Sir,
Indian women are no less
than women of any other country. They are
emerging par excellence in many fields of
music, sports, literature etc. Recently
Booker Prize 2006 in literature has been
won by Ms Kiran Desai, a young women of
Indian origin. She won this prestigious
prize for the novel (book) entitled ''The
inheritance of loss'' which was given to
her on Oct 10,2006 in Gilden Hall,
London. Ms. Desai also achieved the
distinction of becoming the youngest
woman to win the Booker prize at the age
of 36 only. She has added a feather to
the crown of Indian women who are taking
a lead in many spheres.
Earlier this prize was won
by Ms. Arunadhati Roy in 1997 for her
book ''The God of small things''. This
amply shows that Indian women are very
talented and possess lot of potential if
proper opportunities are given to them.
Ms. Kiran Desai deserves congratulations
and appreciation for her rare and
commendable achievement on winning the
international Booker prize. Her
achievement is a source of inspiration to
the budding. Writers especially women in
the field of literature.

Extraordinary
leave
Sir,
As per rule 13 of leave
rules unless the Government in view of
the exceptional circumstances of the case
otherwise, determines that no Government
servant shall be granted leave of any
kind for a continuous period exceeding
five years. As per rule 14 Government
servant on leave cannot take up any
service elswhere including the setting up
of private practice. Under rule 32 of
leave rules a Government servant who is
not in permanent service or quasi
permanent service can be granted leave
upto three months without a medical
certificates and beyond that medical
certificates is required as per the
nature of the ailment.
This means that no medical
certificate is required in respect of
permanent employee if he/she has applied
for extraordinary leave on private
affairs and in this connection the note
below 11 of leave rules also clarifies
that extra ordinary leave granted on
medical certificate or otherwise can be
commuted retrospectively into leave not
due subject to provisions of rule 30.

Rehbar-i-Zirat
Sir,
The proposal to adjust about
two thousand unemployed Agriculture
Graduates in Rehbar-i-Zirat scheme is a
step in right direction. In 1984 the
scheme of Rehbar-i-Zirat was introduced
by the then Government and hundreds of
unemployed Agriculture Graduates were
provided employment under it. Then for
reasons best known to the concerned
authorities the scheme was discontinued.
Now this scheme is being
proposed to be reintroduced in March or
April 2007. It will help these unemployed
youths with some hope for future. The
changing agriculture scenario needs new
tools and new technologies with which our
farmers have to get equipped especially
when globlisation is putting pressure on
our farmers. These agriculture graduates
can be made as an effective tool for the
transfer of technologies as well as
market strategies from research
institutions to the farmers.
