Safe driving
Sir,
Driving is an art. But few know it
that way. People in general think that driving is
a mechanical process where you have to be hard on
wheels. To zip past other vehicles and enjoy the
speed is fashionable. Driving today means throw
caution to winds and wizz past. Such an idea
about driving is seeping into the conciousness of
our young drivers who are increasingly having
access to vehicles both two wheelers and cars.
With nobody around to check and stop their antics
these careless driver wreak heavoc. If mercifully
they do not hurt anybody you will see them taking
an active part in creating traffic jams. They
will create a double or even a triple line where
there ought to have been only one. This way they
leave no space for the traffic to flow in
opposite direction. The result is a mass of
vehicles crying for space. Blaring horns create a
hell like situation and the poor, honest and
dedicated drivers rue the decision to come on the
road with a vehicle. Two wheelers create every
sort of stunts in the roads. With high power
bikes they speed and zip down the roads at plus
80 kmh. The scene looks as if some aliens have
invaded our area with high velocity machines.
Padestrians and honest drivers are put to grave
risk. We long for that day when traffic
department puts its act together and enforce
disciplines on the roads. Hefty fines in spot
will create a scare. But when the traffic
Department will act remains to be seen. The
public too are responsible. The problem firstly
lies with them. If people drive safely and
according to rules I am sure we would enjoy
driving even though we are short of road space.

Non Camp Chhamb refugees
Sir,
Non Camp Chhamb refugees have
suffered right from 1947 till date. There is no
visible help in sight. These refugees have deep
anguish and pain in their hearts.
During the holocaust of 1947, the entire area
falling under Batala, Deva and Chhamb was
occupied by Pak invaders. Families belonging to
this area were accomodated in camps and even some
moved out to Punjab. Again in 1965 the entire
area was over run by Pakistan Army and again
became refugees. As a result of Indo-Pak war of
1971 people had to leave their homes. The
displaced families were accommodated in camps
organised by the Govt. But those who did not join
camps were denied rehabilitation in terms of
cash, land and ration.
The reasons why many families of the displaced
persons failed to join camps were that most of
the families falling under category of Non-Camp
refugees of Chhamb Area in 1971 belong to those
who were in Armed Forces and thus could not join
camps to the exigency of services.
Secondly, some of the families falling under this
categoy were of those who were in State
Govt/Central Govt jobs. There were also families
who were working in private jobs and were away.
Thirdly, some of the families failed to join
camps as they moved to their relatives etc.
In view of those facts non camp refugees of
Chhamb area - 1971 war residents of the said area
and were in possession of properity both movable
and immovale but were denied any rehabilitation
or grant of land for the simple reason that they
failed to join camps.
We here implore the Government to consider us at
par with other migrants of the State who have
been provided relief etc. It is once again
stressed upon the Govt to review the case of
Non-Camp Refugees Chhamb area. - 1971 if needed
by setting up a Committee of members who know the
case of Chhamb refugees. The Govt must take
immediate action in granting Ex-gratia aid to
families already finalised and verified as most
of the families have already been paid Ex-gratia
relief of Rs 25000/- only few families remain to
be paid.
