Synergy
among services

Remarks by Air Chief
Marshall ( retired) AY Tipnis about use
of air power during Kargil operations
have unnecessarily raised the question of
synergy between the services. Having been
a Directing Staff at the Defence Services
Staff College (DSSC), Wellington
(Nilgiris), which is the best joint
services organisation, I can vouch that
all emphasis is being given to joint
training and joint manship in
functioning. Individual perceptions may
differ but three services are well
integrated in letter and spirit. Be it
joint exercises, services related
discussions, or even the forces
fornightly magazine Sainik Samachar, the
spirit of tri service is positive and
vibrant.
What is worrying is the
tendency to cause sensations these days.
Sometime back, it was Jaswant Singh's
'mole', then it was General Musharraf's
Kargil lies, and now it is Air Chief
Marshall (retired) AY Tipnis take on
army's handling of the Kargil conflict
with regard to use of air power. I fail
to understand why all these gentlemen do
not reveal/ speak out/ protest/ walk up
to the highest authority and shout foul
when they are in chair? Why every thing
after retirement or having finished the
tenure at the office? Why wait for years
to come out with the so called real
truth. What purpose does it serve, apart
from causing embarrassments around?
This trend of 'breaking
sensations' at the time of one's choosing
must stop. National interest must come
before every thing else. We should have
the courage of conviction to stand up for
the right when the wrong is happening,
regardless of the consequences to self.

RTI Act
in J&K
Sir,
The news about ''RTI Act in
J&K (DE, Oct 13)'', reflects the
nonseriousness of the State Government to
give access to information of its
working, plans etc to the general public
under the Right to Information Act (RTI).
The State Government and its
various departments have not followed the
guidelines of the Act till date when it
should have already issued the mandatory
'citizens charter' much earlier. It shows
the irresolute attitude of the Government
in this regard. It is noteworthy that the
RTI Act is one of the most revolutionary
acts that the Parliament has enacted. But
the State and Central Governments are
reluctant to part away with the
information that it has till date
considered a duty to hide under one or
the other pretext.
The State Government should
immediately release the citizens charter'
of various departments under this act.
This will help in the reduction of
corruption which is one of its prime
aims.

Upgradation
of GMC Jammu
Sir,
The decision of Govt of
India to upgrade GMC -Jammu to AIMS level
is a welcome step. The population of
Jammu has sharply increased due to
present turmoil in the State. Infact the
population of the city has swelled with
the influx of people from other areas.
The health care needs of people of Jammu
remain inadequate. Everyday there are
cases of patients pouring in due to road
accidents in hilly areas as well.
The present location of JMC
would not serve any purpose in coming
times, say at the end of 2015 or 2020.
There are terrific jams on B.C road or
all other roads approaching GMC. Moreover
the land is inadequate. The demolition of
CD Hospital shall not serve any purpose,
which was constructed specifically for
the needs of T.B patients. The open space
and well ventilated wards of CD hospital
are its basic requirements.
There is lot of land
available in the outskirts of Jammu city.
Government should keep in the mind the
future infrastructure requirement of a
growing city. See the case of ASCOM
situated at an open space at Sidhra.
Patient always feel comfortable at such
places.
It will be suicidal to
construct this type of mega hospital in a
congested area with high population and
no approach roads and open spaces.
Government should do away with the idea
of upgradation of GMC at Bakshi Nagar and
instead look for an alternate site.
