JAMMU, Jan 2: Various social, political and religious organizations staged massive demonstrations in different parts of the city today to lodge protest against failure of the administration to take action against separatist leader, Sayed Ali Shah Geelani, who had openly preached secessionism and raised provocative slogans on Monday at Sheedhi Chowk. Effigies of Geelani were burnt at several places.

Meanwhile, City Police today registered case against Geelani under various sections Superintendent of Police (North) Sanjay Kotwal told the Excelsior that a case has been registered against Sayed Ali Shah Geelani and others for preaching secessionism.

Irked over Geelani’s ‘provocative’ speech at Sheedhi Chowk on Monday, many political, social and religious organizations took out demonstrations in the city and torched his effigies. Shiv Sena, Hindustani Shiv Sena, Janta Party, Vishwa Hindu Parishad and many others organizations demanded arrest of Geelani and all others, who raised anti-national slogans in the city.

Activists of Shiv Sena led by its state president Anan Sharma staged demonstration at City Chowk. Shouting slogans against administration for, what they alleged, allowing fundamentalist leaders, to spread communalism in otherwise peaceful Jammu region, Shiv Sena activists regretted that some elements in administration have been patronizing anti-national forces.

Shiv Sena activists asked the police to arrest Geelani as soon as possible. They, warned that if police failed to arrest Geelani within 24 hours, they themselves will handover Geelani to police.

Activists of Shiv Sena Hindustani also staged a protest demonstration against Geelani and burnt effigy of Hurriyat leader at Raghunath Bazar Chowk. They also criticized the State Government for not taking action against the culprits who raised anti-national slogans. They pointed out that Jammu was a symbol of peace and brotherhood but leaders like Geelani were hell bent to disrupt communal harmony of this region.

Meanwhile addressing a press conference, president of the Vishav Hindu Parishad, Dr Rama Kant Dubey shifted all blame on administration and expressed surprise how Geelani was allowed to spread communalism and delivered provocative speech in the heart of the city. He said that Geelani has openly challenged integration of the country and provoked a particular community against other. "I fail to understand why authorities hesitate to take action against him despite being the fact he has openly delivered a speech which amounts to spread communalism’’, he said.

VHP leader warned that if leaders like Geelani were allowed to preach secessionism in Jammu city it would have dangerous repercussion. He said that it was all due to the failure of the authorities that anti-national slogans were raised in the city. He demanded immediate arrest of Geelani and others who raised provocative slogans in presence of police.

 

One killed, 6 injured in road accidents

JAMMU, Jan 2: One person was killed and six others received severe injuries while as six persons allegedly consumed poisonous substances in separate incidents.

Police spokesman said that an unidentified person was knocked to death by a speeding mini-bus bearing registration number JK02A-7514 in front of Police Headquarters.

He was immediately rushed to Government Medical College Hospital where he was pronounced as brought dead. The body has been kept in the mortuary for identification and post-mortem.

Meanwhile, six persons were injured in two separate road accidents. All have been hospitalised and condition of two of them was stated to be critical when reports last came in.

Four of them have been identified as Karamjeet Singh, son of Bhagwan Dass of R S Pura, Chander Bahadur, son of Gori Lal of Karan Nagar, Nadeep Singh, son of Raghupati Singh of Hiranagar, Jatinder Paul, son of Rattan Chand of Kathua. Identity of two injured could not be immediately established.

The spokesman said that six persons allegedly consumed poisonous substances at their respective residences. They have been hospitalised and their condition was stated to be out of danger.

They have been identified as Sain Dass, son of Raseela Ram of Nagrota, Ankush Sharma, son of J P Sharma of Sarwal, Shashi Kumar, son of R P Saini of Sanjay Nagar, Rakesh Kumar, son of Nain Sukh of Miran Sahib, Sukhbeer Singh, son of Shamsher Singh of Bale Bagh and Rakesh Kumar, son of Krishan Lal of B C Road.

Tyranny and the crusaders

The land of Duggar is replete with tales of crusaders against tyranny. Bawa Jitto, Mian Dido, Arjun Singh Chanasia, Jora Langeh, Data Ranpat, Birpa Nath, Ram Singh Pathania and Banda Bairagi are all a part of Dogra folklore who, at some point of time in the history of Duggar, rose against the powers of the day and fought against oppression. Another positive feature in this regard is that although Dogra society has essentially been a patriarchal society, women have not lagged behind in fighting against injustice. We have Naratu of Cheneni and Bua Bhagaan, on whose life story was today’s play "Mahabalidan" presented by Sangam Tru Art Production in the Festival of Plays based, who raised their voice against exploitation.

The play highlighted the atrocities of Kutal, a representative of the King, against the villagers. He treats them like dirt and subjects them to forced labour. He unleashes a reign of terror against them through his employees Lardaar, and the Chowkidar. While the poor villagers are finding it hard to make ends meet, they also have to obey the dictatorial diktats of Kutal. The Lambardar of the village is their sympathiser but he too is helpless as he can not disobey the orders of Kutal. However, Lambardar’s wife, Bua Bhagaan is a vocal critic of the atrocities against the villagers and at one stage, when her husband has gone out of the village to mourn the death of a close friend, she leads the villagers and pleads before Kutal their case against an increase in land revenue. Kutal misbehaves with her and his minions virtually manhandle her. In a bid to help the villagers, she offers the ultimate sacrifice of life and commits suicide.

I have often wondered as to why there are so many instances in Duggar of people committing suicide in order to fight oppression. I must thank my friend, the well known writer Mohan Singh, who has enlightened me on this account. There has been a belief among the people of the region that ‘Brahm-Hatya’ or being instrumental in the death of a human being and that too of a Brahmin, is the ultimate sin that a human being can commit. The people also believed that the person who commits this sin and his entire clan will forever be doomed to disaster. Thus we have Bawa Jitto and Bua Bhagaan taking this course to fight for justice.

The play written by Shiv Dev ‘Susheel’ was successful in highlighting the plight of the hapless villagers that provoked Bua Bhagaan to come to their rescue. Although, the writer has his own justification for ending the play where it ends, I would have personally liked to know as to what happened after the sacrifice of Bua Bhagaan? Did it have the desired effect of the life and fate of the villagers? How did the husband of Bua Bhagaan react when he learnt about the sacrifice of his wife on his return to the village? Did the news of Bua Bhagaan’s sacrifice reach the King? What was his reaction? Did Kutal and his men have to pay for their atrocities against the villagers? These details may not be available in the original story but when a contemporary play is based on it, I think the writer can take some artistic liberty to add details that he finds missing in the original story.

The artists gave a good account of themselves. Jeet Raj Gondi was very impressive as Kutal and he could bring in his portrayal the ruthlessness and authority expected of his character. Kanta Sharma also did well as Bua Bhagaan although one has a feeling that the play was somewhat under-rehearsed. Paramjit Kumar was also effective as Laardar and so was Sunny Mujoo as Bhimu.

The live music utilised in the play was very effective. Jogi Bishambar Nath gave a very authentic feel to the whole performance with his impressive rendering of the story in his own inimitable folk style.

Costumes by Vijay Jeetu were quite appropriate and the Make-up by Shammi Dhamir was also good. R.K. Sehgal, the director of the play, had assembled a cast of 18 persons for this play, which is not a mean task in the times that we live in. He had also visualised the play imaginatively but a few more rehearsals would have made it into a more worthwhile experience.

HC directive on petitioners' results

Jammu, Jan 2: Justice YP Nargotra of the State High Court Jammu wing in an application filed by Manoj Kumar and others, who have appeared in the selection process of Medical Assistant and other related posts advertised by the Service Selection Board, directed the selection Board to declare the result of petitioner and their names be reflected in the select list at the appropriate place as per their merit, if they make the grade.

This Court direction was passed in a writ petition wherein it was submitted that vide the advertisement notice September 29, 2004, the Service Selection Board invited applications for different posts including the posts of Pharmacist, Medical Assistant etc. The minimum eligible qualification for the post was 10+2 with diploma from State Medical Faculty or any other recognized institution. The petitioners were Matriculates and being ineligible under the prescribed eligibility qualification, could not submit their application forms. They filed a petition challenging the minimum eligibility qualification prescribed by the advertisement notice. Vide order dated October 15, 2004, the High Court issued directions that subject to objections from other side and till next date of hearing it is directed that if interviews are being conducted, the forms of petitioners be accepted and they be allowed to participate in the selection process.

However, their result shall not be declared. Pursuant to the direction passed by the High Court, the petitioners claim that they submitted their application forms and were interviewed, but their result has not been declared.

On July, 2005, the petition of petitioners was dismissed for having been rendered infructuous, in view of the submission made by the Deputy Advocate General at the bar that a corrigendum stood issued, whereby the minimum eligibility qualification prescribed in the advertisement notice was brought down in consonance with the recruitment rules.

While dismissing the petition of the petitioners, no orders as to declaration of result of the petitioners were made. The petitioner filed present CMP seeking a direction to the SSRB for declaring the result of the petitioners and reflecting their names in the select list as per their merit, provided they make the grade.

At this Stage Advocate SK Shukla appeared for the selection board and submitted that in view of the circumstances of the case, he would have no objection for granting the prayer made by the petitioners.

Upon this, Court directed SSRB to declare the result of the petitioners.

DB directive on lawyers' chambers

Jammu, Jan 2: In a writ petition filed by Bar Association Jammu regarding the construction of lawyer’s chamber, Division Bench of the State High Court Jammu wing comprising Chief Justice BA Khan and Justice Mansoor Ahmed Mir issued directions to the State.

Accordingly compliance report has been filed by the Commissioner/Secretary Law and Commissioner/Secretary Finance Department, in which it has been stated that Rs one Crore has been sanction for lawyers' chambers at Srinagar and matter relating to second face of lawyers chambers at Jammu was being processed for being submitted to the competent authority for decision and some more time was required.

The Division Bench took serious note for non-allocation of funds for the District Court Complex at Srinagar, where work has come to stand-still. It was also told to the Court that till date no funds have been made available for this year by the Govt despite announcements made by the Chief Minister, as a result no head-way has been made even in commencing the construction of this complex, though three years have gone after the land was allotted for it.

"Going by this approach and attitude of the Govt, it would not be possible to complete the construction of this complex even for decades and the result would be that subordinate judiciary in Srinagar would not be able to function at all", it was opined.

The Division Bench directed Govt and its concerned functionaries including Chief Secretary, Commissioner/ Secretary Planning, Commissioner/ Secretary Finance, Commissioner/ Secretary Law and Commissioner/ Secretary Public Works Department to take immediate steps for allocation of requisite funds for carrying out the construction work of this complex and compliance report filed before the Court with the observation that the subordinate courts being a part of administration of justice.

Himalayan Buddhist Cultural Association holds rally

JAMMU, Jan 2: Demanding inclusion of Bhoti language in the eighth scheduled of Indian constitution and opening of holy Kailash Mansarovar route via Leh in Ladakh, activists of Himalayan Buddhist Cultural Association Ladakh today took out a procession in the city.

Carrying banners and placards, the procession started from Dogra Chowk and passed through different bazaars. Processionists demanded that Bhoti language which is spoken in Ladakh should be inclusion in the 8th scheduled of the Indian constitution.

Addressing the rally, Tashi Taragayas, president of the Himalayan Buddhist Cultural Association demanded that Union Government should take up this issue with the Chinese Government in this regard. He said that opening of this route will boost economy of the State in general and Ladakh region in particular.

He also announced that activists of Association will take out ‘Pad Yatra’ from Jammu to Delhi via Chandigarh to seek support of countrymen in their cause.

Demanding inclusion of Bhoti in eighth scheduled, he said that this language is mother tongue of Ladakh and is spoken in entire Himalayan region from Ladakh to Arunachal Pradesh.

BMS alleges no employment to locals in industries

JAMMU, Jan 2: A deputation of Bhartiya Mazdoor Sangh led by Lakshman Ravinder Singh, Vijay Chandel and Harbans Choudhary met the Director Industries and apprised him that industrialists were deliberately denying employment to locals in the industry.

The BMS deputation alleged that Government order regarding 90% employment to locals in itself was defective and employers were taking undue advantage of that order by engaging hardly 10% locals as directly and 90% of the work force through Labour Suppliers from other states as there is no clear provision in the order as to on whom this order would apply.

The BMS demanded that if the Government was serious in providing employment to locals in the industry then it will have to modify the order by accounting total employment position in any particular industry by counting directly engaged manpower or through any so-called Labour Supply contractors who were exploiting poor workers and the Government was responsible for that.

BMS alleged further that industrialists were misleading the Government by saying that there was shortage of skilled manpower in our State whereas thousands of technical manpower passing out from ITIs and other institutions but employers deliberately offer very low wages to locals, even less than minimum wages for discouraging the workers.

The BMS demanded strict implementation of norms of local employment, otherwise industries will avail incentives and after 10 years, shut down their units thereby negating the very concept of employment generation programme in the State.

 

Intellectuals Forum holds anti-US demonstration

JAMMU, Jan 2: To lodge protest against execution of former Iraqi President, Saddam Hussein, J&K Intellectuals Forum today took out a demonstration in the city.

Shouting slogans against Americian President George W Bush and other Western powers, this demonstration passed through different bazaars of the city. The demonstrators were also shouting slogans against ‘American Imperialism.

Addressing the demonstration, speakers termed execution of Saddam Hussein as inhuman and said that deposed Iraqi President was not given chance even to defend himself. They termed entire trail as ‘mock’ and ‘fabricated’ and killing of Saddam Hussein was a deep rooted conspiracy of US and other Western powers.

Speakers warned that US President George W Bush with the collaboration of some other Western powers has been trying to capture the entire world. They said that ‘gruesome killing’ of Saddam Hussein was not an isolate case it was party of the gameplan of Western powers.

They further said that it was high time for all developing nations to come together to frustrate evil designs of America. They also called upon all progressive forces to work under one banner to face the prevailing challenge.

Many trade union leaders also participated in the rally in which participants were carrying placards on which anti-US slogans were written.

Prominent among those who participated in the protest rally included Ashwani Pardhan, Parveen Kesar, Hari Chand Jalmeria, Naresh Munshi, K K Koushal, Udhay Chand, Mohan Singh and others.

Major road projects would be completed by 2009: Charak

Jammu, Jan 2: Minister for Roads and Buildings, Gulchain Singh Charak has said that the coalition government is committed to provide all basic amenities to the people, adding that under road connectivity programme, various projects have been completed in the state. Some important road projects, which are under execution would be completed by ending 2009.

The Minister was addressing public meetings at Ismailpur and Prithipora in Bishnah area today.

The Minister announced that work on road from Prithipora to Dak Bungalow Miran Sahib will be taken up shortly at an estimated cost of Rs.25.35 lakh, on completion a long pending demand of scores of villages would be fulfilled. He also said that all the damaged roads of the area would be repaired/upgraded shortly to avoid difficulties faced by the people.

He appealed the people to extend their cooperation to government in implementing various development programmes launched in their areas and asked them to monitor the developmental activities so that the quality of works could be maintained, he added.

Mr. Charak asked the youth to come forward and take benefits of the welfare schemes launched for their betterment. He asked them to set up self-financing units for livelihood instead of government job, as banks are giving liberal assistance with handsome subsidy by the Government.

The Minister was accompanied by the engineers of Roads and Buildings.

Tata Tiscon Jammu dealers visit Tata Plant

JAMMU, Jan 2: Tata Tiscon division of the Tata Steels Limited has extended invitation to its four dealers of Jammu region to visit its plant at Tata Nagar, Jamshedpur.

A group of four dealers from here left for Jamshedpur plant of the company today. The team is comprised of R K Sharma of M/s Kumar Trading Corp, Jammu, Shashi Bhushan Sharma of M/S Gokul Traders Akhnoor Road Jammu, Mr Zameer of M/s Zameer Cement & Steel Works, Doda and Parshotam Sharma of M/s S K Traders Bari Brahmana. The team will reach Tata Nagar on January 3.

The visit is a part of awareness campaign of the Tata Company among its distributors and dealers. Since there are only three companies in India, who are manufacturing rebars (Saria) from pure steel, among them Tata Steel is No. 1 in India and No. 6 in the world. It has further started manufacturing earthquake resistance material called ‘Super Ductile’ , rebars especially recommended for seismeic zons.

Teachers Federation seeks support for
Jammu Chalo programme

JAMMU, Jan 2: An executive body meeting of the Jammu wing of All Jammu, Kashmir and Ladakh Teachers Federation, was held under the chairmanship of Balwan Singh Jamwal.

Taking serious note of the alleged anti-employees attitude of the Government, the meet highlighted Federation’s long pending demands which included earned leave benefits to teachers, LTC to State Government employees, 15 percent Dislocation Allowance to the teachers working in rural areas, transparent transfer policy, proper medical policy, provision of extra budget for infrastructure development in schools, filling up of all vacant posts of teachers, Masters, Headmasters, ZEOs and Principals, etc.

The meet called upon the teaching community to enmasse participate in the Jammu Chalo programme of the J&K Employees Joint Platform of Action on February 14, 2007 at Old Secretariat Jammu.

The Federation also called upon the State Government to immediately concede the just and genuine demands of the State employees and teachers.

The meeting was attended by Manga Ram Sharma, Vijay Sharma, Som Nath Banathia, Chaman Lal Sharma, Satya Bhushan, Subash Sharma, Babu Ram, Padhyar, Joginder Singh Manhas, Maheshwar Sharma, Kewal Krishan, D C Wazir and others.

State Land Act anti-poor: IDP

JAMMU, Jan 2: The people of Nud, Sha-Balore, Katli and Dauree of Samba tehsil under the aegis of Internationalist Democratic Party (IDP) unanimously maintained that though proposed amendments and clarification made by Chief Minister were appreciable yet J&K State Land Act was anti-poor and favourable to land mafia and pro-rich.

The IDP proposed that state arable land upto 48 kanal occupied by any person whose livelihood solely depends on agriculture should be given ownership rights free of cost; and any person whose own agriculture land is 48 kanal of more than that upto 100 kanal of occupied land should be given proprietary rights with payment as per Act.

The IDP added that remaining land in such cases should be given to landless and small farmers free of cost, It added that any landless and poor person who has occupied State urban land should be given a piece of one marla free of cost and that any person who has built a house on the rural or urban state land or occupied land for residential purpose should be given proprietary rights upto one kanal and 5 marlas without any cost.

The IDP leaders who expressed their views included Hoshiar Singh, Mohan Singh, Des Raj, Subash Singh etc.
