agency ISI, entered India through International Border in Hiranagar sector to carry out disruptive activities in the State.

Principal Sessions Judge JR Kotwal after hearing Public Prosecutor E A Tak appearing for the State and Advocate Dinesh Verma appearing for the accused, convicted accused under Enemy Agent Ordinance and Explosive Substances Act.

"The offence committed by the accused Raja Muzafar Ahmed is serious as well as heinous. Normally, a person involved in commission of such offence does not deserve leniency and the court can see mitigating circumstances in the case as to how meekly the accused and the co-accused, who is proceeded under Section 512 CrPC, had made their way to police custody", the Court further observed.

"They did not retaliate at all when confronted by a civilian and taken into custody by the police even though one of them (Bilal) allegedly possessed a pistol. The conduct of the accused persons at the time of their arrest by the police gives the Court a reason to believe that they might have a second thought about their future course of action. Beside, the court has also taken note that the convict is in custody for the last more than 7 years. These are the factors to mitigate the quantum of sentence to be imposed upon him", the Court said.

With these observations, the court convicted and sentenced the accused to undergo imprisonment for 8 years under Enemy Agent Ordnance. The accused was further sentenced to undergo imprisonment for five years under Section 4 and five years under Section 5 of Explosive Substances Act.

Diminishing graph of moral values

It was precisely one year ago when Disha Kala Jagat, Akhnoor presented its Dogri play ‘Manavta da Rishta’ in the Drama Festival at Abhinav Theatre (Impressive Debut by Artistes from Akhnoor - Daily Excelsior January 5, 2007). In his review of the play, this reviewer had showered unqualified praise on the entire team for its sincerity and hard work. The artistes were described as ‘uncut diamonds’ who had the potential of shining brightly with a little trimming and polish. The relevance of the topical theme of the play was also appreciated.

It was the same group that performed the play ‘Bisiar’ here this evening. The Dogri play, written by veteran playwright N.D.Jamwal, is a strong indictment of the diminishing graph of moral values in our society. One is reminded of some couplets that aptly describe the situations depicted in the play:

Safar mein dhoop to hogi, jo chal sako to chalo

Sabhi hain bheed mein, tum bhi nikal sako to chalo

Yahaan kisi ko koi raasta nahin deta

Mujhe gira ke agar tum sanbhal sako to chalo

It is a highly relevant play for our times. The expectations from the group were also quite high, going by their last year’s performance. Yet, it is sad to note that the group has not been able to live up to the hopes generated by it last year. To begin with, the group has not been able to retain its artistes and the young actors, particularly the female actors, who had shown great promise last year were all missing this year.

The story of the play deals with an educated youngman Dalip who gets employed in a factory on a post which is being eyed by the scheming Munim of the factory for his own son. The Munim fraudulently has Dalip declared as mentally deranged. Many other atrocities are directed against Dalip and his family till he actually loses his mental balance.

O.P.Deepak successfully enacted the role of the evil Munim. Kewal Krishan Kewal and Kanta Sharma also did justice to their respective roles. O.P.Shakir, the director of the play, himself was the weakest link in the play in his role as the Doctor. He was fumbling for words and quite ill at ease throughout the performance. Sandeep Choudhary also could not impress with his histrionic abilities in the lead role. His portrayal lacked earnestness and conviction. Meenakshi Sharma as Sunanda also appeared to be in the need for more hard work.

Music by well known singer and composer Dharmesh Nargotra was one redeeming feature of the play. Through his moving lyrics and voice he was able to highlight the underlying pathos of the play. The performance was in dire need for some meaningful direction and that is all that one can say about the director.

One does hope that the group will not fritter away the promise shown by it last time and stage a come back soon with a competent performance. And they need not wait for the Annual Drama Festival to do that. It can be done much sooner than that.

Anamika Arts presents its play ‘Jaadugar’ in the Festival on Thursday. The play has been written by Baljit Raina, who is also the director of the play.

Take action against MLA: Yashpal to EC

POONCH, Jan 2: Yashpal Sharma, independent candidate from 87 Poonch-Haveli constituency, Mohd Zaman advocate chairman Human Rights Forum District Poonch and Sanjay Raina, advocate chief election agent have urged Chief Election Commission of India to take stern action against Jahangir Hussain Mir, Congress candidate who has been booked by Police under FIR No. 92/2007.

In a joint press statement issued here today, all the three said that official candidate of Congress who is now Member Legislative Assembly (MLA) Poonch, has been booked by Mandi Police under section 353/427 RPC. They said Jahangir was charged with several offences including violence, misconduct, restraining the presiding officer and other polling staff to carry on their job at polling station N0. 52, Gagrian on December 12.

They alleged that candidate also beat up the presiding officer and other staff members, snatched the ballot unit No. B-64731 and stopped the official from performing election duties. Regretting the police attitude, they alleged that Poonch district police has taken no action in this regard and even it never bothered to conduct investigations.

In a letter flashed to Chief Election Commissioner of India, these leaders have alleged that MLA Mir has violated code of conduct and also acted in contravention of the Constitutions of India and the J&K State. They also have written to the Speaker

MOWF nominates new office bearers

JAMMU, Jan 2: A general body meeting of Medical Officers (ISM) Welfare Forum elected office bearers of executive committee for next two years.

Dr Jagdish Lal was elected as president, Dr Dhanwanter Singh and Dr Shabir Ahmed Matoo as senior vice presidents, Dr Pritam Singh Dr Manjeet Singh, Dr Shashi Kant and Dr Ved Parkash as vice presidents for districts Kathua, Rajouri, Udhampur and Doda respectively. Dr Rameshwar Dutt Sharma was elected as general secretary.

Doctors Jitendar Gupta, M K Koul, V K Zaroo, Adarsh Prakash, Bal Krishan, K L Kapoor and Randhir Dubey were elected as secretary, joint secretary, academic secretary, organizing secretary, publicity secretary and treasurer respectively.

Doctors Virinder Gupta and Sanjay Bhatt were made auditors, whereas V S Manhas and Arun Jandial were made ex-officio members. Dr Govind Ram Gupta was made chief organizer and Dr Makhan Lal Gupta as organizer.

Dr C R Munday was nominated as chairman of MOWF general body, which adopted resolutions demanding separate directorate of ISM for Jammu province, amendment in gazetted service recruitment rules, filling up of vacant posts of ADMOs Rajouri, Poonch and Deputy Director ISM Jammu. Various other demands were also discussed in the meeting which included measures for betterment of ISM staff and also the redressal of their genuine demands.

Pir Panchal holds meeting with displaced artists

JAMMU, Jan 2: To discuss the challenges and problems being faced by the displaced artists, Pir Panchal organised a meeting of migrant artists here, today.

The meeting was chaired by the president of the organization, Ramesh Hangloo and the artist community was represented by Manoj Jad and Rajesh Khar. It said the organization will take up various social projects in hand in migrant bastis and camps.

It also gave the final shape to the Kashmir day function being organised on January 12 by the organization during the meeting. The meeting was informed that artists from other communities will also be involved in the function.

It said the organization will also launch a programme to impart training to younger generations of displaced community in art so that they will not go astray from their roots.

Others who attended the meeting include Vijay Kaul, Mukesh Thaploo and Adarsh Anand.

DPC constitutes new committee

JAMMU, Jan 2: A meeting of displaced residents of Bijbehara, Jablibora, Krandigram, Veer Nowbug, Thajiwara, Mahind and Sirhama was held at Swayam Anand Ashram, Muthi under the banner of Devasthan Prabandhak Committee.

The meting elected new office bearers with Vehsnath Jotshi as president, B L Bhat as senior vice president, Ramesh Koul and Raj Nath Tickoo as vice presidents, M L Malla as secretary, A K Koul as joint secretary, V Mohan Bhat as publicity secretary and Pran Nath as cashier.

Advisory committee members included M L Ash, M M Joshi, Brij Nath Raina, Bushan Lal Tikoo and C L Tikoo. A 15 member executive committee representing all the villages of the tehsil was also constituted.J&K Legislative Assembly and Chief Electoral Officer J&K to initiate legal proceedings against MLA otherwise they will be forced to pull the concerned MLA and officers/ officials involved to the court of law.

Rajat first in Essay Writing Contest

JAMMU, Jan 2: The Department of Students Welfare, University of Jammu (JU) has declared Rajat Gupta of ‘The Law School’ as first prize winner in the ‘On The Spot Essay Writing Contest’, conducted by the department under the second phase of ‘Display Your Talent’.

Meanwhile, the second and third prizes have gone to Shreya Jain of Government College for Women, Parade and Aruna Bhat GGM Science College (Morning) respectively. Anirudh Khajuria from Department of Psychology and Parvinder Kour from Department of Zoology were awarded the certificates of merit.

The topics of the contest were ‘Mobile Phone: Boon or Bane’, ‘Role of Youth in Nation Building’ and ‘Ragging in Educational Institutions’. The participants were asked to write an essay on any one of the given topics comprising 2000-3000 words in English and Hindi.

DAHWA deputation meets MoS Health

JAMMU, Jan 2: A deputation of Destitute And Handicapped Welfare Association (DAHWA) led by its founder president Surat Singh Sumbria, met the Minister of State for Health and Power Peer Mohd Hussain and discussed various problems of the area on healthcare issue.

Deputation demanded construction of a proper building for PHC Khoon, where two doctors have been posted but the PHC was lacking entire infrastructure as the existing capacity of PHC included one room for doctor and a small ward.

Other demands voiced by deputation included repair of ambulance, which has been lying defunct for more than a year.

Mr Sumbria told the Minister that five posts of Dental Surgeons and four posts of assistant surgeons as also 25 para-medical staff including technicians were lying vacant in Majalta block.

The Minister gave a patient hearing and assured a favourable action very shortly. He asked the DAHWA to contact him after a week or so that ground reality could be assessed.
