Kidnapped
girl found dead

JAMMU,
Sept 23: Police
today recovered body of a
teen-age girl, who was
reportedly kidnapped by
some unknown persons on
September 21. Police
spokesman said that a
police team from Gool
Police Station today
recovered body of Sheima
Akhtar, daughter of Ada
Bhat from the forest
areas. There were
grevious injury marks on
the neck of the girl
which indicated that she
was killed by slitting
her throat. The body was,
later, handed over to
family members for last
rites after post-mortem.
The
spokesman said that the
girl was reportedly
kidnapped by some unknown
persons but her parents
had not lodged a
complaint with the
police. After the
recovery of her body,
they admitted that Sheima
was kidnapped on
September 21.

Ram
Katha starts at Raghunath Temple

JAMMU, Sept 23: A week-long
programme of Ram Katha, organised by the
Dharmarth Trust in collaboration with
Divya Jyoti Sanstha, commenced at
Raghunath temple, here this evening. A
large number of devotees were present.
It is
first time that during Navratras,
recitation of Ram Katha and singing of
bhajans has been arranged for a week in
the evening at Raghunath temple complex.
President,
Dharmarth Trust, Divakar Singh lit the
traditional lamp for inaugurating the
devotional programme. The secretary,
Dharmarth Trust, Vijay Gandotra was also
present.
The
Raghunath temples complex has been
decorated and illuminated for the
Navratras and the devotional programme of
Ram Katha.
Hundreds
participate in Charri Mubarak,
Akhand Jyoti of Mata Vaishno Devi

JAMMU, Sept 23: The annual yatra of
Charri Mubarak and Akhand Jyoti of Mata
Vaishno Devi was taken to holy shrine
from here with full religious fervour and
gaiety today by Shiv Sena Bala Sahib
Thackeray today.
A large
number of Shiv Sainiks attired in white
dress with saffron turbans on their heads
participated in the Charri Yatra which
after passing through Parade,
Ranvireshwar Chowk, Shalamar Chowk,
Purani Mandi and Jain Bazar reached the
Panjtirthi where from it left in a
cavalcade of vehicles for the holy shrine
of Mata Vaishno Devi.
Earlier
the Akhand Jyoti of Mata was illuminated
at Shani Mandir Krishna Nagar this
afternoon and later taken to Parade
Ground in a procession led by J&K
Sena Chief Anan Sharma where it was
displayed for darshan of devotees.
A grand
function was held at Parade which was
graced by Shankaracharya of Sharda Peeth
Amritanand Ji Maharaj, Jai Bhagwan Goel,
North India Samparakh Parmukh of Shiv
Sena, Ch. Manmohan Singh, Mayor JMC,
Haryana Shiv Sena Parmukh Suresh Sharma
and Sena leaders from various North
Indian states. They all paid their
obeisance to Charri Mubarak and Akhand
Jyoti of Mata after it reached there.
On the
occasion Shankaracharya Amritanand Ji
Maharaj, Jai Bhagwan Goel, Ch. Manmohan
Singh, Suresh Sharma, former J&K unit
Sena chief, Rajesh Gupta and president of
J&K unit of the Sena Anan Sharma
besides other Sena leaders were honoured.
A dancing
competition was also held inwhich the
Marjali Patta team was declared the
winner.
The Shiv
Sena chief, Anan Sharma said that the
Charri Mubarak and Akhand Jyoti will
reach holy shrine of Mata Vaishno Devi
tonight.
He said as
per a tradition the Sena has been taking
the Charri Mubarak and Akhand Jyoti to
holy shrine for the last 20 years.
Jammu and
Kashmiri Shiv Sena led by Ashok Gupta
also held a religious function at M A
Stadium this afternoon where from the
Akhand Jyoti of Mata and Charri Mubarak
was taken to the holy cave. A large
number of Sainiks drawn from different
parts of the Jammu region joined the
Yatra.
The
Sainiks attired in traditional dress were
chanting the hymns in the praise of Mata
Vaishno and dancing to the tune of
beating of drums.
Theatre
is alive in Pakistan

"A
hostile administration, Wahabi Islamists,
intolerant politicians and an
unsupportive business community, theatre
in Pakistan has survived all these
adverse circumstances and yet succeeded
in touching the lives of the people at
the grassroots level in a meaningful
manner." This was stated by Shahid
Nadeem, a noted theatre personality from
Pakistan in `Ek Mulaqat programme
organised by Punjabi Department of Jammu
University here today in honour of Nadeem
and his equally talented wife Madeeha
Gauhar.
Nadeem
stated that their group Ajoka Theatre has
been consistently presenting socially
relevant plays in Pakistan inspite of the
fact that he, as well his wife Madeeha
have lost their jobs several times over,
he has been arrested and imprisoned and
the members of the group have faced all
kinds of hardships and yet remained
steadfast in their resolve to present
meaningful theatre in Pakistan.
In reply
to a question, Nadeem stressed that while
the majority of Muslims in Pakistan were
not professing the Wahabi brand of Islam,
it was the handful of Wahabis who hogged
the limelight because of their shrill
voice and militant ways. Accusing
successive military as well as civilian
regimes in Pakistan of taking recourse to
Mullahism in order to ensure their own
survival, Nadeem said that the
politicians and generals had failed to
address the basic issues facing the
common masses of Pakistan.
Replying
another question, Nadeem said that the
theatre groups of Kashmir must come
forward and produce plays that highlight
the Sufi and tolerant traditions of
Islam. This had to be done by Kashmiris
artistes themselves and it would not be
appropriate for a theatre group from
Pakistan to do this in Kashmir, he added.
Shahid
Nadeem also announced that Ajoka will be
bringing their latest production
Dukh Dariya, based on an
Indo-Pak theme, to Jammu in the month of
December.
Madeeha
Gauhar stated that Ajoka was committed to
project the values propagated by the
Sufis. The region has had a rich and
vibrant culture even before Islam entered
the area and centuries before Pakistan
came into existence. Ajoka felt that it
was its duty to project and promote these
cultural traditions. Their much acclaimed
play Bullah is a challenge to
the fundamentalist interpretation of
Islam, she said.
Speaking
on the occasion, Prof. Amitabh Mattoo,
the Vice Chancellor of Jammu University
paid rich tributes to the resilience of
Ajoka in surviving the onslaught of the
hostile authorities. He complimented the
group for its bold plays and said the
people of Jammu, who had already
witnessed the play Bullah, would look
forward to watching the their play
Dukh Dariya in coming
December. Earlier, Prof Davinder Singh
welcomed the guests and Prof Updesh Kaur
presented the vote of thanks.
Kissan
Mazdoor Party launched in J&K

JAMMU, Sept 23: With the
recognition of Election Commission of
India, the All J&K Kissan Mazdoor
Party (KMP) was launched today by its
president Sardar Kalu Khan Hamdard.
Mr Khan,
while launching the Party told the media
persons that the main objective of the
new Party is that it will work for the
betterment of suppressed and oppressed
people of the State including farmers,
laborers, nomads, backward classes,
Schedule tribes, Schedule Caste and
women.
"Our
Party will strive for bringing people of
different communities and castes together
to work for the prosperity and unity of
the nation", he said, adding it will
extend full support to peace initiative
taken by the Central Government.
He said
the activists of the Party will launch a
door to door campaign for peace in
trouble -torn Kashmir valley where people
have suffered a lot due to 17 year long
turmoil. "It will leave no stone
unturned in bringing the people of all
communities on a single platform so that
the hatred ends and complete peace
prevails in the J&K", he added.
Moreover,
our Party will work for removal of
regional disparities and urban and rural
divisions as the Party is totally against
the regional discrimination on the basis
of caste and religion.
Maintaining
that Kashmir is an integral part of
India, he said Kissan Mazdoor Party
favours that Pakistan should handover the
occupied portion of J&K to India.

Malik,
others appear in TADA Court
Rubiya Sayeed abduction
case adjourned

Jammu, Sept 23: Jammu and Kashmir
Liberation Front (JKLF) Chief Mohd Yaseen
Malik and others today appeared in the
Court of TADA/POTA in four cases
including kidnapping of Dr. Rubiya
Sayeed.
Presiding
Officer TADA/POTA Court Jammu, Wani ND
after hearing Senior Advocate ZA Shah
with Advocate Yogesh Bakshi and Vipin
Gandotra and Special Public Prosecutors
appearing for the CBI adjourned the cases
on the request of Shah, who sought time
for the arguments on the plea that since
holy month of Ramzan is commencing from
September 25, and it was not possible for
him to attend the Court during this month
because he has to observe the fast.
Upon this,
Wani ND adjourned the cases.
In the
kidnapping case of Dr. Rubiya Sayeed,
daughter of Mufti Mohd Sayeed according
to CBI case that in the month of
December, 1989, the accused persons
namely Mod Yaseen Malik, Showkat Ahmed
Bakshi, Ali Mod Mir, Manzoor Ahmed Sofi,
Javid Mir alias Nalka, Mohd Rafiq alias
Nana ji, Mehraj-ud-Din Sheikh, Mohd Yaoob
Pandit, Mohd Iqbal Gandroo, Wajahat Wazir
Qureshi and Mohd Zaman Mir, who were
present today in the Court, allegedly
kidnapped Dr. Rubiya Sayeed while she was
going to Medical College Hospital in a
matador and for the release of Dr. Rubiya
Sayeed, the State Govt released five
hard-core militants of JKLF. After the
demand of the kidnappers was fulfilled,
Dr. Rubiy Sayeed was released.
In another
case which was investigated by the CBI in
which five Air-Force Officials were
killed at Batmaloo Srinagar on January,
1990 in which all the accused were
present, the Senior Public Prosecutor for
CBI argued on the stage of framing charge
and concluded his argument by stating
that Charge against the accused for the
commission of Offence prima-facie proved
against the accused persons.
In another
case, in which besides Yaseen Malik,
Manzoor Ahmed Sofi and Farooq Ahmed alias
Bitta Karate (who was brought in custody
from Kathua Jail), was also adjourned.
In yet
another case of One Lac US Dollar, which
was registered by the Kud Police on March
23, 2002 in which JKLF supremo was
arrested by the police from Srinagar
while he was addressing a
press-conference and lateron
investigation was transferred to Crime
Branch Jammu, the Crime Branch after the
completion of the investigation presented
Challan in the Court of POTA against
Yaseen Malik, Mustaq Ahmed Dar and
Shamima alias Shazia alias Bitti. All the
accused are on bail in this case. Today
Yaseen Mailk and Mustaq Ahmed Dar were
present in the Court whereas an
application for exemption of Shamima
presented by the counsel, the Court
granted exemption on the surety of
counsel for today only.
It is
worthwhile to mention here that all the
cases are pending before the Court for
framing charges whereas kidnapping of Dr
Rubiya Sayeed and killing of Air-Force
personals are pending for last more than
15 years at the stage of framing charge.
The cases continue to be adjourned. This
time it was on the plea of holy month of
Ramzan.

Navratra Festival
inaugurated

Flood Control Mohammad Dilawar
Mir and Minister for Rural
Development Jugal Kishore Sharma
today inaugurated Navratra
Festival 2006, which is 11th
festival at Katra, the base camp
of Mata Vaishno Devi Shrine
amidst unprecedented festivities
surcharged with spiritual
atmosphere in which a large
number of locals, school children
and pilgrims from different parts
of the country participated.
In
this connection, holy Palanquin
of Shri Mata Vaishno Devi
followed by number of tableaus
comprising cultural troups from
various parts of the country was
taken out from Asia Chowk, Katra
amidst touching slogans of Jai
Mata Di. A large number of people
from all sections of society,
devotees and yatris accompanied.
Speaking
at the function organized jointly
by Tourism and Shri Mata Vaishno
Devi Shrine Board, Mohammad
Dilwar Mir congratulated the
people for holy Navratras. He
also sanctioned Rs. 20 lakh for
the development of Baba Dhansar
Shrine which is a beautiful and
cool picnic spot with naturally
formed Shivling on which drop
lits of water fall naturally all
seasons of the year.
Earlier,
the Minister for Rural
Development, Jugal Kishore Sharma
thanked the Tourism Minister and
said that funds for the
development of Dhansar Shrine and
Shiv Khori and other tourist and
pilgrims places be provided so
that pilgrims of Mata Vaishno
Devi can avail facilities like
this shrine at these places,
already number of activities are
going on at Shiv Khori and
Dhansar by the Government for
pilgrims and tourism promotion.
The
Director Tourism Ajay Khajuria
gave a resume of various
functions to be held during the
festival.

Governor
offers Puja at Vaishno Devi

KATRA, Sept 23: Governor
Lt. General (Retd) S K Sinha today paid
obeisance at Shri Mata Vaishno Devi
shrine and prayed for universal peace and
brotherhood.
At the
onset of Navratras, the Governor
participated in Shat Chandi Mahayagya and
offered Puran Ahuti. Amid recital of
Vedic hymens, he prayed for universal
brotherhood and peace in Jammu and
Kashmir. He also offered pujas in the
sanctum sanctorum.
Principal
Secretary to Governor and Chief Executive
Officer, Shri Mata Vaishno Devi Shrine
Board, Dr Arun Kumar and Additional Chief
Executive Officer, Puneet Kumar also
joined in the Pujas.
Earlier,
the Governor, who is Chairman of SMVDSB,
inspected various ongoing works in the
Bhavan and its periphery that included
sewerage treatment plant, setting up of
additional 800 lockers for the pilgrims,
waiting hall adjacent to the stairs and
other works aimed at reducing congestion
and regulating pilgrim traffic. General
Sinha inaugurated the exit tunnel which
will help in streamlining the pilgrimage
and reduce congestion in the cave
shrine.

Statue of last Dogra
ruler unveiled

JAMMU, Sept 23: Terming
late Maharaja Hari Singh as great
democratic and social reformer,
Governor Lt Gen. (Retd) S K Sinha
today said it was last Dogra
ruler who constituted Praja
Sabha.
"His
faith in democratic values get
reflected through the
establishment of Praja
Sabha, Mr. Sinha said
while addressing a function
organized by Maharaja Hari Singh
Foundation to unveil statue of
the last ruler of erstwhile Dogra
dynasty in the State.
The
Governor recalled Maharajas
address in the first round table
conference at London in 1931
where he spoke about restoring
dignity and honour of Mother
India and had declared that he
would be the first ruler to join
independent India. At that time
when almost all princely states
were with Britishers, Maharaja
Hari Singh's statement at London
Round Table conference was
historical and it became rallying
point for the political parties
and rulers of other states.
The
Governor said that it was all due
to the foresightedness of late
Maharaja that distinct identity
of Jammu and Kashmir has been
maintained. "Maharaja Hari
Singh had enacted State Subject
Act which was later turned into
Article 370 of the Indian
constitution he said.
Recalling
his meetings with Maharaja Hari
Singh at the time of Pakistani
invasion, the Governor informed
that he as a Major of Indian Army
met Maharaja more than thrice
along with the then Army Chief
General Carriappa. "After
installation of democratic
Government Army gave full respect
and honour to the
Maharaja, he recalled
but regretted that civil
administration did not give
deserving respect and honour to
last Dogra ruler. "Maharaja
was a man of principal so he did
not return after decided to leave
the State, he said.
Earlier,
the Governor unveiled statue of
Maharaja Hari Singh at Shri
Partap Memorial Rajpur High
School.
During
the function various scholars
threw light on the life and
achievements of Maharaja Hari
Singh. Speakers recalled that in
October 1932, the
"Maharaja" permitted
the "Harijans" to enter
and worship in temples, use
public wells and tanks etc.
Further, more the Maharaja
declared untouchability a
cognizable offence in 1940. He
declared female infanticide,
child marriage, polygamy and
immoral traffic of women as
unlawful acts well before Sharda
Act was passed.
Speakers
also recalled his contribution to
eradicate illiteracy in the State
and pointed that he made
education upto primary level
compulsory and free.
In
the function five persons were
felicitated by Maharaja Hari
Singh Educational Social
Foundation for their excellence
in their respective fields. The
Governor awarded a cash prize and
citation. Those who were awarded
included Manu Shrivatsa,
president Press Club of Jammu,
for contribution in the field of
journalism, Capt Sunder Singh,
for his valour, T Angmo (Director
Radio Kashmir Jammu) Mithun
Manhas, cricketer and Abdul
Rashid Choudhary.
During
the function, the Governor also
released a book titled "Hari
Singh-The Maharaja, The Man, The
Times written by Prof
Somnath Wakhlu. It is a biography
of Maharaja Hari Singh.
Minister
of Roads and Buildings, Gulchain
Singh Charak and former Minister
Ajat Shatru Singh were present at
the function. On the occasion
Sword of Honour was presented to
Ajatshatru.
Another
function was organized in the
premises of Government Hari Singh
Hr. Sec School in which speakers
threw light on the life of
Maharaja.

Art 370
be used for decentralisation of
power : Habibullah

JAMMU, Sept 23: Article 370
of the Indian Constitution, which
accords special status to J&K
State, should be utilised as a
tool for decentralisation of
power within the State and
further strengthening the
democratic institutions here
instead of misusing it for
weakening States relations
with New Delhi.
This
was suggested by Wajahat
Habibullah, Chief Information
Commissioner, of India and a
former bureaucrat of the J&K
Cadre who has been closely
associated with crucial
developments in the State ever
since erruption of militancy
here.
He
was deliberating in a Research
Scholars workshop on
Peace Process in
J&K, organised by Jammu
University in collaboration with
Delhi Policy Group and supported
by European Union, here today.
Terming
Centre-State relations as a key
issue in the context of J&K,
Mr Habibullah stressed the need
to think over what had gone wrong
somewhere which caused alienation
among the Kashmiri people in 1989
in light of the fact that the
State could have become part of
Pakistan after partition of the
sub-continent and attack of
tribals in 1948. "But at
that time its people and their
leader Sheikh Mohd Abdullah
preferred to join Indian Union
which guaranteed the State a
special status and democratic
institutions," he reminded.
However,
Mr Habibullah lamented, the most
vibrant and intense form of
democracy in India, has not yet
been enjoyed by people of Jammu
and Kashmir.
"Simply
holding elections is not
guarentee of true democracy but
only growth of democratic
institutions such as Panchayati
Raj system," he explained
and stressed for decentralisation
of power within the State by
strengthening the democratic
institutions, Right to
Information Act etc in J&K.
"Autonomy
or self rule should not be for
governance by a few on the
majority but greater
participation of people at grass
root level," he said and
added that the ingredients for
the greater participation were
already there and they just
needed to be fully availed.
The
deliberations were joined by
several scholars who also
expressed their views on the
ongoing peace process in J&K.
Gopal
Parthasarthi, a senior Research
Scholar of JU, strongly contested
the suggestions for more
concessions to a particular
State. He also stressed the need
to review Article 370 and special
status to J&K State for
re-building its relations with
Centre.
Dr
Ranjeet Kalra, Lecturer with the
Academic Staff College, JU,
coordinated proceedings of the
deliberations.
Former
MP Ch Talib Hussain and Ex
Minister R S Chib also attended
the deliberations.

for sustainable development of

Mr
Sharma said that Leh district has
registered a good progress in all
walks of life especially in the
Health sector. He said that Leh
is the first district in the
State, which has executed the
Central Sponsored Scheme ASHA
(Accredited social Health
Activist). He said that a good
infrastructure of health schemes
are under execution in Leh. A new
sub-district hospital at Rs. 2
crores has been constructed at
Khaltsi and is at the
commissioning stage. A grand
building for sub-district
hospital Nyoma is also coming up.
The
health and Ladakh Affairs
Minister said that Hill Council
Leh has been doing a spectacular
job for the betterment of Ladakh.
He expected that the present Hill
Council headed by chief executive
councilor, LAHDC Leh Tsering
Dorje.
Speaking
on the occasion, Education
Minister Peerzada Mohammad Sayeed
said that Sarva Shiksha Abhiyan
Scheme under implementation in
the State to universalize
education and ensure schooling of
all children is proving highly
beneficial. He said Rs. 3.68
crore has been spent in Leh under
this scheme to construct
essential infrastructure and open
59 new SSA schools.
Chief
Medical Officer, Leh giving a
brief of the health activities in
Leh said that Rs. 6.70 crore is
being spent on the health sector
in Leh district in the current
year. She said that all the 15
Primary Health Centres are
accommodated in Government
buildings and three allopathic
dispensaries which were opened at
Lingshed, Hanu and Korzok last
year need Government
accommodations.

Symposia
organised on importance of

a symposium at JK Public School,
Panjtirthi here this morning. The
topic selected for symposium was
'Importance of education in our
life'.
The
participants highlighted the
importance of education for
socio-economic development of a
society. They said education
helps in moulding misbehaviour of
an individual and enable him to
contribute in the development of
a progress nation. The students
asserted that every children from
any area of the state should be
provided education as this is his
right which he must get. They
also spoke on the policies and
programmes of Government

adjudged the best, Pallavi Wahi
secured second position while
third prize was bagged by Utsav
Sharma. Consolation prize was

Highlighting
the development works done by the
Government in such a short span,
the students expressed their
views on the progress registered
in varied sectors. They said that
people are satisfied as their
long pending demands are being
fulfilled and are hopeful that
their other grievances would also
be redressed. The students
touched almost every sector while
highlighting the achievements
registered so far.
Rahul
Tak bagged Ist prize while second
and third prizes were given to
Ranjan Sahil and Anchal Tak
respectively. Consolation prizes
were presented to other
participants.
Principal
of the schools also spoke on the
occasion and apprised about the
works done during his tenure.
