Alleged police atrocities in Leh
LUTF approaching oppn parties to raise issue in Legislature

Excelsior Correspondent

JAMMU, Dec 30: After apprising Prime Minister Dr Manmohan Singh and Union Home Minister Shivraj Patil about the alleged continuous police atrocities in Leh, Ladakh Union Territory Front (LUTF) leadership has started mobilising support of opposition parties to get the issue vociferously raised in the Legislature session beginning from January 7, 2008.

Led by Member of Parliament and LUTF president Thupstan Chhewang, several Ladakh Autonomous Hill Development Council (LAHDC) Leh Councillors belonging to the Front have arrived here to meet Governor Lt Gen (retd) S K Sinha tomorrow to seek his intervention in bringing an end to police atrocities in Leh.

"We are also trying to meet Chief Minister Ghulam Nabi Azad, Deputy Chief Minister Muzaffar Hussain Baig and Minister for Ladakh Affairs Mangat Ram Sharma for removal of Senior Superintendent of Police (SSP) and SHO Leh, who have let loose reign of terror against elected representatives of the Ladakh Autonomous Hill Development Council (LAHDC)-Leh and Buddhist leaders", LUTF president Thupstan Chhewang said while addressing media persons here this afternoon.

In case nothing concrete come out of the meeting with Governor, Chief Minister and Minister for Ladakh Affairs, the LUTF will intensify its agitation against the reign of terror against elected representatives of LAHDC-Leh and Buddhist leaders, he announced.

"We are also going to approach leadership of all the opposition parties particularly National Conference to get the issue raised in the ensuing Legislative Assembly session", he said.

"With the local police and administration serving the partisan interests of the Congress, we apprehend that a move is also afoot to further throttle democracy in the region by destabilizing the LAHDC-Leh in which we have an overwhelming majority", Mr Chewwang said.

Mr Chhewang said that besides informing about the high handedness of the police in Leh, LUTF during its meeting with Prime Minister and Union Home Minister also demanded Union Territory Status for Ladakh, inclusion of Bhoti language in the 8th Schedule of the Indian Constitution and opening of the Kailash-Mansarovar pilgrimage through Leh.

MLA Nubra Sonam Wangchuk and several LUTF Councillors of LAHDC-Leh expressed concern over the Government maintaining silence over the issue being raised by them.

Dal lake freeze again
Two die of cold in Jammu

SRINAGAR/JAMMU, Dec 30:The winter chill claimed another two lives in Jammu region today and the banks of Dal lake froze again as the Mercury sank to the season’s low of minus 7.2 degrees celsius in the Kashmir valley.

Minimum temperatures in the cold desert climes of Ladakh were even worse with the town of Leh shivering at a numbing minus 15.2 c, the weather office said.

Frozen bodies of two beggars were found in Gita Bhawan area of Jammu and Chanderkote town of Ramban district, officials said adding they had slept out in the cold.

Met officials said minimum temperatures in Jammu division, where three people have died so far this season, were around 6 degrees celsius but the effect of the cold was greater due to a strong wind chill factor.

After the coldest night of this season in the valley, the Sun came out brightly, bringing a reprieve to people using hot water to defreeze water pipes and thawing the Dal lake.

Besides the lake, which is a big draw for tourists with its Victorian- era wooden houseboats, surface ice had formed on other water bodies in the valley but melted as the day advanced.

"The overnight temperature in Srinagar recorded this morning was minus 7.2 c, the season’s lowest so far and 5 degrees below the normal range," a Met office spokesman said.

The temperature was a 2 degree drop from Thursday’s minus 5.6 c, which was the coldest till then, he said.

Taps in the city also froze overnight but the water supply was restored as it warmed, with day temperatures staying around 6 degrees above normal.

This has taken by surprise the valley’s denizens who expect the ‘chilai kalan’ (40 days of harsh winter) period to be full of snow and rain. ‘chilai kalan’ begins from December 21.

The maximum temperature recorded in Srinagar yesterday was 11.8 c, the Met office said. (PTI)

Ex Municipal Councilor’s concern over
JMC’s dismal performance

Excelsior Correspondent

JAMMU, Dec 30: Expressing his dismay over what he alleged the dismal performance of Jammu Municipal Corporation (JMC), Ex-vice president of Jammu Municipal Council, Mr Amar Nath Gupta today alleged that the basic purpose and objective for which the civic body was upgraded has been totally defeated.

The functioning of Jammu Municipal Council when controlled by the Bharatiya Janata Party (BJP) and Jan Sangh, its erstwhile name was much better and satisfactory, said Mr Gupta who had served as Municipal Councilor for three terms.

He said the people then had no problem from JMC as it provided better civic amenities and its functioning was satisfactory in enforcing municipal laws and regulating the civic life in the city. The main drawback for the dismal performance of the Corporation at present is failure of Government to grant adequate powers to Mayor or its other functionaries, he added.

He said the real powers rest with the Commissioner, an officer appointed by the Government while the Mayor is only a nominal head bereft of real powers.

He also termed the act totally faulty which provides for one year term for Mayor and Deputy Mayor. This way the Mayor can’t carry to their logical end the projects conceived by him. He demanded that Mayor be appointed for five years term.

Expressing concern over the prevailing insanitation in Jammu City, Mr Gupta demanded latest sewerage be provided in Old Jammu City and the funds given under ERA be spent judiciously to improve the life in city.

He further demanded that Sewerage system from UEED be transferred to JMC and for scientific disposal of municipal waste a plant be installed outside the City.

Expressing concern over supply of adulterated food products, milk and eatables, he demanded that sanitary inspectors be transferred from time to time.

He also criticized the BJP for its ambiguous stand on separate statehood to Jammu and urged the Party to raise this demand openly for the larger interests of people of Jammu.

Address woes of Miran Sahib

The concerned authorities are requested to solve long standing problems of Miran Sahib. Miran Sahib is not connected from Panjtirthi.

This causes a lot of problems to people who want to go to Miransahib or to Panjtirthi. Another problem is the non availability of broad band facilities in Miran Sahib Telephone exchange.

The lanes and drains are in deplorable condition. In addition to this the consumers are put to trouble due to recurrent power cuts. It is hoped that Government takes stock of our problems and takes step to solve them speedily.
