Medical sector is undergoing
a revolution in the State. The medical
scene in the State will positively get a
boost when the upgradation of the GMC
will be completed. Despite the vibrant
and high hopes there are certain basic
things which have not been yet put at
place. If we look at the hospitals of the
city they are full of patients whether in
OPD or indoors.
One of the very basic
demands that are to be met vis-vis-vis
these patients is the availability of
medicines within the hospital premises.
Many hospitals in the city have the
facility but some very busy hospitals
like Sarwal does not have a fair price
medical shop where poor people would get
cheap as well as standard medicines. What
happens is that the patients have to go
outside to purchase medicines. What is
equally important is that these fair
price shops should remain open twentyfour
hours. Sarwal hospital is one of the
busiest hospitals in the city and it
deserves to the equipped with a fair
price medical shop open for 24 hours. I
hope that the concerned authorities will
take steps in this direction very soon.

Sir,
The news report titled,
"MHA nod to ITBP's airwing... (DE,
Oct 24)" ITBP (Indo Tibetian Border
Police) has done a commendable job to
protect the icy and snowy heights of
Himalayas from any incusious. ITBP mans
nearly 4000 miles of border from Kashmir
to Arunachal Pradesh. It makes their job
tough, especially when the temperature at
their posts drops to even - 40 degree
celsius. Most of the forward areas of
Ladakh, Uttranchal, Arunachal remain cutt
off for months. The creation of a
seperate helicopter wing for ITBP will
boost its operational capability. The
disturbing factor is that it takes a
Government too long a time to realise the
need of security forces. The case of
fighter jet acquisition is a classic
example.

Sir,
The news report titled,
"Cabinet approves creation of a
divns under Bharat Nirman" published
in this paper (dt Oct 24) heralds a new
era of road connectivity in the State.
Without doubt our country as well as our
State is entering into an era of
unprecedented development. The
infrastructural development is one of the
most important elements if we want to
place our country in the league of
developed nations by the year 2020. It is
a milestone that our President has placed
before the whole country.
In this context road
connectivity plays an important role. In
our State although road development has
taken place but still remote areas of
Rajouri, Poonch, Doda, Kishtwar,
Bhadarwah, Machil, Kupwara etc are not
yet connected with all weather roads.
Bharat Nirman will definitely help usher
in a revolution in this field. The only
thing that needs emphasis is that the
funds earmarked for the project must be
judiciously used so that the quality of
roads constructed is good and enduring.

Re-define
democracy
Sir,
Democracy is defined as a
system of governance where it is the
Government of the people, for the people
and by the people. This means it is the
people who are masters in a democratic
set up. Our country, India, too has a
democratic set up and we boast of being
the largest democracy in the world. But
it is unfortunate that today even after
over 58 years of independence, a common
man in India has failed to become master
of his fate in this democratic set up.
Everyday, when we switch on
a TV channel or pick up a newspaper, half
of the news are related to protest
demonstrations, dharnas, burning of
effigies by the people in different parts
of the country for redressal of their
genuine demands. These people, who
according to the definition of democracy,
are the masters, have to run from pillar
to post even for fulfilment of their
basic necessities. Will some one explain
if in India the Government is of the
people, for the people and by the people
then why people have to come on roads for
even supply of water and electricity? Why
atrocities are committed on them by
police? Why people are not satisfied with
the functioning of the Government? Why
the educated people do not get jos while
those with influence at political and
bureacratic levels get appointment orders
at their doorsteps? Whey a common man has
to grease the palms of the officials for
getting a ration card, a character
certificate, copy of voter list, copy of
birth and death certificates issued? Why
FIRs are not registered against
influential persons for committing crimes
on a common man?
If I am asked to define
democracy as has been witnessed and
experienced by me during the last over 30
years, I will say it has been wrongly
defined and needs to be re-defined. In
any views, "Democracy is a system of
governance where it is the Government of
some people, for some people and by some
people".
