DODA, Apr 17: Chief Minister Ghulam Nabi Azad today inaugurated the OPD block of the 200-bed upcoming new district hospital being constructed here at a cost of Rs. 32 crore.

The OPD block, had been completed in two years. Surgical, Medical, Ortho, ENT, Ophthalmology, Physiotherapy, Gynae, and Obstetrics facilities have been made available in the block. The block has also examination rooms and lab for conducting various tests. Orders for CT Scan for the hospital have already been placed.

The Emergnecy, IPD, Operation theatre blocks of the hospital would be completed by September this year. It may be recalled that the Chief Minister had been taking keen interest in the up-gradation of health infrastructure in the State and construction of new district hospitals was a part of the programme he had been personally pursuing.

Minister for R&B, Jugal Kishore, Minister of State for Tourism, G. M. Saroori, MP, Lal Singh, MLA Abdul Majid Wani, Secretary, Health, K. B. Jandial, Managing Director JKPCC Dilip Thusoo, and DDC Doda, K. A. Bhat were present on the occasion.

Governor, CM greet people on Mahavir Jayanti

JAMMU, Apr 17: Governor Lt. Gen. (Retd.) S. K. Sinha has greeted the people of State on Mahavir Jayanti, the birth anniversary of Lord Mahavira.

In a message, the Governor described Lord Mahavira as an apostle of truth and righteousness and said that the essence of his teachings- the panacea of sufferings being love and peace- is more relevant now when the world is confronted with strife and tension.

Gen Sinha said the Indian society is greatly influenced by the life and teachings of Lord Mahavira who showed humanity the path of rectitude for attaining ultimate bliss.

'The best way to observe such auspicious occasion is to strive for peace and strengthening the bonds of brotherhood', the Governor added.

Meanwhile, Chief Minister, Ghulam Nabi Azad has felicitated the people on Mahavir Jayanti and hoped that the auspicious occasion would be a harbinger of peace and prosperity for the State.

In a message of greetings, the Chief Minister said that such auspicious occasions help in strengthening brotherhood, amity and secular ethos for which the State is widely known.

Mr Azad prayed for well-being and prosperity of the people of the State.

Retail fruit, vegetable sellers hold strike
Revision of rate lists ordered, stir called off

JAMMU, Apr 17: All the retail fruit and vegetable sellers/ vendors today observed complete shut down against the order of CAPD Department strictly directing them to sell the commodities as per the rates fixed by it.

The vendors in large number assembled in the morning at Narwal Mandi and took out a protest rally raising slogans against the administration. The rally went upto Narwal Chowk and later all of them dispersed.

Talking to the EXCELSIOR, Jia Lal, president, Retail Fruit Sellers Association, said that the rate list issued by CAPD Department was totally unjustified, as it was prepared without carrying out proper market survey and confirming the wholesale rates of the commodities.

"All the rates mentioned in the list are far below than wholesale price of the fruits and it is unimaginable for us to sell the items on loss, as we are working to earn not to lose", he added.

"Rates have been fixed as per the rates prevalent in main wholesale "mandis" of neighbouring states. But, when they are brought here the cost escalates due to transportation and taxes", Lal apprised.

"Is Government blind on this fact, if not then why such a cruel and arbitrary order was issued and we are being asked to sell the commodities at the prices below than the purchase price," he lamented.

He further apprised that the association was not taken into confidence by CAPD Department before issuing such an order and not even bothered to ask the wholesalers about the prevalent market rates.

The association, however, alleged that it was just a mode to harass the fruit and vegetable sellers and asked the Government to roll back its decision as it would not be possible for them to carry out their business on such directions.

Later, in the evening, Commissioner Secretary CAPD, Khalid Habib held a meeting with the representatives of fruit and vegetable sellers associations. It was decided in the meeting to revise the rate lists of fruits as well as vegetables. It was also decided to suspend the stir against the erring retailers for a day till revised rate list was issued.

When contacted, the Commissioner Secretary apprised that three-member committee including a member each from CAPD and Horticulture Department (P&M) and a representative from retailers’ associations would sit together and revise the rates which would be applicable from the subsequent day.

He further apprised that maximum retail price chargeable have been fixed at 40 per cent of the wholesale rates for perishable items like fruits and vegetables that included different taxes, labour and handling charges, 10 percent profit and other incidental charges.

Meanwhile, the retailers have welcomed the decision to revise the rate lists and called off their strike but with a word of caution.

It is to mention that on the directions of Minister for CAPD, Taj Mohi-ud-din Shah, CAPD department had distributed rate lists of fruits and vegetables to the sellers and the teams of enforcement officers were carrying out surprise checks in the city and outside to check the black marketing.

Babu Singh assures better deal to industrialists

JAMMU, Apr 17: Power Minister Babu Singh today met a delegation of various representative bodies of industrialists of the State.

The industrialists raised the issue of withdrawal of Central Excise exemption from Jammu and Kashmir, which has resulted in chaos and unrest among the industrial unit holders, as the said exemption was a part of 10-year industrial package extended to J&K State till the year 2012 because of prevailing unrest and militancy here.

The Minister after giving a patient hearing to the delegation informed the members of deputation that he was in regular touch with State Chief Minister as well as Central leaders and spoken to them on the matter from time to time.

Babu Singh told the delegation that he has been urging the Central leadership to immediately restore the Central Excise exemption to industrial units of the State, which has suffered lot of financial losses and difficulties because of turmoil in the State. He has also pleaded that State suffers from locational disadvantage and the incentives were very much needed to attract industrial investment and to maintain sustained industrial investment along with growth of the economy.

He said the Chief Minister has already spoken to UPA Chairperson Sonia Gandhi and Prime Minister Dr Manmohan Singh as also Union Finance Minister on the issue. He added that the problem has been projected well and Central leaders have assured to review and reconsider an earlier decision of withdrawal of Central Excise exemption from J&K State.

Zargar inaugurates colony built by Parsvnath Developers

JAMMU, Apr 17: Minister for Agriculture and Cooperatives, Abdul Aziz Zargar has asked the Jammu and Kashmir Cooperative Housing Corporation and other building agencies to create affordable and cost effective housing facilities in the State so that common man is able to have shelter with least investment. He said that this has become imperative due to growing demand of housing requirements and rising process.

Mr Zargar was addressing a function after inaugurating a housing colony built by Parsvnath Developers Ltd at Sidhra today. Zargar also laid foundation of other housing flats coming up at the same site and also attended the Bhoomi Poojan.

He said that public private partnership (PPP) is proving very helpful for providing housing facilities, but at the same time he suggested the public and private building agencies to see that the purchasers of built flats are not exploited for want of huge profits.

The Minister further elaborated that the cooperative sector is venturing into house building in collaboration with other public and private sector units to create more and more housing facilities in the State for which Government was providing every assistances to them. He said that the State needed one lakh houses at the moment for which the cooperatives will have a more responsible role to play.

Complimenting the Parsvnath Developers Ltd for creating housing facilities in the State, Mr Zargar said that the Parsvnath Developers Ltd. has so far created 400 residential units and is executing some more housing projects here.

Mayor Jammu Municipal Corporation, Kavinder Gupta, Deputy Mayor Dharamveer Singh Jamwal, Registrar Cooperatives G. N. Qasba, officers of Cooperatives department and members of Parsvnath Developers Ltd and some allotees of the flats were also present on the occasion.

State Level Committee announces
package for industrial units

JAMMU, Apr 17: The meeting of the State Level Committee constituted by the State Government to sanction various incentives and subsidies under the Central package was held here today and sanctioned industrial package for various units located in Jammu division.

The meeting was held under the chairmanship of Pawan Kotwal, IAS, Secretary to Government, Industries and Commerce Department.

Pradeep Gupta, IAS, Director Industries and Commerce, Jammu and member secretary of the committee while giving details of the meeting, said that committee has sanctioned Rs 117 lakh in favour of 20 units on account of Interest Subsidy, 55 lakh in favour of 7 units on account of Capital Investment Subsidy and Rs 35 lakh in favour of 5 units under Transport Subsidy Scheme to units located in Industrial Estates of Jammu division.

Mr Gupta also informed that 11 units were registered under the medium and large scale sector and 304 units in the SSI sector during the year 2007-08. He said that these units were creating employment for 3400 persons in Jammu division.

Mr Gupta also stated that the department will convene the meeting of the State Level Committee regularly so that the incentives and subsidies are released to the industrial units without any delay.

Among others who attended the meeting included Managing Director, J&K State Development Finance Corpo-ration, Deputy Director, Accounts and Treasuries, Financial Advisor, Industries and Commerce Department and Chairman, Federation of Industries, Jammu.

Chairman LC constitutes Committees

JAMMU, Apr 17: In exercise of powers vested in him under provisions of Rules of Procedure and Conduct of Business in Legislative Council, Chairman Legislative Council, Ghulam Nabi Lone has constituted various Committees for the year 2008-09.

As per a bulletin issued by the Council Secretariat, the Privileges Committee would be headed by M.Y.Taing and R.S.Chib, Ch. Bashir Ahmed Naaz, Nasarullah, Prof. Bhim Singh would serve as members of the Committee.

The General Purpose Committee would be consisted by Arvinder Singh Micky, (Deputy Chairman), Gulchain Singh Charak (Leader of the House), Prof. Bhim Singh, Miss Sakina Itoo, P. Namgyal, Nizam-ud-Din Bhat, Parduman Singh, Ved Prakash Gupta, Trilochan Singh Wazir and Mohammad Amin Bhat. Chairman Ghulam Nabi Lone would be ex-officio Chairman of the Committee.

Similarly the Committee on Subordinate Legislation would be headed by by Mohammad Sharief Niaz and Praduman Singh, Trilochan Singh Wazir, Nizam-ud-Din Bhat, Nizam-ud-Din Khatana, Sofi Ghulam Mohammad, Haji Ali Mohammad Bhat, Ali Mohammad Sofi, Syed Basharat Ahmed Bukhari would serve as members of the Subordinate Legislation Committee.

The Committee on Government Assurances would function under the chairmanship of Murtaza Ahmed Khan, whileas Ali Mohammad Sofi, Ashok Kumar Sharma, Praduman Singh and Ch. Lal Mohammad Sabir would be members of the Committee.

The House Committee would be headed by Deputy Chairman, Arvinder Singh Micky and Amrit Malhotra, Devinder Singh Rana, Prof. Bhim Singh would serve as members of the Committee.

The Departmental Related Committee on Social Welfare, Power, Health, Education, Works, Estates and Hospitality & Protocol would be headed by Syed Basharat Ahmed Bukhari. Mr. Nasarullah, Mohammad Rashid Qureshi, Ali Mohammad Sofi and Rafi Ahmed Mir would be members of the Committee.

The Departmental Related Committee on Rural Development, Agriculture, Horticulture and Tourism would function under the chairmanship of Mohammad Sultan Panditpori. Nizam-ud-Din Khatana, P. Namgyal, Devinder Singh Rana and Ch. Lal Mohammad Sabir would serve as members of the said Committee.

Similarly the Committee on Forest, Public Distribution System, Transport, Industries & Ladakh Affairs would be headed by P. Namgyal. Mr. Nassurrallah, Mohammad Sultan Panditpori, Mohammad Sharief Niaz and Bilal Ahmed Khan Lodhi would be members of the Committee.

Jammuites feasts on ladies folk mela at Zanana Park

JAMMU, Apr 17: As part of the recently concluded Jammu Festival a Mega ladies folk event was organized at Hari Singh Zanana Park at Jammu.

The function was inaugurated by Shamim Azad, who was the chief guest while Shakuntla Kundal, wife of Chief Secretary B R Kundal was the guest of honour.

The mega event was the brain child of Chief Minister, Ghulam Nabi Azad who was in the meeting to finalize the arrangements of Jammu Mela 2008 had expressed his desire to organize a function at Hari Singh Zanana Park. Additional Secretary Tourism, Rashmi Kashyap was assigned the task Organizing a women folk event at the said park.

Hari Singh Zanana park, which once presented a picture of undulating and barren land was mostly used as a parking place for official and unofficial vehicles. Mr Azad after taking over as Chief Minister took upon himself to restore the dignity of the park. It has now transformed into a blooming green patch in the heart of city. With decorated flower beds, newly constructed foot paths and aesthetic look the park is a delight for on lookers and morning walkers who take full advantage of its environment.

Organized for the first time, the mega event was made more lucrative with an attached attendance precondition, "Only for couples". A cultural feast for Jammuites, it contained several events and competition related to Dogra culture including Dogra ethnic cooking competition, rangoli, traditional Dogri dances, songs, suhaags, seethmya, folk dances and traditional dresses of Jammu.

Besides, girl students drawn from different schools and colleges also presented ethnic dances.

Number of stalls were put up by Handicrafts and Social Welfare Departments DRDA, Self Help Groups and NGO’s who besides displaying traditional art and craft of Jammu region also gave live demonstration to public. In addition ethnic Dogri, sancks and food stalls were a great attraction for the visitors.

Divisional Commissioner, Sudhanshu Pandey, Secretary Tourism Naeem Akhtar and IGP Jammu, K Rajendra also visited the festival venue and commended the programme.

Other prominent ladies present on the occasion included Indu Khoda, Neeru Goswami, Mrs Ruby Sharma, Mrs Pawan Kotwal, Zahida Khan, Joint Director Handicrafts Dev Lata member SSRB, Chandra Gupta Special Secretary, Health and Medical Education Department, Mandeep Kour, SDM R S Pura, Mrs Rita Jitendar, Mrs Sarla Kohli, Mrs Raj Bharti, and Vijay Gandotra.

Young girls applied henna on the hands of the distinguished lady guests including Shamim Azad and Shakuntla Kundal, while they were witnessing the cultural programmes.

Dogri, Kashmiri included into National Translation Mission

JAMMU, Apr 17: In a historic decision two leading regional languages of Jammu and Kashmir State viz Kashmiri and Dogri have been included in National Translation Mission (NTM)- a project of translation which would be completed at the cost of rupees 200 crores.

This initiative was taken by Union Ministry of Human Resources Development, New Delhi. Announcing this here today, Dr Rafeeq Masoodi, Secretary J&K Academy of Art Culture and Languages said in order to widen the access of technical and scientific works of different languages they will be translated in Kashmiri and Dogri languages.

He said the Department will engage 2000 proplific researchers of both languages to translate the works of technical and scientific nature into Kashmiri and Dogri languages.

Dr Masoodi said under this prestigious project, thousands of publications are already being chosen for translation during this year into Kashmiri and Dogri.

"The objective of this project is to revitalize the art of translation among Kashmiri and Dogri speaking population of the State across the Indian Sub -Continent and reverse the long decline in readership access to major works of technical and scientific importance", he added.

Dr Masoodi further said that current analysis showed that the Kashmiri and Dogri languages are the first languages of millions of people in South Asia including India and Pakistan and the majority of the population living in the State of Jammu and Kashmir will be benefited by this project.

Dr Masoodi who along with Prof. Lalit Mangotra, S S Anand Lehar and Sheikh Ajaz attended a high level meeting at New Delhi said that the NTM would take up the task of identifying the gaps, promoting good quality translation, training and co-ordinating ongoing work by public and private organizations.

Family members of ousted Excise
employees join protest rally

JAMMU, Apr 17: To turn the Government’s attention towards their pathetic condition, the ousted Class-IVth employees of J&K Excise and Commercial Taxes Department took out a procession along with their family members including the children from Press Club Jammu to Chief Minister’s residence.

However they were not allowed to go beyond the Congress Headquarters at Shaheedi Chowk and the procession dispersed peacefully.

The children of these ousted employees were carrying pla- cards and banners which read "Hamara Kya Kasoor hai, Hum bhe insan hain" (What is our fault we too are human beings), give back our jobs and "Assembly main kiyay ghay wadey purey karo" (Fulfill the promises made in Assembly).

The rallyists who were also raising slogans in support of their demands flayed Government for not fulfilling its promises made with them. The agitation is being spearheaded by All J&K Excise and Commercial Taxes Class IV Ousted Government Employees Association.

Talking to media persons Adil Rashid Khan, president of the Association said that the Excise employees are on protest for last 15 months demanding their re-absorption and regularisation in Government services from which they were terminated after serving the Department for 9 to 12 years.

Leaders of various federations, associations and unions also supported and joined today’s procession. These included J&K Government Employees Federation, Civil Secretariat Non Gazetted Union, National Trade Union Front, Workers Federation, Teachers Association, Physical Teachers Association, Accounts Employees Association, Medical Employees Association, PHE Employees Association, PDD Association, Mechanical Employees Association, Estate Department Employees Association, Health and Technical Employees Association, Government Press Employees Association, Excise and Commercial Taxes Non Gazetted Employees Association. etc.

Strong protest against Muftis’, effigies burnt

JAMMU, Apr 17: Various political and other organisations continued to stage protests and burn the effigies of former Chief Minister and PDP patron, Mufti Mohd Sayeed and his daughter Mehbooba Mufti for their anti-India statements like use of Pak currency in J&K and dual control over Kashmir.

Activists of Bharatiya Janta Yuva Morcha, J&K unit, held massive protest demonstration at Purani Mandi Chowk here and burnt the effigy of Mufti Mohd Sayeed for his anti-India outburst and statements of disintegration. The BJYM activists shouted slogans against Mufti Sayeed and his daughter and demanded action against them as per law of the land.

Sajiv Gupta, Jammu East Mandal president of the party took the Congress to task for not breaking alliance with the PDP. He said the criminal silence on the part of Congress and the UPA Government is only encouraging such elements to raise voice against India. He alleged that Congress being alliance partner is equally responsible for such outburst.

Jammu State Morcha president Prof Virender Gupta and secretary general Digvijay Singh in a joint statement condemned the Mufti Mohd Sayeed and his daughter asking for joint control of India and Pakistan over Jammu and Kashmir, use of dual currency of Pak and India in J&K and providing safe passage to the militants who have crossed over to Pakistan for training and their rehabilitation. They said such statements are against integrity of India and also against the interests of the people of J&K. They said Muftis have communal mindset and trying to appease the anti-India and Pro-Pak elements.

Panthers Students Union held demonstration against Muft’s in front of Jammu University Gate and burnt effigy of Mufti Sayeed for his anti-national statements. Led by PSU president Mohinder Paul Singh, the students body resolved to ‘gherao Muftis’ and not allow them to hold public meetings in Jammu in future. They said that Mufti’s anti-India campaign will not be allowed in this part of the State.

Shiv Sena J&K Unit led by Ashok Gupta took out a large rally in the old city and shouted slogans against Mufti Sayeed and his daughter. The activists also burnt their effigies and warned them of direct action if they continued their anti-India statements. Sena leader charged Congress with having soft corner for PDP and alleged that UPA Government was acting as mute spectator. Shiv Sena Hindustan activists organised another protest rally against Muft’s and condemned them for anti-India statements. Sena leader Dimple Kohli was leading the protest. After burning effigy, Mr Kohli addressed gathering and warned PDP of direct action from Sena if UPA Government remains silent over the issue.

He said in coming days all the Shiv Sena activists and student bodies will not allow Muftis to hold meeting in Jammu. Hindu Shiv Sena, leader Krishan Singh Manhas in a press statement alleged that Mufti Sayeed was playing in the hands of Pakistan and projecting agenda of that country being their agent. He demanded action against Muftis as per law of the land. He alleged that kidnapping of his daughter by militants was a drama and the whole nation knows it. He warned that such leaders were proving dangerous and Centre should show them their place. Sena leaders resolved to bring an end to the PDP breed in Jammu region.

Efforts to curb price rise insufficient:ACTF

JAMMU, Apr 17: Associated Chamber of Traders Federation (J&K) has said that efforts to control ever increasing prices of essential commodities were insufficient.

Addressing a press conference here today, Yash Paul Gupta president of the Federation expressed his grave concern over the ever increasing prices of essential commodities."It is really disturbing that inflation rate is very high and all efforts of the Government to curb the inflation and check the prices are proving insufficient," he maintained.

Mr Gupta, however, welcomed the move of the Government in the form of reducing the import duties and announcing subsidy on edible oils. He said if these steps were taken much earlier, the results would have been different.

The Chamber president further said that J&K has to depend on the supplies from outside the state and has therefore, to bear the burden of rising prices in the other parts of the country. He said Federation has always been supporting the Government efforts in maintaining the supply of essential commodities at reasonable prices to the consumers. He claimed that traders have been asked by the Federation to reduce the profit margin in view of high inflation rate.

JAMMU, Apr 17: A protest demonstration was organized by Jammu provincial unit of Rashtriya Janata Dal under the presidentship of Ghulam Nabi Shah Forah, outside Raj Bhawan to awake the Government from its deep slumber towards the burning issues confronting the State as well as central Government. Through a memorandum submitted to the Governor, the State RJD enjoined upon the Governments of India and Pakistan to carry forward the peace process which stands stalled for the past some time and resolve all the bilateral issues including the Kashmir imbroglio.

The leaders at the protest demonstration castigated the stand of National Conference, People’s Democratic Party and Bhartiya Janata Party. They said while NC advocates for greater autonomy with restoration of pre-1953 constitutional position, the PDP was out with self-rule and demand of demilitarization and the BJP stressing on abolition of Article 370 to bring Jammu and Kashmir at par with other states of India.

Mr Forah said the time has come when the people of the State have to expose and isolate the leaders of such parties which were playing anti-J&K stance just for the sake of getting upper hand in the battle of ballots.

A large number of party activists and office bearers participated in the demonstration.

Decades old bridge completed in 11 months
through triple shift

BUDGAM, Apr 17: District Development Commissioner, Budgam Khawaja Farooq Ahmad Renzu today inspected progress on Bemina bridge coming up at a cost of over Rs. 10 crore. The bridge having 500 meter length has emerged as one of the palatial bridges of Valley and is the largest one in Srinagar.

The District Development Commissioner accompanied by district officers and engineers was informed that the bridge is ready and would be thrown open to traffic shortly. He was informed that project report of the bridge was prepared during 80's and its foundation was laid in 1998. However, due to prevailing circumstances, work on this vital bridge would not be executed for some time.

During last 11 months major portion of the bridge was completed and District Development Commissioner Budgam personally monitored execution of work for speedy completion of this bridge. Under his supervision work was executed in triple shifts.

The Chief Minister Ghulam Nabi Azad also visited the bridge and gave instructions for its early completion.

The bridge will provide vital and shortest link between Srinagar and Budgam districts. More than one lakh people will be benefited on its completion. Locals have appreciated district administration Budgam for taking keen interest in its completion.

The District Development Commissioner also visited the spot of Goripora broken steel bridge, which was earlier constructed by Army under Sadbhavana scheme. He assured people that matter has been taken up with Army for launching and refixation of said bridge. He said that Aashai Bagh steel bridge which had been de-launched would be installed at Goripora.

SFC generates revenue worth Rs 102 cr

JAMMU, Apr 17: State Forest Corporation (SFC) has recorded a revenue worth Rs 102 crore this year, indicating an increase of 13 % over the revenue generated during the last financial year.

Giving figures Managing Director of the SFC, A K Shrivastava disclosed that Corporation generated a revenue of Rs 90 crore during the year 2006-07 while the revenue earned during the year 2007-08 has put the revenue around Rs 102 crore. This year, an increase of Rs 12 crore in the revenue generation has been experienced, indicating a 13 % hike. During the year 2005-06, the Corporation earned a revenue worth Rs 84 crore.

Shrivastava further claimed that Rs 12 crore hike in the revenue has been recorded despite the fact that several contractors were not participating in the Corporation tenders for the last about one year. He said the SFC proposes to hike the rates of extraction and transportation by 30 % but contractors were demanding an increase of 100 %. The Corporation however, agreed to allow hike up to 55%. He said revision of norm rates was a normal management process based on enhancement of labour rates, inflation trends etc. This will benefit the labour force, the contractors and will also reduce the expenditure of the Corporation.

He further disclosed that nearly Rs 10 crore was being spent on account of extraction, tendering and transportation and allied expenses while Rs 55 crore was the salary component of the employees annually. The SFC is also paying Rs 10 crore to the Government as royalty. Besides this, taxes to the tune of Rs 15 crore are also remitted by the Corporation annually with the State Government. The SFC is also providing direct or indirect employment to nearly 4000 people in the state, he maintained.

Rana demands Hill Development Council for Doda

DODA, Apr 17: Devender Singh Rana, Member Legislative Council urged the Government to constitute an Autonomous Hill Development council for Doda on the pattern of the Leh Autonomous Hill Development Council and the Kargil Autonomous Hill Development Council for the accelerated, uniformed development of the far flung areas of Doda district.

Addressing the District Development Board meeting here today, Rana said that over the last couple of years the District Development Boards have lost their representative character because of representations being confined only to the Legislators and Parliamentarians. He said lack of representation from different blocks of the district particularly in a vast district like Doda leads to the flawed planning and accountability thereby the full benefits as envisaged and desired could not reach the grass root level. He expressed hope that the constitution of the Doda Autonomous Hill Development Council will help in better micro planning and shall empower the residents of Doda at each level to participate in the process of devising their own plan and monitoring its execution as per their needs and requirements.

Rana urged the Government to lower the employment criteria for the post of peons from matric to middle standard particularly in the far flung backward districts of the State like Doda district.

National Conference Legislator also urged the Government to take a sympathetic view towards the demands of the people of Pull Doda who are likely to be displaced after the commissioning of the Baghliyar Power Project.

BSP leader joins NBP, JKNP announces merger

JAMMU, Apr 17: Bahujan Samaj Party State general secretary Kuldip Singh joined the National Bahujan Party while J&K National Party announced its merger with the NBP here today.

Addressing a press conference here today, national president of NBP, K K Manhotra said that joining of BSP leader, Kuldip Singh who is also head of Sikh Bhaichara Committee of the party, indicates that many leaders in BSP were feeling suffocated and they want to come out of that atmosphere. Welcoming Mr Singh and his supporters to the party fold, Mr Manhotra said that his party was contesting from all the Assembly seats in J&K and would emerge more stronger in coming days.

On this occasion, JK National Party activists headed by Randeep Singh Parihar also announced merger with the NBP. Mr Parihar said that he joined the party as he liked the programme and policies of the newly floated NBP.

Criticising past governments, NBP leader alleged that sufferings of SC/ST, OBCs and minorities have increased in last many years in the state. They have not bothered about their welfare and upliftment. He said his party was committed to the upliftment and welfare of these oppressed and neglected people. He said the party would also fight for the implementation of Mandal Commission report in J&K.

Dr Satpaul, state unit president of the party while welcoming new entrants to the party fold said that all the units would be strengthened shortly. He said NBP was committed to provide due share to all sections of the society especially to the poor and down trodden. NC, BJP, Congress and others have only exploited the people from SC/ST and OBC communities for their vote bank. They were deprived of their due share. He asked the members of these communities to support NBP for getting justice.

Aslam Qureshi, R L Jharngal, Harbans Bhagat and Satwinder Singh were also present.

NPP to lodge FIR against Mufti
Cong supporting PDP’s hidden agenda: Bhim

JAMMU, Apr 17: National Panthers Party president, Prof Bhim Singh has claimed that his party would lodge an FIR against former Union Home Minister and PDP leader Mufti Mohd Sayeed for threatening the unity, integrity and sovereignty of India by advocating secession of the State from Union of India, inciting and provoking sectarian sentiments.

Addressing a press conference here today, Prof Singh said that the statement of Mufti Sayeed, demanding dual control of Pakistan and India over Kashmir, use of Pak currency in J&K and safe passage to Pak trained militants to J&K, was posing a threat to the unity, integrity and security of the country. He said even late Sheikh Mohd Abdullah had not used such words against the country as have been used by Mufti, his daughter and Tariq Hamid Qarra recently.

Panthers leader claimed that asking Indian Army to vacate, demanding use of Pak currency in J&K and pleading for Pakistani control in Kashmir fall within the meaning and scope of an offence and treason which amounts to attempt a war against the country.

Prof Singh accused Congress of acting hand-in glove with the PDP and thus abetting that party in its anti-national agenda. He said the UPA Government owe an answer to the people of this country for the outburst of Muftis which are intolerable to any Indian. NPP leader also charged Mufti of promoting Jamat interests in J&K and attempting to revive the outdated terrorist slogans against India to serve the interests of ISI and CIA. He alleged that it was Mufti who gave birth to MUF in J&K and when he failed, he adopted the election symbol and the flag of MUF.

NPP leader demanded immediate dismissal of coalition Government in J&K, which he said, was tainted with some anti-national elements.

Astrology camp inaugurated at JU

JAMMU, Apr 17: A five-day free astrology camp being organized by Jammu University Research Scholars Executive Association (JURSEA) was inaugurated in the university, here today.

Dean Students Welfare, Dr P S Pathania was the chief guest, while Ankush Abrol, chief selector of JKCA was the guest of honour at the inaugural ceremony.

Dr Pathania, in his address, appreciated JURSEA for holding such a workshop. He said that it will not only benefit the people but also help in creating awareness about this ancient science among the youth.

Also speaking, Dr Vijender Shastri (astrologer) dwelt upon various aspects of this astrology science.

Earlier, Vikas Sharma, JURSEA president, presented the welcome address and apprised about the motive of organizing this workshop. He said people from all walks of life can avail this service. The ceremony concluded with the vote of thanks by Anuradha Goswami, JURSEA chairperson.

About 60 persons consulted the astrology experts on the inaugural day of the camp.

Student dies of drowning, two people die mysteriously

JAMMU, Apr 17: A student drowned in river Chenab while two people died mysteriously during the past 24 hours across Jammu region.

A student of National Education College, Purkhoo, namely Vishu Deepak alias Little, son of Ramkrishan and resident of Padampur, district Ganga Nagar, Rajasthan, was reportedly drowned in river Chenab near Sunder Singh Gurdwara, Akhnoor, today afternoon. The police has swung in action to trace out the body with the help of locals.

A 30 year old Karan Singh, son of Pukhoo Ram, resident of Shiv Vihar, Janipur, an employee of Forest Department, was found hanging in his under construction house at Janipur. The body of another person Sukhdev Raj, son of Nika Ram, R/o Barwari, tehsil Kalakote was recovered under suspicious circumstances in village Gundhi, near Khwas nullah under the jurisdiction of Police Station Budhal. The body was handed over to his relatives after conducting post mortem. The police in both the cases has started inquest proceedings.

Meanwhile three persons were reported missing from their respective residences. A young girl namely Rajni Kumari, 22, daughter of Raj Paul of village Dabber, Bishnah has reportedly been missing since April 13. Similarly a 30 year old Kamal Singh, resident of Lale Da Bagh has been reportedly missing since April 4. He had reportedly left his residence on April 4 for reporting to duty at Nagrota, but after that his where-abouts were not known. A deaf and dumb person namely Rajinder Kumar alias Bittu, son of Munshi Ram, R/o Kutah in Kathua district went missing today. The police has taken cognizance in all the cases and efforts were on to trace the missing persons.

Health employees hold conference

RAJOURI, Apr 16: Jammu and Kashmir Basic Health Employees Association organized a day long conference here today. The conference was held under the chairmanship of president of the Kashmir province, Gurcharan Singh and inagurated by president of Jammu province, Sushil Sudan.

While speaking on the occasion, general secretary of the Association,Vinod Kumar highlighted various burning demands of the Association which included filling up of all the vacant posts, two and half day extra salary in favour of Malaria staff, training for multi-purpose BH staff, enhancement in FT and post retirement issuance of drug retailer license in favour of BH staff.

Meanwhile, the association elected some members for its executive committee which included Mohammad Rashid, Imdad Hussain, Krishan Choudhary, Om Dutt Sharma as vice president, Mushtaq Choudhary as general secretary, Abdul Qayoom as publicity secretary, Mohammad Latif as chief advisor and Mushtaq Choudhary as cashier.

Medical employees continue strike

JAMMU, Apr 17: All consolidated, contractual and Adhoc Employees Association of Health and Medical Education Department which extended its strike for another 72 hours from today warned the Government that it will continue the agitation till demands are settled.

Due to the strike the work on the fourth day remained paralyzed in the hospitals especially in operation theatres and operations of patients have been postponed. This was stated in a handout issued by the Association here, today.

The Association while expressing its sympathy with the patients said the Government which has created the situation was responsible for the problem.

The senior leaders of the various organizations who addressed the demonstration of the striking employees today included Pardeep Sharma president JKME Association, Sushil Sudan, president JKME Federation, Vinod Kumar Sharma, general secretary JKMEA, Bishan Verma general secretary, JKMEA, Davinder Rathore, chairman JMC JKMEA, Bashir Matih convenor, Non Teaching Association, Ghulam Nabi president Line Man Union, Farooq Kosar, president SMGS Hospital, Gharu Ram of All Consolidated, Contractual and Adhoc Employees Association and others.

Clerks’ strike paralyses work in offices

JAMMU, Apr 17: Strike of clerical cadre has badly affected the normal work in various Government offices.

The pen down strike of the ministerial staff of the Government offices has entered the 22nd day. The employees held demonstrations and staged dharna in their respective offices in support of their demands. They are demanding removal of anomalies in their pay grades. This strike is going on in all the three regions of the State and general public is suffering due to it. The employees have resolved to continue their strike till their demands are met.

Meanwhile, EJAC president Abdul Qayoom Wani in a meeting of its executive body held here today expressed concern over the ongoing strike of clerical strike. He criticised the Government for its callous attitude and demanded that in the larger interest of the people and the suffering cadre, the Government should resolve the issue without any further delay. He said the demands of the cadre were justified and need redressal. Mr Wani assured full support to the agitating employees.

Strong protest against Muftis’, effigies burnt

JAMMU, Apr 17: Various political and other organisations continued to stage protests and burn the effigies of former Chief Minister and PDP patron, Mufti Mohd Sayeed and his daughter Mehbooba Mufti for their anti-India statements like use of Pak currency in J&K and dual control over Kashmir.

Activists of Bharatiya Janta Yuva Morcha, J&K unit, held massive protest demonstration at Purani Mandi Chowk here and burnt the effigy of Mufti Mohd Sayeed for his anti-India outburst and statements of disintegration. The BJYM activists shouted slogans against Mufti Sayeed and his daughter and demanded action against them as per law of the land.

Sajiv Gupta, Jammu East Mandal president of the party took the Congress to task for not breaking alliance with the PDP. He said the criminal silence on the part of Congress and the UPA Government is only encouraging such elements to raise voice against India. He alleged that Congress being alliance partner is equally responsible for such outburst.

Jammu State Morcha president Prof Virender Gupta and secretary general Digvijay Singh in a joint statement condemned the Mufti Mohd Sayeed and his daughter asking for joint control of India and Pakistan over Jammu and Kashmir, use of dual currency of Pak and India in J&K and providing safe passage to the militants who have crossed over to Pakistan for training and their rehabilitation. They said such statements are against integrity of India and also against the interests of the people of J&K. They said Muftis have communal mindset and trying to appease the anti-India and Pro-Pak elements.

Panthers Students Union held demonstration against Muft’s in front of Jammu University Gate and burnt effigy of Mufti Sayeed for his anti-national statements. Led by PSU president Mohinder Paul Singh, the students body resolved to ‘gherao Muftis’ and not allow them to hold public meetings in Jammu in future. They said that Mufti’s anti-India campaign will not be allowed in this part of the State.

Shiv Sena J&K Unit led by Ashok Gupta took out a large rally in the old city and shouted slogans against Mufti Sayeed and his daughter. The activists also burnt their effigies and warned them of direct action if they continued their anti-India statements. Sena leader charged Congress with having soft corner for PDP and alleged that UPA Government was acting as mute spectator.

Shiv Sena Hindustan activists organised another protest rally against Muft’s and condemned them for anti-India statements. Sena leader Dimple Kohli was leading the protest. After burning effigy, Mr Kohli addressed gathering and warned PDP of direct action from Sena if UPA Government remains silent over the issue. He said in coming days all the Shiv Sena activists and student bodies will not allow Muftis to hold meeting in Jammu.

Hindu Shiv Sena, leader Krishan Singh Manhas in a press statement alleged that Mufti Sayeed was playing in the hands of Pakistan and projecting agenda of that country being their agent. He demanded action against Muftis as per law of the land. He alleged that kidnapping of his daughter by militants was a drama and the whole nation knows it. He warned that such leaders were proving dangerous and Centre should show them their place. Sena leaders resolved to bring an end to the PDP breed in Jammu region.

BJP Migrant Cell demands recovery of idol

JAMMU, Apr 17: The Bharatiya Janata Party (BJP) Migrant Cell in its Working Committee meeting here, today held under the chairmanship of its president, H L Chatta has expressed grave concern over the stealing of the idol from a temple in Fatehgarh Baramulla.

The meeting said that the idol which was of Narsingh Dev Ji Mahraj is very precious and authorities have failed to recover it.

Mr Chatta urged the authorities to take immediate steps in recovering the idol. He also criticized the Congress president and UPA chairperson, Mrs Sonia Gandhi’s remarks regarding the rehabilitation of Kashmiri Pandits.

He said providing of rehabilitation to 5000 migrants is not the solution to the problem and Government should think about the rehabilitation of over 60,000 displaced Pandit families.

Bharat Bhushan Gosani, general secretary of the Cell while taking Congress to task said that then Governments at Centre and State were responsible for the mass exodus of Pandits.

He alleged that migrants posts have been filled up in Valley and not a single KP youth was adjusted in lieu of that.

Forest employee commits suicide

JAMMU, Apr 17: A Forest Department employee committed suicide by hanging himself in his house at Janipura this afternoon.

He has been identified as Karan Singh son of Seetu Ram, a resident of Janipura.

Police said the middle-aged Government employee hanged himself with ceiling of his under-construction house at Janipura. Police parties led by SDPO Bakshi Nagar M L Kaith and SHO Janipura Inspector Tejinder Singh rushed to the spot and shifted the body to Government Medical College (GMC) hospital where he was declared as brought dead.

Janipura police have registered a case. Reasons behind the suicide have not been ascertained immediately.
