JAMMU, Aug 4: While reports of four Working Groups, set up by Prime Minister Dr Manmohan Singh on Jammu and Kashmir, have been submitted more than three months back and the Government was already in the process of implementing some of their recommendations, the fifth Working Group with crucial agenda of Centre-State relations including two vital subjects—autonomy and self rule has not met for last more than four months.......more
