Sealed offers for and on behalf of Jammu and Kashmir State affixed with Rs 2/- Revenue stamp are invited for Royalty Collection Contract of Minor Minerals i.e Clay ( Nallah silt) to be extracted from Ranbir canal and its Branches from Bathera to Plora, Tehsil Jammu with effect from 7th Feb. 2008 to ending March 2008 in accordance with MMDR Act 1957 and J&K Minor Mineral concession rules 1962. The offer should reach office of the Director, Geology and Mining 312-Sarwal New Plot Jammu on or before 7th Feb. 2008 upto 01:30 PM through Speed post/registered post/ courier or in person.

The offer shall be opened by the Committee nominated by Director, Geology and Mining on 7th Feb 2008 at 2 PM in presence of tenders who wish to be present at 312-Sarwal New Plot Jammu in the office of the Director Geology and Mining.

The offer shall contain Rs. 500/- (Non-refundable) in shape of Bank Draft on the name of Officer Incharge, Mineral Section, Geology and Mining Department Jammu as the fee of the tender/offer payable at Jammu.

The tenderer/bidder shall enclose certificate of Approval and Affidavit stating therein that nothing is outstanding against the tenderer on account of royalty and mining dues. The successful tenderer/bidder shall have furnish No Dues Certificate on account of Royalty to this department before executing the deed.

Director, Geology and Mining reserves the right to accept or reject any tender/offer in full or in part without assessing any reason therefore.

Tender not complete in all respect shall not be accepted. The entries on tender/offer shall be made either in Ink or by Type and not by pencil. Tender written partly by Ink and partly typed shall not be accepted.

Eligibility Criteria: (a) For MES Enlisted contractors Class: "D", Sanding security Rs. 45,000.00, Category: (a) (Building work), (b) For other contractors (i) Meeting enlistment criteria of MES with regard to having satisfactorily completed requisite value works, Annual turn over, Working Capital, Fixed assets etc. (ii) No Recovery outstanding in Govt Deptt.

Notes:- 1. Application not accompanied by requisite value DD/Bankers Cheque towards cost of Tender shall not be considered for issue for tender. 2. Contractors not enlisted with MES will be required to enclose necessary documents to prove their eligibility as given above including Affidavit for no recovery outstanding. 3. In case of rejection of application for issue of tender, the applicant shall be refunded the cost of tender. However Contractor may appeal to next higher Engineer Authority i.e. Chief Engineer (AF) Air Force Station for rejection of his application for issue of tender whose decision shall be final and binding and Contractor shall not be entitled to any compensation what so ever for non issue of tender. 4. Earnest money shall be payable by the contractors not enlisted with MES in the shape of Call Deposit Receipt from any Scheduled Bank. BG not acceptable. 6. DD/Bankers Cheque as cost of blank tender shall be from any Nationalized Bank in favour of Garrison Engineer (I) AF Air Force Station, payable at Udhampur valid for minimum six months.

(a) Name of Work:- "Providing, laying (with sensor pavers), spreading and compacting graded stone aggregate as per Table No : 400-11 and satisfying Table No : 400-10 of MORT&H specifications of Wet Mix Macadam to a thickness of 75mm thick (consolidated) including premixing between Km 5.00 and km 15.00 on Batote - Kishtwar road under 114 RCC/35 BRTF sector project Beacon in J&K State."

2. Applicants must attach with their application experience certificates of similar works executed during last three years and details of technical and financial resources. Applicants registered with BRO/MES/PWD/CPWD/Railway/Other Govt Deptt must also attach Registration Certificate. Eligible class of contractor for this work is Class - "C".

3. The cost of tender forms/documents mentioned for work at (a&b) of para 1 above shall be in the form of demand draft from any nationalized bank in favour of Chief Engineer Project Beacon, payable at SBI, Rawalpora, Srinagar (J&K), Code No. 6868 which shall be attached to the application requesting issue of tender by the contractor. The DD shall be non-refundable if the application for issue of tender is accepted and tender documents are issued to the contractor after scrutiny and selection. However, it shall be returned to the applicant by the Accepting Officer in case the tender form is not issued. The contractor shall bear the cost of bank charges for procuring and encashing the bank draft and shall not have any claim whatsoever on this account on Govt. The applicant contractor shall not become automatically entitled for issue of tender by virtue of enclosing demand draft along with the application and the Accepting Officer shall reserve the right to deny issue of tender to any contractor.
