Employees'
strike
Sir,
The strike
protests and rallies by the State Govt. and PSU's
employees seems to be a continuous phenomena at
present moment, this needs be seen as alarming
rise of the justified problems. Why employees
resort to dharnas, protests, rallies to get their
demands fulfilled. Whether their demands are
justified? or they want to demonstrate their
strength and unity treat side by side unity is a
million dollar question is there something wrong
with the policy makers who have failed about
strengthening of various departmental appraisal
system, and with previous regimes while revising
pay structures they took decision under certain
pressures or otherwise, as a result giving way to
which has resulted into gross negligence of few
sections/cadres including gazetted one.
Yes, it is true if
those at the helm of affairs while formulating
system of pay structure of employees would have
drawn proper information taken sufficient inputs
from the experts and through proper circulation,
the state of discontentment, agony, frustration
and the left out few cadres including Gazetted
Officers would not be evident and things not so
gloomy.
Perhaps it has not
been ever brought into the notice of the Chief
Minister about picking and choosing policy
revising pay restructuring in the post leaving
behind a huge gap, between the left out and those
benefitted Animal Husbandry, Medical, Education
which are given running grades, thus giving birth
to resentment, agony and speculations.
There is
stagnation over 21 years to 30 years in some
departments while as on the other hand employees
in other Departments have got 3 steps promotion
with the introduction of time bound promotion in
favour of Non-Gazetted employees as per agreement
reached between the then Govt. and JAC and low
paid employees federation. The Gazetted cadre was
not at all touched which further added to lot of
disparity and spreading pandemonium in the system
thus creating. Investment among various sections.
While considering
up gradation of section officers, AAO's
(Non-Gazettee) from 6500-10,500 to 7450-11500 the
Govt. should have also considered the upgradation
of cadre below section officers and with this
even some Distt. Officers confirmed by P.S.C and
already facing stagnation of 21 to 30 years shall
now have continue to work in the Grade of
6700-10700, below Non-Gazetted which is not only
humiliation but a stigma on the senior officers
which need to be seriously resolved by the
coalition Govt. headed by the Chief Minister
because all this has happened due to pick and
choose policy and non application of mind thus
ignoring repercussions serious. This can also be
described as drawback of administrative
callousness.

Theatre in State
Sir,
A few days
earlier, to be precise on 27th March the 'World
Theatre day' was celebrated. In our State too the
World Theatre Day was celebrated.
To mark this day
an article was published in this paper (Mar 27)
which highlighted the potential of theatre in the
State in general and Jammu in particular. Jammu,
like Kashmir has a tradition of theatre. In olden
times the theatre was confined mainly to the
enactment of religious festivals in which Puranic
characters and characters of Mahabharta and
Ramayana were staged. In these plays people from
different faiths joined together to enact a stage
representation of the happenings recorded in
Puranas etc. In post independent era, about
thirty years ago Balwant Thakur almost single
handedly has held aloft the banner of theatre in
Jammu. His Natrang has done a yeomen service to
the development of theatre. There is a lot of
talent in the State. Very recently a theatre
festival was held at Abhinav Theatre in which
plays were staged by various theatre clubs of the
valley and also from Jammu. A classic play Trinov
by eminent theatre personality Pandit M L Kemu
was also staged. Mr. Kemu like Mr. Balwant Thakur
has single handly rescued the almost dying 'Band
Pathear' of Kashmir.
The Government of
the State should undertake the help of these
eminent personalities and start an independent
theatre institute which would help to draw young
talent towards theatre in the State. Side by side
those who join the theatre movement should be
given financial support also so that they feel
encouraged.
