Maldives
seeks Indias help in coping with rising
sea-level

DELHI, Feb 21: With half of its islands eroding at
an alarming rate due to rising sea-level caused
by global warming, Maldives has sought
Indias help to save it from being swamped
by the ocean.
"The
neighbouring island in the Indian ocean has
sought our expertise for preparing a Coastal Zone
Management Plan to make it flood-resistant,"
Anil K Gupta, associate professor of National
Institute of Disaster Management said.
He said the SAARC
disaster management cell (SDMC) for cooperation
among the countries in the sub-continent in case
of natural calamities was set up by the NIDM, an
autonomous body of the Union Home Ministry,
post-tsunami.
Amid fears that
climate change will wipe out the archipelago
nation made up of 1,200 tiny islands, Maldives is
the first SAARC country to approach the cell
seeking help from India which is known for its
expertise and technical as well logistical
strength in handling disasters.
Gupta said
"NIDM would soon set up an international
committee of experts including those from
Maldives to look into various aspects of the
issue keeping in view the countrys strength
and weakness in the eventuality of any natural
calamity including threats from rising sea
levels."
The threat of
disappearance looms large over Maldives with the
United Nations Intergovernmental Panel on
Climate Change (IPCC) projecting sea level to
rise between 9 and 88 centimetres (3.5 and 35
inches) by the year 2100.
The IPCC report
said if the higher end of that scale is reached,
the sea could overflow the heavily populated
coastlines of countries like Bangladesh while
island state of the Maldives might disappear.
Gupta said plans
be made after studying and assessing the
situation and a suitable plan would be devised to
reduce the vulnerability of Maldives.
"Emphasis
will be on hands-on approach, besides preventive
ones such as artificially elevating the islands
where possible," Gupta explained adding that
people living in the danger zones are being
relocated to safer islands.
Maldives has taken
initiatives to fight climate change; it was the
first country to sign the Kyoto protocol to fight
global warming. Its capital, Male is surrounded
by a massive wall.
The wall has
reduced the vulnerability of Male, which is a
mile long and houses one-third of the
countrys population, Gupta added. (PTI)

Insurance Cos for apathy
in settling accident
claims

DELHI, Feb 21: The Delhi High Court has
severely criticised insurance companies for their
"apathy and obstructive attitude" in
settling compensation claims of motor accident
victims.
"It is a
great irony in this country that insurance
companies are prompt in settling the claims of
the insured vehicles for the damage but create
all sorts of obstructions and bottlenecks in
settling the claims of victims of the
accidents," Justice Kailash Gambhir, in a
recent judgement, said.
"The victims
of accident and their family members not only
undergo the traumatised and harrowing experience
of losing a family member but also they are made
to suffer greatest humiliation and embarrassment
right from the mortuary till the award of
compensation," the bench said.
These observations
came on an appeal seeking enhancement of
compensation awarded by a Motor Accident Claim
Tribunal, filed by the parents of a 21-year-old
man who died in a road accident in 1999.
Enhancing the
compensation from Rs two lakh to Rs 4.6 lakh, the
Judge said "The precious live of a human
being is of little concern in comparison to
settlement of a claim for the damaged motor
vehicle in the estimation of these insurance
companies.
"The
companies, on getting information about an
accident, immediately take steps to appoint
surveyor for assessing the damage but the same
enthusiasm is shown in settling victims
claim," it said.
"Atrociously,
no similar pains are taken by these insurance
companies to compensate the victims of the
accidents in injury cases," the bench said.
Partially allowing
the petition of Delhi-based Narinder Bisahal and
his wife, whose son, who was riding a scooter,
died on July six in 1999 after being run over by
a tempo and a bus, the court asked the insurance
companies to endeavour to settle claims before
the victims or their family were forced to
approach courts.
"The court is
of the opinion that insurance companies should
make a serious endeavour to settle the
compensation cases preferably at pre-litigation
stage.
"And if not
at pre-litigation stage, then at least at the
earliest possible stage," the bench in its
42-page judgement, said.
The court also
advised all Motor Accident Claim Tribunals that
while awarding the compensation, the rate of
interest should be equivalent to National Saving
Certificates.
It added that
tribunals may increase or decrease the rate of
interests for the delay caused by the litigants,
pursuing the claim cases. (PTI)
Opposition
stages walkout over CMs behaviour
JAIPUR,
Feb 21: The
Opposition Congress and a CPI(M) member today
staged walkout over the issue of Chief Minister
Vasundhara Rajes alleged
"misbehaviour" with Leader of the
Opposition Hemaram Chaudhary in the Rajasthan
Assembly yesterday.
Taking serious
exception to Ms Rajes attitude towards Mr
Chaudhary CPI(M) legislator Amara Ram said the
Chief Ministers behaviour towards the
opposition was "unbearable."
He said the Chief
Minister should tender an apology in the House
for her "behaviour"
Several Congress
members, including Mr CP Joshi, Mr BD Kalla and
Mr Zuber Khan and expelled BJP member Prahlad
Gunjal also criticised Ms Rajes behaviour.
However, treasury
benches including Parliamentary Affairs Minister
Rajendra Singh Rathore, his ministerial
colleagues LN Dave and Sanwar Lal Jat and
Government Chief Whip Mahavir Prasad Jain opposed
the CPI(M) and Congress members.
Deputy Speaker Ram
Narain Vishnoi asked the members to allow normal
business in the house. This led to uproarious
scenes in the house for about 20 minutes and Mr
Gunjal was seen engaged in a verbal duel with
Ministers Rajendra Rathore and Sanwar Lal Jat.

No voter
allowed without photo IDs
AGARTALA,
Feb 21: Tripura
is all set to become the first state in the
country to go for the February 23 polls where the
entire electorate will exercise their franchise
with Election Commissions specified photo
identity cards.
Chief Electoral
Officer Dr G S G Ayyangar told media that they
have already given identity cards to all the
electorate and nobody would be allowed to stand
in the queue without a photo-affixed identity
card.
"This is
definitely a new thing because no other state in
the country has had hundred per cent voter
identity cards. It is also the first time that
the Election Commission was deploying special
Electronic Voting Machines (EVMs) in all polling
booths across the state," Dr Ayyanger said.
Such special
machines would totally preclude false voting or
rigging while it would record the number of
voters who cast ballots within an hour, besides
recording the electronic impression of voters
thumbs, he added.
According to
statistics, the highest number of voters of
66,119 was in Badharghat followed by 64,646 in
Pratapgarh in West Tripura. They will decide the
fate of seven and five candidates respectively.
The highest number of contestants-eight-are in
the fray in Fatikroy constituency, with 30,574

Three
Afghan siblings arrested with 10 kg heroin
NEW
DELHI, Feb 21: Three Afghan siblings, including two
women, were arrested from the airport here for
allegedly smuggling high-quality heroin, valued
at about Rs ten crore in the international
market.
The women had
concealed five kg each of the contraband in their
waist belt and this was detected during a search
when they arrived in the national capital last
night in a flight from Kabul, Customs sources
said today.
The Customs
Department personnel zeroed in on the trio as
their movement aroused suspicion and during
subsequent checking, the contraband was seized
and the three arrested, they said.
The Customs
Department, on January 22, arrested a Zimbabwean
woman from the airport for allegedly possessing
two kilograms of fine quality heroin worth about
Rs two crore in the international market.
Based on the
profiling of passengers, the Customs have caught
23 people, including eight drug couriers who had
concealed narcotics within their body, from the
Delhi airport last year. (PTI)
