All about e-metering
Sir,
The exercise of
the installation of electronic meters in some
areas of Jammu, untouched so far, is joining
momentum with each passing day, and the entire
city is likely to be covered in a short time.
The e-meters,
supposed to be highly sensitive in their
functioning, have caused a fear physchosis among
the people. All the old electric bulbs are being
replaced by the new energy -saving bulbs, no
matter how expensive they are. Even the
indicators, innocent looking things, are being
knocked out of their sockets. Fear is being
experienced that the sensitive e-meters may run
uncontrollably fast, thereby recording wrong
energy consumption of power.
By and by the
consumers are getting reconciled to the latest
means (e-metering) adopted by the PDD to prevent
power theft, in order to ensure uninterrupted
supply of power.
I would like to
draw the attention of the authorities to the old
practice of the meter readers to pass on the
reading to the concerned officials in the
department, without ever taking the trouble of
visiting the premises of the consumers to take
the reading on the spot.
It is hoped that
such a practice will be stopped henceforth, and
the concerned officials will regularly and
faithfully check the reading in the presence of
the consumers, so that the latter are left in no
doubt about the accuracy of the energy consumed
by them, for which they will pay the tariff
ungrudgingly. This will moreover, enhance the
credibility of the field staff.
It is humbly
suggested that a consumers pass book be issued to
every household wherein the meter reader will
record the meter readings (previous and the
latest) and consumption of energy etc. etc. in
the presence of the consumer, every month or at
intervals, or as decided by the authorities.

Budget session
Sir,
Budget session is
very important for the State. It gives us clear
picture for the State's fiscal status with regard
to income and expenditure of the State for the
current year. It projects the views of the Govt.
and holds discussions on the Governor's address.
The budget session usually has a long duration
because of its nature and function.
It is unfortunate
that this years budget session remained for quite
short duration where the reasons for the same are
quite evident for everyone. In budget session
there was quote violation of the code of conduct.
The public
representatives were not responsible and lacked
dignity and discipline in the discharge of duties
and lached in trust which was once reposed in
them. The functioning of the house lacked decorum
and decency. Attacks and counter attacks were
order of the day. Noisy scenes were witnessed all
long in the session. Corruption charges here
levelled against each other and responsibility
could not be fixed upon except one for which the
minister had to submit resignation. No
discussions were held on the burning issues of
corruption which everyone was desirous of know
that truth will come out and the corrupt will be
exposed. It was the moral responsibility both of
treasury and opposition to maintain the higher
standard of this higher Institution to cooperate
each other in the smooth going of the budget
session. The important Kundal report although
tasted in the assembly for discussion could not
be takenup. The reposed trust on the public
representatives has altogether shaken. Public
issues could not be projected which depicts the
unhealthy trend of this higher institution.
People in state has viewed this whole situation
helplessly. The electorate hope that next time
their representatives will conduct themselves
properly and help the State.
