here last evening Mr.
Azad said measures have
already been initiated
for integrated
development of Zanaskar
with special focus to tap
its chaste tourism
potential. Zanaskar
Development Authority set
up by the Government
would prove highly
beneficial in the area
adding that the authority
is being provided funds
and necessary
paraphernalia.
Mr. Azad
said efforts are afoot to
develop
Srinagar-Sonamarg-Drass-Kargil-Zanaskar
tourism circuit and for
the purpose a sustained
awareness campaign would
be launched both within
and outside country to
woo tourists to visit
these places along with
other tourist
destinations of the
State. The promotion of
tourism in Zanaskar, he
said would generate
employment avenues for
local youth.
Responding
to the demands of
deputationists regarding
creation of two more
representatives for
Zanaskar in Kargil
Development Hill Council,
posting of doctors,
teachers, construction of
min hydel power projects,
airport and upgradation
of Kargil-Zanaskar road
Mr. Azad assured them of
sympathetic consideration
and appropriate action.
Chief
Minister said that the
process of recruiting
doctors is in progress
and a good number of
doctors would be posted
in Zanaskar as soon as
these become available.
He said likewise the
power scenario in the
State will improve in a
couple of years and
accordingly Zanaskar
would get its due share.
Regarding construction of
Airport, Chief Minister
said that he would talk
to the concerned agency
in this regard. He said
District Development
Commissioner would be
directed to engage
teachers on contractual
basis for teaching Bodi
and Arabic languages in
Zanaskar schools. The

Medical Education Mangat
Ram Sharma, Minister for

Governor,
CM greet people on Diwali

SRINAGAR, Oct 20: Governor Lt.
General (Retd) S. K. Sinha and Chief
Minister Ghulam Nabi Azad have extended
warm greetings to the people on the
auspicious occasion of Diwali, the
festival of lights.
In his
message, Gen. Sinha said the festival
commemorates the victory of good over
evil and truth over falsehood. It
underscores high values and the ethos of
Indias great civilization. He said
the feelings of warmth, love and joy
which everyone feels while celebrating
the festival adds our composite heritage
promoting amity and brotherhood.
The
Governor hoped that this joyous festival
would be celebrated with usual gaiety and
fervour but also with due care and
restraint to ensure that others
especially children are not hurt or
injured and no inconvenience is caused to
the general public. He also hoped that
the lights of Diwali will dispel the
darkness of violence afflicting out
beautiful State.
Hoping
that the festival would bring joy and
prosperity for the country and the State,
which has already witnessed a long period
of gloom, the Chief Minister in his
message said that justice, peace and
co-existence with equality are principals
taught by great festivals like Diwali.
Chief
Minister asked the people that while
celebrating the festival of joy and
exchanging greetings and happiness, they
should also remember their poor and
deserving brothern and also do a good for
their joy.
He prayed
for peace and prosperity of the people of
the State and the country.
Kashmir
steers to near normalcy: Governor

SRINAGAR, Oct 20: Governor Lt Gen
(Retd) S K Sinha today said the level of
violence in Jammu and Kashmir has reduced
and the situation is improving fast in
the State.
Compared
to peak period of militancy, near
normalcy now prevails in the State, he
added.
Interacting
with high ranking Army officers from the
three services including officers from
US, UK and Sri Lanka, currently
undergoing a course at National Defence
College, the Governor said that
notwithstanding isolated incidents of
violence, there has been a discernible
change in the overall scenario in the
State, with the Government focusing on
development and welfare of the people.
With
situation improving, a candid message has
gone the world over that Kashmir is not
on fire, the Governor said, adding that
the old misconception of the overall
scenario in the Valley is changing.
Replying
to a volley of questions by the officers,
the Governor observed that he was of the
view that Line of Control should be
transformed into Line of Peace and
Prosperity and a European Union like set
up, evolved to usher progress and
development. He said the solution to
problems in Kashmir should be a win win
situation for all- India, Pakistan and
the people of Jammu and Kashmir.
This will not emerge overnight and
is going to take time, he said,
adding that the formation of European
Union too was a long drawn process.
The
Governor said that India and Pakistan
should together fight the common enemy of
poverty, ignorance and disease. The
people of the two countries, he said, are
longing for peace and tranquility in the
region, which is imperative for
development and prosperity. He said both
the counties have been showing
flexibility in their approach and
President Pervez Musharraf has given up
the demand for implementation of UN
Resolution on plebiscite. On plebiscite,
he elaborated that the people of Jammu
and Kashmir have time and again
demonstrated their preference for India
through elections and the Constituent
Assembly has ratifying the Instruement of
Accession. In the 1965 war, the people of
Kashmir showed their preference for India
over Pakistan. General Mohammed Musa, the
then Pakistan Army Chief in his book
My Version has stated that
their offensive failed because of lack of
support from the people of Kashmir.
Referring
to the ongoing proxy war, the Governor
said that the people of Jammu and Kashmir
have always rejected the alien cult of
violence, as it goes against their great
Sufi traditions which stand for
brotherhood, peace and amity. He,
however, said that the situation changed
with emergence of fundamentalism in 1970s
in the wake of petro dollars that had its
bearing on Kashmir too. He said the Sufi
traditions, cherished by the older
generation, got eroded but still alive
among them. The younger generation got
misled by by malicious propaganda and
became tools of terrorism perpetrated
from across the border, he said, adding
that their attitude is now changing and
they are wanting to make a success of
their lives by acquiring sills and doing
well in their chosen profession.
The
Governor elaborately dwelt on the tribal
raid, India taking its case to UN in
1948, wars fought in Kashmir and
democracy flourishing in the State.
Two
declared absconders
5 get life
term for Arnas massacre

JAMMU, Oct 20: Principal Sessions
Judge Udhampur, Kartar Singh has awarded
life imprisonment to five accused for
their involvement in massacre of Hindus
in village Dansal Morh Dandli, Arnas in
April 2002. Two other accused, involved
in this gruesome carnage have been
declared as absconders.
According
to the prosecution case, on April 8,
2002, information was received by Police
Post Arnas that some militants came to
village Dansal and were armed with
illegal ammunition and arms. They started
indiscriminate firing and also hurled
grenades in the village. This was
retaliated by VDC members. The militants,
however, managed to massacre Santosh
Devi, Shoba Ram, Ganpati Devi, Sankar
Dass, Parshotam Lal, Lal Dai, Shrishta
Devi and grievously injured Naseebo,
Lacho, Chain Singh, Sushma Devi, Krishan
Singh and Gabban. The militants had also
set on fire some houses in the village.
It was
found that the militants had an unholy
alliance with accused Barkat Ali, Mohd
Sadiq, Mohd Iqbal, Mehandia and
Sain all Gujjars of village Dandli.
It was the outcome of this unholy
alliance that massacre took place.
While
convicting all the five accused, the
Court declared Gulabo and Hussain as
absconders and initiated proceedings
under section 512 CrPC against them.
As per the
prosecution story, these accused had
entered into criminal conspiracy with
militants Ghulam Ali, Hussain,
Muneer, Abrar and Danish in order to
endanger the security of India and
segregate J&K from rest of India.
Killing of Hindus at Dandli was their
common objective to accomplish their
nefarious designs.
In his 29
page judgement, Mr Kartar Singh observed
that 12 prosecution witnesses identified
the accused from their hide-outs adjacent
to their houses in the burning light of
their houses.
There is
no ground as to why their statements be
not believed because they had no axe to
grind. Had they not identified the
accused and falsely implicated them, they
would have implicated the whole village
because they have categorically stated
that all the villagers of one community
were with the militants. It is settled
principle of law that "in a criminal
case credible evidence of even a solitary
witness can form base of conviction and
even half a dozen witnesses may not form
such a base unless their evidence is
found to be trustworthy, but matter is
the appreciation of evidence of witnesses
is not number of the witnesses but the
quality of their evidence, the Court
held."
While
awarding sentence, the Judge further
observed that the accused have been
charged with waging war or abetting it
against Govt of India, but the
prosecution has failed to prove it, as
shouting slogans against India and in
favour of Pakistan in the opinion of
court is not sufficient to prove this
offences.
The
offence under Section 324/225 RPC have
also not been proved against accused, as
such the accused have been found involved
in committing offences u/s
302/436/307/120-B RPC and the crime has
been committed, it has been found that it
is not the rarest of the rare case and as
such the accused are convicted and
sentenced u/s 302/120-B RPC to undergo
imprisonment for life and fine Rs 5000/-
each.
Accused
were further convicted u/s 436/120-B RPC
and sentenced to under RI for a period of
seven years and fine of Rs 5000/- each,
they shall further undergo RI for a
period of seven years u/s 307 r/w 120-B
RPC and a fine of Rs 5000/- each. All the
sentences will run concurrently, it was
ordered.
Jaitly
chairs BJP office bearers meet

Secretary of Bharatiya Janata Party (BJP)
and incharge J&K, Arun Jaitly chaired
the meeting of Partys State Office
bearers here today.
Mr Jaitly,
who reached here this morning straightly
visited the State Guest House at Canal
road to attend the Party office bearers
meeting which was arranged to decide the
Partys strategy for the next two
years.
The
meeting also took the stock of the
organizational elections in the State.
This was disclosed by BJP State chief, Dr
Nirmal Singh.
He said Mr
Jaitly was informed that the district and
provincial bodies elections would be
completed by October end while the State
president of the Party will be elected by
the first week of November.
The
meeting, while taking the stock of the
prevailing political scenario in the
State, was highly critical of the recent
statement of the former Chief Minister,
Dr Farooq Abdullah who advocated for
clemency to Guru and warned that his
hanging would have strong repercussions
for the nation.
Todays
meeting besides Dr Singh was attended by
former MoS Defence and senior Party
leader Prof. Chaman Lal Gupta, former
Haryana Governor and senior Party leader
Babu Parmanand, senior vice president
Prof. Hari Om, vice presidents, Shamsher
Singh Manhas and Lalit Moza, general

killed, 6 injured in road accidents

JAMMU, Oct 20: Three persons were
killed and six others received injuries
in separate road accidents.
Police
spokesman said that driver of a truck
bearing registration number JK05A-1820
which was on its way from Jammu to
Srinagar was killed when the vehicle
rolled down into 300 feet deep gorge near
Ramban.
The
deceased has been identified as Rafiq
Ahmed, son of Mehda Lone of Sangrama,
Sopore.
In another
accident, one Kumar, son of Raj Krishan
of Kunjwani was knocked to death by a
speeding unidentified vehicle. He was
rushed to Government Medical College
Hospital in critical condition where he
was pronounced as brought dead.
Police has
taken cognizance of the incident.
Meanwhile,
one Sunil, son of Dharampal of Billawar,
who was under going treatment in GMC
Hospital after sustaining injuries in a
road accident on October 16, succumbed to
injuries today.
The body
was, later, handed over to family members
for last rites after post-mortem.
A case has
been registered in this connection.
The
spokesman said that six persons were
injured in separate road accidents
reported from different parts of Jammu
city and its outskirts. All have been
hospitalised and their condition was
stated to be out of danger.
They have
been identified as Rashpal, son of Amar
Nath of Pouni Chak, Darshan Singh, son of
Ram Lal of Indira Nagar, Nazir Bhat, son
of Mohd Abdullah of Sainik Colony, Qasim
Sheikh, son of Sheikh Wahid of Lakhdata
Bazar, Pankaj, son of Shashi Kumar of
Janipur and Gian, son of Munshi Ram of
Samba.

Sadhotra
asks Government to declare
Poonch, Rajouri as backward areas

demanded that both the districts
should be declared as backward
area.
Addressing
a press conference, Mr Sadhotra
took strong exception of the
recent decision of the State
Government in which some pockets
were included in the list of the
Residents of Backward Area (RBA).
He said that this list was
prepared with political
consideration.

leader alleged that some most
backward pockets were ignored
while as some developed areas
were included in the RBA list.
"It is glaring example of
discrimination", Mr Sadhotra
alleged and pointed out some
areas which deserved inclusion in
this category.
Highlighting
backwardness of Poonch and
Rajouri, Mr Sadhotra charged the
coalition regime with
discriminating with these two
districts. He said that there was
no road connectivity in these two
districts which resulted into
frequent road accidents in these
two district.
Mr
Sadhotra further pointed out that
education system was totally
ignored in these two district. He
was of the opinion that these two
districts have been neglected in
all spheres as majority MLAs of
these two districts belong to
opposition National Conference.

Governor
visits Churunda, lauds rehabilitation
measures

URI, Oct 20: Governor Lt. Gen
(Retd) S K Sinha today lauded the
measures being taken to rehabilitate
earthquake victims in Jammu and Kashmir,
saying some of the villages have emerged
better than what they were prior to the
natural calamity.
Addressing
people at Churunda in Uri near Line of
Control, the Governor
Said the
State Government is striving to ensure
that damaged houses are renovated before
the winter. He also appreciated the Army
for supplementing the rehabilitation
efforts in big way to improve the quality
of life in the affected areas.
Churunda
and Tithwal in Kashmir adopted by the
Army have become model villages in every
sense. Tithwal and Churunda are
today the best developed villages in the
country, he said. He was much
impressed by the renovation done to a 250
year old mosque in the village. Over 300
houses in three villages including
Churunda a couple of hundred yards from
the Line of Control had been renovated
with shinning red tin roofs. Cemented
paths with street lighting have been
provided along with piper water
facilities. Playground, hospital, school
and empowerment centres for men and women
have been set up. Classes for stitching,
socks making, carpet weaving, carpentry
and so on for men.
Wherever
I had been after the earthquake, the
people were highly appreciative of the
assistance provided by the Army during
and after the catastrophe, the
Governor said and reiterated that the
countrys defence forces were
committed to protect the people and serve
them. He recounted the assistance being
provided by the Army to the civilian
population especially in remote and
border areas and said that over 100
goodwill schools are functioning all over
the State.
Interacting
with the locals, the Governor found that
they were very appreciative of what the
Army was doing for them and they wanted
the Army to be always with them. He
remarked that despite their sentiments,
it is ironical that some people want
Kashmir demilitarized and the Army sent
out.
GOC 19
Div, Maj. Gen. Ramesh Halgali and other
senior officers accompanied the Governor
during his tour to the model village. The
development of the village and renovation
of houses has been completed by the Army
in record time.

launch of full fledged
"Duggar Channel" on the
pattern of "Kashir
Channel" from Jammu and
setting up of a radio station at
Udhampur.
Addressing
a joint press conference at Press
Club of Jammu here today Party
Members Legislative Assembly
(MLAs), Balwant Singh Mankotia
from Udhampur, Faqir Nath from
Chenani and Yash Paul Kundal from
Samba strongly criticised the
Union Minister for Information
and Broadcasting, Priyaranjan
Dass Munshi for his statement
that 75 % of the programmes of
Kashir channel will be allotted
to local Kashmiris and 25 % to
those migrated outside the state.
The
MLAs pointed out that
pro-Kashmiri stance of the
Congress Union Minister has
created strong resentment among
the people of Jammu region. It
has been given to understand that
this Doordarshan channel was ment
for Kashmiris only and not for
the artists/ producers from other
communities in J&K including
Dogras of Jammu, Ladakhis or the
Gujjars and Bakerwals. He alleged
that there seems to be some
conspiracy against the Dogri
language. The Kashir channel was
infact was launched to counter
Pak propaganda but its real
purpose has been defeated. Poor
quality programmes were being
produced and allotment of
programmes has become the
scandalous procedure which needed
to be exposed and probed by some
Central agency.
They
pointed out that seeds of
discrimination have always sown
by the Delhi leadership in the
Jammu and Kashmir. The NPP has
resolved to launch a massive
struggle for setting up a full
fledged "Duggar
Channel" from Jammu for the
projection and promotion of Dogri
language which has been included
in the 8th Schedule of the Indian
Constitution. For this, the Party
will launch a mass awareness
programme in all the blocks and
districts of Jammu region.
Mr
Mankotia further demanded that a
Radio Station be set up at
Udhampur as it remained a long
pending demand of the people of
this district. He said that
Poonch, Rajouri and Bhaderwah
have been given the radio
stations but Udhampur station
which is also the Northern
Command Army headquarters
remained ignored.

hangs effigies of Guru

connection with its nation-wide
programme, the J&K unit of
Bharatiya Janata Party (BJP)
symbolically hanged the effigies
of Mohammed Afzal Guru at
different places in Jammu today.
In
Jammu city the Party hanged the
effigies of Afzal Guru at all he
five mandals including Purani
Mandi Chowk, Old Janipur Chowk,
Gangyal Chowk and City Chowk.
The
mandal presidents of the Party
including Ramesh Sharma, Rakesh
Gupta, Chander Mohan Gupta,
Vikram Randhwa, Vinoy Gupta and
BJYM president Yudhvir Sethi led
the party activists of their
Mandals in hanging the effigies
of Mr Guru.
The
Mandal presidents and BJYM
president while addressing the
Party activits said that Afzal
Guru has been held guilty in
Parliament attack case and hence
he deserves no sympathy or
clemency.
They
said that some leaders of
political parties particularly
Chief Minister, Ghulam Nabi Azad,
N C patron, Dr Farooq Abdullah,
former Chief Minister, Mufti
Mohammed Sayeed and Valley based
separatists demanding clemency
for Afzal Guru are only trying to
appease the people of a
particular community for their
political gains.
They
said the leaders who are either
occupying important posts or who
had been on important chairs in
the past are shedding crocodile
tears for their cheap publicity
only.
Such
a respect shown by these leaders
towards a convict shows how much
respect they have for the Indian
Parliament and the judiciary.
They said the grant of clemency
to such a criminal will only
encourage the anti national
elements and demoralize those who
have been sacrificing their lives
for the unity and integrity of
the country.

district body of the Party also
hanged the effigy of Afzal Guru
in the town today in connection
with Partys nationwide

of Pant Hospital reviewed

G.B. Pant Hospital a meeting of
Civil and Army officers was held
here today under the chairmanship

decisions were taken for

hospital. It was decided in the

staff would be filled within one

Executive Councillor (CEC) of
Ladakh Autonomous Hill
Development Council Leh, Tsering
Dorje today dedicated the
building for Sub District
Hospital Khaltsi constructed at a
cost of Rs 2.35 crore to the
people of the area.
Amidst
Ladakhi musical tunes waving
Khataks, Tsering Dorje
inaugurated the building. Others
present on the occasion included
EC Agriculture Tsering Norboo, EC
Health Dorje Motup, EC Education
Tsewang Rigzin, Councillors of
Khaltsi Sub Division, Sarpanchs,
Numberdars and a large number of
people.
Speaking
on the occasion CEC Leh said Hill
Council Leh was committed to
provide a better health
infrastructure in the district so
that the people receive a better
healthcare. He assured the people
of Khaltsi that LAHDC would
strive for ameliorating the
problems of the people in a
phased manner..
He
said in Khaltsi sub division
there were many villages which
have not yet been connected with
road. He added that LAHDC has
approached the State Government
and the Centre to provide
additional funds for construction
of roads.

inaugurated the Wall Magazine.

The
chief guest stressed that

Lucky draw
coupon scheme on purchase
at Raghunath Bazar

20: To promote business
in the area, the Raghunath Bazar
Businessmen Association has
introduced a lucky draw coupon
scheme under festival bonanza
from October 18 to November 18.
Under
the scheme, customers are being
given a lucky draw coupon on one
time purchase of minimum Rs 500
from any shop at Raghunath Bazar
and the draw of lot shall be held
on November 19.
This
was informed by Manmohan Singh,
president of Raghunath Bazar
Businessmen Association, while
addressing a news conference,
here today.
"The
first seven winners of the draw
shall be given prizes which
include a motor-bike, Scooter,
Coloured Television,
Refrigerator, Washing Machine,
Microwave oven and a DVD,"
he elaborated.
Asking
people to take full advantage of
the scheme and enjoy the festival
season, Mr Singh said that main
objective of introducing this
lucky draw coupon was to attract
more customers and promote
business in Raghunath Bazar.
He
also informed about the special
illumination and decoration of
the Raghunath Bazar during this
festival bonanza period.
"Besides the shopping
purpose, we also extend an open
invitation to the Jammuites as
well as tourists visiting the
city of temples to have a look on
special illumination and
decoration of this historic
bazar, arranged by our
members," he added.

holds meet

20: J&K
Rehbar-e-Taleem Teachers Forum
held a meeting here at Exhibition
Ground today under the
presidentship of Arvind Sharma
its provincial president.
The
meeting expressed its grave
concern over Governments
discriminatory policy and
deliberate delay in implementing
the announcement made by Chief
Minister and Ex Finance Minister
in the Assembly regarding the
enhancement of honorarium of ReT
teachers and EVs.
The
meeting alleged that Government
itself has no clear policy and it
was misleading the public by
making such an announcement.
The
Forum warned to observe pen down
strike on November 6, 7 and 8 in
support of its demands.
The
meeting was also addressed by
Ajaz Zargar, state coordinator of
the Forum.

Bari-Brahmana Jammu for
deficiency in service, directed
to pay latter Rs 7000/- the
amount he had charged for
covering the marriage ceremony of
complainant by still photographs
and video cassettes, which he had
failed to do.
Besides
the, complainant was also held
entitled for an amount of Rs
7000/- on account of damage
because of non-fulfillment of
contractual obligation undertaken
by the firm. The forum directed
the firm to deposit the amount
within 60 days with the forum.
The
judgment written by SL Pandita,
chairman of the forum, observed
that the occasion of marriage of
a person happens to be the
significant event in the life and
the person having paid for
photography and videography of
the event has been duped by the
prop Jammu Photo Color Lab as
only still photographs have been
delivered and the video cassette
has not been prepared which
speaks for itself about the
failure on part of the owner of
the Lab to fulfill his commitment
viz duty under taken by him for
consideration having accepted Rs
7000/- to cover the event, which
took to prepare the video
cassette and still photographs of
the marriage ceremony.
The
facts speak for deficiency of
service on the part of prop of
lab, whereby the complainant as
been deprived precious moment
which required to be video
graphed. This act besides being
an act of deficiency in service,
has caused agony to
complainant. With
these observations, the court
directed the prop of Lab to pay
Rs 14000/- to complainant.
Conductor
held for taking pics of girls in
mobile

RAJOURI, Oct
20: Police
today arrested conductor of a
matador for taking photographs of
school going girls in his mobile
telephone.
Police
said they were sounded by some
passengers travelling in matador
No. 907 JK11 on telephone that
matador conductor was taking
school girls photographs in
his camera fitted mobile.
A
police party from Rajouri police
station led by SHO Gurmeet Singh
intercepted the matador at
Darhali bridge. Conductor of the
matador identified as Aijaz Ahmed
son of Abdul Rashid R/o Khablan,
Thanna Mandi, was arrested by the
police.
His
mobile telephone and the matador
were seized.
A
case has been registered against
the matador conductor.
Media Art
Association hopes Prasar Bharti
will adhere to quota

20: J&K Media Art
Association has expressed the
hope that Prasar Bharti will
adhere to the quota system and
norms announced by the Minister
of Information and Broadcasting
Priyaranjan Dasmunsi for the
producers of Kashir Channel.
In
a statement issued here today,
the Association president, P N
Pandita and vice president K K
Raina said the shifting of Kashir
Channel to Srinagar was a long
pending demand of the people of
the state in general and those
associated with media in
particular.
They
said this has become only
possible with the efforts of
Chief Minister Ghulam Nabi Azad.
They,
while appreciating the
announcement said this will save
the lot of time and energy to the
producers of the state. They said
the fixing of 75 percent quota
for local producers of the state
and 25 for others is also a
welcome step.
The
Association has urged the Prasar
Bharti authorities to expedite
the proposals of producers lying
with the organization so that
those totally dependent on the
media production for their bread
and butter will heave a sigh of
relief.
Birthday of
Maharaja Gulab Singh on Oct 22

anniversary of Maharaja Gulab
Singh, founder of J&K State
is being celebrated here on
October 22.
A
grand function is being organised
in this connection by the
Maharaja Gulab Singh Memorial
Trust on Sunday evening at the
Royal Palace. The sole Trustee Dr
Karan Singh (MP) will preside
over the function.
The
cultural programme on this
occasion will be presented by the
students of Sanskrit
Mahavidyalaya Birpur and Delhi
Public School, Jammu. Tributes
will be paid to the late Dogra
ruler on this occasion.
Rajinder
S. Pawar will be awarded the 3rd
Maharaja Gulab Singh award by
Maharani Yasho Rajya Lakshmi
president of the Trust which
carries cash amount of Rs one
lakh. In addition, Maharaja
Ranbir Singh Scholarships will be
