JAMMU, Feb 16: In a virtual rebuff to Transparency International which had given J&K the infamous tag of "No. 2 corrupt State", Chief Minister Ghulam Nabi Azad today said that Jammu and Kashmir was "second honest State" in the country after Kerala but admitted that it was "very difficult" to fight corruption.......more
