Huma Khan arrested in rape and kidnapping case

MUMBAI, Feb 27: Bollywood actress Huma Khan was today arrested on alleged charges of kidnapping, rape and criminal intimidation.

Inspector Bharat Jadhav of Mira Road police station said here today that a twelve-year-old girl was working as a maid servant in the house of the accused at Bhayendar in neighbouring district of Thane.

The accused and her younger brother Samir had taken the victim to Pune, where Samir had

allegedly raped the minor with the help of the former.

Cases of rape, attempt to murder, kidnapping and criminal intimidation were registered against the actress. (UNI)

SC upholds appointment of 5,500 Assam constables

NEW DELHI, Feb 27: The Supreme Court today upheld the appointment of 5,500 Assam police constables.

A bench comprising Justices S B Sinha and V S Sirpurkar set aside the impugned judgement of Gauhati High Court dated December 6, 2006 quashing the selection process of these police constables.

The apex court allowed the appeals of the selected candidates and the State Goverment against the judgement of the High Court.

Appointments were made on December 3, 2004 and those constables were to be deployed in 11 districts of the state. Assam has 26 districts in total.

The selection was challenged before the High Court by unsuccessful candidates. Their writs were allowed by the court and the entire selection process was quashed. (UNI)

1.57 lakh calls to Delhi Police’s PCR in 45 days

NEW DELHI, Feb 27: The Police Control Room in the capital caters to three calls every minute with most of them on trivial matters.

The Control Room has received 1,57,442 calls till February 15 this year and 3,327 criminal cases have been registered based on these calls, a senior Delhi Police official said.

Action was also taken in another 1,425 cases under provisions of various special laws and Acts, the official said.

Asked why the dismal number of cases being registered despite large number of calls, he said, "all the calls we receive are not necessarily crime related. We get a lot of trivial calls also.

"There are people who telephone us to get the number of a police station or of an officer. Sometimes people call to seek guidance on how to register an FIR and so on," he said.

Scuffle between neighbours, tension over parking of vehicles and commuters fighting with auto drivers are subjects for regular calls, he said.

"People look up to police for everything. And the PCR number -- 100 -- is so familiar that people call us. Sometimes we even get calls seeking help to manage stray cattle in the area," he said.

"Any call to the PCR cannot be ignored like that and someone has to rush to the spot. Some did it for fun, others to create trouble for their neighbours or so."

Last year, 12,11,613 calls were made to the PCR as against 10,68,186 in 2006 and 9,65,635 in 2005.

In 2007, 32,007 criminal cases were registered based on PCR calls while another 23,095 cases were registered under various special Acts. The corresponding figures for 2006 were 31,296 and 24,506 respectively.

Last year, the PCR had received a total of 6,370 bogus calls as against 8,771 bogus calls in 2006.

As many as 726 calls about use of loud speakers at odd hours during marriages and other functions were found bogus.

"The calls received in PCR are informed to the staff of the nearest available mobile patrol van and they report back the situation after reaching the spot of the incidents. The record of the conversation is also monitored," the official said.

The PCR is going to get a boost this year with new recruitment and training of the newly sanctioned personnel, the official said, adding with this they would be able to operate 500 vans round the clock instead of 338 at present. (PTI)

VREC centre opened in CM’s constituency

NEW DELHI, Feb 27: To streamline the voting process, Delhi Election Commission today opened a Voting Registration and Epic Centre (VREC) in Chief Minister Sheila Dikshit’s constituency Gole Market.

The voting registration centre will help the voters to register, delete or make any correction in their names in the voters’ list without any hassle.

"Identifying the right voters and removing the bogus ones is the biggest challenge that Election Commission faces. This centre will help to overcome the challenge and streamline the electoral process," Rakesh Mehta, state Chief Secretary, told reporters here.

"Moreover, the population of Delhi is a mobile one. With so many people moving in and out of the capital, it becomes difficult for the people to go for changes in their voting ID," he added.

The Election Commission has decided to open 70 VREC centres in Delhi, with this being the 67th one.

Mehta also emphasised on advance facilities at the VREC centres.

He said the centre should be kept open on weekends to help the public. (PTI)

2.1 million children below 5 yrs die annually in India

NEW DELHI, Feb 27: The Government today admitted that 2.1 million children aged below five die annually in the country.

Minister of State for Health and Family Welfare Panabaka Lakshmi, in a written reply in the Lok Sabha, said as per the findings of UNICEF report, 9.7 million children below five die globally every year which includes 2.1 million from India.

She said the government has instituted measures to reduce neonatal, infant and under five mortality through the Reproductive and Child Health Programme.

Ms Lakshmi said steps taken by the Government in this regard were being implemented by the Integrated Management of Neonatal and Childhood Illness (IMNCI) strategy, which adopts a holistic approach to the management of the common causes, measles and malaria all compounded by malnutrition.

IMNCI will be implemented throughout the country in a phased manner. Besides, emphasis will be given to ensure good institutional deliveries and training of health professionals on essential newborn care, she added.

Efforts to deliver new born care, both facility-based as well as home-based and micronutrient supplementation with Vitamin A, Iron Folic Acid and Zinc were also being made.

"Infant and Young Child Nutrition and Immunisation are some other focal areas of the Reproductive and Child Health programme," Ms Lakshmi said.

The National Rural Health Mission, launched in April, 2005, for a period of seven years, is an overarching intervention with a holistic approach and has envisaged reduction in infant mortality and neonatal mortality as one of the prime goals to be achieved, she added. (UNI)

Indo-US Nuke deal with IAEA to be finalised soon: AEC

CHENNAI, Feb 27: Eminent Nuclear Scientist and Atomic Energy Commission(AEC) Chairman Anil Kakodkar today said talks on the Indo-US Nuke deal with the International Atomic Energy Agency (IAEA) was progressing well and it would be finalised as early as possible after ensuring that India’s requirements were adequately met.

Talking to newspersons on the sidelines of a function here, Dr Kakodkar said there were certain complex issues in the Nuke pact which should be addressed one by one.

Fresh round of talks between India and the IAEA began at Vienna yesterday on addressing the India-specific safeguards, one of the critical issues in the deal.

"Discussions are progressing well. But there are some complex issues involved in it and those things have to be taken forward step by step", he added.

"We would like to do it as fast as possible", he said, when asked how soon the talks were expected to be finalised.

"But we have to see that India’s requirements are properly met (before finalising it)", he added.

Dr Kakodkar parried a question on whether the Indo-US Nuke deal would be put on the backburner in the event of a change in Government after the elections in the US.

"I don’t want to comment on it as I am a technical person", he averred. (UNI)

Photo exhibition brings Afghanistan to Indians

NEW DELHI, Feb 27: Capturing the striking landscape and people of Afghanistan, an exhibition of photographs, taken by two amateur photographers, one of them a former Indian ambassador to Afghanistan, is on in the capital.

Titled ‘Footloose in Afghanistan’, the exhibition displays a collection of 41 selected photographs taken by Rakesh Sood, India’s Ambassador to Afghanistan from 2004 to 2007, and philanthropist Aly Mawji over a period of three years.

Also a foreign policy expert, Sood, who has just ended his tenure as India’s Ambassador to Afghanistan, said through the pictures he had aimed to capture the inherent natural beauty of that country’s landscape and the stoic resilience of its people.

"The faces of Afghan people are very expressive and they have been the focus of our pictures apart from the striking landscape of the country," Sood said.

"I have also tried to capture the resilience of the people who after having seen so much destruction around them still find happiness," he added.

A wide range of landmarks have been captured by the photographers, including the view of the Bamyan Valley taken from where the heads of the gigantic Buddha once stood.

Asked why the pictures taken after the war do not display any of the destruction wrought in the period, Sood said, "it is the job of journalists to focus on the aftermath of the war. As a photographer, I have tried to focus on all the positives I found during my stay". (PTI)

No plans to open hospitals under CGHS : Minister

NEW DELHI, Feb 27: Minister of state for Health Panabaka Lakshmi today denied that CGHS has removed several big private hospitals from its approved list, and said only those hospitals which accepted CGHS rates and terms of agreement have been empanelled.

"Empanelment is a continuous process and any private hospital located in CGHS cities can get empanelled with CGHS," she said in reply to a question in the Lok Sabha.

She also said that there are no plans to open own hospitals under the Scheme as yet.

Replying to another query, she said on a pilot basis, Hindlab, a subsidiary of Hindustan Latex Limited has set up a dagonistic laboratory in partnership with CGHS in South Delhi. "The laboratory is expected to be self sustaining," she said.

On mental hospitals, the Minister said there are about 40 government Mental hospitals in the country, maximum of six in West Bengal, four each in Maharashtra and Gujarat, three each in Kerala and Uttar Pradesh, and two each in Andhra Pradesh, Jammu and Kashmir, Jharkhand, Madhya Pradesh.

Assam, Delhi, Goa, Himachal Pradesh, Meghalaya, Nagaland, Orissa, Punjab, Rajasthan and Tamil Nadu have one such hospital each. There are about 2219 psychiatrists in the country, she said. (UNI)

RS passes Bill to enhance maternity benefits

NEW DELHI, Feb 27: Women working in factories, shops and plantation will get enhanced maternity benefits once Parliament passes amendments in the law.

The Maternity Benefit (Amendment) Bill 2007, was passed by the Rajya Sabha today virtually without any debate as the House plunged into pandemonium created by opposition on the farmers’ plight.

Under the new law, the medical bonus paid to women under the maternity benefits would be increased to Rs 1,000 from Rs 250.

The Bill also gives powers to the Centre to enhance this benefit further subject to a maximum of Rs 20,000.

Though many members especially Jaya Bachchan (SP) and Brinda Karat (CPI-M) wanted to participate in the discussion, the Bill was passed in the din through voice vote.

The Maternity Benefit Act 1961 regulates the employment of women in factories, circus industry, plantation and shops or establishments employing ten or more persons excepting those covered under the Employees State Insurance (ESI).

The Act defines the quantum of maternity and other benefits before and after child birth.

While the amendment revises the bonus amount, the compensation equivalent to average daily wage for 12 weeks remains unchanged. (PTI)

BJP terms Lalu’s budget "cosmetic and gimmick"

BANGALORE,Feb 27: Senior BJP leader M Venkaiah Naidu today hit out at the Railway budget terming it as "cosmetic and gimmick", lacking focus on upgradation of infrastructure.

"Lalu has invented new methods to raise Railways income without enhancing track strength but allowing additional load, converting tatkal scheme into a sarvakal (all season)", he said at a press conference here while reacting to the 2008-09 budget proposals presented in the Lok Sabha yesterday.

The budget has no proposal to enhance railway connectivity, failed to strike regional balance and stepmotherly treatment has been given to BJP and NDA allies ruled states like Madhya Pradesh, Rajasthan, Gujarat, he said. Even Karnataka has been accorded stepmotherly treatment, he said.

Adequate funds have not been earmarked for rail line doubling, electrification and gauge conversion projects, he alleged and wanted Lalu to publish a white paper detailing the promises he gave in the last four years and action taken on it.

Lalu has not given emphasis on railway safety measures, he said.

There is no mention on ‘circular Rail project’ for Bangalore to ease traffic congestion, Naidu said. "It is only a budget to attract people and not for the welfare of people, Naidu said.

Earlier Karnataka unit BJP president D V Sadananda Gowda said his party MPs from the state will stage dharna in front of parliament tomorrow to protest the "injustice" meted out to the state in the Railway budget.

A delegatin of MPs will also be calling on the Prime Minister Manmohan Singh to draw his attention on the issue and also Lalu, he said. (PTI)

Cong charges Akali Dal with using
SGPC for its own interests

CHANDIGARH, Feb 27: Opposition Congress today hit out at the ruling Shiromani Akali Dal in Punjab, alleging it was using the SGPC for its own political interests.

"The charges of the Akali Dal that Congress is meddling in the affairs of Sikhs is baseless. In fact, it has become a habit with them to say so as they want to cover up their own deeds," state unit president Rajinder Kaur Bhattal said here.

She alleged the SAD was "fully using" the SGPC, the apex religious body of the Sikhs, for political gains.

"Even for their rally in Delhi yesterday, SAD misused the SGPC," Bhattal, the Leader of Opposition in the Assembly, said.

She alleged that Rs four crore of public money had been wasted by the SAD to make its rally a success.

"At the end of the day, they had only to give a memorandum to the Prime Minister. They could have given it in the manner we did a day before, but spending so much money besides misusing official machinery and putting people to inconvenience by forcing buses off the state roads, could have been avoided," she said.

Addressing SAD-BJP’s ‘Insaaf Rally’ in the capital, Chief Minister Parkash Singh Badal had warned the Congress against "meddling" in Sikh affairs.

A joint memorandum to the Prime Minister carried charter of demands including a Rs 36,000 crore package for remission of farm loans and augmentation of irrigation, tax holiday for industry and an immediate halt to Haryana Government move to set up a separate SGPC in the state.

With regard to Haryana’s move, Bhattal said, "Why is Badal feeling nervous ... If Sikhs of Haryana want it, Badal cannot thrust his will. What did he do when separate committee was formed in Delhi (DSGMC)," she said.

Responding to SAD allegations of the Congress ignoring Punjab farmers, Bhattal said, "it seems that the Akalis have forgotten that maximum hike in Minimum Support Price was effected by the present UPA regime, whose major beneficiaries were our farmers. The Centre also gave Rs 100 crore to the agricultural university in the state".

She also castigated the ruling alliance for levelling allegations that Congress had ruined Punjab’s industry.

"Now, they are demanding tax holidays for the state. What were the Akalis doing when NDA was in power and it was their Government which gave tax holidays to neighbouring states like Himachal Pradesh," she said.

On Monday, Bhattal had led a group of farmers from Punjab to Delhi to meet Prime Minister Manmohan Singh and Congress president Sonia Gandhi.

The Congress delegation had submitted a memorandum to Singh and Sonia Gandhi asking for, among other things, a debt relief package for small and marginal farmers with land holding of up to five acres. (PTI)

No specific terror threat to courts, says Govt

NEW DELHI, Feb 27: The Government today said there had been no specific information about terror threats to courts in the country or of terrorists posing as advocates to trigger blasts in court premises.

"There are no present inputs regarding any specific threat of terrorists to target courts in the country and about terrorists posing as advocates to trigger blasts in court premises," Minister of State for Home Shriprakash Jaiswal said.

In a written reply in the Rajya Sabha, Mr Jaiswal, however, informed that guidelines had been framed and communicated to all State Governments and the Union Territories for the security of high courts and district and subordinate courts, asking the authorities to "urgently review" the security arrangements there.

The minister said a continuous and close watch was being maintained by various security agencies about possible threats of terrorist activities. Any input received in this regard was also shared with the State Governments on a regular basis, he added.

Replying to another query, he said terrorist incidents in Jammu and Kashmir had registered a decline during the last two years.

In 2006, Jammu and Kashmir witnessed 1667 terror incidents, which came down to 1092 a year later.

About the measures being taken to make the security environment progressively safer for tourists visiting the state, he said a separate tourist police and enforcement wing had ben put in place at Srinagar, Jammu and other tourist places. The tourist police are empowered to take cognizance of cheating and harassment cases. (UNI)
