Sir,
A news report was
published in this paper titled, "Govt. is
not taking SAC
. (Feb. 23)"
In this matter it
needs no reiteration that to fight corruption in
the state we need to purge the Government
machinery of the corrupt elements. The level of
corruption is high in the administration and
despite a brave face put up by the Chief Minister
there has not been a let up in the occurrence of
corruption in the state. To counter this State
Accountability Commission was formulated. The
recommendation of the commission have not been
taken into the consideration.
The State
Accountability Commission has in effect
recommended action against inservice senior
officers but it is not clear that why the Govt is
dithering on doing some credible action against
the erring officer. The inaction and long delay
by the Government in this matter means that
perhaps it is not interested in showing action.
The inordinate delay means that the Govt is not
honouring its own commitment or even the State
Accountability Commission that it had formulated.
A funny argument put forth by the Govt is that it
is feeling handicapped in absence of required
manpower.
Corruption needs
to be eradicated and for its eradication the
Govt. has to show its determination. Any
indecision in this regard will not go will with
the people.

Female foeticide
Sir
Advance in
equipment use for medical investigation has made
diagnosis and treatment easy but sheer
exploitation of these equipment has been
disastrous for the community in one way or the
other.
Highlighting the
problem of female foeticide which has assumed a
dangerous trend with disastrous consequences for
the future generations. The ratio has gone down
upto 800 girls for 1000 boys in various northern
states in the age group of 0-6 years. A situation
of imbalance of the two sexes has arisen now and
its fall out will be seen in the next decade.
There will be a rise in the crime rate. Psycho
social problems will be on the rise.
Approximately 20% of the man folk will remain
unmarried and may also give rise to crime
increase.
So the quantum of
the problem can be imagined. The future
generation will not forgive this generation for
not under taking proper remedial measures. The
female infoeticide is prevalent in the middle
class section of the society and rare in affluent
and poor sections of the society. Every
individual needs to contribute at his own level
and try to root out this crime. Parents should be
educated so that they are not biased towards male
sex. Doctors should follow the Hippocration oath
in right and spirit. Government should register
each and every pregnancy with proper
surveillance.

Migratory birds
Sir
Migration is a
natural phenomenon among birds. This process has
been taking place for many-many years. It must
have predated even the advent of man on the
Earth. Due to the climatic reasons birds migrate
to warmer areas for food and breeding. This is
the reason that birds migrate thousands of
kilometers from such far off places like Siberia,
and Northern Europe to places like Kashmir,
Bhartpur etc in our country.
Kashmir has many
wetlands which attract thousands of migratory
birds. Places like Hokersar, Haigam, Mirgund etc
are host to many birds which are a sight to
watch. In fact many tourists flock to these
places to have to glimpse of these birds. It is
important that we keep the wetlands of the state
in healthy condition so that they are able to
attract migratory birds in large numbers. The
recent reports published in various newspapers
including this one suggested that the health of
wetlands is not upto the mark. Siltation has
taken place in the wetlands which has reduced
their area. In addition to that there has been
encroachment going on the banks of these wetlands
which have shrunk in size. Migratory birds add
colour to the landscape. It is great that these
feathered and wigned guests have selected our
state as their home for breeding etc. efforts
have to be taken so that these innocent birds are
not killed for meat and feathers. Poaching has
been reported and goes on clandestimely. This
needs to be stopped. Efforts have to be ensured
so that these birds enjoy their stay in our
state.
