JAMMU, Apr 16: To register its protest and anguish against the statement of former Chief Minister and patron of People’s Democratic Party (PDP) Mufti Mohammed Sayeed the Bharatiya Janata Party (BJP) held a demonstration against him on second consecutive day today and torched his effigy here at Kacchi Chawni Chowk.

The demonstration was led by BJP district president, Rajesh Gupta and a large number of Party activists participated in it.

The irate party activists raising slogans against the PDP leaders demanded action against Mr Mufti and PDP president Ms Mehbooba Mufti for their anti national utterances.

Addressing the demonstrators, Mr Rajesh Gupta criticized the Government for remaining a mute spectator to the anti-national demands of PDP leaders.

He said, while Ms Mufti used the PUGWASH conference in Pakistan as a platform to further the Pak gameplan on Kashmir and her father has stamped this by his recent utterances suggesting use of Pakistan currency along with Indian currency in J&K.

He said such a statement on behalf of a former Chief Minister is fraught with serious consequences and Government of India should take action against him.

He warned that BJP will not allow the Government to be lenient against the Muftis and the Party will intensify its agitation if the duo were not booked under law.

Others who addressed the demonstration included Suresh Jamwal, Yudhvir Sethi, Sat Sharma CA, Balbir Ram, Shiv Kumar Gupta, Narsingh Dass, Jai Deep Sharma, Mohan Singh Rana, Vikram Randhwa and Parnav Gupta.

Garhwal Rifles organises ex-servicemen rally

POONCH, Apr 16: An ex-servicemen rally was organised by 12 Garhwal Rifles under the aegis of 33 Mountain Brigade at Jhallas today.

A large number of ex-servicemen from Jhallas, Salotri, Dharati and Dharadullian area of district Poonch participated in the rally. Besides providing vehicles to the visiting ex-defence personnel, medical and CSD facilities were also provided to them.

Col V M Chaudhari, Commanding Officer of 12 Garhwal Rifles presided over the rally. He interacted with the ex-servicemen and listened to their grievances and problems. Representatives of Zila Sainik Welfare Board Poonch were also present.

DC suspends four employees

REASI Apr 16 : On the direction of District Development Commissioner, Reasi Sanjeev Verma, the Addl. Deputy Commissioner, Reasi B A Saraf inspected the various Govt offices including Sheep Breeding, CAPD, Sheep Farm and CEO office Reasi and found a number of officials absent/ from the office without prior permission from the concerned authorities.

The DDC ordered for suspension of Mohd. Samlim (Tractor Driver), Mohd. Roof (Driver) and Naresh Kumar (Class IV Employee) all from Sheep Farm Reasi alongwith Ajit Kumar, Junior Assistant from Sheep Husbandry Department. Reasi with immediate effect.

Deputy Director Sheep form Reasi, Dr Naseeb Chand and Block Veterinary Officer Reasi Dr B A Fridi of Sheep Husbandry Department have been asked to explain the reasons for remaining away from the office without prior permission.

The DDC asked all officials of the Reasi district to be careful and accountable to their officials duties. He warned that action under law would be initiated against all those employees who are not doing their duties properly.

25 vegetable, fruit sellers booked

JAMMU, Apr 16: A team of Legal Metrology department and CAPD in surprise checking in the city and outside, booked twenty-five vegetable and fruit sellers today.

On the directions of Minister for CAPD, Taj Mohi-ud-Din, two teams of enforcement officers under the supervision of Amar Singh -Dy Controller Legal Metrology Jammu and V S Sambyal , Asstt Controller inspected nearly fifty vegetable and fruit sellers falling in Gandhi Nagar, Shastri Nagar, Bari Brahmana, Vijaypur and Samba.

A total twenty-five fruit and vegetable sellers were booked under various provisions of J&K Weights and Measures Enforcement Act, 1997. More than 300 copies of rate lists were issued by the Director CAPD Jammu were distributed. They were directed to display the rate lists.

Those who accompanied enforcement squad included M A Mughal, Janak Raj, Kuldip Raj, Ajay Verma, Ram Krishan and Deepak Sharma.

Kundal flags off Be-gam Pura express

JAMMU, Apr 16: Chief Secretary, B. R. Kundal today flagged off the train (Be-gam Pura express) from Jammu railway station to Varanasi the birthplace of great spiritual Guru Shri Ravi Dass ji Maharaj. The train will carry about 1200 disciple of Guru ji from the State and about 300 from Punjab to Varanasi on the auspicious occasion of 631st birth anniversary of the Guruji.

Extending good wishes to the Sangats (yatries), Mr. Kundal asked them to propagate the message of universal brotherhood and communal harmony of Guru Ravi Dass ji for which he dedicated his whole life.

Shri Shri 108 Swami Gurdeep Giri ji Maharaj and Dera Swami Jagat Giri ji Maharaj were also present on the occasion.

Sales Tax employees hold rally

Bhoomi Poojan for Muddh Devi Bhagwat Katha performed

JAMMU, Apr 16: The Bhoomi poojan for 10 day long Muddh Devi Bhagwat Katha starting from 22nd April was performed at Parade Ground here, today by Hariday Deep Charitable Trust Jeevan Nagar, Jammu, under the spiritual guidance of Swami Hariday Nand Giri Jee Mahraj.

A large number of devotees including seizable number of women were present on the occasion. The Mayor Jammu Municipal Corporation (JMC), Kavinder Gupta was the special guest. The bhoomi poojan was performed with rituals amdist chanting of Mantras by the devotees. After the Bhoomi Poojan, the flag hoisting ceremony was also performed.

Talking to media persons Swami Ji said eight years back he had started this Bhagwat Katha in Jammu for peace and prosperity of the state and since then a lot of change has taken place in J&K.

He said the main objective of this Katha is to make Shakti Prachar (propagation of Power symbolizing Goddess Durga) in the society. Expressing grave concern over the female foeticides, he said it is a sin as the girl child is having a supreme place in Hinduism. It is our tradition that we worship a girl. So there is a need of launching a crusade against this evil.

He said the Muddh Devi Bhagwat Katha will start from April 22 with Shoba yatra and 150 Brahmins will take part in the Bhagwat Katha. It will conclude on May 1.

LPEF’s plea to Govt on Pay Commission

JAMMU, Apr 16: Abdul Majid Khan, president, All J&K Low Paid Govt Employees Federation has said the Central Government is likely to implement 6th Pay Commission’s report soon and demanded that the J&K Government should also commit itself to do the same simultaneously in respect of State Government employees and pensioners as and when it is done by the Central Government.

Mr Khan sought immediate release of 6 per cent of DA installments from January, 2008 to provide much-needed relief to State Government employees and pensioners.

He also urged the State Government to raise the retirement age from 58 years to 60 years, enhance medical allowance at Rs 500 pm and daily wage rate fixed at Rs 100 and the higher payment to Anganwari workers, nambardars, village guards and other category of workers.

Mr Khan called upon the employees and workers all over the Jammu Province to participate in rally at Parade Ground, Jammu on April 28 to press for their genuine and long-pending demands.

CM inspects key development projects in Jammu city

JAMMU, Apr 16: Chief Minister, Ghulam Nabi Azad today visited several major upcoming development projects in Jammu city to take stock of the pace of ongoing work.

Mr. Azad who was scheduled to chair the meeting of the district development board, Ramban today, had to return from Reasi when the helicopter carrying him could not fly further in the face of inclement weather and windy conditions.

The Chief Minister decided to utilize the time in visiting the development projects to personally see the progress on their construction. Driving straight from the airport, he first visited the 7-storey Udhyog Bhawan at Railhead which is in the advanced stage of completion. The building is likely to complete in all respects during the current month itself.

Pertinent to recall that due to the personal interest shown by the Chief Minister in the completion of the project, the building, under construction for several years now, saw work speeded up. He made several visits to the construction site and impressed upon the project executing agency to complete the project by April this year. The foundation stone of the project had been laid 12 years ago. The revised estimated cost of the project is Rs. 14.47 crores. The Bhawan will house all departments and corporations connected with promotion and development of industries working under the administrative control of industries and commerce department.

Mr. Azad then visited the nearby site for the construction of the office complex of Divisional Commissioner. The 6-storey office complex would be executed at a cost of Rs. 12.48 crores. There is a provision for under-ground parking in the complex. The construction work has been started and the Chief Minister would formally lay the foundation stone once the work comes above the ground level. He has made it a point to lay foundation stones of projects only when the construction reaches above the ground level to ensure that these were not left midway after ceremonial foundation laying functions. The practice has been paying dividends and even mega projects are now completed in the stipulated timeframe.

The existing office building of the Divisional Commissioner along with other offices in the Mubarak Mandi Palace Complex are being shifted from the present location as the complex has been declared a heritage site and given under the control of the Mubarak Mandi Heritage Society.

Later, the Chief Minister inspected the ongoing work on the Yatrri Niwas for Amarnath pilgrims being constructed at Bhagwati Nagar here. The building has already come up to the third floor level. The three-storey complex would serve as accommodation for Amarnath shrine bound pilgrims in Jammu. The foundation stone of the Rs.4.91 crore project was laid by the Chief Minister on February 16. The Yatri Niwas will have 15 halls and administrative block with registration office, SRTC office, ATM facility, fair price and medical shops and dispensary. The Bhojanalya block will have langar halls and two kitchens on each floor connected with the main dormitory.

The Chief Minister also visited the upcoming Rs. 120 crore super specialty hospital at Reshamgarh Colony here. It is a significant development project in the health sector aimed at upgrading the existing Government Medical College Jammu Hospital to the level of AIIMS, New Delhi. Six super specialties of neurology, neur osurgery, cardiology, cardio-thoracic and vascular surgery, urology & renal transplant, nephrology and dialysis will be housed in the new complex, work on which was started in February this year. The upcoming building will also have a 250-bed hospital.

Mr. Azad also inspected pace of work on the 5-storey Attendant’s Sarai being constructed at a cost of Rs. 3 crore. The sarai will have 15 dormitories for attendants who do not have night stay facility in the city.

The Chief Minister also visited the site of a new complex for the J&K Public Service Commission at Reshamgarh Colony. The work on the project has commenced on March 1, 2008.

During his visit to the development projects, the Chief Minister impressed upon the concerned officials to strictly follow the deadline for the completion of each project. He asked them to engage more workforce, the need arise, and ensure that the timelines were adhered to in any case.

Kandi residents stage protest

KATHUA, Apr 16: Residents of Kandi belt under the banner of Kandi Welfare Forum from Kathua tehsil held a large protest demonstration in the town here today.

Led by Kashmira Singh ex-MLC and senior NC leader, the demonstrators were shouting slogans against the Government for total neglect of Kandi belt of district Kathua. A large number of youth and farmers participated in the programme and demanded compensation for their damaged crop.

Kashmira Singh while speaking on the occasion, condemned the coalition Government, especially PDP for taking more interest in the Pakistani agenda of joint currency and joint control over J&K State. He alleged that Government has no will to counter rising prices, poverty and providing health care and good education to the people besides resolving problem of unemployment. He demanded special recruitment rally for Kandi youth. Prem Singh and Ajeet Sharma (NC) also addressed the gathering.

GMC’s Oncology Deptt upgraded as RCC

JAMMU, Apr 16: Department of Radiotherapy, Oncology (Cancer Department) in Government Medical College, Jammu has been upgraded as Regional Cancer Center (RCC) by the Union Ministry of Health.

A sanction letter to this effect has been received by the office of Medical College Principal.

Dr Ashutosh Gupta, HoD Radiotherapy Oncology said it was a matter of great pride that such a distinction has been accorded to the Department.

The upgradation of the Department was done after the visit of an expert team from the Ministry which was fully convinced that a strong infrastructure for treatment of cancer patients already exist in the Medical College.

A grant of Rs 5 crore has also been provided to the Department which will be used to purchase ultra modern linear accelerator for treatment of cancer. Subsequently, with the availability of more grants, a separate cancer hospital would be created, sources said.

Dr Gupta said that the Oncology Department was registering 1500 new cancer patients every year and providing them quality treatment.

High Court closes on April 25

KABUL, Apr 16: Acknowledging India’s role in reconstruction of war ravaged Afghanistan, President Hamid Karzai today invited Indian universities to set up their off site campuses in the country.

In an hour-long interaction with Vice Chancellor, University of Jammu (JU), Prof Amitabh Mattoo, a member of board of directors of India-Afgahnistan Foundation, Mr Karzai said that he deeply values the contribution made by India in the reconstruction of the country.

Mr Karzai, who himself studied in Himachal Pradesh University, said, "Universities play a great role in building a society and a nation", and sought more investment in educational sphere in his country.

The President also recalled the historical Afghan linkages with the State of Jammu and Kashmir asserted that the foundation would play a greater role in cementing ties between the people of the two countries, especially in the educational sector. Zaimay Rasool, National Security Advisor of Afghanistan, was also present in the meeting.

It is to mention that Rasool’s great grand father was the last Afghan Governor in Jammu and Kashmir during Afghan rule.

Prof Mattoo, who is on a three-day visit to Kabul, also held meeting with other important Afghan leaders. Later, he delivered lectures at the Centre for Regional Studies and University of Kabul.

CM releases Dogra Art Museum Brochure

JAMMU, Apr 16 : Chief Minister, Ghulam Nabi Azad today released Dogra Art Museum Brochure which is the unique compilation of entire state history pertaining to the ancient period projected in the shape of rare of the rarest work in marble hall, manuscripts pertaining to the great epic Ramayana written in Persian script, 17th century, meticulously illuminated and illustrated manuscripts of Moughal period- Shahnama Firdosi calligraphed by Syed Jalalu-din-Bhukari and Punjgunj Nizami calligraphed by Inayatulla- Sherazi.

Other famous items are Terracota belonging to 5th and 6th century, terracota heads from the famous Kushan site Ambaran, Akhnoor situated on the right bank of river Chenab about 32 kilometers from Jammu, stone sculptures from various places of Archaeological/ historical significance in Jammu region, inscriptions on stone, fossils and bronze etc.

Art Gallery was inaugurated by Ist President of India Dr. Rajendra Prasad on May 28th, 1954 at Gandhi Bhawan Jammu. Subsequently, over the time period from 1954 to 1991, there was tremendous accumulation of cultural heritage in the Art Gallery which had taken the shape of museum. Later, the museum was renovated and established in the pink Hall of Mubarak Mandi complex, Jammu and was inaugurated by the then Governor of State Girish Chander Saxena in 1991.

The Chief Minister Ghulam Nabi Azad after taking the charge of government took immense interest into the museum’ which houses over 5500 works of exquisite art, spanning over the last 1600 years. The Museum is known for its sumptuous and world famous collection of Rasmanjari series of Basohli Paintings.

The Museum collection comprise of Miniature Paintings of different schools, manuscripts, Dogra Arms and Armory, Numismatics, Archaeology, Dogra Costumes, Jewellery, Metal ware, Musical instruments and Gallery of Modern Art.

The Dogra Costumes section contains various Dogra Costumes, Shawls, Chamba Rumals, Phulkari items etc. Besides, the Numismatic Section showcases coins in silver, copper pertaining to Kushan, Hindu, Sultanate, Moughal, Afghan, Sikh, Dogra and British Period and the Arms and Armory section contains Dogra Arms and Armory, 1 to 8 Barrel Riffles, Old Pistols, Swords, Zera baktar and Cannons. Another attraction of this section is the metallic bow of Moughal period, decorated and inscribed in gold carrying the name of Moughal Emperor Shah-i-Jahan.

Mr. Azad immediately called for carrying out extensive up-gradation and modernization drive for not only updating the record but its compilation in such manner so that general public becomes aware of the state’s treasure.

The newly released brochure carries all the information about the museum collection.

Among others Minister for Higher Education Gulchain Singh Charak, Divisional Commissioner Jammu Sudhanshu Pandey, Director Archives and other senior officers of the concerned departments were also present on the occasion.

ASKPC condemns Mufti’s statement

NEW DELHI, Apr 16: All State Kashmiri Pandit Conference (ASKPC) in a meeting here, today held under the chairmanship of Kundan Kashmiri has condemned the statement of former Chief Minister Mufti Mohammed Sayeed for demanding use of Pakistani currency along with Indian, in J&K State.

Mr Kundan Kashmiri, while reacting to Mr Sayeed’s demand said that KP community in general and ASKPC in particular reject all such unacceptable and impracticable demands of PDP and its like-minded groups like dual currency, power sharing arrangements between India and Pakistan on Jammu and Kashmir as well as creation of regional council for J&K and PoK by redesignating the Upper House of the State Legislature as a regional senate for the undivided J&K.

Kundan Kashmiri said PDP leaders have no mandate from J&K State to make such statements. The others who attended the meeting included B L Thusoo, M L Malla, H K Razdhan, Prof. Sheera and R L Raina.

Refresher course on wild life protection organised

JAMMU, Apr 16 : To cross the threshold limit in the performance, the training skills as inculcated during the training courses have to be translated into action for better results, Minister of State for Forests G. M. Saroori said. He added that the training and development of individuals has always the potential of bringing out the maximum from the individual with regard to his work out put.

The Minister was speaking during two week Refresher course for frontline staff organized by the department of Wildlife Protection in collaboration with Directorate of Forest Education Dehradun at Manda Jammu today.

Mr. Saroori hoped that such training programmes will be periodically organized so that the capacity and professional competence of all the frontline staff managing the natural resources of the State is increased.

The Minister said that to deal with the situation of man-wild animal conflicts, substantial strengthening of the department of Wildlife Protection is called for in terms of the mobility, communication, equipments, trapping and translocation facilities, rescue centers, compensations package, honorarium to eco-development committees and awareness raising etc.

Speaking on the occasion, Principal Secretary, Forests, Madhaw Lal said that trainings were essential to upgrade the knowledge, skills and attitude of the employees.

Chief Wildlife Warden, Department of Wildlife Warden, presented welcome address and threw light on the two week refresher course.

Regional Wildlife Warden, Nisar Ahmad Kichloo offered the vote of thanks on the occasion.

Among others who spoke on the occasion including Chairman, Pollution Control Board C. M. Seth.

RPPUF demands hill development
council for Rajouri-Poonch

JAMMU, Apr 16: The Rajouri Poonch People’s Unity Forum (RPPUF) has blamed successive State Governments for under development in the twin border districts (Rajouri and Poonch) and demanded the formation of hill development council for the speedy development of these districts.

Addressing a press conference here today, Advocate Wahid Kassana, president of this newly floated forum, highlighted several problems being faced by the people of these districts in the absence of adequate development.

Kassana suggested the formation of hill development council for Rajouri-Poonch, on the pattern of Leh-Ladakh, along with allocation of separate funds from Centre for the development of these districts.

He also took up the demand for parliamentary constituency comprising of Rajouri and Poonch and sought to increase the number of Assembly segments, as all the segments comprises over a lakh voters.

The several other demands also highlighted by the forum included employment package for youth, carving out of more districts, promotion of tourism, strengthening of people to people contact across the border and relief to victims of 2005 earthquake.

The forum, however, asked the people of these two districts to remain united for the realization of their demands and also impressed upon the State and Centre Governments to mitigate grievances of the people.

The other members of the forum also present were Advocate Altaf Hussain (general secretary), Haq Nawaz (senior vice president), Advocate Wajahat Hussain Kazmi (vice president), and Advocate Nisar Ahmed (secretary).

Industrialists hold protest demonstration against CCE

JAMMU, Apr 16: Industrial fraternity of Jammu province under the banner of Federation of Industries organized protest demonstration against Commissionerate, Central Excise and Customs, Jammu and Kashmir today.

Those who participated in the protest demonstration included all the elected representatives of Bari Brahmana Industries Association (BBIA), Association of Small Scale Industries (ASSI, Gangyal), Birpur Small Scale Industries, Association of Small Scale industries (Digiana) and Industrial Associations of Samba, Kathua and Udhampur.

The demonstration was held against the harassment being meted out to the industrial units by the office of the Commissioner, Central Excise, J&K, which has added to the woes of the industry which has already been protesting against the virtual withdrawal of Central Excise exemption by the Government of India.

They complained that Commissionerate Central Excise (CCE), J&K, in a well planned move, has declared most of the industrial units ineligible for availing exemption on the basis of their location (notified Khasra numbers), this act of Commissioner has put the final nail in the coffin and ensure that hundreds of entrepreneurs will be forced to close down their units and another 30,000 workers would lose their jobs.

They added that the CCE has issued hundreds of show cause notices on the basis of Khasra numbers, the verification of which is deliberately taken up after every three to four months just to harass the entrepreneurs.

The speakers who included Federation chairman Annil Suri, secretary general T S Reen and presidents of all the affiliated industrial associations under FOI), wanted to ascertain the intentions of the Government, whether it wanted industry to grow in Jammu province clearly, so that prospective entrepreneurs were restrained from falling into the trap of putting up their industry in this State.

J&K Anti-discrimination Forum floated

JAMMU, Apr 16: Newly floated J&K Anti-discrimination Forum of Jammu has strongly criticised the present and the past rulers of the State for causing discrimination with the Jammu region.

Addressing a joint press conference members of the Forum including Maj Gen (Retd) Goverdhan Singh Jamwal and Madan Dogra (Retd SE) alleged that Jammu region continued to face discrimination despite the assurance of Chief Minister Ghulam Nabi Azad who himself belongs to this region. No doubt, Mr Azad was trying to provide equal justice to all the three regions but even then he alone seems to be unable to do fairly well with the people of all the three regions due to pulls and pressures from Kashmir dominated leaders.

They alleged that due to weak leadership in Jammu region, the people of this area are facing this discrimination. Majority of funds are spent in Kashmir. Tourism sector in Jammu often receives a raw deal. In civil secretariat, hardly 10 % of the employees are from Jammu that too, on lower posts. No efforts were utilised to create a balance.

Again, daily rated and community participation workers engaged in PHE are getting Rs 500 per month in Jammu but those in Kashmir are being given Rs 2100. Class IV ( Chowkidars) in Social Welfare Deptt in Kashmir are getting Rs 1500 per month but those in Jammu are getting only Rs 800. J&K Bank guards in Jammu are given Rs 2300 per month while those in Kashmir are getting Rs 3000 and Rs 500 as food allowance. These are some glaring examples which are needed to be addressed immediately.

Mr Dogra said the Forum will gather all the relevant information about the major issues, study them with professional inputs and bring it to the notice of public and the Government. To achieve this forum will seek support from intellectuals, professionals like judges,lawyers, social scientists and retired bureaucrats of eminence. The aim is to get justice to all irrespective of religion, region or community and educate, motivate and move public opinion against such discrimination.

‘Gouri Maa Ke Kale Bachey’ play staged

JAMMU, Apr 16: Ek Sath Rang Mandal staged Vijay Malla’s famous play ‘Gouri Maa Ke Kale Bachey’ at Darhal (Rajouri) in Folk festival, organized by Academy of Art, Culture and Languages.

The play written and directed by Vijay Malla was appreciated and enjoyed by all the people of the town as it exposed mis-doings of our new generation in the society.

Rashid Qamar, Cultural Officer of Academy conducted the proceedings of the play. Col M K Joshi, CO 48 RR was the chief guest, who said that such kind of plays should be staged again and again in this Urdu knowing remote area.

He distributed gifts among the actors. Those who acted in the play were Irfan Ganai, Amarjeet Kour, Arti Kapoor, Ishfaq, Pardeep, Parvinder Singh, Ajay Dhar, Inderjeet Singh Sambyal, Farid Iqbal and Vijay Malla.

Zargar inaugurates SKUAST seed processing centre

JAMMU, Apr 16 : Minister for Agriculture and Cooperatives, Abdul Aziz Zargar today inaugurated a mega seed processing centre and training programme on scaling-up of water productivity in agriculture for livelihood through teaching-cum-demonstration of trainers and farmers at SKUAST Jammu.

The main objective of the project, which has been established at a cost of Rs 3.93 crore was to build capacity for improved seed production, to undertake rapid multiplication and sapling production including tissue propagation besides creating human resource involving trainers and farmers.

While addressing the big gathering of scientists and farmers on the occasion, the Minister said that agriculture needs to be strengthened for enhancing its productivity, sustainability as the major chunk of people are involved with the sector. He said that the establishment of the quality seed development project was yet another step towards the development of the sector and the welfare of the people. He said that the university has earned its name and is included amongst the biggest universities of the country at present.

Mr. Zargar added and said that "our State has rich resources of aromatic and medicinal flora having high economic value which need to be explored."

The Minister distributed ‘farm health card’ a composite card for farmers on the occasion. The farm card is a new and unique concept introduced where the farmers can be updated about the quality of soil, crops, fertilizers, natural resource management, animal husbandry, pest management and use of fertilizers. The card in first phase would be introduced in two villages adopted by the university on trial basis.

Vice Chancellor Prof. Nagendra Sharma in his welcome address earlier said that the University is doing its best job for the welfare of farming community of the State. He said in order to promote the fields of agriculture, live stock and allied sectors, the state of art facilities developed at the campus would be helpful to enrich farmers life and livelihood. He said this facility would also provide alternative means of sustenance and generate employment opportunities thereby improving the social economic status of farming community.

Rs 36.95 crore annual plan earmarked for Ramban

RAMBAN, Apr 16 :The Annual Plan for the current financial year for Ramban district will be of the order of over Rs.36.95 crore. This includes Rs.34.50 crore as capital component and Rs.2.45 crore as revenue component. In addition, an outlay of over Rs.12.71 crore is expected to be made available as Central share under centrally sponsored schemes.

This was stated at the Ramban District Development Board meeting held here today under the chairmanship of Minister for Technical Education, Youth Services and Sports, Haji Nissar Ali who is also Chairman of the District Development Board, Ramban.

Minister for Roads and Bridges, Jugal Kishore Sharma, Minister of State for Finance, Aijaz Ahmad Khan, MP Choudhary Lal Singh, Legislators, Moulvi Abdul Rashid and Dr. Chaman Lal, Principal Secretary, Planning and Development, Iqbal Khandey, Principal Secretaries, Commissioner/Secretaries, Secretaries, Divisional Commissioner, Jammu, Heads of Departments and District Officers attended the meeting.

The Chief Minister, Ghulam Nabi Azad was to chair the meeting but due to bad weather his helicopter returned to Jammu from Reasi.

The meeting reviewed the action taken on the decisions of the Board meeting held last year and discussed in detail the physical and financial targets proposed for the current fiscal.

Earlier, in his welcome address, the District Development Commissioner, Ramban, A.D. Shanas said that during last financial year. It was stated in the meeting that construction of new district setup has been taken in hand at Maitra- Ramban with a project cost of Rs.38.70 crore. In the first phase, Deputy Commissioner’s office and Conference Hall will be constructed, he added. Essential feeder of Emergency Hospital, Ramban has been setup to ensure 24 hours power supply for the hospital.

Similarly under NABARD and State Plan, 18 roads are being constructed to provide 142 km road network while as under PMGSY, 112 km road length has been taken up out of which 25 km has been completed. A 3-storey building of Patwarkhana is under construction at Patnitop with a cost of Rs.96 lakh, the meeting was informed.

Likewise, under Rural Development Sector, four model villages are being developed at Ghandhri, Ukhral, Thethar and Budhan . Under Indira Awas Yojna and Rural Housing Scheme, all the 200 targeted houses have been completed in the district. Under National Rural Employment Guarantee Scheme, 27786 rural families have been registered and issued job cards besides generating 927248 man days.

During the current financial year, a road length of 22.20 Kms will be black topped, 29.50 Km metalled, 70 km shingled and 73 km fair weather roads constructed under PWD sector.

In Education sector, text books will be supplied to 19500 students while 47485 students will be covered under mid-day meal scheme.

Addressing the meeting, Haji Nissar Ali emphasized for time bound execution of development works and welfare schemes so that benefits of these reach to the people speedily.

Jammu, Apr 16 : Chief Minister Ghulam Nabi Azad has said that 2007, as well as the ongoing year, had been a period of brisk development activities and the least violence in the State, even as he hoped that the State would march ahead on the road to complete peace and progress. He said on the pattern of just concluded Jammu Festival, similar events would be held in Kashmir and Ladakh this year, adding that the rich cultural diversity of the State would be also showcased in different parts of the country.

Azad was addressing the concluding function of the fortnight long Jammu Festival here on Tuesday evening. During the festival started on April 1, around 370 different events were held throughout the Jammu province, following the decision to make the annual event a whole-province and 15-day affair instead of 3 days as was done earlier. The concluding event held at the Zorawar Singh Auditorium was a mega multi cultural event produced and directed by theatre personality, Balwant Thakur.

Noted singer and wife of Chief Minister, Mrs. Shamim Azad, Minister for Health & Medical Education, Mangat Ram Sharma, Minister for Higher Education, Gulchain Singh Charak, legislators, Divisional Commissioner, Jammu and Chairman, Steering Committee, Jammu Festival, Sudhanshu Pandey, Secretary, Tourism, Naeem Akhtar, senior officers and prominent citizens and a large number of men, women and children were present.

Describing the State as a bouquet of multi-colour flowers, the Chief Minister said unity in diversity was its distinctive feature. He said each of the three regions of Kashmir, Jammu and Ladakh had individualistic cultures that complimented each other in making the State a pluralistic society. He said different cultures, languages, food and dresses of people of various areas of the State made it a unique place. He prayed that the walls of hatred sought to be created by some elements disappear and their hearts fill with compassion so that the State and its people progress and prosper.

The Chief Minister alluded to various measures initiated by him to improve the work culture and usher the State into an era of unprecedented development activities. He said whether it was construction of roads, hospitals and schools or waging war against corruption or improving the security situation, the scenario told a different and positive story today. He said during the past two decades, last year and the current year so far had been the best in terms of least violence, killings of civilians and security forces’ personnel and human rights violations. The period also witnessed zero incidence of custody disappearance, he added.

The Chief Minister called the holding of Jammu Festival as very successful and said that on his directions its duration was extended from three days to 15 days and from being a Jammu-city affair to a whole-province event. He said different programmes were held in all the 10 districts of the division. He said Jammu division was a kaleidoscope of diverse colours and there was a new Valley and a new language or dialect beyond every mountain. He said the festival highlighted this diversity. He said about quarter to four hundred different events were held across the province during the festival. He said according to the feedback he received, as many as 5,000 to 15,000 people attended each event at different district headquarters and other places. He said similar festivals would be held this year in Kashmir and Ladakh regions. He also called for holding an event based on cultures of all the three regions, at Delhi and other parts of the country to showcase the State’s rich cultural heritage.

Azad complimented the organizers for successfully holding the Jammu Festival and retaining the interest of the audiences. He had a word of special appreciation for Balwant Thakur for presenting a colourful mega multi cultural event depicting unity in diversity of the State.

Earlier, Chairman, Steering Committee, Jammu Festival and Divisional Commissioner, Sudhanshu Pandey gave a brief account of the events organised during the festival.

Romesh inaugurates water reservoir

JAMMU, Apr 16 : Minister of State for PHE and Industries, Dr. Romesh Chander Sharma inaugurated a water reservoir at Mangla Devi in Nowshera constituency. The reservoir with a capacity of 50-lakh gallon of drinking water is expected to facilitate the inhabitants of Mangla Devi village as well as devotees visiting the Mangla Devi Temple.

Minister also paid obeisance at Mangla Devi temple on Ram Navmi where near about 1,50,000 devotees visited for darshan during Navratras.

During his tour to the constituency, Minister while addressing series of public meetings at Sia, upper Athal and Makole said that the Government has undertaken numerous development projects for providing potable water, road connectivity to the uncovered areas. He said that various steps have been taken in industrializing the State for ensuring self-employment opportunities for unemployed youth.

People of Mangla Devi, Talain and Breri have demanded for construction of suspension bridges for connectivity with the other areas of the district.

Committee seeks repair of Khir Bhawani

JAMMU, Apr 16: The Prabandhak Committee of Khir Bhawani Asthapan Manzgam, Kulgam has decided to perform annual hawan on July 10, this year on the eve of "Har Asthami."

In a general body meeting of committee held under the chairmanship of TN Padroo, it was disclosed that devotess from all over the country are likely to visit Manzgam this year.

Meanwhile, the committee expressed serious concern over damages caused to the shrine while construction of Gujjar Dar road. It was also impressed upon the district administration to execute repair works in the shrine right away before the start of annual hawan ceremony.

Jats hold rally, demand OBC status

JAMMU, Apr 16: Jat Kalyan Sabha today held a peace march in favour of its demand for grant of OBC status. The rally started from Dogra Mohalla and concluded at Divisional Commissioner’s office.

The rally was led by president of the Sabha, Choudhary Kamal Singh and president Akhil Bharat Varshya Jat Maha Sabha, Varinder Singh.

Wearing their traditional dress, the members of community drawn from border areas like Doulian, Jattan, Mendhar, Poonch participated in the rally along with their brethern from Jammu, Udhampur, Delhi, Haryana and other areas.

While addressing the rally, Kamal Singh said that the share of community in State’s total population is merely 0.25 percent and the literacy rate as per a recent survey is merely 16 percent. He warned the Government that if their demands were not conceded then they would have no other option than to intensify their struggle.

Meanwhile, Varinder Singh while pointing towards ensuing Assembly elections said that the community has decided to cast their vote in favour of such a political party which will plead their case for permanent OBC status. He also expressed sadness over the assumed fact that there is not even a single person on the top rung in Government services.

Among others who addre-ssed the rally included Dev Paul Singh, Ranbir Singh, Manipal Singh, Jasbir Singh and Kuldeep Goswal.

Later on, the rally passing through several places reached Divisional Commissioner’s Of-fice where a memorandum of demands was submitted to Government through Divisional Commissioner.

Coca-Cola adopts Government
Primary School Nanak Nagar

JAMMU, Apr 16: Coca-Cola India, country's one of the largest beverage companies today announced to bear the annual education expenses for more than 100 students studying in the Government Primary School, Nanak Nagar. This is the second school adopted by the company after Government Middle School, Marakhari, Channi Himmat, which was adopted some five years back.

In a function held in the school premises, the company also provided students with required stationary for the entire year. MLA Raman Bhalla and HR Manager of the company, Vivek Tyagi were the main guests on the occasion.

Speaking on the occasion, Bhalla lauded the efforts of Coca-Cola in taking the initiavite. "By doing so the company has lessened the the burden of poor parents who can’t afford to send their wards to school."

Meanwhile, Mr Tyagi said that the company has adopted the school as a part of Corporate Social Responsibility (CSR) programme. He further said that the company is also taking up measures to provide better infrastructure to the public sector schools besides giving merit based scholarships to the needy students.

Headmistress of the school, Amarjeet Kaur has expressed gratitude towards the company and expressed hope that the latter will keep on helping weaker sections of the society in the same way.

Signature campaign launched against price rise

The massive signature campaign has been launched for submission of people’s petition to the Parliament on several other demands including revival of public distribution system, comprehensive laws for unorganized sectors like agriculture, land reforms, cheap credit facilities to agriculturalists, forceful implementation of labour laws, protection of trade union rights, strenghtening of public sector, more tax on rich and cheap power to rural and urban poor.

Among other leaders of the organization connected with the execution of campaign included Aswani Pradhan, Arun Kumar, Rakesh Chouhan, VK Pandita, Ashwani Bakshi, Ramesh Ganjoo and Onkar Singh.

Bronchoscopy saves life of a child

JAMMU, Apr 16: Doctors in SMGS hospital of Government Medical College (GMC), Jammu have removed a peanut from right lung of a child through Bronchoscopy and saved his life. The child, who was suffering from acute respiratory distress for last several hours, would have collapsed had the peanut not been removed.

The child after consuming peanuts had a vomiting after which one of the peanut slipped into his right lung, which even couldn’t be detected through X-ray.

Though the Bronchoscopy in such cases has a high mortality rate, Head of Department (HoD) ENT Dr Aniece Choudhary and his team took the extreme risk of conducting the procedure and finally succeeded in removing the peanut from the child’s lung.

The child was responding and was stated to be out of danger.

Dr Choudhary’s team, which joined him in Bronchoscopy, comprised Dr Dinesh Luthra, Prof ENT, Dr K P Singh, Assistant Professor, Dr Kamal Kishore and Dr Shalinder Singh.

Strengthening of PDS suggested to Centre
Tarigami expresses concern over rise in prices

SRINAGAR, Apr 16: CPI(M) State Secretary and MLA Kulgam, M Y Tarigami has expressed grave concern over the continuous rise in the prices of essential commodities.

Addressing a public rally at Aglar in Pulwama district, today, he said that the prices of essential commodities have increased by as much as 15 to 20 percent in the previous year, hitting hard the budgets of people at large.

Considering that the vast majority of working people don’t have fixed income and protection against inflation, Tarigami said that such huge increase in the prices of essential commodities have constituted a regressive distribution of income from poor to rich.

Attributing the price rise to anti-people policies of the Central Government, he blamed the Centre of willfully neglecting agriculture sector, weakening public procurement and destructing public distribution system.

He also expressed concern over weak public distribution system (PDS) and alleged that it was deliberately weakened by replacing the universal PDS by targeted PDS. He, however, urged the Centre to strengthen the PDS by universalization and also strengthen the provisions of Essential Commodities Act to empower State Governments to deal with hoarding and black marketing.

Also addressing, MLA Wachi, Mohd Khalil Naik, expressed serious concern over the erratic power supply in the State. He highlighted that twin districts of Pulwama and Shopian have been suffering from erratic distribution system, irrational fee structure, defective transmission lines and leakages.

He urged upon the State Government to take immediate steps for making easy availability of fertilizers to the farmers.

Strike extended upto April 23
Clerical cadre employees organise large rally

JAMMU, Apr 16: Clerical staff of all the Government departments (J&K) held a strong rally and staged dharna throughout the day outside the office of Divisional Commissioner here today.

Employees from various J&K Government departments, assembled at Mubarak Mandi complex and held massive protest demonstration against the Government. They shouted slogans in support of their demands. The agitating employees were also carrying banners and placards in their hands, depicting demands of removing pay anomalies.

The clerical cadre employees are demanding that pay grades of junior, senior and head assistants be given hike as done in case of other cadres. The protest programme was held under the banner of Jammu, Kashmir & Ladakh All Departments Clerical Staff Association. Several leaders including Ram Kumar Sharma, Rehmat Ullah Malik, Ravi Singh , R P Sharma, C L Koul, Sayeeda Bano, Anil Mehta, Bashir Malik and others addressed the gathering and urged the State Government for early redressal of their demands.

On the conclusion of the rally, Ram Kumar co-ordinator announced the decision of the Central Executive Committee regarding extension of Kam Chor Hartal of the employees up to April 23.

Meanwhile, on the invitation of State Government the dialogue process with the Negotiation Committee of the agitating employees was resumed. Principal Secretary Finance, Divisional Commissioner Jammu and Commissioner/ Secretary GAD held talks on behalf of Government. However, the talks remained unsuccessful.

Reports from Poonch said that employees held large rally under the leadership of Mohd Bashir Mir. The employees held demonstration and shouted slogans against the Government for causing delay in mitigating their demands. Several employees leaders Sarwar Manhas, Sham Parsad Sharma and Daljit Singh also addressed the gathering. Similar protests were held at all the district headquarters and tehsils of the state today.

Medical employees continue strike, stage demonstration

JAMMU, Apr 16: The work remained paralyzed in all the theatres of Government Medical College (GMC), Jammu and its associated hospitals as the medical employees continued their strike for the third consecutive day today on the call of Medical Employees Association.

However the routine work in emergencies of the hospitals was allowed to run smoothly.

The striking employees took out a procession from GMC Jammu which after passing through Fly Over, Indira Chowk, B C Road later culminated in GMC. It was led by the president of the Association Pardeep Sharma and its other senior leaders including Kulbhushan Singh.

The irate employees raising slogans in support of their demands accused the Government of backtracking from its promises made with the Association earlier on March 20 this year.

The Association, while announcing to continue its 72 hour strike which completed this evening for next three days, warned the Government that it will not budge an inch from its stand.

Addressing the demonstrators, Mr Pardeep Sharma said that the Minister of Medical Education and Health, Mangat Ram Sharma had promised with the Association office bearers on March 20 that Government will concede their demands and the orders for the same will be issued within a couple of days.

He said on this assurance the strike was withdrawn at that time for two weeks but till date no orders were issued in this regard and the Association was constrained to resume the strike.

He said the Minister had also agreed that medical employees working on consolidated pay, adhoc and contractual basis will be given extra pay of two and half days. Besides the contractual and adhoc employees of Health and Medical Education Department will be given basic salary and cases of all the three categories of employees will be submitted to Cabinet Committee for regularisation. But nothing was done till date in this regard, he added.

Woman slaps Intern
GMC docs go on flash strike

JAMMU, Apr 16: Junior doctors in Emergency wing of Government Medical College (GMC) Jammu went on a flash strike this afternoon after a woman slapped a junior doctor.

Reports said a woman from Resham Ghar Colony, Suman Bala, who approached Emergency for the treatment of her child, was not given proper response by the doctor. She slapped an intern Dr Vinod Kumar.

This provoked the doctors who immediately went on a strike seeking action against the woman.

Acting GMC Principal Dr Kum Kum Sharma, Administrator Dr Rakesh Khajuria, Medical Superintendent Dr Romesh Gupta and Deputy Medical Superintendent Dr Manoj Chalotra rushed to Emergency and talked to the agitating doctors.

Following persuasion by the administration, the doctors called off their strike as the woman tendered a written apology for her behaviour.

Week long National Integration
camp concludes at Udhampur

JAMMU, Apr 16: Minister for Health and Medical Education, Mangat Ram Sharma has said that the peace loving people of our motherland have always uphold the spirit of national integration despite odds and adversities. He said that India have never allowed its enemies to weaken its sovereignty and integrity. He called upon the youth to work unitedly for the national integration to make India a role model for other countries.

He was addressing at concluding function of 7-day National Integration camp organized by Nehru Yuva Kendra at Jib Udhampur for first time in the district, in which 150 youth of 17 States including Asam, Andhra Pradesh, Tamil Nadu, West Bengal and Utter Pradesh participated. During the camp period the guest youth were educated about various culture and religious ethos of the State.

Mr. Sharma further said that the border State always remained symbol of secularism and never allowed any one to create wedge in the decades old secularism of the state. He apprised them about the various steps taken by the Government for boosting tourism in the State, besides, bringing peace and normalcy in the State.

The Mini
