JAMMU, Feb 13: Bar Association of Jammu headed by its president B. S. Slathia formally welcomed Chief Justice of Jammu and Kashmir High Court Justice K. S. Radhakrishnan for assuming the charge of Chief Justice recently at an impressive function held here today.

Bar Association President in his welcome address apprised Chief Justice of various problems confronting Bar.

Mr Slathia demanded enforcement of Jammu and Kashmir Advocates Welfare Fund Act 1997, as it has not been notified till date by the State Government.

Besides, he impressed upon Chief Justice to take Bar into confidence at the time of convening Mega Lok Adalat as presidents of Bar Association Jammu and Kashmir are ex-officio members of the Committee.

Responding to the demands of Bar Association, Chief Justice said that State Government has to notify Jammu and Kashmir Advocates Welfare Fund Act 1997. He however, assured that in future Bar shall be taken into confidence during Mega Lok Adalat programme.

Among others the function was attended by Advocate General Altaf Naik, D. K. Khajuria, Ved Raj Wazir, Suneel Sethi and C. M. Sharma.

Mula Ram meets PM, Ambika

NEW DELHI, Feb 13: Minister for Rural Development and Panchayats, Mula Ram met with the Prime Minister, Dr. Manmohan Singh today and discussed in principle the approval for allocating Rs. 27.60 crores for the extension of model village scheme which was launched under Prime Ministers Reconstruction Plan of Rs. 1.20 crores per village.

Model village scheme extended to the other villages with one most backward and under-developed village being targeted in each block, to be included in the scheme covering 142 additional villages by way of allocating Rs. 1.20 crores in favour of each village.

The Minister also proposed that the funds due in favour of J&K for Panchayati Raj institutions (PRI) be released to the tune of Rs. 56.20 crores. In order to tackle the problem of accommodation for Panchayats, the minister submitted a proposal of Rs. 143 crores for construction of Panchayat Ghars in the Panchayat carved out recently due to the delimitation exercise.

Mr Mula Ram also stressed for the extension in the period of utilization of funds allocated during 2007-08. Due to unprecedented snowfall in Jammu and Kashmir the works programme has been put out of gear by which the funds allocated under the different Centrally sponsored schemes cannot be fully utilized. The funds currently being released by the Ministry of Rural Development, Govt. of India under IAY, SGSY, SGRY etc remained largely unspent during the current year thereby raising the next year’s opening balance abnormally to the dis-advantage of the State in the ensuing financial year. In order to help the State withdrawing from the given impasse it is proposed that the funds released during the current year may be allowed to be utilized till June, 2008 for purposes of calculating the opening balance so that the State shall not be put to the dis- advantage during next financial year.

The Minister also called on Ambika Soni, Union Minister for Tourism and Culture and sought her intervention and help in the development of Baba Jitto Shrine Jammu to attract more tourist to this religious shrine. Creation of artificial lake at the spot was also taken up to enhance beauty of the area. The project is held up for want of necessary funds from the Government of India, said the Minister.

The Union Minister gave full support for the development of Tourism sector in the State and to bring the neglected areas with rich tourism potential on Tourism map.

CM visits snow bound areas of Kathua

KATHUA, Feb 13: Chief Minister Ghulam Nabi Azad today visited snow affected areas in the upper reaches of Kathua district to take an on-the-spot assessment of the situation and reassure people about the Government’s commitment to address their difficulties.

Immediately after his arrival this morning from New Delhi where he had fruitful meetings with Union Ministers of Power and Civil Aviation, resulting in major development projects being sanctioned for the State, the Chief Minister visited the hilly areas of Machhedi, Malhar, Dhaggar and Bani in Kathua district. He met the local people hit by the recent calamity and received inputs on the post-snowfall situation.

Legislators, Prem Sagar Aziz and Dr. Manohar Lal Sharma accompanied the Chief Minister during his visit.

The Chief Minister took a meeting of the district officers at Bani and asked them to take urgent measures to alleviate problems of the people in the snow affected areas. He also called for immediate restoration of road links and basic services. He issued instructions for compilation and submission of the report on damages caused by the snowfall within a week.  

Mr Azad also addressed gatherings of people at the four places he visited today. He said that he had visited all parts of the State hit by the snow and took stock of the situation which helped in taking adequate measures to address the crisis. He said the worst affected areas in the State were those with less connectivity. The lack of road communication, he said, had compounded the situation. He said whatever road connectivity was available in these areas was disrupted due to heavy and unprecedented snow. He complimented the people for their resilience and courage to face the most difficult situation.

The Chief Minister said that his attention was focused on developing and upgrading connectivity in areas where road communication scenario was dismal. He said the State Government, in tandem with the Centre, was implementing an ambitious programme of road construction through which all villages would be connected by roads in the coming four to five years.

Mr Azad urged the people to foster unity and meet challenges as a cohesive force. He cautioned them against elements trying to vitiate the atmosphere and asserted that the Government would deal with them with a firm hand.

JAMMU, Feb 13: All Jammu and Kashmir Ayurvedic Congress has expressed deep concern over discriminatory attitude of State Government in not bifurcating State level directorates of ISM into two viz one for Jammu and the other for Kashmir provinces, on the pattern of all other departments.

In a joint statement president Dr T R Gupta and general secretary Dr Satya Gupta, both said that while Unani system of medicine is prevalent in Kashmir Valley, it was Ayurvedic system that has thrived in Jammu province, which was a fit case for bifurcating the ISM Department for Jammu and Kashmir provinces.

Both said that in Jammu division there were 247 sanctioned dispensaries of Ayurvedic system in Jammu province as against 170 Unani dispensaries in Kashmir division. They added that present level directorate was a hindrance in smooth functioning of day to day working of ISM sector and held that separate directorates for both the provinces would go a long way in satisfying the aspirations of rank and file of Ayurvedic professionals.

Other demands voiced by JKAC included Creation of ADMO posts for newly created districts; Regularization of 90 newly opened dispensaries; Sanction of staff for 45 single handed dispensaries; Improvement in the infrastructure of all ISM institutions; Upgradation of Ayurvedic Hospital Jammu, and Immediate filling up of all vacant posts of Deputy Director (Ayurvedic) Jammu, Medical Superintendent Ayurvedic Hospital Jammu and ADMOs for Poonch and Rajouri.

JAMMU, Feb 13: The All J&K Unemployed ITI Electrician Diploma Holders Association has strongly opposed the proposed enhancement in retirement age of Government employees and took out a protest rally today in this regard.

The rally commenced from Mubarak Mandi and reached upto City Chowk after passing through various bazaars in the city. On reaching City Chowk, they were confronted by police which prevented them from proceeding ahead towards Civil Secretariat. Two of their members were also lifted by the police and released later.

Earlier, addressing the rally, Rakesh Sharma, chairman of the association expressed surprise over the way in which Government was thinking to enhance the retirement age limit from 58 to 60 years. He said such a move will compound their miseries, as extension to them would make unemployed youth to wait further for employment.

He apprehended that this proposed move was aimed at blocking employment opportunities for young generation. However, he asked to roll back their proposed decision and threatened to intensify their agitation if Government still persists with its move.

About 27 bound for Jammu including nine victims of snowfall were also airlifted to Udhampur.

The Bhalesa bound passengers were stranded at Jammu for the last over one week due to heavy rains and snow fall causing blockage to roads and vehicular traffic.

The nine persons, who suffered injuries in recent snowfall and admitted in the District Hospital Udhampur and Government Medical College Jammu have been identified as Sanjeeta Devi, wife of Jagdish Raj, Bhag Bala, wife of Surinder Kumar, Meena Kumari, wife of Bansi Lal, Lachmi Devi, wife of Krishan Lal, Veena Kumari, wife of Ashok Kumar, Tulsi Devi, wife of Durga Dass, Lakshmi Devi, wife of Nath Ram, Ghulam Nabi, son of Amir Sheikh and Roshan Lal, son of Shiv Ram.

Lauding the efforts of State Government especially, the Chief Minister, Ghulam Nabi Azad in providing due care in enabling them to reach at their homes and hearths by air, the airlifted people appreciated the sincere and coordinated efforts of Divisional and District Administration for making adequate arrangements for their safe journey.

The district administration have made elaborate arrangements for their stay, transport, medicare and meals etc.

JAMMU, Feb 13: The State High Court has issued notices to several officers of State and Central Governments, returnable within two weeks, on a petition filed by 23 villagers of two villages of Samba district on denial of compensation for their land acquired by the Army.

Justice Imtiyaz Hussain of the High Court has issued notices to Chief Secretary, Deputy Commissioner, Jammu, Tehsildar Samba, Secretary, Ministry of Defence (MoD), Defence Estates Officer and Officer Commanding 92 Infantry Brigade.

In the meantime, the Justice had directed for maintenance of status quo.

As per the petitioners, hailing from Rajpur Lubana and Chak Abdullian villages in Samba district, their land was acquired by the Army.

The Ministry of Defence had sanctioned Rs 38 lakh compensation which was kept at the disposal of Deputy Commissioner, Jammu. After disbursement of Rs 1.16 lakh, the disbursement of remaining amount was suddenly stopped.

Advocate Vishal Bharti appeared for the petitioners.

Criminals involved in attack on transporter arrested

JAMMU, Feb 13: Police today arrested three criminals after series of raids and recovered a revolver from their possession which they had snatched from a transporter after injuring him at Ranibagh under the jurisdiction of Satwari Police Station some days back.

An official spokesman said that five accused persons intercepted one Mohinder Singh, son of Harnam Singh of Chatha Farm at Ranibagh while he was on his way to home on February 9, 2008.

The accused persons damaged Mohinder Singh’s Maruti van bearing registration number JK02B-3812 and stabbed him. They also snatched transporter’s licensed revolver with five live rounds. After committing the crime, the accused fled away in a Maruti car bearing registration number JK02D-5491.

A police party from Satwari Police Station led by SHO Satwari Arvind Kotwal under the supervision of SP City South Zahid Manhas and SDPO Sukhdev Raj conducted raids at different places and finally succeeded in arresting three accused.

Police also recovered the revolver alongwith five rounds from the accused persons who have been identified as Ajit Singh alias Kaka, son of Bhagat Singh of Chatha Farm, Paramjeet Singh, son of Teja Singh of Upper Gadigarh, Milkha Singh and son of Kartar Singh of Chatha Farm. Two co-accused are yet to be arrested.

BJP Mahila Morcha activists stage
demonstration against price hike

JAMMU, Feb 13: To lodge its protest against the sky rocketing prices of essential commodities, the Bharatiya Janata Party (BJP), Mahila Morcha took out a procession here, today.

The procession, which started from BJP Headquarters at Kachhi Chawni culminated in a demonstration at City Chowk.

The Morcha leaders, while criticizing the Congress said whenever the Party came to power at Centre the prices touched the sky.

Addressing the demonstrators, Morcha president, Usha Choudhary held Congress led UPA responsible for anti people policies which resulted in price hike.

She said the Congress has promoted the interests of big business houses, black marketers and hoarders which has led to price rise. She warned that Mahila Morcha will intensify the agitation in case Government failed to bring prices under check.

Mrs Choudhary, while criticizing the Government’s hollow slogans to eradicate the corruption in J&K, said instead of decline in the graph of corruption, it has increased manifold.

She said instead of misleading the people on the name of rooting out corruption from public life, the Chief Minister should take stern action against his ministerial colleagues who are involved in corruption cases.

Others who addressed the demonstration included BJP vice president, Mrs Suresh Jamwal, Morcha vice presidents Mamta Singh and Sakina Bano, general secretary, Raj Rani Jamwal, secretary, Priya Sethi, Suman Manhas, Santosh Bhagat, press secretary, Rajni Sethi, spokesperson, Geeta Thakur, office secretary, Kiran Salathia, treasurer, Kamla Gupta, district presidents Pinky Gupta and Rani Devi, JMC corporators, Suresh Jamwal and Sheela Handoo.

SRTC employees take out rally

SRINAGAR, Feb 13: Scores of State Road Transport Corporation (SRTC) employees along with their children took out a rally in Srinagar on Wednesday against non payment of their salaries for the fifth consecutive month and the "embezzlement" of their savings.

Raising slogans against the Government, the employees asked the Chief Minister to come to their rescue. "The Transport Minister is least concerned with our plight. He is even terming us antinational elements because we have raised voice against his policy of backdoor inductions in to the Corporation", the president of the SRTC Coordination Union, Abdul Qayoom said while addressing the protesting employees at Lal Chowk.

The Minister in 2007 on the floor of the legislature admitted that the staff strength had oversaturated in SRTC and declared the adjustment of 900 surplus employees into the other departments. However, the irony was that the Minister instead of streamlining the overstaffed situation resorted to backdoor entries and inducted nearly 250 blue eyed boys in the Corporation which was already embedded in financial morass, he said.

Nearly 190 cases of adjustments under SRO 143 for those who lost their bread earners during service in SRTC are lying unattended while as the favoured ones are inducted subtlely by the people at the helm of the affairs, he alleged.

The protestors complained that their G P Funds and C P Funds amounting to rupees 30 crore have not been deposited by the authorities in their accounts. "When ever we go for the withdrawal of our life savings, we are being avoided on one pretext or the other. Our hard earned money has been embezzled", they alleged.

"I wonder the Chief Minister is paying attention to every department and corporation but is winking at the pathetic plight of the SRTC employees who remain unpaid despite attending to their duties without any fail, Salima, another employee said.

LPEF urges Govt to enhance retirement age to 60 years

JAMMU, Feb 13: State president of Low Paid Employees Federation (LPEF), Abdul Majid Khan, has urged the Government to enhance retirement age of employees to 60 years at par with Central Government employees.

Khan said retirement age has been raised to 60 years on the basis of rise in expectancy average age in the country and that the State Government had no logic in not enhancing the same. He called upon the State Government to the same on priority basis.

The LPEF chief also demanded enhancement in monthly Medical Allowance to Rs 500; Revision of Minimum Wage rate to Rs 100; Revision of wages, remuneration and honorarium of Village Guards, Community Participation workers of PHE Department, Numberdars, Anganwari workers and helpers of ICDS, ReT teachers and Education Vol-unteers of SSA; Contractual employees etc as cost of living has become dearer due to sky rocketing prices of all essential goods of daily consumption.

Mr Khan also demanded an interim relief of Rs 1000 per month to State Government employees and pensioners, pending finalization of and implementation of Central 6th Pay Panel recommendations as per past practice.

He called upon all the employees to remain united under the banner of Federation for harder struggles ahead.

Home Guards stage protest dharna

JAMMU, Feb 13: The Jammu and Kashmir Home Guards including females staged a protest dharna in support of their demands here today.

The Home Guards in large number, assembled outside the office of Divisional Comm-issioner Jammu at Mubarik Mandi and organised a protest demonstration. They were shouting slogans against the State Government demanding release of wages for the whole month besides hike in the wages.

Later, they sat on dharna outside the Divisional Comm-issioner’s office for the whole day under the banner of Homeguards Welfare Asso-ciation. The speakers on the occasion demanded that Home Guards be paid wages for the whole month instead of paying them a peanut amount of Rs 450 a month. They said that during these hard times it is very difficult for them to meet the day today expenses.

They demanded their permanent absorption besides providing them all the service benefits as others in the police department are enjoying. Kamla Sharma president of the Association claimed that only assurances were given by the ministers and others in the Chief Minister’s secretariat to fulfill the demand of the Home Guards but nothing was done in this regard. She said that all the benefits as being provided to the Belt Force should be provided to them.

Prominent among those who spoke on the occasion include Mohd Amin Mir, Mohd Ismail, Abid Hussain, Mohd Ashraf, Nazir Ahmed, Abdul Majid, Sanjay Sharma, Balwinder Singh, Shashi Bala, Pawan Kumari and Veena.

2 killed, 2 injured in road accidents

JAMMU, Feb 13: Two persons were killed and two others received injuries in separate road accidents reported from different places.

An official spokesman said that one Satish Gupta, son of Mela Ram Gupta of Kathua was killed in road accident at Kathua. He was immediately rushed to local hospital where doctors pronounced him as brought dead.

In another accident, driver of a truck bearing registration number PB06G-9881 died on the spot and another received severe injuries when the vehicle rolled down near Khoon Bridge under the jurisdiction of Majalta Police Station.

The ill-fated truck was on its way from Pathankote to Udhampur via Mansar when the accident took place. The deceased has been identified as Autal Singh, son of Jaga Nath of Amrori while identity of injured was established as Ravinder Kumar of Kangra.

Meanwhile, a motorcyclist identified as Kuldeep Singh, son of Rattan Singh of Meer Panchari was injured when he was hit by a mini-bus number JK14A-7804 at Chenani. He has been hospitalised and his condition was stated to be out of danger when reports last came in.

NC flays State Government, holds protest dharna

JAMMU, Feb 13: Coming down heavily on the present State coalition Government, the activists of National Conference (NC) today accused the latter of shielding the tainted Ministers. They also held a protest-dharna at Mahesh Pura Chowk and demanded sacking of alleged tainted Ministers.

The protest dharna was held under the stewardship of party's district president Jammu Urban, Chander Mohan Sharma, block president, Jammu West Rachpal Singh and senior vice-president Rattan Lal Gupta.

Addressing the party supporters, Gupta lambasted state government for, what he said as, hollow sloaganeering against corruption. "It's unfortunate that the coalition Government on one side claims of weeding out corruption while on the other side it has been shielding its Ministers who have been indicted by Kundal Committee Report" he said.

He further said, " Our party will not let Congress-People's Democratic Party (PDP) coalition play duel policy and demanded that the corrupt Ministers must be sacked."

Meanwhile Mr Sharma alleged that the present Government has failed to fulfill election-eve commitments and now it stands exposed to the people. "National Conference will continue with its fight against corruption" he assured.

Meanwhile, calling upon the party workers to stay united, Mr Sharma also impressed upon them to prepare for the forthcoming assembly elections.

Among other Party leaders who spoke on the occassion included Surinder Singh, Sanghari, Sucha Singh Joginder Manhas, Ashwani Charak, Vijay Lochan, Vinod Sharma and Saleem Choudhary.

JAMMU, Feb 13: Director General of Police Kuldeep Khoda has reiterated that welfare of police personnel was on top of his agenda and said that every endeavor would be made to minimize their genuine problems.

Addressing the Police Darbars at Mehandar and Nowshera during his day long tour to the twin districts of Poonch and Rajouri, the Director General of Police said that several initiatives have already been taken to improve the service conditions of various ranks of the force, which have been showing discernible results.

He said the police force was a large family and it was incumbent on all to ensure each others welfare in a spirit of camaraderie. He said the jawans of Jammu and Kashmir Police have performed in an exemplary manner in tackling the militancy and protecting life and property of the people of the state. He said objectives can be better achieved by strict discipline, devotion to duty and people friendly behaviour.

Mr. Khoda reviewed the performance of police personnel and lauded the role of jawans over recent success in carrying out successful anti-militancy operations in their jurisdictions in which 10 militants were killed.

Director General of Police also held a public meetings at both the places and listened the problems patiently and issued on spot instructions to the Incharge Police Stations and police posts to look into the grievances of people and solve their genuine problems.

Mr. Khoda also met the family members of police martyrs who recently made scarifies during the anti militancy operations and assured them that their next of kins would be absorbed in the department and their welfare measures would be ensured on priority. He said for the welfare of the jawans, the Chief Minister, Ghulam Nabi Azad has already announced the enhancement of ration money during the Police Commemoration Day Parade in October 2, 2007 in Srinagar. He said kins of more than 450 SPOs who had done commendable job and gave sacrifices while fighting militancy would also be absorbed in the force for which the proposal is already under active consideration of the government. He said that constructions of various residential quarters and office buildings in all district was in full swing.

Director General of Police also inspected the huge caches of arms and ammunition recovered during last two months in these areas.

Among others the Director General of Police was accompanied by the Inspector General of Police, Jammu Zone Dr. S.P.Vaid, DIG Poonch Rajouri Range P.R. Manhas and other senior police officers.

3-day inter collegiate music, theatre festival begins

JAMMU, Feb 13: Music and related cultural festivals transcend all barriers and penetrate the delicate hearts of people and provide solace to their souls, said Minister for Health and Medical Education Mangat Ram Sharma while declaring open the 3-day inter collegiate music and theatre festival organized by Big 92.7 FM in collaboration with Government Medical College Jammu and Cultural Academy here today.

The Minister said that such programmes would act as a catalyst to strengthen the bonds of people with diverse cultures and depict the values of our rich cultural heritage. He said besides this the competitive activities included in the festival would imbibe the spirit of co-curricular activities among the youth. He said by organizing such festivals the hidden potential of the youth gets polished and emboldens the artistic activities of the youth.

Speaking on the occasion, Secretary J&K Academy of Art, Culture and Language Dr. Rafiq Masoodi said that our State has rich cultural heritage and to keep it alive the academy plays its important role by organizing cultural festivals across the State. He said by organizing the festivals, the academy also exposes the hidden talent present among the youth and gives it proper shape.

The youth of various schools and colleges presented skillful activities including Hindi Solo, Mimicry, Skit, and Western Solo in the opening ceremony of the function.

Clerks urges Govt to expedite clarification sought by AG

JAMMU, Feb 13: Provincial Clerks Association (PCA) president, Krishan Singh, has urged the Government to expedite the clarification sought by Accountant General about the applicability of SRO 259 of 2007 relating to upgradation of SO post, enabling him to go ahead with process of revised pension of those SOs who retired after 1-1-1996.

Krishan Singh said this anomaly was created when recommendations of 5th Pay Commission were implemented from January 1, 1996, and with concerted efforts of employees under the banner of Low Paid Employees Federation led by Abdul Majid Khan, the Government conceded the demand, by which Section Officers retired after January 1, 1996 were entitled to earn benefit of upgradation by way of revision of their pension notionally from 1-1-1996 and with monetary benefit from 19-2-2003.

Krishan Singh and provincial general secretary Bansi Lal Khajuria have pointed out further that other categories of clerical cadre like Head Assistant, senior and junior assistants were feeling aggrieved as these posts have not been upgraded.

They have urged the Government to re-organize clerical cadre in all the departments uniformly by creating posts of Administrative Officers and Private Secretaries in all the Head of Departments, of SOs and senior stenographers in all district level offices and of Head assistants and junior stenographers in all subordinate offices.

They are also demanding exemption from Secretariat Assistant training bar for senior assistants above the age of 40 years for their promotion as HA, as also setting up two training institutes, one each for Jammu and Kashmir to cater the growing needs of the departments.

Jatt youth stage dharna

JAMMU, Feb 13: Jatt Youth Fedreation (JYF) today held a sit-in in front of Divisioanl Commissioner's office in favour of their pending demand for grant of Other Backward Classes (OBC) status. The demonstration was held under the leadership of JYF president S Manjeet Singh.

Speaking on the occasion, Mr Singh sought reservation on the pattern of states like Uttar Pradesh, Rajasthan and Gujarat. "Our community has been neglected since long as a result of which 'Jaats' in the State are lagging behind on all fronts,"Singh rued.

Among other demands which were stressed for early redressal included Jatt Hostel at Jammu for the students of community hailing from border areas and Special package for the agriculturists belonging to community etc.

Among others who expressed their views included General Secretary S Karnail Singh, Secretary Ravinder Choudhary, Satnam Singh and Sunil Singh.

Meanwhile, a memorandum of demands was submitted to the State Government through the Divisional Commissioner.

Udhampur-Jammu DMU commuters
demand re-scheduling of time

JAMMU, Feb 13: The daily DMU Railway commuters between Jammu and Udhampur have expressed strong resentment against its staff, which was all out to bring loss to Indian Railways by way of its corrupt practices, at Divisional Level.

The daily commuters stated that the timing of departure of DMU between Udhampur and Jammu during summer has been fixed at 8.18 am, but during winter, when the temperature falls considerably, the timing has been fixed at 6.45 am.

The arrival of DMU in majority cases is between 9.15 am to 9.30 am, which schedule was clear-cut indication of harassment to daily commuters of the State as well as Central Government employees, as the daily commuters have been compelled to prefer private buses plying on the route, which while telling upon the exchequer of the commuters also was bringing loss to the Indian Railways.

The DMU commuters between Jammu and Udhampur have appealed the Indian Railways to revise the timing schedule of DMU between Udhampur and Jammu, so that no loss was occurred to Indian Railways and at the same time, the daily passengers provided some succour by way of travelling through Railways.

Work on hospital buildings apace in Jammu city: Jugal

JAMMU, Feb 13: Government has launched a massive programme for strengthening of health care infrastructure in the State. In this connection various hospital buildings are under execution presently in the Jammu.

This was stated by the Minister for R&B Jugal Kishore Sharma while taking stock of the pace of development of various hospital buildings under execution in the city. Mr. Jugal visited SMGS hospital Jammu where 200 beded additional ward pediatrics is nearing completion.

The Minister also visited emergency block of GMC Jammu and OPD block Gandhi Nagar Hospital where additional blocks are also nearing completion. The Minister asked the construction agencies to speed up the work for completion within stipulated period.

The Minister later visited the site at Rail Head where office complexes of Divisional Commissioner Jammu and Deputy Commissioner Jammu are being constructed.

The Minister on the occasion underlined the need for completion of the buildings as per the prescribed norms and said that there would be no compromise on the quality of work.

Managing Director JKPCC Daleep Thusoo and other senior officers accompanied the Minister.

4-days civil defence programme inaugurated

JAMMU, Feb 13: A four-days long awareness cum training programme in "Disaster Management" was inaugurated in Government College for Women (GCW) Gandhi Nagar, here today.

The Centre for Disaster Management (CDM), University of Jammu (JU) is organizing this programme in collaboration with National Service Scheme (NSS) JU and civil defence wing of Jammu Kashmir Police.

Dr. Pawan Kotwal, secretary to Chief Minister, who was the chief guest on the occasion, in his address congratulated CDM for organizing this programme and assured all possible support and help from the Government’s side.

Earlier, Prof. Ashok Aima, convener CDM presented the welcome address and gave a detailed account of the activities being undertaken by the centre since its establishment. He further said that CDM is going to start certificate and diploma courses in disaster management in near future.

Also present on the occasion were IGP civil defence Navin Aggrawal (special guest), Prof. Jasbir Singh, NSS coordinator, Prof. B P S Sehgal, Dean Academic Affair, Prof. Veena Gupta, Principal of the college and Deputy Controller civil defence Manjeet Kour.

Vertika spells magic of "Raga Miyan Malhar"

JAMMU, Feb 13: Vertika Sharma of Government College for Women (GCW) Parade spelled the magic with excellent recitation of "Raga Miyan Malhar" and grabbed first prize in the classical vocal solo competition held under "Display Your Talent" at University of Jammu (JU), here today.

The second and third prizes in the competition were claimed by Gursharan Kour and Mamta Kalotra of GCW Gandhi Nagar. They presented "Raga Yaman" and "Raga Rageshwari" respectively. The judges of the event were Mr.P N Raina and Prof. Kailash Mehra.

Prof. N R Sharma, Dr. P S Pathania, Prof. Renu Sehgal, Prof. Kalpana Kesar, Prof. Sunaina Koul, Prof. Shohab Inayat Malik and Ms. Chinmei Sharma were also present on the occasion.

Counselling session in MAM College

SDP holds function

JAMMU, Feb 13: The Socialist Democratic Party (SDP) today held a function on the banks of river Chenab at Akhnoor 30 kms from here to observe the February 13 as Indo-Pak peace day.

On the occasion three boats carrying flowers and pla-cards with messages of love and peace for Pakistani people were floated in theriver Chenab.

The messages read "don’t send us guns but send us love". As a message of peace, pigeons were also released symbolically on the occasion. Besides balloons with the messages that "people of J&K are happy with India and allow us to remain happy as we wish you peace" were also flown in the air.

The people from all districts of J&K irrespective of their religious affiliations participated in the function which was chaired by the president of the SDP, Dr Darakshan Andhrabi.

In her address she said the bloodshed in J&K has been a brain child of Pakistan but the neighboring country is now itself facing the terrorism so they might have realized how painful it is.

Kathak and Kuchipudi Dancers enthrall Jammuites

The Classical Music and Dance Festival being organised by the J&K Academy of Art, Culture and Languages continued here on the third day with Kathak and Kuchipudi dancers enthralling Jammuites with their performances at Abhinav Theatre.

The programme began with a Sitar recital by Dr. Padmini Tikoo. She presented Raga Jhinjhoti in her recital and displayed her mastery and virtuosity through a very fine rendition of the Raga. The audience thoroughly appreciated her performance. She was accompanied ably by Anil Kaul on Tabla and young Satvik Tikoo on Tanpura.

The second performance of the evening was a Kuchipudi recital by the disciples of famous daneuse Swapana Sundari. Babir Datta, Nandini Nadan, Purvadhanashree, Yashoda Thakore and Poojitha Jyothi gave a captivating display of Kuchipudi and Vilasini Natayam in their performance.

The final performance of the evening was presented by Prajakta Arum Vedak from Mumbai whose Kathak recital was highly appreciated by the audience. She has trained under Asha Joglekar, Director Archana Nrithyalaya and has performed all over the country. Her today’s performance gave ample proof of her control over the bhav and abhinaya ang of her dancing skills.

The Festival continues tomorrow with Jugalbandi of Sitar and violin by the students of Institute of Music and Fine Arts, Jammu and Santoor recital by young students of Salwan Public School, Gurgaon.

Suriya Saptami celebrated with religious fervour, gaiety

JAMMU, Feb 13: Suriya Saptami was celebrated with religious fervour and gaiety today. In this connection grand functions were held at Martand Suriya Bhawan, Paloura and annicent Martand temple at Mattan, Anantnag in Kashmir Valley.

Hundreds of devotees thronged the Suriya Bhawan Martand at paloura where a Maha Yagya was also solemnized by Martand Tirath Trust on the occasion. The Yagya was performed under the supervision of Pt. Omkar Nath Shastri.

Minister of Health and Medical Education, Mangat Ram Sharma was the chief guest on the occasion while MLA Bijebehara and former Minister Abdul Rehman Veeri and All State Kashmiri Pandit Conference (ASKPC), chief A N Vaishnavi were the guests of honour.

The function among others was attended by Congress leader and Ex MLA Shiv Dev Singh, NC leader and ex MLC, B L Bhat and Vaishnath Jyotshi, president , Prabandhak Committee, Bijebehara. The devotees were served prashad after puranahuti.

Speaking on the occasion, Mr Mangat Ram Sharma said Tirath Raj Martand is an ancient shrine of Hindus and people form different parts of country visit there to pay their obeisance and perform darshan.

He, while assuring full support to the displaced Kashmiri Pandits on behalf of Government said many steps have already been taken for the welfare and upliftment of the community.

Speaking on the occasion, Mr A R Veeri said that Kashmir was incomplete without Pandits who have made a remarkable contribution in various fields like education and health sector. He expressed the hope that KPs will return to their homes and hearths with full honour and dignity.

Mr Veeri said the Pandits putting up in different parts of the country at present remained linked to their culture and traditions and kept it alive. They also crave for their return to their homes and hearts and inview of the discernible change in Valley the days are not far away when the Kashmir will again lead to its glorious path.

Mr A N Vaishnavi highlighted the problems of the displaced Pandits and demanded their redressal.

Mr Bhola Nath Sidha, chairman of the Trust proposed the vote of thanks.

In connection with celebration of Suriya Saptami a religious foundation was also held at Suriya Temple Martand today.
