Massive increase in rentals after 60 years: Azad

JAMMU, Apr 9: Chief Minister Ghulam Nabi Azad, at a high level meeting here today, reviewed the recommendations of the Working Groups constituted by the Prime Minister on Jammu & Kashmir following the second Round Table Conference held in Srinagar in 2006.

The meeting, attended by Deputy Chief Minister, Muzaffar Hussain Baig, Chief Secretary, B. R. Kundal, Financial Commissioner, Home, S. S. Kapur, Director General of Police, Kuldeep Khoda, Principal Secretary to Chief Minister, Anil Goswami, Financial Commissioner, Revenue, Khurshid Ahmad Ganai, Commissioner/Secretary, GAD, Basharat Ahmad Dhar and Secretary, Revenue, Masood Samoon, in particular deliberated on the massive increase in rentals of orchards and land under the use of Army in J&K.

Pertinent to mention that the rent for the fruit bearing orchards has gone up by 634% while that of the land falling under Srinagar and Jammu Municipal Corporations, Poonch Municipal Council and Srinagar and Jammu Cantonments, municipal councils and municipal committees has been increased by 500%.

Likewise, the rent for class-I irrigated land has been enhanced by 300% and irrigated (double cropped) land by 242%. The rent of the class-II irrigated land has been increased by 284% and un-irrigated by 246% while the rent for class-III (un-cultivable) land has gone up by 216%.

The enormous increase in rent came about after the Chief Minister had a meeting with the Defence Minister, A. K. Antony at Srinagar on October 27, 2007 and pleaded the case of the poor orchardists and owners of land in the State whose rent had not been enhanced for a long time. As a result of this meeting, Antony asked the Chief Minister to make out a case for increase in the rent. He assured the Chief Minister that the Government of India would agree to what the State Government would propose.

The J&K Government followed the assurance by conducting a special survey across the State by committees under the two divisional commissioners. The committees included deputy commissioners and officials of revenue, agriculture and horticulture departments who made a detailed survey of the land under the army’s use and the losses suffered by the owners due to inadequate rent. Based on the special survey, the State Government forwarded recommendations to Government of India for a massive increase in the rent of the land and orchards. The proposal of the State Government was accepted by the Government of India in toto.

The enormous increase was affected for the first time in 60 years and was the result of the efforts made by the Chief Minister who ably pleaded the case with the Central Government.

On behalf of the State Government, Azad thanked Government of India for acceding to the recommendation for the massive hike in the rent.

UDHAMPUR, Apr 9: To check punctuality, regularity and work culture in Government offices, the District Development Commissioner, Udhampur, O.P. Kalandria accompanied by the Chief Planning Officer, Rakesh Jamwal today conducted surprise visit of different offices.

During their visit to District Industries Centre, it was found that the Project Manager, Industries, C. M. Mansotra and two Junior Assistants, namely Raghubir Singh and Pramodh Kumar were absent from duty unauthorizedly. Likewise Section Officer, R.M. Sharma and Orderly, Romesh Chander of Programme Officer ICDS office were not present in the office. The DDC placed these absentees of both the offices under suspension with immediate effect directing their district heads to conduct an inquiry and submit report to proceed further accordingly under rules.

In the meanwhile, the DDC has called the explanation of Sub Divisional Agriculture Officer, Udhampur, H.K. Mankota and Project Officer, ICDS, Gur Darshan Singh who were also not available in their respective offices.

Mr Kalandria has directed all the district heads and other officers to keep strict vigil over the attendance, punctuality and work culture in their departments concerned. He called upon the employees to work with sincerity and dedication and complete the targets well in time.

Pak pilgrims meet Governor, CM

JAMMU, Apr 9: Governor, Lt. General (Retd) S K Sinha today called for hassle free travel for pilgrims and facilitating more people to people contact between India and Pakistan.

"I have observed in newspapers some Pakistani leaders suggesting free visa between India and Pakistan", he said, adding that a decision in this regard will have to be taken by the two Governments. He highlighted the essence of great Indian philosophy of Vasudeva Kutumbakam (the whole world is one family),

Gen Sinha, in his hour long interaction with Pakistani Hindu pilgrims at Raj Bhavan here this morning after their return from the darshan of Mata Vaishno Devi, said the normalization process has got new impetus with positive signals emanating from the new Pakistani leadership and hoped this will fructify in lasting peace and tranquility on the sub-continent. "We are treading the right path", he said, adding that the people of India and Pakistan were bound by a unique old relationship despite being two nations now.

He said smoothening of relations will open up new vistas for people to people contact and the day will not be far when more such groups will be coming to pay obeisance at the revered Dargah of Sheikh Moin-ud-Din Chisti at Ajmer and Mata Vaishno Devi in the State. He responded positively to the demand of visiting pilgrims about sponsoring groups from Pakistan to pay obeisance at the Trikuta Hills cave shrine and went ahead to offer seats for Pakistani students in Shri Mata Vaishno Devi University.

He referred to the deep yearning among Kashmiri Pandits to visit Sharada Peeth in Pak occupied Kashmir and said "I am optimistic that the aspirations of the people will get fulfilled one day".

Mahesh Kumar wanted Shri Mata Vaishno Devi Shrine Board to sponsor more groups of pilgrims for longer durations. "After experiencing the amount of affection from the people especially the Shrine Board functionaries, we are encouraged to organize trips of our elders in a big way', he said.

A famous singer among the pilgrims, Sushil Kumar, who has to his credit 100 albums of Bhajjans and Kirtans, sang in melodious voice the Bhaint of Mata, unmindful of the geographical location of the revered shrine. Believing it to be in Kashmir, he went on singing "Kohinoor Ka Jalwa Hai, Janat Ka Nazara Hai, Kashmir Ki Wadi Mein Sheroonwali Ka Dwarah Hai, Hai Kendra Tapasya Ka, Rishyoon Ki Yeh Dharti Hai, Is Dharti Ki Kudrat Bhi Aradhana Karti Hai '.  He says this album has become very popular in Pakistan and abroad.

Meanwhile, Chief Minister Ghulam Nabi Azad has asserted that warm bilateral relations between India and Pakistan were in the interests of the two countries as well as of the world at large, saying that the desire for peaceful and cordial ties, seen for decades at the people’s level on either side, was now showing itself at the official plane also.

Interacting with the pilgrims from Sindh province of Pakistan, who called on him today, the Chief Minister said that the yearning for peaceful and friendly ties between the two countries was always there among the people on both sides. However, he said, the two Governments had also realized now that peace in the region and cordial bilateral relations were in the interests of both sides. He said during the past four years the two governments took significant initiatives, promoting the kind of warmth in relations as was never seen before.

Mr Azad said that the peace process initiated by the two countries had resulted in closing the mouths of guns and mortars on the border and opening of a new phase of reconciliation and friendship. He said border population on both sides had in particular felt relieved as peace prevailed on Indo-Pak border. The people to people contact leading to exchange of journalists, politicians, pilgrims and students further improved the environment. The atmosphere of mistrust, he said, was replaced by optimism and trust.

Mr Azad hoped that this atmosphere would be further consolidated following the completion of electoral process and installation of a new Government in Pakistan. He said the internal situation in the neigbouring country had slowed down the dialogue process which, he anticipated, would be now taken further from where it had been left in February 2007. He said that India wanted cordial and friendly relations with Pakistan and wished its people all the best.

The Chief Minister welcomed the pilgrims form Pakistan in Jammu & Kashmir and hoped that the frequency of such visits would be increased in future. He said the level of the two countries coming closer to each other was related with the frequency of visits at the people’s level. He said the arrival of the Pakistani pilgrims in the State was a welcome beginning, adding that he would like to see pilgrims from Pakistan visiting the Amarnath shrine in Kashmir also.

He enquired from the visiting pilgrims about their travel and stay in Jammu. He asked the conducting officials to arrange their visit to Raghunath temple, Bahu Temple, Bahu Fort and acquarium before their departure for Haridwar today.

Qarra seeks support for SFC revival
SIDBI to facilitate micro-lending in J&K

SRINAGAR, Apr 9: The Small Industries Development Bank of India (SIDBI) has decided to facilitate micro-financing in Jammu and Kashmir in a big way after having successfully operationalized the scheme at the national level.

This was announced by SIDBI Chairman/Managing Director R M Malla at his meeting with the Minister for Finance & Housing, Tariq Hameed Qarra here last evening. He said SIDBI would do the micro-lending in the State through designated NGOs to facilitate small and medium entrepreneurs establish new business or expand the existing ones. He said SIDBI would convene a meeting in this regard at its Lucknow headquarters on April 17 and a team of officers would visit the State on April 18 to workout the modalities of the scheme.

Mr Malla, who is also the Chairman of the Credit Guarantee Fund Trust (CGFT), informed the Minister that SIDBI has also taken the initiative to provide collateral-free lending upto Rs 50 lakh to the prospective entrepreneurs in the State through various banks. He said under the scheme the lending institutions are bound to provide collateral-free loans to the entrepreneurs so that the benefit reaches the ultimate borrowers. He said a seminar was organized by SIDBI in Srinagar recently to educate the bankers about the collateral-free lending under CGFT scheme.

Seeking intervention of the SIDBI in the revival of the State Financial Corporation (SFC), the Finance Minister said the Corporation has, in the past, played a significant role in the industrial development of the State. He said due to the turmoil in the State, the Corporation had to introduce various settlement schemes from time to time necessitating waiver of interest on loans, eventually adding to the Corporation's losses. He said the State Government has already formulated a proposal for the revival of the Corporation and SIDBI has a crucial role in the implementation of the proposed revival program.

SIDBI Chairman assured Mr Qarra that the Bank would be forthcoming with the necessary financial and technical support for the revival of the Corporation.

Managing Director SFC, Mohammad Aslam and officers of SIDBI were also present at the meeting.

Bar to abstain work in all courts today

JAMMU, Apr 9: Bar Association Jammu will abstain work in all the courts including High Court tomorrow in protest against the barbaric act of the Bagh-e-Bahu Police.

The decision was taken in a meeting of the Bar Association held under the chairmanship of its president B S Slathia. The members of the Bar expressed serious concern over the assault on Advocate Bhushan Singh Charak by the police personnel from Bagh-e-Bahu Police Station led by Sub-Inspector Paramjeet Singh.

They said that Advocate Charak was beaten up and kept in the illegal confinement as the Sub-Inspector has grudge against the Advocates over a case against him in the Court of law.

"Stern action should be taken against the erring cops including SI for irresponsible act of manhandling and illegal confinement of a respectable member of the Bar Association", general secretary of the Bar Pawan Kumar Maini said.

He said that a complaint has already been lodged with the senior police officers and another complaint will be filed in the court tomorrow.

The meeting was among others attended by C M Sharma, C S Gupta, Ajay Kotwal, M P Singh, R K Kotwal, Amrit Sarin, M P Sharma, Rakesh Khajuria, Ajit Badyal, Parminder Singh, Rajesh Thappa, B S Soodan, J P Nadna, Baldev Singh and Karanbir Singh.

Clerical cadre employees take out protest rally

JAMMU, Apr 9: Clerical cadre employees held massive demonstration and took out a large protest rally in support of their demands in the winter capital city here today.

On the call given by Jammu, Kashmir and Ladakh, All Departments Clerical Staff Association, the employees of clerical cadre from different government departments assembled at Exhibition Ground near main Tawi bridge and held a protest demonstration under the leadership of Rehmat Ullah Malik, convenor of the Association.

Besides Mr Malik, R P Sharma, Ravi Singh, C L Koul, Bashir Ahmed, Roshan Lal and A K Mehta, several senior trade union leaders from other organisations including Pardeep Sharma ( All J&K Govt Employees Federation), Abdul Qayoom Wani (EJAC), Gafoor Dar (NTUF), Prem Pal Singh, Balwan Singh ( Teachers JAC), Jaswant Singh, Susheel Sudan, Gh Nabi Bhat, Parshotam Singh Chib (GRP), Ganesh Khajuria, Abdul Rashid, Devanand, Uttam Chand, Amrik Singh and Prahlad Singh addressed the gathering and stressed upon the Government to mitigate the genuine and justified demand of the clerical cadre employees.

After staging protest near Tawi bridge, the agitating employees marched towards Civil Secretariate after passing through Gumat, Bus Stand and Indira Chowk. Carrying banners and placards in their hands, they were raising slogans against the Government. When the rally reached Shalamar Road, it was stopped by the strong police contingent. The police had erected barricades to stop the protest marchers from moving towards civil secretariat. After showing some resistance, the employees dispursed from this point.

Reports of similar demonstrations have come from various districts in the State including Leh and Srinagar. In Poonch, a strong rally was organised under the leadership of Mohd Bashir Mir, president. Sham Parsad, general secretary also addressed the gathering.

The employees’ strike continued to disrupt the normal functioning in the government offices. The agitating clerical cadre employees are demanding that a hike be given in their existing pay grades as done in favour of employees of various other cadres. Later, in a meeting of the executive body of the Association, it was decided to extend the strike upto April 16.

Nursing student’s porno CD case
Cop, 3 computer operators arrested

SRINAGAR, Apr 9: Crime Branch has arrested a police constable and three computer operators for preparing and circulating in market the pornographic CD of a nursing student.

Senior Superintendent of Police, Crime Branch, Kashmir, A G Malik said that on March 8, 2008, Chief Judicial Magistrate (CJM), Srinagar directed Crime Branch to investigate the contents of a pornographic CD allegedly being circulated in the market.

The CD was also handed over to the Crime Branch in the presence of lawyers after it was displayed in the court room. The CD was presented to the Court by the office bearers of FASE on March 31 after receiving the same at its office on February 10, 2008.

During the course of investigation, the Crime Branch ascertained that a police constable namely Gulal Ahmad Najar indulged in an illegal sexual act with a girl namely Khalida alias Pati, daughter of Ghulam Ahmad Dar of Bongam, Kulgam in 2004 and video-recorded it by using his mobile phone. Later, the obscene clipping was circulated in the market through the medium of some CDs.

As soon as the senior officers noticed the involvement of a constable they issued orders for his immediate arrest and accordingly the cop was nabbed by Crime Branch on April 1, 2008 from his residence in New Chinar Bagh, Gagribal, Mr Malik said.

The disclosures made by the cop revealed that in 1999 while he was posted in Police Station Kulgam he developed relations with the girl and both decided to enter into a wed-lock. In 2004, the girl got admission in Nursing School of SMHS Hospital, Srinagar for undergoing nursing training.

During her training period, she came closer to the constable, who was already transferred from District Kulgam to Srinagar. The constable and the girl remained at different rented accommodations by projecting themselves as husband-wife.

When the cop started facing financial crunch, he sold his mobile phone to one Mirza Muzaffar, son of Mirza Bashir of Lal Bazar, Srinagar, who was dealing in computer trade besides sale and purchase of mobile phones at MAC Solution Software Development, Hazratbal.

On the request of cop, Mirza Muzaffar prepared a CD of the obscene act and delivered it to the constable and took away the mobile phone on cash payment.

Subsequently, the CD was passed on to two more computer operators namely Mudasir Ahmad Reshi, son of Ali Mohd Reshi of Lalbab Sahib, Zakoora and Adil Nabi Methalie, son of Ghulam Nabi Mathalie of Friends Colony, Zakoora, who were working as employees with AVRC Computer Point and CREST-DTP Centre, Hazratbal respectively. These computer operators circulated the CD in the market.

Following the disclosures of the cop, all the three computer operators were arrested and a computer alongwith porno CDs seized. The statement of the girl was also recorded and she corroborated the disclosures made by the constable.

"The case is being vigorously investigated and some more disclosures are expected", SSP Crime Branch said.

The case was worked out under the Supervision of IGP Crime & Railways Dr S P Vaid.

JAMMU, Apr 9: Minister for Health and Medical Education, Mangat Ram Sharma today called upon the teaching community to perform its role with whole-hearted approach to prepare the youngsters for future challenges.

Addressing delegates of plus two lecturers in a function organized by J&K Plus Two Lecturers' Forum at Govt Polytechnic, Bikram Chowk to celebrate 'Lecturer's Day', the Minister said that teachers have to play a greater role in grooming the young generation for future challenges, as education was the only tool to change the destiny of the society.

Mr. Sharma said Government was fully aware of the importance of education and has taken various innovative steps to modernize the overall education scenario across the State. He, however, assured the cadre that Government would seriously address to their genuine demands.

In his address, Minister for Higher Education, Gulchain Singh Charak, said that all necessary initiatives would be taken to redress the demands of the teaching community. He appreciated the role of community in the development of education in the State.

He said a new academic policy is in offing to further streamline the education system and for uniform academic calendar in the State.

Ministers Mula Ram, Manjeet Singh, Babu Singh, MLA Kulgam M Y Tarigami, Secretary School Education, G. A. Peer, Director School Education Jammu, A. K. Raina, senior officers of education department, Principals of various higher secondary schools and representatives of lecturers forum were also present on the occasion.

On the occasion, H D Qureshi, president of the forum, highlighted several issues confronted by the cadre including pay anomalies of principals and higher officers, eradication of inchargism, benefit of running pattern in pay scale of Rs 8000-13500 and review of SRO 83 of 1992 in accordance with strength of cadre etc.

To mark the day, an impressive and colourful function was presented by the artists under the guidance of Mrs Devinder Kour and Kuldeep Raina. The function was attended by over 1000 delegates of the forum from across the State. The programme concluded with vote of thanks by D P Datta, State coordinator.

PHE employees hold dharna

JAMMU, Apr 9: A large number of Public Health Engineering (PHE) department employees with the active support of workers of J&K Trade Union Front staged a protest dharna in the premises of Chief Engineer at BC Road here today. The demonstration was organized under the banner of All J&K PHE Employees Union to raise the long pending demands of daily rated workers of the department.

While addressing the protestors, president of the union, Darshan Magotra rued that as per the directions of Government, the department was assigned to assess wage disbursment amongst daily wagers in both the regions of the State but the department has proven failure even after the lapse of one year.

Mr Mangotra stressed on State Government concede their demands which included release of their with held salaries at the rate of Rs 70 per month that is at par with their counterparts in the Kashmir valley and holding of DPC meeting after finalization of seniority in all the categories.

Seeking regularization of the services of all daily wagers engaged after 1994, he demanded immediatde amendment in SRO 64 besides implementation of SRO 380 of 1989.

Meanwhile, state president JKNTUF, Mohammad Gafoor Dar assured all support to the cause of protesting employees of PHE and appealed the State Government to concede their demands at the earliest.

Among others who spoke on the occasion were Munir Ahmed, Rashid Jaral, Irshad Hussain, Arshad Hussain Malik, Barkat Ali, Sat Pal Singh, Rajinder Singh and Hussain Malik.

Nagrad releases Brij Hali’s books

JAMMU, Apr 9: Brij Hali’s book "Kalam-e-Braj Hael" and Kashmiri translation of Mahemnasatotar were released at an impressive function organised by Nagrad Adbi Sangam at Abhinav Theatre this afternoon.

Former Minister and National Conference (NC), leader Surjit Singh Salathia was the chief guest while Dr Rafiq Masoodi, Secretary Cultural Academy presided over the function.

MLC and ex Secretary, Cultural Academy, M Y Teng, Maj. Gen (Retd) B N Dhar and Swami Kumar Ji were the guests of honour.

Renowned scholar, Dr Bhushan Lal Koul while making a critical appreciation of Hali’s books said while going through his poems one comes to conclusion that the poet has the influence of Vaidanta and Shiv Philosophy.

He said though eight poets have translated the Mahemnasatotar in Kashmiri and one made by Pran Nath Bhat Garib is the best, yet Hali has also made a good attempt in this way.

Speaking on the occasion, Mr Teng that Hali belongs to that fertile land in Kashmir which has produced the famous poet Mehjoor.

He said Kashmiri Pandits hold key to Kashmiri culture and they have produced the legendary literary figures and scholars like Somanand, Utpal Dev and Abhinav Gupt in eighth century.

He said there are top literary figures among the Kashmir Pandits at present, pointing towards Bimla Raina, M L Kemo and Dr B L Koul. Mr S S Salathia, while appreciating Mr Hali, said poets unite hearts and promote culture. The writers and poets are the real ambassadors of the culture, he added.

Dr Rafiq Masoodi, said Brij Hali is a lively poet who not only keeps himself happy but makes others happy too and maintained that Cultural Academy is trying to bring old melodies back by reproducing the old songs sung 60 years back.

Earlier Swami Kumar Ji felicitated the poet Hali for his contributions. Renowned Ghazal singers, Vijay Malla, Deepali Wattal and Sunaina Koul enthralled the audience by their songs. Dr Ramesh Bhat also recited a Kashmiri folk song on Navreh. The programme was compered by P K Raina.

Health employees’ fast enters third day

JAMMU, Apr 9: The chain hunger strike launched by all consolidated, contractual and adhoc employees of Health and Medical Education Employees Association, Jammu province, in the premises of Jammu Medical College Hospital today in support of their long pending demands entered third day today.

The leaders of the fasting employees stated that consolidated and contractual employees were awarded basic pay for all categories and also given two and a half day salary for extra duty. Their case for regularization was sent to Cabinet Sub-Committee.

The Minister for Health and Medical Education ordered that necessary orders would be issued on the next working day positively, they said adding after nine days strike an order was issued by Government No. HD (ME) H&ME/Misc/2008, but nothing substantial happened in their favour. The speakers appealed the Government to concede all their genuine demands at an earliest.

REASI, Apr 9 : Historic 3-day Baisakhi Festival celebration would commence at Gurudawara Dera Baba Banda Bhadaur in village Bhabbar about 20 km away from district Reasi on April 12.

Dera Baba Banda Bhadaur, a place of worship is situated at a picturesque place at the bank of river Chenab in village Bhabbar popularly known as Dera Baba.

Every year on the occasion of Baisakhi Festival, a three day fair is being organized at Dera Baba Banda Bhadaur Shrine where thousands of devotees of Dera Baba Banda Bhadaur throng to pay obeisance to great saint, warrior and martyrs from Punjab, Haryana, Delhi and parts of Jammu province.

Arrangements like security, drinking water, power, sanitation, medicare, essential commodities, public address system, traffic, plying of additional buses from Katra and Reasi have already been made by the district administration for the facility of visiting devotees.

The 17th Dera Kesari Vishal Dangal would be organized on April 12, 2008 where the Deputy Commissioner Reasi, Sanjeev Verma would be guest of honour.

A Kirtan darbar would also be held at the shrine on April 13, 2008 at 7 p. m.

Birthday of Guru Ravi Dass celebrated

JAMMU, Apr 9: The 631st birthday of Guru Ravi Dass was celebrated by Shri Guru Ravi Dass Sabha with gaiety and fervour at Channi Rama. MLA, Gandhi Nagar, Raman Bhalla was the chief guest on the occassion. The function was attended by a large number of people from all walks of life.

On the occassion, Swami Gurdeep Gir delivered sermons to the devotees and threw light on the life of Guru Ravi Dass as well as his teachings. Colourful cultural programmes depicting life and mission of Guruji were also presented by the local artists.

Speaking on the occassion, Mr Bhalla appreciated the organizers for conducting such programmes and assured all help for the development of Sabha as well as its functions.

Meanwhile, the Sabha honoured Mr Bhalla for his contributions for the upliftment of people and development of his constituency.

3 brothers burnt alive

SRINAGAR, Apr 9: Three brothers were charred to death as a devastating fire destroyed a residential-cum-shopping complex in Anantnag district today, a police spokesman said.

Fire broke out in a residential-cum-shopping complex at village Chervad in Kokernag early today.

He said three brothers identified as Ismail (30), Giasuddin (25) and Mohammad Niyaz (18) perished in the fire which completely destroyed their house-cum-shopping complex.

A Public Works Department hut and a picket of CRPF was also gutted in the incident but no casuality was reported, the spokesman said.

Police have registered a case and started investigations to ascertain the cause of fire.

In another incident, two non-Kashmiri carpenters identified as Satish Kumar (34) and Yovraj (36), were found dead in their rented room in Bandipora district of north Kashmir last night.

The carpenters, both residents of Gurdaspur in Punjab, were found dead in their rented room at Sunderbani in Bandipora district, the spokesman said, adding police has registered a case and investigations have started to ascertain the cause of their death.

Meanwhile, ten passengers were injured when a mini-bus skidded off the road and hit a rock on the roadside in Uri sector of Baramulla district this morning.

The ill-fated vehicle was on way to Uri town from Dwaran village when the driver of the vehicle lost control resulting in the accident, the spokesman said adding the injured were shifted to hospital.

Sawhney flags off Heritage Walk from Amar Mahal

JAMMU, Apr 9: As a part of Jammu Festival-2008, Member Legislative Assembly from Jammu-East Yogesh Sawhney today flagged off Jammu Heritage Walk from Amar Mahal.

Three hundred students of various schools of Jammu city including Light House Public School, Central Basic Higher Secondary School, SRML Higher Secondary School, Dewan Badri Nath Higher Secondary School and Shangrila High School participated. The programme was organized by Tourism department in collaboration with Master Tours and Travels.

The rally started from Amar Mahal and culminated at Raj Tilak road after passing through various parts of the old walled city including Panjthirthi, Mubarak Mandi, Chowk Chabutra, Link Road, Kali Jani and Purani Mandi.

Director Tourism Ajay Khajuria, Managing Director Master Tours and Travels Capt. Anil Gour, Chief Education Officer, Jammu Suresh Sharma and Joint Director Tourism S. M. Sahni and other senior officers from tourism and Master Tours and Travels were present on the occasion.

After flagging off the rally, Mr. Sawhney said that the objective of the festival is to educate the younger generations about Dogra, Art and Culture. He asked the Chief Education Officer to arrange debates, symposia and seminars in schools on the topic ‘A Journey through Jammu’s glorious history’ so that the students are fully aware with their Dogra cultural heritage.

He informed that Amar Mahal was planned by a French architect in 1862 and built like a French Chateau overlooking the River Tawi. Its construction started during the reign of Maharaja Amar Singh in the 1890s. After Maharaja Amar Singh’s death in 1908, Maharaja Hari Singh accomplished it. He said that this was the private palace of Maharaja Hari Singh as it was not used for official purposes. Maharani Tara Devi, wife of Maharaja Hari Singh used this palace for many years.

The MLA further apprised that Panjthirthi was named during Maharaja Partap Singh’s reign because it housed five sacred places including Dau temple (On the banks of River Tawi), Sardaron Ka Mandir Opp. Radio Station), Radha Krishan temple (Opp. Police Station), Satya Narayan Temple and Batmalu Temple (Near entrance of Chowgan Salathia). He said that Poonch House was the residence of Raja Moti Singh besides Mubarak Mandi was selected by Raja Gaj Dev in 1692-1707 for the residence of the Royal family. Raja Dhruv Dev (Son of Raja Gaj Dev) built a spacious court or Mandi for official and public business.

Regarding Pacci Dhakki, he said that the street was made ‘Pucca’ by Maharaja Partap Singh. He constructed certain houses as residence of some famous personalities of Jammu. He said that Pundit Jagdish Dutt was the Raj Pundit during Maharaja Hari Singh’s reign. Gaddha Dhar temple is devoted to Lord Vishnu and has unique architecture different from rest of the temples in Jammu city. He informed that Jullaka Mohalla is the weavers of Jullahas who had stayed in this mohalla. He informed that the Dogra rulers of Jammu and Kashmir also established various other areas in the city of temples including Suraja De Dhakki, Afghan Mohalla, Khatika Da Talab, Pir Mitha, Darugir Ka Mohalla, Mast Garh, Urdu Bazaar, Dhounthly Bazaar. He said that Jain Bazaar established when Ahmed Shah Abdali attacked Punjab, the people from there ran away and came to Jammu for shelter. These people were mostly of Jain and Gold smiths who started Gold business in Jammu thus christened the area after them.

Seminar on IT held in Poonch campus of JU

POONCH, Apr 9: A day long seminar on "Information Technology" (IT) was organized in the Poonch campus of Jammu University here today. Principal Government Degree College Poonch, Gopal Gupta was the chief guest. The students of "e-learning" course presented papers on the occasion.

In his welcome address, Dr Surinder Sharma said, "Opportunities are comparatively more than challenges in this hilly district and now it depends upon students as well as the population of the area as to how they exploit the available opportunities to the full."

During the paper presentation session, Poonam Oberai spoke on the topic Information Technology vis a vis Opportunities and Challenges in Poonch. Similarly, Mrs Harpreet Kaur and Mrs Tajinder presented their papers based on the subjects of e-learning and computer awareness respectively. General awareness about Computer was given by Mrs Harsimran Kour whereas Yasmeen Kousar elaborated on components of computer.

HOD of Computer Sciences Poonch College, Prof Shujaat Ali Khan and MH Shahin in their key note addresses, delibrated upon technical expertise in the field of IT.

In his formal address the chief guest expressed gratitude towards vice-chancellor JU, Prof Amitabh Mattoo for opening up University campus in Poonch and also endorsed such academic activities being held in the campus.

CRPF remembers martyrs of Rann of Kutch

SRINAGAR, Apr 9: The Central Reserve Police Force (CRPF) in Kashmir today remembered the martyrs of Rann of Kutch in Gujarat who forced the Pakistan Army to retreat during the 1965 war.

On this day in 1965, two companies of 2nd battalion CRPF were deployed at Sardar and Tak posts in Rann of Kutch in Gujarat where a Brigade of Pakistan Army launched a massive attack during mid-night at both the places.

Without caring for their lives, the CRPF personnel without any attack, valiantly kept the enemy at bay for over six hours, a CRPF spokesman said here today.

The Pakistani army was forced to retreat leaving its 34 dead soldiers while four others were made captive. The CRPF also suffered casualties.

It is a rare feat in military history where a small contingent of paramilitary force could withstand and repulse a full bridage attack of enemy army.

The bravery of the soldiers was lauded in Parliament by the then Home Minister Sardar Patel.

In memory of the gallant action of its men on that day, CRPF celebrates Valour day on April l9 every year.

Commandant of 181 battalion S K Sharma was presented Presidents Police Medal for meritorious service while Mithilesh Kumar, Second in Command, 21 battalion was presented DGs Commendation Disc at a function organised here today.

In addition, Commandant 181 battalion was also presented with Best Battalion Trophy for Srinagar Sector.

Mangat inaugurates festival at Kathua

JAMMU, Apr 9: As a part of ongoing Jammu Festival, a 3-day district level festival was inaugurated by Minister for Health and Medical Education, Mangat Ram Sharma at Kathua today.

During the celebrations top music items by the artists of various parts of Kathua district are being presented to highlight rich culture heritage of the district. Besides the festival would comprise rural sports events, musical events, Mushaira and Dangal.

District Development Commissioner Sarita Chauhan, Director Health Services, Dr. Jasbir Singh, Additional District Development Commissioner Kathua, district officers, students and people in large number were present on the occasion.

Speaking on the occasion, the Minister said that holding of such events was beneficial for boosting the morale of artists and students and provide a platform to expose their talent in the field of art and sports.

Mr. Sharma called upon the younger generations to contribute to the maximum to save eroding cultural values.

At the inaugural function of the festival a grand cultural show was performed by the local Dogra artists and school children watched by the people.

Meanwhile, as a sequel to Jammu-Festival-2008, Ghagwal in Samba district today celebrated a grand mela at Narsingh Dev Temple presenting an inspiring cultural bonanza depicting the significances of promoting Dogra culture in today’s era of globalization.

Member Parliament, Ch. Lal Singh inaugurated the mela. MLA Hiranagar Girdhari Lal Chalgotra and District Development Commissioner, Saurabh Bhagat were also present on the occasion.

Addressing the mammoth gathering, Ch. Lal Singh said that State is blessed with a composite culture and present Government has provided opportunities to the people of all the three regions of Jammu, Kashmir and Ladakh to explore such potential in a right perspective. He said that such cultural Melas can do wonders in preserving the age old culture and traditions of Dogra society.

Later, the MP announced Rs 5100 for the festival and assured to provide funds for renovation and beautification of the pond near the temple.

Govt committed to establish vibrant
Panchayat system: Mula Ram

JAMMU, Apr 9: Asserting that coalition Government is committed to establish a vibrant 3–tier Panchayati Raj in the State, Minister for Rural Development Mula Ram today said the elections for the grass root level institutions would be held as soon as the process of rationalization and delimitation was completed.

Minister was addressing a public meeting after dedicating the newly constructed Government Middle School building to the public at Malpora area in Jammu’ Bhalwal block.

The Minister said rationalization and delimitation taken up through delimitation commission would serve two vital purposes of implementation of reservation policy to ensure 33 percent woman representation and having well defined halqas to ensure better development through this institution.

Referring to the rural woman folk, he asked them to avail their rights to empower themselves. He said today massive efforts are being made to empower the woman in every field of life including participation in decision making. He said while women have already been given 33 percent reservation in Panchayats and other grass root level institutions, the day is not far away when they would get their due in Assemblies and Union Parliament.

Describing the Malpora and its adjoining area as the food grain bowel of the State, he said considering the huge productivity potential of the area, the Government has recently released Rs 1 crore to have another lift irrigation on the Ranbir Cannal for augmenting irrigation network in the upper areas of Malpora touching Akhnnor from one side and Block Marh to other side.

Later, Minister also inspected the pace of work on various roads being constructed in the area. He also announced the construction of a Road link connecting Dharampur Khoo village while addressing a public meeting in the area.

Exhibition of building material on Apr 11

JAMMU, Apr 9: The Indian Institute of Architects is going to organize a three days long exhibition, "Build Mat Expo-08" after a span of four years at hotel TRG Bahu Plaza, in which building materials would be put on display, besides experts in the field from outside the State will give tips to the people about latest trends and technology.

"The exhibition is scheduled to start on April 11 and will come to a close on April13" disclosed chairman of the institute, Harinder Arora while addressing a press conference here today.

Underlining the programme schedule, Mr Arora said that the exhibition would be inagurated by State Finance Minister, Tariq Hamid Qarra on April 11.

"The second day of proposed exhibition would be marked by a seminar on "Green Architecture" in which experts in the field of gardening and plantation from Chandigarh and Delhi have been invited and Chairman Public Service Commission, Mohammad Shafi Pandit would be the chief guest."

In the valedictory function, Minister of State for Agriculture, Gharu Ram would be the chief guest.

"No entry fee would be charged from the visitors," he said and appealed the people to visit the exhibition in large numbers.

Gujjars, Bakerwals asked to boycott Jammu Festival

JAMMU, Apr 9: The Gujjar Bakerwal Joint Forum has issued a statewide appeal to the tribe to boycott the Jammu Festival as it has miserably failed to showcase the cultural heritage of Gujjars, the second largest ethnic identity of Jammu province.

The Gujjars, who constitute 35 per cent population of Jammu province are completely ignored in the State sponsored festival and no representation is given to their art, culture, languages, customs and secular ethos for which they are known all over the world, Shamsher Ali Boken, state president of the Forum said in a statement. The State Government has allocated more than Rs 2 crore for the festival but it has not organised even a single programme in Gojri language, he said, adding "even in Rajouri and Poonch districts, which are known as seat of Gujjars, not a single programme of Gojri music and dance was organised by the Tourism Department, State Academy of Art, Culture and Languages and administration of these districts.

The Forum has written a letter to the Chief Minister Ghulam Nabi Azad expressing concern over the neglect of Gujjars and Bakerwals in the Festival.

NC holds rally in Tral after 18 years

SRINAGAR, Apr 9: Holding his party's first rally in the militant-infested Tral after a long gap of 18 years, National Conference (NC) leader Ali Mohammad Sagar today said that NC had been, was and would continue to be against terrorism. He said that PDP President Mehbooba Mufti's visit to Pakistan had been "fully sponsored and facilitated" by New Delhi and, according to him, she had pursued the interests of Government of India rather than those of the people of Jammu & Kashmir.

Addressing a well attended convention of his party workers and NC's followers at Tral, on occasion of the 18th death anniversary of senior colleague Mohammad Subhan Bhat, Sagar alleged that NC's "political rivals" had got thousands of the party's activists and leaders eliminated while using "fake militants" in the last 19 years of militancy in Kashmir. Bhat , a former MLA of NC, had been gunned down by a group of suspected militants at his residence in April 1990. Suspected militants had later killed two of Bhat's sons, one of them a Naib Tehsildar, which led to his third son Dr Ghulam Nabi Bhat's resignation as an assistant surgeon and contesting Assembly elections victoriously in 2002.

Emboldened by quantitative reduction of militancy and indications of an anti-incumbency atmosphere in Valley, Sagar had no hesitation in saying publicly that NC had been, was and would continue to be against all kinds of terrorism. He said that his party had paid a great price for, what he called, pro-people stance and refusing to serve the interests of New Delhi and Islamabad. He said that on account of its greater autonomy philosophy, NC had failed to be New Delhi's as well as Islamabad's darling. He, however, added that much more than militants it were the NC's "political rivals" who had used "fake militants" in getting thousands of the party's activists and leaders eliminated under the smokescreen of militancy in Kashmir.

Sagar said that PDP was playing the "politics of camouflage" and claimed that Mehbooba Mufti's recent visit to Pakistan had been "fully sponsored and facilitated" by Government of India, through its High Commission in Islamabad. He alleged that the PDP chief and her father were serving the interests of New Delhi rather than those of the people of Jammu and Kashmir. He called both the PDP leaders as "Jagmohan's agents" and said that the Kashmiris were mature enough to understand "this politics of camouflage".

Sagar said that the "champions of Azadi" had achieved nothing in last 19 years of armed strife in the state. He claimed that history had vindicated Dr Farooq Abdullah who had told people at a rally in Hazratbal way back in 1989 that an armed struggle would end up in a futile exercise. "Today, everybody from Pakistan to Kashmir and Delhi is saying what Dr Sahab had said 20 years ago", Sagar said.

The NC firebrand was ferociously critical of the coalition government as he said that findings of not one of 125 custodial killings in last 5 years had been made public. He alleged that mainstream politicians, rather than militants, had played key role in forcing migration of minorities from Kashmir. Sagar also assailed the officially-controlled Doordarshan and alleged that the broadcasting organization had not only been playing down NC's rallies but had also been using their footage to strengthen PDP's poorly attended rallies.

NC MLAs Mubarak Gul and Dr Ghulam Nabi Bhat, Akali leader Gurcharan Singh and the Gujjar leader Chaudhary Abbas also addressed the gathering.

Meanwhile, PDF Chairman and Minister of Transport Hakeem Mohammad Yasin today addressed two thick rallies at Kremshore and Arigam in Budgam district. At both the rallies, he criticized NC as well as PDP for running "politics of treason". He said that his political rivals had been planning major disturbance at his election rallies which, he asserted, would be resisted and failed.

While Hakeem was in Arigam on occasion of Yaum-e-Mehjoor (anniversary of famous Kashmiri poet Ghulam Ahmed Mehjoor who had stayed in Arigam for several years of service as Pathwari), Hakeem became the target of a hostile group. Reports said that there was lathi charge and tearsmoke after the warring groups clashed with free use of stone pelting. Hakeem alleged that a failed industrialist, who was attempting to take shelter in PDP, had organized the attack on his rally with the support of 20 ex-militants.

Delhi, Chandigarh doctors address prog on TB

JAMMU, Apr 9: A sensitization programme on RNTCP was organised by State TB Society and Government Medical College, Jammu today.

Eminent speakers of international repute who spoke included Dr S K Jindal, HoD, Pulmonary Medicine, PGI Chandigarh, Dr D Behra, Director, LRS Institute of TB New Delhi, Dr Jai Krishan, HoD, CD & TB, Government Medical College, Patiala and Dr Imtiaz Ali, HoD Community Medicine, SKIMS, Soura.

They deliberated on different aspects of tuberculosis. Secretary to Government, Health and Medical Education Department, K B Jandial was chief guest on the occasion while Dr Rajinder Singh, Principal and Dean, GMC Jammu, who is also chairman of State Task for Sensitization of State Medical College, chaired the session.

Dr Yudhvir Gupta, HoD Pathology and Incharge Medical Education Unit, GMC Jammu presented vote of thanks. The faculty members of various Medical Colleges, prominent doctors from Jammu region. resident doctors and students actively participated in the session and interacted with the speakers.

NPM delegation calls on Qureshi

NEW DELHI, Apr 9: The delegation of National Peace Movement (NPM) called on Chairman National Minority Commission (NMC), Mohammed Shafi Qureshi here, today and apprised him of the condition of the temples and other religious shrines of Kashmiri Hindus in Valley.

The delegation was led by Subodh Mukoo, National coordinator NPM. It also presented the photographs of the temples in the Valley which have suffered a heavy damage during 19 year long turmoil.

The delegation expressed grave concern over the locking of famous Ram Mandir in the Valley by the authorities and termed it a sin. This way the authorities have stopped the devotees from performing the worship.

The delegation, while seeking the intervention of Mr Qureshi urged him to influence the J&K Government in getting the Kashmiri Hindu religious Places Bill passed which the State Government has deliberately kept in abeyance.

It also informed Mr Qureshi that several times State Government has been informed by various Kashmiri Pandit organizations regarding encroachment of Kashmiri Hindu shrines and temples by unscrupulous elements and selling of their land by them. And as the Government has failed to initiate action against such people it seems that it (Government) has given a free hand to them. It also alleged that some influential people in the state were behind stalling the Religious Places Bill. The delegation demanded that the ailing displaced persons be provided medical cover and insurance under various schemes.
