3. During tenure of House job, they shall not be entitled to any kind of leave except casual leave for 15 days only. The house Surgeons availing excess of leave during the period of House Job shall have to repeat the same in his/her own interest without any stipend after obtaining prior permission from the Principal, Govt. Dental College, Jammu.

4. The House Surgeons will receive a consolidated stipend (equal to the salary of Dental Surgeons at the State + D.A)

5. The services of the House Surgeons shall be terminated by the Principal Indira Gandhi Govt. Dental College, Jammu without prior notice as and when their work and conduct is reported to be unsatisfactory by the Head of the Department or any other officer with whom they are working.

6. The stipend for one month will be kept with held and will be paid after successful completion of full tenure of House Job.

7. No student will be given house job for more than one year duration.

Note A : In-terms of Government Order No. 102-GAD of 2007 and 27.01.2007, the contractual appointees shall be deemed to be in-service candidates so far as upper age limit prescribed for direct recruitment to Government service is concerned provided they subsist in contractual appointment as on the date of issue of advertisment.
Note: Overaged candidates who claim to possess exceptional qualification relevant to the concerned subject may also apply at their own risk and responsibility without prejudice to the right of the Commission to reject their Application Forms, without assigning any reason therefor.
Provided further, candidature of the overaged candidates, if any, shall not be considered, when other eligible candidates are otherwise available.
3. Application Forms
Application Forms can be obtained from the office of J&K Public Service Commission, Pragati Bhavan, Rail Head Complex, Jammu/Polo Ground, Srinagar on cash payment of Rs. 50/- (excluding processing charges) of Rs. 10/- from the counters opened by the representative of J&K Bank in Jammu & Srinagar.
4. Fee
The application forms duly filled in by the candidates should be submitted at PSC office Rail Head Complex, Jammu/Polo Ground, Srinagar against cash payment of an amount of Rs 400/- in respect of General Category candidates and Rs 200/- in respect of reserved category candidates through the counters of J&K Bank opened in PSC offices at Jammu/Srinagar.
5. How to apply :
The J&K Public Service Commission have developed a scanable (OMR) application form for Direct Recruitment Posts which will be processed on computerized machines for generation of sofa set. Due care should be taken to fill application form neatly and correctly as even as invisible mark can spoil the Applicant Form to the disadvantage of the applicant. The candidates are required to get the Application Form (duly filled in) photocopied. Photograph duly attested should be pasted at the relevant space in the Application Form. They are further advised to attach attested copies of documents/testimonials with the photocopy of the application form and not with the original form to avoid obliteration in original application form.
The application form in all respects must reach the Secretary, J&K Public Service Commission Pragati Bhavan, Rail Head Complex, Jammu-/Polo Ground Srinagar-190001 on or before the last date i.e. 2.06.2008 in an envelope equivalent to the size of scanable application form.
Note : Candidates should clearly note that the Commission will, in no case, be responsible for non-receipt of their Application Forms or any delay in receipt thereof on any account whatsoever. No application received after 02.06.2008 will be entertained under any circumstances and all the late applications shall be deemed to have been rejected. Applicant should, therefore, ensure that their applications reach the Commission's office on or before 02.04.2008.
Note : The in-service candidates shall submit their Application Forms after a certificate from the Head of the Office is to be recorded in the format given at the end of the scannable Application Form and submit a photocopy of scannable application form through their appointing authority.
The candidate shall attach with their application forms two self-addressed envelopes 6''x3'' size without postage stamps.
While the Commission will make every effort to send call letters for interview to the eligible candidates well in advance, the candidates are advised in their own interest to be in touch with the Commission office as well as the local news papers and Radio/TV/Commission website www.jkpsc.org through which the dates of interview will also be announced. The Commission shall not entertain any claim for non-receipt of call letters by the candidates, for whatsoever reasons, after the interview is over.
6. CERTIFICATES TO BE ATTACHED
i. Candidates shall attach true copies of the Date of Birth/Permanent Resident/Basic Educational Qualification/Category/Experience Certificate along with marks certificate of same qualification duly attested by a Gazetted Officer, with the application form but the original thereof i.e Degree/Provisional Degree, Marks Certificate, Date of Birth Certificate, Permanent Resident Certificate, Category, Experience etc, shall be produced only on the date of interview without which they will not be permitted to appear in the interview.
ii. Copies of Registration Certificate and internship completion certificate be also attached.
iii. The attested true copies of the certificates/testimonials must contain the name in Block letters of the attesting officer and bear date and his official seal.
iv. If the qualification possessed by the candidate is equivalent, then the authority (with number and date) under which it has been so treated must be indicated.
v. Certificate(s) from the Head(s) of Organization(s) Department(s) for the entire experience claimed, clearly mentioning the duration of employment (date, month & year) indicating the basic pay and consolidated pay. The certificate(s) should also mention the nature of duties performed/experience obtained in the post(s) with duration(s).
7 CANDIDATES WHO CLAIM TO POSSESS
i. any additional qualification,
ii. any experience beyond the minimum experience, wherever so prescribed, not less than one year in the line, at the level of the post applied for be also indicated in column 21 of application form.
iii. any distinction in NCC activities shall be considered only when a candidate whether male or female has held the rank of junior Under Officer or Senior Under Officer and possesses the top grade (C) certificate. Certificate (G) awarded to female candidates prior to 1984 shall also be considered.
iv. Any distinction in Sports/Games (i.e having represented University State/Region in any regional or National/International Sports/Games).
v. and Candidates claiming to be persons belonging to any reserved category i.e Schedule Caste/Schedule Tribe or Socially and Educationally Backward Class/Actual Line of Control/Physically Handicapped as defined under SRO 294 dated 21.10.2005;
are advised to furnish along with the application form, a certificate to the effect as issued by the authority competent to do so.
The last date for receipt of applications as indicated above i.e 2.04.2008 shall, for all purposes be the cut off date for determining the eligibility. Experience/improvement in the qualification/marks/additional qualification/distinction in sports/Games/NCC, if any, acquired by the candidate after the last date fixed for receipt of applications, shall neither be taken into account nor given any credit.
8. OTHER INFORMATION/INSTRUCTIONS
i. All applicants must fulfill the essential requirements of the post and other conditions stipulated in the advertisement. They are advised to satisfy themselves before applying that they possess, at least the essential qualifications prescribed for the post. No enquiry asking for advice as to eligibility will be entertained.
i. The prescribed qualifications are minimum and mere possession of the same does not entitle the candidates to be called for interview.
ii. Save as otherwise provided in any other act, rules, or regulations in force, where the Commission considers that the number of candidates who have applied for the post to be filled by direct recruitment, on the basis of interview, is large and it is not convenient, or possible, for the Commission to interview, all the candidates, the Commission may restrict the number of candidates to be called for interview, to a reasonable limit as provided in a rule 40 of J&K Public Service Commission (Business & Procedure Rules) 1980.
iii. The number of candidates to be called for interview pursuant to short listing on the basis of pre-determined criteria referred to in sub-clause (ii) above, shall be as indicated below :

i. For one post Upto 20 candidates
ii. For 2-5 posts Upto 40 candidates
iii. For 6-15 posts Eight times
iv. For 16-30 posts Seven times
v. For 31-50 posts Six times
vi For 51-100 posts Five times the No. of posts.

iv. The number of candidates to be called for interview on the basis of screening test shall not be more than three times the number of vacancies referred to the Commission.
Provided that in any situation, when a reserved category candidates secure merit equal to or above the cut off merit in open category, such candidate shall also be called for interview in the respective category.
iv. Where the number of applicants exceeds 500 against posts not exceeding 100 and where the number of applicants is more than 3 times the vacancies exceeding 100 then screening test through written examination shall be held. On the basis of result of screening test the candidates is the ratio of 1:3 i.e 3 candidates of each vacancy plus those additional candidates who have secured marks equal to the last candidate on the basis of the ratio aforementioned shall be called for interview.
vi) Subject to the limit indicated in clause (vii)
a) The candidates possessing qualification higher than the one prescribed, who do not get short listed on the basis of pre-determined criteria, shall be called for interview over and above the short listed candidates.
b) The candidates who possess qualification higher than the one prescribed may seek exemption from the screening test whenever the Commission decides to conduct such test for short listining. Such candidates shall be over and above the short listed canddiates on the basis of the screening test.
viii) Where candidates possessing qualification higher than the one prescribed are called for interview, over and above the short-listed candidates, the number of such candidates shall be restricted to the number of vacancies in each category on the basis of merit at the level of the basic qualification. In case of tie, candidate with the earlier date of birth will be preferred.
viii) The marks secured by the candidates in the screening test shall not be taken into account for determining the final order of merit.
The candidates possessing higher qualification, who are called for interview over and above the short-listed candidates as indicated above, shall not be entitled to the benefit of additional marks for higher qualification under rule 51.
ix. Any change of address given in the application form should at once be communicated to the Secretary, Public Service Commission, clearly indicating the Advt No. Item No. and Name of th Post.
x. Candidates are requested to arrange for the redirection of communications to their new address, if necessary. The PSC makes every effort to take account of changes in candidate's address but cannot accept any responsibility in the matter.
xi. The summoning of candidates for interview convey no assurance whatsoever that they will be selected. Appointment orders to selected candidates will be issued by the Government.
xii. Candidates must be in sound bodily health. They must, if selected be prepared to undergo such medical examination and satisfy such medical authority as the Government may require.
xiii. Candidates will be informed of the result of their applications in due course and any interim enquiries about the result are, therefore, unnecessary and will not be attended to. The Commission do not enter into correspondence with the candidates about reasons for their non-selection for interview/appointment.
xiv. Canvassing, in any form, shall disqualify a candidate.
9. ACTION AGAINST CANDIDATES FOUND GUILTY OF MISCONDUCT
Candidates are warned that they should not furnish any particulars that are false or suppress any material information in filling up the application form. Candidates are also warned that they should, in no case, correct or alter or otherwise tamper with any entry in a document or its attested/certified copy submitted by them, nor should they submit a tampered/fabricated document. If there is any inaccuracy or any discrepancy between two or more such documents or their attested/certified copies, an explanation regarding this discrepancy should be furnished.
A candidate who is or has been declared by the Commission, to be guilty of :
i. obtaining support of his/her candidature by any means, or
ii. impersonating, or
iii. procuring impersonation by any person, or
iv. submitting fabricated documents or documents which have been tampered with, or
v. making statements which are incorrect or false or suppressing material information, or
vi. resorting to any other irregular or improper means in connection with his/her candidature for the selection,or
vii. using unfair means during the test, or
viii. writing irrelevant matter including obscene language or pornographic matter, in the script(s), or
ix. misbehaving in any other manner in the examination hall, or
x. harassing or doing bodily harm to the staff employed by the Commission for the conduct of their test, or
xi. attempting to commit or, as the case may be, abetting the commission of all or any of the acts specified in the foregoing clauses may, in addition to rendering himself/herself liable to criminal prosecution, be liable :
a. to be disqualified by the Commission from selection for which he/she is a candidate, and/or
b. to be debarred either permanently or for a specified period :-
i. By the Commission from any examination or selection held by them.
ii. By the State Government from any employment under them, and
c. if he/she is already in service under Government, disciplinary action under the appropriate rules.

TERMS AND CONDITIONS:
1. The firms for their own interest are advised to see the site of work before costing their tenders.
2. The carriage/handling of fabricated materials to site of work shall be born by the Firm and in case of any loss/damage in transit the department shall not be responsible at all. Cost of carriage etc. shall be deemed to have been included in cost offered.
3. Attested photocopy of Sales Tax clearance certificate for the current financial year should be attached with Tender documents.
4. The tender documents shall be issued w.e.f 21-04-2008 to 04-05-2008 through Demand Draft drawn in favour of Executive Engineer PWD (R&B) Division Basohli payable at Basohli during office working hours.
5. C.D.R equivalent to 2% value of individual work mentioned in the NIT duly pledged to the Superintending Engineer PWD (R&B) Jammu-Kathua Circle Jammu. No F.D.R shall be entertained.
6. Time of completion is the essence of tender. If the contractor fails to complete the work within stipulated period/date, the work shall be put to fresh tender at whatever stage it may be at the risk and cost of tenderer.
7. The work shall have to be completed by the contractor within stipulated time period mentioned above and in emergeny cases if work allowed to continue beyond expiry period then the current stock rates of key-construction material shall be applicable rather than the advertised NIT.
8. The date of receipt/openingof tender specified in the NIT happens to be holiday, the tender shall be received/ opened on the following day.
9. The Tender documents shall be issued only those contractors who will collect the tender form personally along-with their registration card duly renewed for the current financial year i.e. 2008-09.
10. Any other information can be had from the office of the Executive Engineer PWD (R&B) Division Basohli during office working hours.
11. Tender receiving/opening authority reserve right to reject any/ all tenders without assigning any reason.
12. The sale of the tender documents is restricted to those firms/contractors who have successfully completed single similar nature of work of advertised amount during the last three financial years i.e. 2005-06, 2006-07 and 2007-08 and certificate to this effect is to be produced duly signed by the concerned Executive Engineer while purchasing of tender document.
SCOPE OF WORK
1. Construction of abutments, abutments caps, dirt walls as per the drawings provided by the deparment.
2. Supply, Fabrication and launching of steel superstructure for 48.00m span foot steel bridge (through type) with steel flooring over nallah Khad at Dherni including cost of steel, carriages, loading, unloading and painting of all fabricated steel members with Red Oxide-Metal Primer etc. as per drawings provided by the department.
3. Providing and installation of M.S. Rocker and Roller Bearings as per the drawings provided by the department.
4. Supply and fixing of Nuts and bolts complete with washers as per ISI specification mentioned in the drawing provided by the department.
5. Painting of all steel superstructures (launched) with 1st quality enamel paint with two coats as per the shade approved by the Engineer-In-Charge including cost of paint , brushes etc. and making of temporary steel for painting purpose.
PROCEDURE FOR SUBMISSION OF TENDER:
1. The tenders should submit his/their tender documents as under:-

(ii) Past performance and experience of last three years of similar nature of work including name of the work, cost of the work, present progress of work.

Invitation for competitive tendering

Sub: Request for Proposals (RFP) for building of spatial Village estates map and spatial digital data of village estates map having reference to the latitude and longitude for the Settlement Commissioner, Government of Jammu and Kashmir.
The Settlement Commissioner on behalf of the Governor of Jammu and Kashmir invites tenders for the land surveying with Electronic Total Stations (ETS) in combination with Global Positioning System (GPS), and processing the digital spatial data to produce the verified village estate maps and building a database thereof including coordinates of Khasra (Plot) vertices in various estates of Jammu and Kashmir State.
A complete set of tender documents may be purchased by interested parties on the submission of a written application to reach this office on or before 20.05.2008 address to the Settlement Commissioner, Revenue Complex, Wazarat Road, Jammu, on payment of the non-refundbale amount of Rs. 1000/-. The payment should be made in the form of a Demand Draft, drawn in favour of the Settlement Commissioner, Jammu & Kashmir, payable at Srinagar. The tender documents can, if required, be sent by curier to places outside J&K for which Rs. 500/- should be paid extra alongwith cost of the tender documents.
