The Ministry of Urban Development and Ministry of Housing & Urban Poverty Alleviation (HUPA), Government of India have launched implementation of Programmes under JNNURM in different cities and towns in the country. These programmes are under implementation in the two mission cities of Srinagar and Jammu and in a few approved towns of the State and shall be extended to other towns in a phased manner. As a part of the implementation of these programmes, the State Government and the Urban Local Bodies have to implement reforms as laid down in the guidelines of these programmes.
One of the mandatory reforms to be undertaken by the Urban Local Bodies relates to “Adoption of Modern/accrual based double entry system of accounting in Urban Local Bodies/Parastatal agencies” in accordance with the National Accounting Manual.
In J&K State, there are two Municipal Corporations one each for Srinagar and Jammu cities and 80 Urban Local Bodies in all the towns of the State. The modern/accrual based double entry system of accounting is proposed to be introduced in all these Urban Local Bodies/Municipal Corporations.
The Financial Institutes/Organizations well versed with the modern accrual based double entry system of accounting are invited to present their Expression of Interest for evolving the appropriate model of accounting for the Urban Local Bodies for adoption. They will have to prepare Accounting Manual for the ULBs keeping in view the existing system and the National Accounting Manual. They will also have to train up the personnel involved in these ULBs for adoption to the new system of Accounting.
The Agencies/Organizations presenting their Expression of Interest for the above job should give their resume indicating their past experience particularly with respect to evolving of models of accrual based double entry system of accounting for ULBs in other parts of the country, profile of the organization, its key personnel in the relevant field and resource persons available for training of personnel of ULBs for adoption to new model of Accounting and time frame required by them to evolve the appropriate model with costs. The technical bids and financial bids shall be submitted by the Agencies/Organizations in separate sealed envelopes.

Note:-
1. The quotations for the above mentioned job complete in all respects should reach by Registered post only in the office of the undersigned along with CDR for the amount shown against each work pledged to the Custodian Evacuee Property, Jammu by or before 1st May 2008 upto 1300 Hrs. and shall be opened on the same day at 1400 Hrs or in case of holiday on next working day at 1000 Hrs in the Office chamber of the undersigned in presence of the quotationers or their representatives who may wish to be present.
2. Quotations not accompanied by the CDR for the amount of its earnest money shall be rejected.
3. The Custodian General J&K Govt./Custodian EP Deptt. reserves the right to accept/reject any quotations without assigning any reason thereof.
4. The qoted amount should be in words and figures neatly written. The rates quoted should be inclusive of all charges like income tax, service tax etc.
5. The quotationers who wish to cast their quotations for the above mentioned job should satisfy the qualifying conditions in shape of written documents of having satisfactorily executed similar nature of works during last three years.
6. The Tender forms can be had from the Office of the undersigned on any working day against cash payment of Rs. 250/- during working hours from 25th April 08 to 28th April 08.

In exercise of the powers conferred under Section (i) of the State Land Acquisition Act Svt. 1990, I Rohit Khajuria, Collector Land Acquisition Assistant Commissioner (General) Jammu hereby notify that the land particulars of which are given below is needed for the Public Purposes namely for Construction of Road at Village Pachail Tehsil Bishnah Under PMGSY.
Any objections from the interested Persons with regard to Acquisition of this land shall be received by undersigned within 15 days from the date of issue of this Notification
