Government of Jammu and Kashmir vide Govt. Order No;- 254-F of 2007 dated 27-08-2007 has constituted Jammu and Kashmir State Finance Commission consisting of Dr. Mahmood-ur-Rahman. Ex-Secretary to Government of India as Chairman and Shri Swami Raj Sharma, Ex-Commissioner/Secretary Prof. Nisar Ali, Dean, Faculty of Social Sciences, University of Kashmir and Shri Sonam Dawa, ex-Chief Engineer as members.
The main objective of the Commission is to provide for ensuring equitable development of all regions in the State by equitable distribution of resources available for development and making good backlog of development and employment at the regional and district level in the State of Jammu and Kashmir.
1. The Commission shall act on the following functions to achieve the objective:-
a). Mapping the regions and the sub-regions with reference to well accepted development indicators;
b). Identifying the backward districts of the State and assess the deviation of these districts from the mean developmental level of the State;
c). Evolving a set of policy instructions to equalize/balance the dispersal of development across the districts;
d). Identifying measures to bring about a paradigm shift in the approach for inter se allocation of resources by treating each region and/or sub-region within the region as a targeted economic unit for which captive resources and those to devolve from the State shall be determined with focus on economic returns for self-sustained growth;
e) Formulating a set of administraive measures aimed at bringing about reforms in decision making in governance and development through decentralized processes and machanism;
f). Identifying the employment backlog at the regional, subregional, district or the targeted economic unit level and recommended measures for removal of disparities;
g). Suggesting measures needed to augment the resources of the State Government, particularly to supplement resources of Halqa Panchayats, Municipalities and Municipal Corporations in the State; and
h). Any other matter, which may be ancillary or incidental to the aforesaid functions.
2. The Commission shall review the State of finances of the State and suggest restructuring of the public finances restoring budgetary balance, achieving macro-economic stability and debt reduction.
3. The Commission shall review and suggest measures for effective implementation of the recommendations and award under the Twelfth Finance Commission (TFC), particularly Fiscal Reform and Budget Management Programme and corrective measures for debt reduction and/or sustainability and overall improvement in human development and investment climate.
The Commission invites views, suggestions in the shape of memoranda from General Public including NGOs, Societies, Groups and Individuals in context to the functions mentioned above.
The Petitions/memoranda should be addressed to the Secretary of Commission at the address given below and will be received up to end of December, 2007.
The Commission will also visit district headquarters, block headquarters for physical verification, inter-action and to receive representation in context to the functions of the Commission.

NOTICE

Attention of All Hotel/Restaurant Owners (Jammu Region)

It is mandatory under the Environment (Protection) Act & Air / Water Acts and Rules thereof for all Hotel / Restaurant / Guest-House Owners to apply for the Consent (Authorization) of the J&K SPCB. The deadline is fixed for receiving applications alongwith the project reports (in triplicate), Schedule-I (duly filled-in) and relevant documents / fees upto 31.12.2007. The Board proposes to initiate legal proceedings against all those Hoteliers / Restaurants / Guest-House Owners who fail to comply with the provisions of the Environment (Protection) Act and Rules thereof and the said proposed legal action may also include closure of the unit and prosecution of the defaulter owners.

All concerned are therefore, requested to please seek mandatory authorization of this Board at the earliest.

RECRUITMENT TEST FOR JUNIOR WORKS MANAGER (MECHANICAL) AND JUNIOR TIME SCALE/ASSISTANT WORKS MANAGER (PROB) (CHEMICAL ENGINEERS) IN THE DEPARTMENT OF DEFENCE PRODUCTION, ORDNANCE FACTORY BOARD, MINISTRY OF DEFENCE.

Union Public Service Commission will be conducting Recruitment Tests for 28 posts of Junior Works Manager (Mechanical) and 21 posts of Jr Time Scale/Assistant Works Manager (Prob) (Chemical Engineers) in the Department of Defence Production, Ordnance Factory Board, Ministry of Defence in 08 Centres (Bhopal, Mumbai, Kolkota, Delhi, Dispur (Guwahati), Chennai, Lucknow & Jammu) all over the country on 16.12.2007 (Sunday) from 10.00 to 12.00 Noon and 02.00 P.M. to 04.00 P.M. respectively.

3. The Admission Certificates to all eligible candidates have been issued. The candidates can also send FAX Messages for Admission Certificate by giving his/her particulars and post applied for on Telephone No. 011-23387310 & 011-23385345. 4. Mobile phones, pagers or any other communication devices are not allowed inside the premises where the examination is being conducted. Any infringement of these instructions shall entail disciplinary action including ban from future examination. Candidates are advised in their own interest not to bring any of the banned items including mobile phones, pagers at the venue of the examination as arrangements for their safekeeping cannot be assured.
