MUZAFFARPUR, Jan 2: In a state where beating up and killing of women after branding them as witches is common, an all-women "news channel" is creating waves in the rural backwaters of Bihar.

"Appan Samachar" (Our News), an all-women weekly news programme, is a hit in Ramlila Gachhi and its adjoining villages in Paru Block of Muzaffarpur District ever since its launch last month.

Unlike flashy studios of private news channels, its rural cousin works from an asbestos-roofed room having a wooden table, two chairs and a portable TV.

Its reporters, Ruby Kumari and Anita Kumari (both 20), move around Ramlila Gachhi and its adjoining villages six days a week carrying a Sony handycam, a tripod and a microphone in hand to gather news. Later, they show a 45-minute bulletin on the TV using a video cassette player powered by a battery, at the weekly fair in the village.

"In our channel, we cover activities relating to development, women empowerment and human rights," says 18-year-old Khushbu Singh, a eleventh standard student.

The village has no electricity, no landline phone connections and the mobile phone service reached it only last year.

"We have so far been funding the channel through our own resources, but now hope to get some revenue from the local traders whose activities we report," says Ruby, who along with Anita, is studying in BA first year from a college in Sahebganj here.

Asked whether they had ambition to make it to a national TV news channel some day, both Ruby and Khushbu said "yes" in unison.

"We don’t have any formal training so we are learning it on the job. We hope, our faces will be on a national TV channel some day," the two, who report and anchor for "Appan Samachar" said.

The fourth member of the team, Ruma Devi (35), a housewife, moves with the reporters in the interiors of the villages and carries their tripod.

Santosh Sarang, director of ‘Mission I International Service’, an NGO, came up with the idea to highlight the problems of women residents in the interior of the villages where national media seldom reaches.

Moreover, with women reporters the communication becomes easier with the females in the villages, the reporters said. (PTI)

Govt mulling proposal to set up water training centre

NEW DELHI, Jan 2: The Government is mulling a proposal to set up a water training centre with French help for imparting training to personnel involved in water and sanitation sector.

The Urban Development Ministry is finalising a proposal for setting up a Training Centre for Water Service and Technologies in cooperation with the French Ministry of Equipment.

Proposed to be set up at an estimated cost of Rs 26 crores, the centre is likely to come up in 14 acres of land in Ghaziabad.

"The purpose of the water training centre is to train staff from various ministries, administrations, organisations at the Central, state and municipal levels, responsible for the water and environment management," said a senior Urban Development Ministry official.

There is a need for such a centre in the wake of new emerging technologies and regulation framework in the field of water and waste water utilities.

"Currently we do not have such professional training facilities for the staff dealing with water. So it was decided to have a training centre with the help of French experts as we have an Indo-French Joint working group in Urban Development," the official said.

Besides imparting professional training, the water institute will also carry out studies and research on water related issues.

"Even the staff working in the irrigation system, or industries generating pollution or using water for their manufacturing processes can be trained to improve their professional skill," said the official.

As per the proposal, the water training centre will be set up in the national capital region first and later on a second unit will come up in a state, most probably in Karnataka.

The water training centre will comprise an administrative block, hostel, auditorium, residential quarters and a canteen.

"The UD Ministry is working out the details of the proposed centre and a final decision is likely to be taken soon," said the official. (PTI)

Rane rattles Deshmukh

MUMBAI, Jan 2: Barely a month after the Maharashtra Chief Minister Vilasrao Deshmukh celebrated completion of his three year tenure as chief minister of this state, his own cabinet colleague Narayan Rane gave him a massive jolt when he publicly revolted against him.

Though the epicentre of this revolt was in New Delhi where Rane held a press conference questioning Deshmukh’s ability to lead the state, its tremors rattled his throne in Maharashtra.

Rane while addressing a press conference in New Delhi without naming Deshmukh after meeting Margaret Alva, AICC general secretary in-charge of Maharashtra said the government was not working for the 10 crore people of the state but only for ‘one person’.

While it is an open secret that Rane, a former Shiv Sena Chief Minister had quit the party in 2005 following his differences with the Sena and joined the Congress was nursing an ambition to become the chief minister, his open revolt was surprising if not shocking to political observers.

After Rane was expelled from Sena he joined the Congress with a one point agenda of reoccupying the chair of Chief Minister. Interestingly Rane fired his salvo against Deshmukh after meeting the AICC incharge of Maharashtra, Margaret Alva, a strong Deshmukh baiter. This is being interpreted in the political circles that Rane had her tacit support though neither of them admitted it.

What seems to have made things difficult for Deshmukh is the fact that even after such an outburst against Deshmukh, Rane managed to get an audience with the Congress President Sonia Gandhi. This has given grist to the rumour mills that Deshmukh’s days as Chief Minister of Maharashtra are numbered and that there could be a change of guard.

The incident also has a cascading effect on the other parties which was evident from the fact that within days of this incident the Union Minister and NCP chief Sharad Pawar had an hour long closed door meeting with the Shiv Sena supremo Bal Thackrey at the latter’s residence at ‘Matoshree’ in Bandra.

Though the Shiv Sena chief tried to downplay the meeting in the Shiv Sena mouthpiece Samana as a ‘courtesy visit’ of Pawar who was a friend of Thackeray, the timing of the meeting fuelled speculation that it was meant to thwart the ambitions of Rane who is a common foe of both Thackeray as well as Pawar.

Thackeray’s aversion stems from the fact that Rane had quit Sena in 2005 when he began to feel that he was being marginalised while Thackeray’s son Uddhav Thackeray was becoming stronger in the party. On 3rd July 2005 Naryan Rane announced his resignation from the Shiv Sena and subsequently from the Maharashtra Legislative Assembly twenty days later and then joined the Congress.

The Nationalist Congress Party dislikes him because he has strengthened the Congress Rane had enabled the Congress to score over the NCP in numbers in Maharashtra legislative Assembly.

He was the one who engineered the defections of seven Sena MLAs, six of whom got reelected on Congress tickets. Consequently NCP which had emerged as the single largest party in the 2004 assembly polls with 71 seats is now in second position as the strength of Congress has shot up from 68 to 75-thanks to Rane.

The problem for Deshmukh is not just Rane, it is his own detractors in the Congress who are actively campaigning against him. Among them two prominent Congress leaders Margaret Alva and the Maharashtra Pradesh Congress Chief Prabha Rau.

The MPCC had constituted a fact finding team to examine burning issues in the state including farmers suicides, sugar cane glut, power crisis , malnutrition deaths and other issues. The report of the team especially relating to malnutrition deaths had caused considerable discomfiture to Deshmukh.

Meanwhile in an interesting political twist, Rau in her speech on the occassion of Congress foundation day said that the party must be wary of the entrants " not all of whom might have joined the party with selfless motives."

Her statement is seen as an effort to distance herself from Rane’s controversial press conference criticising the chief minister.

But will the Congress High Command replace Vilasrao Deshmukh with Rane? This seems improbable because it will give wrong signals to the loyal rank and file of the Congress and it could trigger series of revolts elsewhere. (PTI)

Cong MLAs move petition for Bhajan Lal’s disqualification

CHANDIGARH, Jan 2: Congress MLAs today petitioned the Haryana Speaker seeking disqualification of rebels Bhajan Lal and two of his close aides on the ground that they have severed ties with the party.

The MLAs-Shadi Lal Batra, Jitender Mallik and Ramesh Gupta-in separate petitions filed before Speaker Raghubir Singh Kadian sought the disqualification of former Chief Minister Bhajan Lal, Dharampal Mallik and Rakesh Kamboj on the ground that these MLAs had severed ties with the ruling Congress and floated a new political outfit.

The three had attended the Rohtak rally of ‘Haryana Janhit Congress’, floated by Lal’s son and suspended MP Kuldeep Bishnoi.

When contacted, Kadian said he would look into the merits and de-merits of the petitions filed by the legislators.

He, however, said "any member of the House can move a petition against another member if he or she finds that the legislator had severed ties with the party on the symbol on which he or she had contested polls and created an atmosphere of expulsion".

The 90-member Haryana assembly has 67 Congress MLAs, nine MLAs of Indian National Lok Dal headed by former Chief Minister Om Parkash Chautala, two BJP, one each from the NCP and the BSP and ten independents.

The Speaker said he would go through the petitions.

Bhajan Lal and his MP son Kuldeep Bishnoi took on the Bhupinder Singh Hooda government on its various policies and programmes, including setting up of Special Economic zones in the state, much to the embarrassment of ruling Congress.

Lal had become vocal against the Congress after Hooda was preferred over him for the Chief Minister’s post when the Congress won the assembly election three years back.

Lalu’s two sons thrashed for alleged eve-teasing

NEW DELHI, Jan 2: Two sons of Railway Minister Lalu Prasad got into trouble for allegedly indulging in eve-teasing on New Year’s eve and were beaten up by unidentified youths in south Delhi.

In the scuffle, a Personal Security Officer accompanying Yadav’s sons-Tarun and Tejpal-lost his service pistol, for which a complaint has been filed in the local police station.

Police sources said a preliminary probe revealed that Yadav’s sons had allegedly indulged in eve-teasing first at Ashoka hotel and later at Connaught Place.

From there, the two, accompanied by the PSOs of Delhi Police and Railway Protection Force, decided to attend a party at Chhatarpur area on Delhi-Haryana border.

On their return, they allegedly passed some remarks at girls who were partying at a farm house near Mehrauli.

However, this time they ran short on luck when a group of youngsters decided to thrash them. The PSOs, sensing the gravity of the situation, did not reveal the identity of the two, the sources said.

Nursing bruises, Tarun and Tajpal were rushed to a hospital where they were provided first-aid, the sources said, adding at that stage the PSO realised that his service pistol had gone missing in the scuffle.

A case under charges of assaulting a police official and of a missing weapon has been registered. (PTI)

‘Be Bold’ campaign to tackle HIV on full swing in Andhra

HYDERABAD, Jan 2: A year after its launch, the ‘Be Bold’ campaign in Andhra Pradesh concieved to reduce the stigma linked with HIV, is running full throttle and has displayed considerable success.

The ‘Be Bold’ campaign by the state’s Aids Control Society is surging ahead in its stated mission urging people to shed inhibitions and get themselves tested for HIV. A beginning was made by Chief Minister Y Rajsekhara Reddy and his cabinet colleagues who got themselves tested first.

"The campaign is meant to reduce the stigma and discrimination associated with the disease and to embolden people to come forward voluntarily to get tested to know their HIV status," says G Ashok Kumar, Project Director of APSACS.

According to him, when more and more people come forward for the test, the stigma associated with testing gets reduced.

"Then the spread of the dreaded virus will also be reduced as people tested positive would be more responsible and would not spread the virus unknowingly," Kumar adds.

The campaign was launched in by the AP State AIDS Control Society (APSACS) on December 1, 2006, and covers each and every village and city and involves people from all strata and class.

The number of HIV testing in the state from the start of the campaign is 1.5 million as against 1.3 million in the past six years from 2006. The number of people on Anti Retroviral Treatment (ART) has increased from 3075 to 25, 000 during the period.

"This trend indicates an increase in the health seeking behaviour of the affected people," the Project Director says.

As part of this campaign, a ‘Zero by Seven’ initiative has been taken up. It is the component of a bigger plan to have HIV/AIDS free generation in the state by this year end.

"Under this initiative, it is attempted to minimize- ideally to zero-the transmission of HIV from mother to the new born by appropriate medical and management interventions," the official says.

And for that reason a network of positive outreach workers have been established in about 85 sub-divisions of the state.

"The target of ‘Zero by Seven’ initiative has been very much achieved. We are happy to achieve that target. A total of 6.5 lakh pregnant women were tested of their HIV-positive status this year under the initiative," he says.

In its outline to express solidarity with the people living with HIV/AIDS, the APSACS organized a mega event of around 8,000 such people on December 7 this year in Hyderabad.

The event was followed by the signing of ‘Hyderabad Declaration’ with a pledge: "Together we can make a better world."

"The event at Hyderabad is considered as one of the largest gathering of people living with HIV/AIDS organized so far in the world," Kumar says.

Involving all the related departments to tackle the dreaded virus better, the Andhra government has also constituted a High level committee with the CM as patron and several other officials from various departments as members.

The APSACS has also formed a group of ‘Bold Doctors club’ in all the 23 districts of state. These clubs have as members, those bold doctors who are willing to treat and care for HIV-positive people.

To make the people aware of the dreaded virus, the APSACS even had started a call centre in 2004 that has become famous among people with around 800 calls being received on a daily basis.

According to the Andhra Pradesh State AIDS control society (APSACS) report; about five lakh HIV-positive people live in the state. (PTI)

MUMBAI, Jan 2: Indian designer Anand Jon, who is facing a slew of charges related to sexual assault and molestation in United States, was "being demonized" because of his success in the American fashion industry, his sister alleged here today.

"This demonisation is (happening) because he broke into an industry where Americans find difficult to break into.." Sanjana Jon, his US-based sister told reporters.

Jon, an Indian citizen, is facing complaints of either rape or molestation from 30 women in several states of the US. Since June this year, he has been in jail in Los Angeles.

"All these complaints started coming after Anand’s company got funded... Some of them date back to five years. Why these girls did not file complaints immediately?" Sanjana said, fighting back tears.

According to her, when the first of these complaints was filed on March 6 this year, Anand was about to launch his denim line in association with a company called Genisis.

Her lawyer Majid Memon too said there was a possibility that "Anand’s phenomenal success raised a few eyebrows..They could not digest it" and "connived" to implicate him in false cases.

"Racial discrimination could be a factor," he added.

Dubbing some of the complaints as "ridiculous and absurd" Memon said there was no medical evidence of sexual assault in any of the cases.

Sanjana said complaints made no sense because the complainants continued to go around with Anand after the alleged incidents.

"Some of them came to India with us after the incident’s date...Does this make sense?" she said.

Asked what help she expects from Indian Government, she said she merely wanted to create awareness about her brother’s predicament through the Indian media.

Advocate Memon-who is also a member of Nationalist Congress Party-added that they would be approaching the Prime Minister’s Office in this regard. (PTI)

Two women molested on new year’s day

MUMBAI, Jan 2: Two women were allegedly molested by a large group of men on new year’s day near a five-star hotel here, and police today said they have initiated a probe even though none of the victims has come forward to file a complaint.

The incident took place at around 0145 hrs yesterday when the two women, accompanied by two male companions, walked towards Juhu beach from the nearby hotel in the suburb.

The group comprising 70 men allegedly followed the women from near the hotel and cornered them.

The women were reportedly groped and molested despite the presence of their male friends, who were overpowered by the group and were left watching helplessly.

After being alerted by some mediapersons present there, a traffic police team led by an Inspector chased away the mob and took the victims to the Juhu Police Station.

City Police Commissioner D N Jadhav said a probe into the incident has been launched and appealed to the media "not to blow the incident out of proportion".

The police are in the process of filing a case on their own based on the photographs published in a leading English daily since no one has come forward to come to register a complaint, he said.

A similar incident had been reported last new year’s eve when a woman was molested by a group of persons near the Gateway of India in south Mumbai.

"We had adequate security arrangements outside the hotel, where personnel from the state reserve police force were posted and closed circuit cameras were installed," Additional Commissioner of Police (west zone) Archna Tyagi said.

Despite the victims being taken to the Juhu Police Station later, a complaint was not lodged since officers there were unsure under what jurisdiction the place of the incident fell.

"There seems to be some discrepancy about the spot of the incident. If the traffic police officer had seen the happenings, he should have come forward and filed a complaint himself rather than just taking the victims to police station," Tyagi said.

Tyagi appealed to the victims to come forward and file a police complaint as the pictures published by the daily were "suggestive" of the incident.

She also said as per information received by her, the two women and their companions were allegedly in an inebriated condition when they left the hotel and were believed to be residents of Valsad in Gujarat.

Police Commissioner Jadhav defended the force, saying it was not possible to "keep the police behind every single person at all times."

"Things can happen anywhere, anytime. We are investigating the matter seriously," Jadhav told reporters on the sidelines of function to innaugurate a road safety week here. (PTI)

Air India receives a new Boeing aircraft

NEW DELHI, Jan 2: A new Boeing 777-200 long range aircraft today landed here from the manufacturer’s Seattle headquarters to join the Air India fleet and begin a non-stop Delhi-New York service from next month.

The 238-seater plane, named ‘Gujarat’, has been configured with eight first class seats, 35 business class seats and 195 in the economy class.

This is the fourth long-range aircraft to be inducted by the national carrier, which has placed orders for 68 planes with Boeing.

The airline has so far received 17 Boeing planes, which includes three B 777-300 (extended range), 10 B 737-800s for its budget carrier Air India Express.

The fifth of the eight B 777-200 lr is expected to join the fleet in February.

Air India would launch the non-stop service from Delhi to New York from February 8. It had launched a similar service from Mumbai in August last year.

Besides Mumbai and Delhi, the airline operates another flight from Amritsar to New York via London.

The global grouping of major airlines, Star Alliance, recently decided to induct Air India as a future member. The alliance includes airlines like Lufthansa, Air Canada, Singapore Airlines, South African Airways, Scandinavian Airlines and Swiss. (PTI)

Domestic IT, ITES market to cross

CHENNAI, Jan 2: Revenues from the domestic IT and ITES market is likely to touch Rs 1,10,000 crore in 2008, marking a 24 per cent growth, despite a decline in the IT spending worldwide, an industry study has indicated.

"By posting a substantial jump in the domestic IT/ITES market since 2002, the industry is now on to a new growth trajectory. IDC India expects a significant transition in the Indian IT market as part of the second growth phase," said IDC India country manager Kapil Dev Singh.

For the domestic IT and ITES sector, year 2008 would also mark the beginning of the second growth phase characterized by opportunities stemming out of leveraging the it infrastructure built up, leading industry researcher IDC India added.

Among the BRIC nations (Brazil, Russia, India and China), India’s revenues would grow fastest at least till 2011, the study said.

However, the worldwide spending on IT would be at a 5.5-6per cent, down from 6.9 per cent in 2009, triggered mainly by the downside risk in the US market, it said.

Extending services to the Indian companies and consumers, the phase would find the ‘digital experience’ in the telecom sector taken to the ‘next level,’ the study said.

Fixed-line broadband would emerge as a dominant trend, though mobile internet would continue to grow as an alternate internet access medium, the study said, adding during the first half of 2008, big telecoms might offer broadband up to eight mbps to consumers in the metros and a few other cities.

The study also indicated that the fixed mobile convergence would ensue a new "battle" in the telecom sector in which integrated service providers would gain and the stage would be set for unified communications services.

Virtualisation would become mainstream in 2008 and the share of virtualised servers would double from the present 22 per cent to 45 per cent by the year-end. This would also have a positive impact on segments like manufacturing, banking, financial services and insurance (BFSI) and aviation.

Further, heightened business risk perceptions and security concern would lead to increased investments in enterprise-wide and client-centric devices and applications.

Small and medium business segments would be key to wider market adoption of it solutions.(PTI)

No criminal charges against Indian
woman who disappeared

WASHINGTON, Jan 1: US authorities will not press criminal charges against a 24-year-old India-born woman who fled from her house to escape an unhappy marriage but caused a massive and costly search as her husband feared that she had drowned.

Prosecutors have determined that criminal charges are not appropriate and will not be filed against Anu Solanki, Cook County State’s Attorney’s office spokesman Andy Conklin said.

But whether or not restitution for the costly search will be sought in civil court, has not yet been determined, he said. Police in Chicago said the intensive search for the woman cost more than USD 250,000.

Also, no criminal charges will be filed against Karan C. Jani, the 23-year-old man Anu fled with, either, Conklin was quoted as saying by by Chicago-Sun Times.

The couple were born in Gujarat and were married Oct. 6, 2006, after Dignesh Solanki’s mother introduced the two.

Anu left her car running near the Des Plaines River on Decembet 24 when she disapperared. "It wasn’t meant to look like there was foul play or tragedy involved in her disappearance," Cook County Forest Preserve spokesman Bill Cunningham said on Saturday.

Anu told her husband she was going to bury a broken Hindu statue at that location, which she did, according to Cunningham. She left the car behind with the doors open and engine running because "she wanted a clean break from her husband (Dignesh Solanki) and her marriage and didn’t want to have any of his possessions," he said.

"She told us that she, in no way, meant to concoct some sort of hoax or leave the impression she fell in the water," Cunningham said. "She expressed regret and embarrassment about the reaction.

Once the pair left Chicago they headed to Los Angeles and stayed for about two days before Anu saw an internet news report about her disappearance and made arrangements to come back to Chicago, Cunningham said.

Police didn’t give Anu or Jani any restrictions on whether they can leave the area or not.

Apparently Solanki had already started looking for a female roommate and an apartment in L.A. Earlier this week, and said Jani is only "a close friend,"

Phone records revealed she and Jani, a recent University of Southern California graduate, had a yearlong relationship.

"They both maintained they are close friends and it’s not a romantic relationship," he said. "The investigators told her she’s basically free to go, but we might get in touch in the future." (PTI)

THIMPHU, Jan 1: Bhutan today received its New Year gift — 15 elected representatives to its National Council or upper house following the first parliamentary elections as the country is nearing its aim of embracing democracy.

Chief Election Commissioner Kunzang Wangdi termed the election as historic and a huge success.

"We are pleased to say that the NC elections were a success. We are confident that our switchover to a democratic set up will be smooth and according to our plans," Wangdi said.

He said the turnout in yesterday’s poll was satisfactory though there were some loopholes. International observers, including from India and the UN, monitored the polls.

"Bhutanese people are still not fully aware of the small details of parliamentary elections. But they are soon learning. The response this time was much more than the previous rounds of mock elections (held in April and May last year)," he said.

Yesterday’s winners are Tshewang Jurmey (from Bumthang), Tshewang Lhamo (Chhukha), Sonam Dorji (Dagana), Naichu (Mongar), Ugyen Tshering (Paro), Jigme Rinzin (Pemagatshel), Namgay Penjore (Punakha), Jigme Wangchuk (Samdrup Jongkhar), M K Rai (Samtse), Karma Donnen Wangdi (Sarpang), Sonam Kinga (Tr ashigang), Jagar Dorji (Trongsa), Justin Gurung (Tshirang), Sonam Yangchen (Wangduephodrang) and Pema Lhamo (Zhemgang).

Elections were not held in five constituencies like Haa, Gasa, Thimphu, Lhuentse and Trashiyangtse as they had only single candidates or none. Polling in these constituencies will be held on January 29.

King Jigme Khesar Namgyel would nominate five additional members to the council. Bhutan’s transition to democracy began in 2001 when former king Jigme Singye Wangchuk handed over the powers of daily governance to a council of ministers.

In 2006, he abdicated the throne in favour of his Oxford-educated son Namgyel. For the National Assembly (NA) or election to the lower house, the entire country is being divided into 47 constituencies.

The NA will have 75 members. Notification for the NA elections will be issued soon.

The polls will pave the way for a two-party system in the country. (PTI)
