JAMMU, Apr 5: Governor Lt. General (Retd) S K Sinha today indicated setting up of Sharda Peeth University in Kashmir to provide professional courses of high standards and to expand research on culture and spiritual philosophy of the region.

Speaking after inaugurating the photo exhibition on Sharda Peeth ruins in Pak occupied Kashmir by Ayaz Rasool Nazki at Ustad Allah Rakha Hall of Kala Kendra here this evening, the Governor said that apart from being a pilgrimage centre for centuries, the Peeth had been a leading centre of learning of its times.

General Sinha said that the project is still on drawings and endeavours are being made to give it a concrete shape for disseminating knowledge on modern lines to generate human resource for the service of mankind. He said that a certain quota is contemplated to be kept in reserve for students belonging to Kashmiri Pandit community and the local Muslims.

General Sinha exuded confidence over regular movement across the borders in near future and said this will create a conducive atmosphere for people visiting each other. Kashmiri Pandits, he said, having sentimental attachment with the Sharda Peeth can also visit their much revered shrine in Pak occupied Kashmir.

The Governor said Indian Sub Continent can boast for its pioneering position as for as establishment of universities are concerned where dissemination of knowledge was not limited to any particular religion only. Against this, in the West, he said first university was set up in Spain in 11th century while Oxford came up in 15th century.

Speaking on the occasion, Vice Chancellor, Prof Amitabh Mattoo said that he was highly impressed by the photographic work of Mr Nazki after seeing it in the University of Jammu immediately after his return from Pak occupied Kashmir.

Secretary, Academy of Art, Culture and Languages, Dr Rafeeq Masoodi spoke in detail on the glorious heritage of Jammu and Kashmir and said the effort of the Academy is to provide appropriate fora for its projection.

Mr Ayaz Nazki also gave a power point presentation on the pictures of Sharda Peeth taken by him during his visit to the area last year.

Governor, CM greet people on Navratras, Navreh

JAMMU, Apr 5: Governor, Lt. Gen. (Retd.) S K Sinha and Chief Minister Ghulam Nabi Azad today greeted the people of Jammu and Kashmir on the auspicious occasion of Navratra and Navreh.

In a message, the Governor said that Navratras have special significance in Jammu and Kashmir as thousands of devotees from all over the country throng shrine of Mata Vaishno Devi on Trikuta Hills to pay obeisance. He hoped that the devotees would pray for peace and prosperity of the State and the country.

General Sinha also felicitated Kashmiri Pandits who would be celebrating the day as Navreh, the beginning of the new-year and onset of spring after a chilly winter. He recalled the days when they along with their Muslim brethren used to visit Badamwari (almond gardens) and share each other's joys in true spirit of Kashmiriyat, the corner-stone of Kashmir's unique blend of co-existence and religious harmony.

The Governor prayed for an early return of complete normalcy and tranquility in the State, and hoped that these festivals would be celebrated in true spirit of our composite culture. He prayed for peace in the State.

In a message of felicitations, the Chief Minister said that such occasions help in fostering the bonds of amity, brotherhood and secular ethos for which Jammu and Kashmir is widely known.

Mr. Azad wished the people happy and prosperous Navratras and Navreh.

Charri Mubarak taken to Shiv Mandir Purmandal

JAMMU, Mar 5: Historical Charri Mubarak (holy Mace) was taken to Lord Shiva’s Temple Purmandal with full religious fervour and gaiety from Ranbireshwar Mandir here, this morning by Dharmarth Trust Jammu and Kashmir.

A large number of devotees thronged the Ranbireshwar Mandir for performing the Chhari Poojan. Those who attended the function included the former Minister and Member Trustee, Dharmarth Trust, Ajat Shatru Singh, Minister of Higher Education and chairman Purmandal, Utterbehni Committee, Gulchain Singh Charak, ex Minister, S S Salathia and president, Dharmarth Trust, Th. Divakar Singh.

Former Chief Minister and MP, Dr Farooq Abdullah also participated in the function.

Later Chhari Mubarak was also taken to Raghunath temple where Pooja Archana was again performed by the devotees. It was led by Mahant Rishi Ban Ji. From Raghunath Mandir it was taken into a colourful procession to Shiv Mandir of Purmandal. The Charri Mubarak will be kept in the temple for the darshan of devotees during three- days Mela which will commence from tomorrow.

During the mela the devotees will perform the darshan of holy mace and pay their obeisance besides taking a dip in holy Devika which as per Puranic history is the elder sister of holy Ganga. The river has same significance which has the Ganga for the devotees.

The procession was warmly received at Shri Nar Singh Dev Mandir and Data Ranpaat Dev where puja was again conducted by the devotees. Hundreds of people including Muslims, Sikhs and Hindus paid their obeisance to Charri Mubarak at Khara Madana, Kaluchak, Birpur and Purmandal.

Army to establish oxygen refilling plant at Leh

JAMMU, Apr 5: Army in Leh would establish an oxygen cylinder refilling plant for Sonam Narboo Memorial Hospital Leh under Sadbhawna Programme.

This was disclosed at a function at Spetuk today when the army handed over Rs. 2 lakh worth computer sets and furniture to Samstan Chosling Spetuk.

The Chief Executive Councillor LAHDC Leh Tsering Dorje, Executive Councillors Dorje Motup and Mohammad Khan and Station Commander 14 Corps Brig. Atul Mehta were present on the occasion.

Addressing the function, Mr. Dorje appreciated the role of army in maintaining relations and liaison with people. The army is keen to provide various facilities for infrastructure development. He felicitated the Armys' policy in taking consultation from the Hill Council for viable projects as per need of the rural populace.

Mr. Dorje said that under Sadhbhawna scheme, the Army is constructing one hostel for disabled children at Chushot at a cost of Rs. 80 lakh. Besides it is constructing two bridges over Leh Nallah which were washed away in last year's flood. A three storied hostel building for the students of remote villages was recently dedicated to the people of the district at the cost of Rs. 40 lakh.

Tribunal orders demolition of structure at Circular Road

JAMMU, Apr 5: Judicial Member of J&K Special Tribunal D K Kapoor directed Municipal Corporation authority to demolish a multistoried structure constructed on the forest land in the Circular Road.

The demolition order has been passed in an appeal filed by Kamni Dewan against the construction of a huge multistoried structure. Mr Kapoor dismissed the appeal against Municipality and held that the appellant has failed to establish that the construction was not raised by encroaching forest land.

The Tribunal observed "the land on which superstructure is shown to have been constructed is stated to be a part of forest land, which forms slopes for rain water and poses a threat to the neighbouring buildings and public at large. The land is reserved and exhibits the beauty of the old city at the bank of river Tawi, adjacent to which an ancient holy cave of Lord Shiva is situated".

The Tribunal added: "A number of violators have raised unauthorized construction of buildings on the sloppy hillock and the same cannot be permitted to continue on account of the fact that the municipal authority and the people at large have raised voice against this unauthorized construction".

While directing Municipal Authority for demolition of super structure, Mr Kapoor further observed "the concept of public welfare is inclusive. The values it represents are spiritual as well as physical", adding "a duly approved scheme prepared in accordance with the statutory provisions is a legitimate attempt of the authorities to ensure that the citizens of the town guaranteed a quite and healthy atmosphere to suit family needs of persons of all stations".

JAMMU, Apr 5: The four-day long 108 Kundiya Gayatri Maha Yagya concluded with Puranahuti today. Hundreds of people drawn from different parts of Jammu and outside the State participated in the concluding function.

The devotees were served with prashad after Puranahuti. However the venue of Puranahuti was shifted from Parade Ground to Geeta Bhawan due to heavy rainfall.

Speaking on the occasion, Vishaw Pratap Tripathi, Swayamsevak from Shanti Kunj Haridwar threw light on the objective of holding the Gayatri Maha Yagya. He said the rain on the occasion was a good omen for prosperity and well being.

The devotees and members of Gayatri Parivar took a solemn pledge to follow the righteous path and propagate the 18 point programme of Gayatri Parivar framed by Acharaya Shri Ram Sharma Ji.

It may be recalled that four-day long Gayatri Maha Yagya started with Kalash Sathapana on April 2 at Parade Ground.

On the third day of the religious function yesterday a Deep Yagya was performed in the evening. This was a unique event in which 15,000 Deepaks were lighted. Hundreds of the devotees took part in this holy event. On the occasion, the religious scholars threw light on seven revolutions of Gayatri Parivar.

JAMMU, Apr 5: The Crime Branch Kashmir today presented a charge sheet against an aged person who had allegedly roughed up a women to death, a police handout stated.

According to Police, Muzammil Ahmed Kawoosa, son of Mohammad Ashraf and resident of Hussianabad Anantnag brutally thrashed one Jana Begum, wife of Late Abdul Rehman and resident of Anantnag, due to which the latter lost her life.

The case which was initially registered at the local police station under an FIR number 129/2006 was later transferred to Crime Branch Kashmir by the Police headquarters for thorough investigation.

During the investigations, it was discovered that the accused Muzammil Ahmed brutally dragged the deceased lady, Jana Begum till she fell unconscious. Later Jana was shifted to the district hospital Anantnag where she was declared dead.

Statements of witness acquainted with the case and evidence collected during the course of investigation have established the offence punishable under section 304, 451 of RPC, police claimed.

The chargesheet against the accused has been presented before the court of Judicial Magistrate Anantnag for judicial determination.

Kavinder blames rulers of 1947 for
present crisis, exodus of Pandits

JAMMU, Apr 5: Mayor Jammu Municipal Corporation (JMC) and senior leader of Bharatiya Janata Party (BJP), Kavinder Gupta held the rulers of 1947 responsible for the present crisis in Jammu and Kashmir and plight of Kashmiri Pandits.

Mr Gupta, while speaking at the 15th Annual General Meeting of Panun Kashmir Movement (PKM) here at Jammu Club this evening said, had the rulers at that time not committed a blunder, there would have been no Kashmir problem today.

Making a dig at the Human rights organizations, he alleged that they are advocating anti Hindu cause. He made it clear that BJP is not against any religion but it talks of nationality and opposes those who indulge in anti national activities. "It is the duty of every nationalist Indian to discharge his duties honestly and with dedication towards his mother land so that the coming generations will not curse us", he added.

Senior KP leader and president ASKPC, Amarnath Vaishnavi in his address said that immorality has gripped the political setup in the country that is the main cause of prevailing crisis.

Comparing the present democratic rule in the State with the Dogra rule, he said the Government of Maharaja Hari Singh was far better than present misrule because nobody was deprived of justice at that time.

He outrightly rejected the allegations that former Governor of the State, Mr Jagmohan was responsible for the mass exodus of the Pandits and appreciated the steps taken by him to curb the terrorism at that time.

PKM president, Ashwani Kumar Chrangoo, while justifying the KPs demand for homeland in Kashmir said it is a mission towards the nation. The protagonists of Panun Kashmir want homeland in the Valley for establishing Bhartiyta there, he added.

Both Mr Chrangoo and JMC Mayor paid rich tributes to Guru Gobind Singh and other Sikh Gurus for their sacrifices to save the Hinduism.

Earlier during the organizational session, general Council of PKM re-elected Ashwani Kumar Chrangoo as president. It also elected Prof H L Jalali, Opinder Koul, Kamal Bhagati and R K Bhat as senior vice president, general secretary, organizing secretary and treasurer respectively.

On the occasion, Mr Chrangoo was conferred with the Vishisht Kashmiri Pandit Samman for recognition of his service to the organization and the community.

Sheep, Wool Workers Association holds convention

JAMMU, Apr 5: In order to attract the attention of State Government towards the burning demands of employees of Sheep Husbandry Department, the All J&K Sheep and Wool Workers Association organized a day long convention here today. Minister for Animal Husbandry, Taj Mohi-ud-Din was the chief guest.

The convention was well attended by delegates from all the districts of the region besides executive members of the association.

President of the Association, Mohammad Gafoor Dar while addressing demanded hard duty allowance for two and half day, extra pay for the farm workers besides feeding centres and migratory projects.

Among other demands which were brought to the notice of Minister included amendment in the recruitment rules of BVSc candidates on gazetted as well as non-gazetted ranks in the department, creation of posts of Section Officers, Assistant Live Stock Officers, Head Assistant at Joint Directorate level and district head quarters and creation of full component staff for the newly created districts.

In his formal address, chief guest, Mr Taj emphasized upon the employees of department to work with zeal and dedication in the interest of poor, lot associated with the rearing of sheep and goat. He also assured the employees that their genuine demands would be fulfilled shortly.

Prominent among others who expressed their views in the convention included Dr BR Bhagat, Bharat Bhushan, Abdul Majeed, Ashok Badyal, Rajinder Singh, Karmat Malik, Niaz Choudhary, Rafiq Malik, Mohammad Munshi and Kuldeep Sharma.

HC gives relief to person facing trial for 20 yrs

JAMMU, Apr 5: Chief Justice of State High Court, Justice K S Radhakrishnan has dismissed the appeal filed by Vigilance Organization against the judgement of Special Judge Anticorruption whereby an accused Makhan Lal Misri, the then Section Officer of Electric Department has been acquitted.

According to the case, a written complaint was submitted by Ghulam Nabi Khan before the VO Kashmir that on October 24, 1987 when the complainant came to know that electric supply to his father’s bandsaw had been disconnected, he contacted the Makhan Lal Misri, Section Officer who demanded Rs 2000 as bribe for restoration of electric connection.

On this complaint, the Superintended of Vigilance Organisation registered a case and laid a trap. According to the prosecution the trap was successfully made and after investigation of the case sanction was also obtained.

Another accused Mohd Abdul Rehman was alleged to have accepted illegal gratification Rs 1500. However, no valid sanction was obtained to prosecute him.

Chief Justice Radhakrishnan after hearing Additional Advocate General BS Salathia appearing for the Vigilance Organization and counsel appearing for the accused, observed " Trial Court has found some infirmity in the sanction to prosecute the accused, though Court do not concur with the reasoning on that but agree that the prosecution had not properly established the ingredients for successful prosecutions".

"There is material contradiction between the evidence of complainant and other witnesses. It may also be noted that there has been a considerable delay in the investigation of the case and its trial. The incident is stated to have occurred in the year 1987. The accused has already undergone the agony of the trial and also attended the criminal proceedings all these years", the Court further observed.

"The appeal lacks the merit hence it is dismissed", the Court said.

PDF to contest from 10 constituencies in Jammu

JAMMU, Apr 5: President PDF and Minister for Transport Hakeem Yaseen has expressed hope that Government with the co-operation of people would restore peace for the prosperity of the State.

Addressing the PDF executive committee meeting at Jammu today, Hakeem Yaseen said that lasting solution to the Kashmir issue could be arrived at tripartite talks only and urged to involve political leaders of different shades of opinion in the dialogue process to resolve the vaxed Kashmir issue. He said dialogue is the only way to address issues and strive for peace in the sub-continent.

Referring to the development scenario of the State, Hakeem Yaseen said that speedy and equitable development of all the regions tops the agenda of the Government. He said various projects and welfare schemes launched in the State have been completed during past two years, adding that the fruits of prosperity and development have now reached to even the remotest areas of the State.

Hakeem Yaseen on the occasion announced that the PDF would contest in 10 Assembly segments of Jammu division during the ensuing Assembly elections. He said his party is emerging very fast in the division and people associated with the party have expressed faith in the policies and programmes of the party. He stressed the executive committee members to redouble their service for propagating and nurturing party programmes in the Jammu division for the benefit of people in general. He said PDF would strengthen its rank and file for fighting anti-people elements and achieve the goal of lasting peace and economic welfare of the State.

Despite rains, Jammu Festival celebrated
at Kishtwar, Rajouri

Jammu, Apr 5: As a part of fortnight Jammu festival, Minister of State for Tourism, Forest, School Education, Social Welfare and CAD G. M. Saroori inaugurated the festival activities at Kishtwar today amidst cultural programmes and rural sports with the lighting of traditional lamp at Chogam Kishtwar.

The festival was witnessed by district officers. Prominent citizens and huge gathering of general public. Mr. Saroori, impressed upon the agencies connected with the tourism development to provide better facilities for incoming tourist. He also stressed the need for creating marketing facilities for the local products during the festival.

A number of delegations and individual also met Mr. Saroori and put forth various demands. Mr. Saroori gave patient hearing and assured that every possible step would be taken to meet their genuine demands.

Meanwhile, despite rain and chilly cold Rajouri festival was celebrated with great pump and show. The main function was held in ALG (Army Air Field) where District Development Commissioner Rajouri Rafiq Ahmed Sheikh inaugurated Rajouri Festival 2008.

Among others who participated in the festival were SSP Rajouri Rajesh Kumar, ADDC K. L Khajuria, Additional Deputy Commissioner Javed Khan, Assistant Commissioner Development, Chief Education Officer, Chief Planning Officer, District Officers, prominent citizens and local media persons.

Some of the main attractions of the mega festival were book and health education. The department of Information and Public Relation Rajouri also exhibited photo exhibition depicting development scenario. Departments of Horticulture, Agriculture, Social Welfare, Handicraft, Handloom, Project Officer DRDA put up their products on display in the exhibition. Local artists presented folk dances in Punjabi and Gojjari and other musical concerts that spell bound the audience with their performances.

The day long festival was ended with cultural bonanza arranged by J&K Academy of Art, Culture and Languages Rajouri.

Shia Federation demands reservation
in Upper House, DDBs

JAMMU, Apr 5: In connection with completion of six months in office, Shia Federation, Jammu province held a function here, today. The representatives of the Federation from all the districts of Jammu province participated in the function which was held at Karbala Complex here.

The function was chaired by Moulana Hajtul Islam, Syed Mukhtar Hussian. The Shia leaders who addressed the function included Ashaq Hussian Khan president of the Federation, Ashaq Hussian Sheikh its chief patron, Murid Hussian Shah, Nazir Hussian Shah and Kafayat Hussian.

During the function six months achievements were revived and future course of action for the Federation chalked out.

The speakers were highly critical of the Government for not redressing the grievances of the Shia community.

They said despite giving many representations to Chief Minister , the Federation representatives have not been given audience by him till date. The Federation demanded representation to Shia community of Jammu in Upper House, District Development Boards, reservation for educated youth in Government services, construction of girls hostel for Shia community students and representation to the community in Minority Commission.

The Constitution of the Federation was also released and it was decided that the Federation will fight for the rights of Shia community within the limits of Indian Constitution.

Pandit releases Dr Saraf’s "Rhythmic Verses"

JAMMU, Apr 5: Chairman, State Public Service Commission, Mohd Shafi Pandit today released a book of poetry titled "Rhythmic Verses" by Dr. Roshan Saraf in a function held at K L Saigal Hall, J&K Cultural Academy.

Samprati, a voluntary organization devoted to Kashmiri Art, Culture and Languages, had organized the function. Major General (Retd) B N Dhar was the chief guest on the occasion, while the programme was also attended by distinguished personalities and scholars.

While speaking, Mr. Pandit said, "The book is a good contribution towards literature and simultaneously it reflects the pain of exile". He, however, hoped that a day will come when the exiled community (Kashmiri Pandits) will return to its native place.

Also speaking, Major General Dhar appreciated the contribution made by author of the book towards the Kashmiri culture and said, "This book represents in true spirit the meaning of Kashmiriyat".

On the occasion, Prof A N Dhar, a noted scholar, also presented preview of the book. Earlier, Dr. R L Bhat, Samprati president welcomed the guests, while Pradeep Kaul conducted the proceedings of the programme.

Public suffers as Clerks’ strike goes on

JAMMU, Apr 5: General public is suffering a lot in view of the strike of the clerical cadre staff of all the J&K Government departments in the State.

The pen down strike of the Clerical staff entered the 11th consecutive day today. The employees assembled in the office premises of their respective departments and held demonstration to lodge their protest. They have launched strike, projecting their demand of removing anomalies in their grades.

The agitating employees are basically demanding grade of Rs 4000-6000 in favour of junior assistants, Rs 4500-7000 for senior assistants and Rs 5500-9000 for head assistants. Several employees leaders including Ravi Singh, R P Sharma, A K Mehta, Ms Sayeeda Bano (Leh), Bashir Malik (organiser) and others visited several offices and addressed agitating employees. They stated that their agitation will continue till the Government takes a final decision about their fate.

They also criticised the Divisional Commissioner Jammu and the State Government for causing a delay in mitigating their demand. They alleged that government was playing with the sentiments of the employees. These leaders also appealed the agitating employees to assemble in large number at Exhibition Ground on April 9 at 11 am and hold mass dharna and demonstration in support of their demands. They said in the same rally next course of action will be decided.

JAMMU, Apr 5: The newly constituted political group, Backward Classes Democratic Party today called on Governor, Lt General (Retd) S K Sinha and discussed party agenda with him. The former also sought security cover, vehicles as well as office accomodation in twin capital cities for the party activities.

Later, addressing a press conference, president of the party Shiraz Azhari thoroughly discussed the memorandum submitted to the Governor. Mr Shiraz sought implementation of Mandal Commission's Recommendation. "Keeping in view the demographic features as well as socio-economic conditions, the State Government must extend reservation quota for OBCs to 27 percent from the existing two percent" he demanded.

Highlighting other points of the party agenda, he sought advisory board for the representation of OBCs, fresh survey for demarcation of BPL families and political reservation for reserved categories.

He also demanded scholarships for the students and interest free loans to unemployed youth of the reserved categories.

Those who joined the party fold on the occassion were Haji Sadiq Quarshi, Krishna Gupta, Ashok Kumar, Sayed Bilal, Banarsi Lal and Sardar Sukhdev Singh.

JAMMU, Apr 5: For the first time in the State, a highly sophisticated Brachetherapy machine and an ultra modern computerized Radiation Planning System (RPS) were installed in the Department of Radiotherapy, Government Medical College Jammu, here today.

Secretary Health and Medical Education, K B Jandial was the chief guest at the inaugural function. He also presided a programme in the form of CME on introduction to Brachetherapy treatment in the cancer conducted in the college auditorium. The function was attended by head of departments, faculty members and para medical staff members of the hospital.

The Brachetherapy machine, costing Rs 1.5 crore, is capable of delivering radiation to the tumors by placing miniaturized radiation source inside the tumors, whereas, the Radiation Planning System, costing Rs 50 lakhs, will improve the accuracy in radiation treatment for the cancer patients.

Dr Ashutosh Gupta, head of Oncology Department apprised that the addition of these equipments will help to plan accurate radiation doses to the tumor as well as to protect the normal tissue from side effects of radiation and will avoid the radiation dose to other surrounding normal tissues.

"With the availability of these equipments, cancer treatment in GMC Jammu would be at par with best cancer centres in the country.
