2. Applicants must attach with their application experience certificates of similar works executed during last three years and details of technical and financial resources. Applicants registered with BRO/MES/PWD/CPWD/Railway/Other Govt Deptt must also attach Registration Certificate.
Eligible Class of contractor for this work is class - ‘’A’’
3. The cost of tender forms/documents mentioned for work at (a&b) of para 1 above shall be in the form of demand draft from any nationalized bank in favour of Chief Engineer Project Beacon, payable at SBI, Rawalpora, Srinagar (J&K), Code No-6868 which shall be attached to the application requesting issue of tender by the contractor. The DD shall be non-refundable if the application for issue of tender is accepted and tender documents are issued to the contractor after scrutiny and selection. However, it shall be returned to the applicant by the Accepting Officer in case the tender form is not issued. The contractor shall bear the cost of bank charges for procuring and encashing the bank draft and shall not have any claim whatsoever on this account on Govt. The applicant contractor shall not become automatically entitled for issue of tender by virtue of enclosing demand draft along with the application and the Accepting Officer shall reserve the right to deny issue of tender to any contractor.

It was also decided that Power of Attorney will not be accepted and both the parties have to appear personally with original documents before the Management.
2. Any transfer on Power of Attorney or Sale Deed is illegal and if any one enters into such deals, may do so on his/her own risk and cost and the society will not be responsible in any way. If any such case comes to our notice, we shall cancel the allotment of such residential plot/shop plot. Transfer of plots to civilian legal heirs of the members will only be done after making proper provision in the Bye-Laws of the society in the forthcoming Annual General Body Meeting. However, genuine and urgent cases may be considered by the Management for transfer.

The competitive bidding shall be held in accordance with two over bidding system (i.e (Cover “A&B”).
1. The cover “A” technical bid should contain the following details with proof.

b) Statement showing the T&P & machinery owned by the firm.
c) Copy of registration certificate.
d) Copy of registration under Sales Tax.

f) List of employees working with the firm with proof.
g) Earnest Money.
Contractor should have executed the similar nature of work during the current financial year (from 4/2008 to till date) for an amount of Rs.300.00 lacs.
(The tenderer should have at least one graduate/diploma holder civil engineer working with him having an experience of more than five years,in addition to other technical staff on their set up).
2. The Cover,”B” should be containing the price bid.
a) Each page of the cover “B” i.e. price bid should be signed by the tenderer.
b) The rates quoted by the tenderer should be duly pasted with transparent tape.
c) Date of issue of tender document from 14.08.2008 to 19.08.2008
Tender documents can be had from office of the Dy. Director Tourism, (M&W), Srinagar on production of valid enlistment cards & application against cash payment as shown against the work.
Tenders (i.e. Cover “A”&”B”) should be addressed to Director Tourism, (Jammu), TRC, Jammu and should reach his office on or before 23.08.2008 upto 2.p.m. The tenders which shall reach late shall not be entertained.
Opening of Tenders
Cover “A” (Technical bid): The sealed Cover “ A” shall be opened on same day of receipt of tenders or a later date convenient to the tender opening authority in presence of the contractor/their authorized representative who may choose to present.
Cover “B” (Price bid) : The sealed Cover “B” (i.e. price bids) of only such contractors shall be opened who will qualify the pre-qualification criterion and shall be found eligible on the basis of objective evaluation of the details furnished in the technical bid Cover -”A”) and valid authenticity of the documents. The price bids (of only these contractors who qualify in the technical bidding) shall be opened on 30-08-2008 at 2.p.m.
The tenderer should quote the rates for all items as per Advertised Rate List/Quantity schedule and not for the part of the items otherwise the tender shall be rejected by the tender opening authority.
The tender opening authority reserves the right to accept or reject any or all tenders or any part of any tender with out assigning any reason thereof.
The tenders should be accompanied with CDR for the amount indicated against the work drawn on any scheduled bank and pledged to Dy. Director Tourism, (M&W), Srinagar. The tenders without CDR will be rejected out rightly.
The time of completion is essence of this job, penalty@ Rs.5000/- per day shall be imposed for delay beyond stipulated time of completion.
In case the tenerer give some rebate on the over all cost or items, the same shall be adjusted in rates quoted for individual items of the work in case of Ist Lowest Tenderer.
Terms & Conditions
01. The tenderer should have executed building works Rs.600.00 lacs or more during the last 3 years which valid documentary proof shall have to be produced.
02. The contractor should submit the authenticated details of ongoing/completed works during last three years mentioning therein the:-
a) Cost of work.
b) Date of Start.
c) Date of completion
d) Delay involved in the executing the work if any or any other relevant information.
The certificates should be signed by the officer Incharge of the work of the department not below the rank of executive engineer.
03. The contractor shall have to submit latest income tax clearance/assessment certificate and other relevant documents in support of his sound financial status.
All the terms & conditions shall remain same as per detailed NIT issued vide No. MW/2118-21/TD Dated :-25.07.2008
