Sir,
At Melbourne, on
Sunday, Team India was on a song. The Sunday
turned into a super Sunday. World Champions,
Australia were laid low. They were gasping for
breath. But the breath never arrived for them.
Young team India
is bubbling with irrepressible youth. They are on
a spring board. When Aussies were put to bat
little did they know the next two hours were to
prove to be one of their most harrowing
experiences at home. Swashbuckling Gilchrist was
removed in the first hour. Ponting fell to a gem
of a delivery. Then came that superball their
removed Andrew Symonds. The rest was a matter of
time. One hundred fifty nine runs was never a
total that could be defended. But who had thought
that the mighty Aussies would wilt under fiery
seam and swing bowling from Ishant, Pathan and
Shreeshant. They all contributed. But the young
Lanky and lean lad Ishant Sharma proved that
Indians have a pace attack that can turn any side
down.
Dean Jones, the
cricketing commentator and former OZ batsman was
quick to say that Ishant is the next superstar of
cricket. But who can forget the classy innings of
Sachin. His two bowlers back drives off Bret Lee
who was bowling of 151K were dispatched to
boundary in such a way that it looked once more
that Sachin was a demigod of batting. Young
players like Rohit Sharma and Captain Dhoni did
well. But Yuvraj is a sad tale. Hope he get his
act well soon. On the total Indian team has posed
a formidable challenge to Aussies. Team India is
in for exciting times ahead.

Rehbar-e-Zirat
Sir,
A news report was
published in this paper about the discussion of
the Cabinet Sub Committee regarding the issues
relating to Rehbar-e-zirat (DE, Jan 25).
In this context it
is pertinent to say that agriculture forms the
backbone of the State's economy and thus is a
vital importance. Agriculture needs fresh and
experienced staff that would promote the training
of farmers and transfer of farm technologies in
an optimum way. The initiative taken by cabinet
subcommittee in framing five members committee to
absorb Agriculture graduates engaged under
Rehbar-e-Zirat scheme on regular basis is a well
thought out strategy and is thus worth
appreciating.
The Primary
concern of the sub committee, among other things
must be to look into the stagnation which is
presently prevailing in Agriculture Department at
all Agriculture Graduate cadres. For the speedy
implementation of SRO 433 Dt. 28th Dec. 2007
regarding amendment in J&K Agriculture
(Gazetted) Service Recruitment rules 1988 i.e 20%
by direct recruitment and 80% by promotion
amongst Agriculture Graduates JAA's. The
committee has to look forward for not confining
JAA's feeding cadre for promotion to Agriculture
Extension Officer only, but should be extended to
Horticulture and Floriculture too, as
Horticulture Development officers and garden
assistants. Thereby creating much opportunities
for regularising Rahbar-e-Zirats. For its
effective implementation the base year has to be
taken as 1984, so that 16-24 years stagnant JAAs
could be elevated on 100% basis and their would
be no financial burden on the State as they have
already covered higher grades by dint of
'in-situ' promotions.
Many JAAs have
been elevated as Horticulture Development of
officers and garden assistants possessing degree
in agriculture as per tentative seniority list of
JAAs issued by Agriculture Production Department
vide Agri/No-802005 dt. 18.4.2005.
Thus the committee
has to think of reorganisation of Agriculture and
its allied sectors by recasting service rules
thereby crating opportunities for absorption of
Rehbar-e-Zirat in an objective way.
