Bamsan
excited by prospects of being future
CMs seat
HAMIRPUR, HP, Dec 12: With BJP
projecting Prem Kumar Dhumal as its chief
ministerial candidate, people of Bamsan
are excited over the possibility of their
place gaining its future status of
"Mukhya Mantri Ki
Constituency".
Dhumal,
who has represented this constituency in
Hamirpur district of Himachal Pradesh,
for the past two consecutive elections,
is confident of making a hat-trick when
this Hamirpur constituency goes to the
polls in the second phase of voting in
the state on December 19.
Dhumal has
mostly remained away since he filed his
papers, campaigning for BJP candidates in
other parts of the state. He had to quit
the Bamsan seat after winning the
Hamirpur parliamentary by-election in the
middle of this year.
His rival
Congress candidate Col Bidhi Chand Lagwal
has remained entrenched in the
constituency convincing people that
continuation of the Congress rule will be
better for them. Col Lagwal is a Shaurya
Chakra winner and was Dhumals
classmate.
Pointing
to new roads and a school, Lagwal showers
all praise on Chief Minister Virbhadra
Singh for initiating development works in
this area and other parts of the state.
But not
many seem convinced.
Dhumal is
popularly known as "Sadak Wala
Mukhya Mantri" for a large number of
road projects started by him during his
five-year tenure as chief minister
(1998-2003).
"Dhumal-jee
has raised our stature in the state. It
is due to him that this sleepy place has
come into prominence in the state",
says Jai Singh, a retired armyman.
Dhumals
confidence is not misplaced. His victory
margin has increased since 1998. In the
previous 2003 election, he had defeated
Congresss Kuldeep Singh Pathania by
a huge margin despite a pro-Congress wave
in the state.
"There
is no no contest in Bamsan. We want to
ensure that the BJP leader wins with a
greater margin than Chief Minister
Virbhadra Singh does from his Rohru
seat", says Rama Sharma, a BJP
worker.
Determined
to defeat his rival in his home turf, CM
Virbhadra Singh has addressed many
rallies in the area.
"Lagwal
will spring a surprise", the CM had
said during a recent visit to the area.
Congress
is also banking on a large number of
ex-servicemen in the constituency who
forms a majority among the total
electorate of 68,894.
He is also
hoping that his Rajput castemen will back
him. However, Dhumal also hails from the
same caste.
Though BSP
and LJP candidates are also in the fray,
their presence is almost negligible.

Shield
children from on-screen violence: Experts
NEW DELHI, Dec 12: Shocked at the
first of its kind shooting in school in
the country, experts today set the alarm
bells ringing, attributing such
"copycat killings" to
continuous exposure of children to
on-screen violence.
The
exposure to "undesirable
behaviours" like fighting, shooting
and killings made children "more
aggressive and insensitive" to pain
and suffering to a considerable extent,
experts viewed.
"Even
innocent-looking cartoon characters are
fighting with each other on the TV
screen. Virtual reality is influencing
children like anything. Everyday stress
is only adding to it," said Vasantha
R Patri, Counselling Chairperson at the
Indian Institute of Counselling.
Noting
that juvenile crimes were on the rise in
India, she said the children were exposed
to a lot of violence and crime on the
screen, which made them "aggressive
and insensitive".
Criticising
media for "glamourising and
promoting violence", she said
"all kinds of violence is reported
on TV continuously."
Noted
psychologist Sanjay Chugh said:
"Normally children tend to avert
aggression, but repeated exposure to such
incidents results in desensitisation of
violence."
Referring
to the shocking shootout in a Gurgaon
school where two students pumped five
bullets into another, Chugh said the
incident had come as a "strong
warning signal" for the society.
"If
we will not learn from this, many more
such incidents will take place in the
future. Earlier, school shootout
incidents have been reported in US. Now,
it has happened in our country as well.
This proves our society has moved in a
wrong direction," he said.
The
experts warned of more cases of
"copycat killings if there is no
check on the content."
"The
decision-makers have to act rationally
and positively to change the
situation," Chugh said,
"otherwise the value-system of our
society will get eroded."
Principal
of Laxman Public School Usha Ram said the
atmosphere at home and school played an
important role in determining the
psychological growth of teenagers.
"Regular
parent-teacher interactions are
important. They help in noticing any
unnatural behaviour in the child, and to
find out the reason for it and deal with
it," she said.
She
suggested that schools should provide
adolescents with counselling and
de-stressing exercises like Yoga and
meditation.
Patri said
the "extra freedom" given to
children by parents was also causing
problems.
"Today,
parents are democratically raising their
children and they are enjoying a lot of
freedom. But often this freedom comes
without responsibility," she said.
Referring
to yesterdays incident, Patri said
the 14-year-old boy easily accessed a
weapon and used it to allegedly shoot at
his schoolmate.
"Stress-releasing
exercises like sports and counselling may
help to reduce juvenile criminal
activities," she said.
"Interpersonal
skill development programmes also can
help children to communicate successfully
and this will probably cut down the
aggression level among them," she
added.
"We
should look for some buffering
relationships-parental interaction and
emotional bonding-if we want to change
the situation," Chugh said. (PTI)
EC
to review HP poll arrangements today
SHIMLA, Dec 12: Chief Election
Commissioner N Gopalaswami will tomorrow
review the poll preparedness in Himachal
Pradesh for the crucial second phase
elections on 65 seats of the hill state.
The CEC
along with two Election Commissioners
Navin Chawla and S Y Quraishi and Deputy
Election Commissioner R Balakrishnan will
interact with representatives of the
political parties, senior civil and
police officials and election observers
to take stock of arrangements for
December 19 polling in the state, a state
election office release said today.
The
full-strength EC team will have detail
meetings with representatives of the six
recognised national political parties in
the state to garner their opinion on the
polling, the release quoted Chief
Electoral Officer Manish Nanda as saying.
The EC
team will have a comprehensive meeting
with the Inspector General, Deputy
Inspector Generals/ District Magistrates
and Senior Superintendent of Police to
assess the security arrangements on the
polling day.
With cold
intensifying in the hill state due to
rain and snowfall, the EC team is
expected to discuss the contingency plan
to meet the situation, sources in state
election office said.
The EC has
already declared December 22 as reserve
day for repoll if necessary. (PTI)
Congress
complains EC about BJP
ads targeting Virbhadra
SHIMLA, Dec 12: The ruling Congress
has approached the Election Commission
seeking an immediate ban on
advertisements published by the BJP in
newspapers, saying they are aimed at
"character assassination" of
Himachal Pradesh Chief Minister Virbhadra
Singh.
"The
Congress has given a written complaint to
the state election office yesterday
against the BJP advertisements meant to
character assassinate the CM and the
party rule in the hill state," state
Congress General Secretary and spokesman
Kuldeep Rathore said today.
These ADs
are "malicious and aimed at
character assassination of the CM and the
Congress rule in the state," the
complaint said and sought the EC
direction to immediately stop there
publication.
"BJP
which has no issue in the assembly
election in HP is resorting to negative
strategy and trying to denigrate the CM
and lower the prestige of the
congress," Rathore said, adding the
ads violated model code of conduct and
should be banned immediately. (PTI)
