NEW DELHI, Oct 18: Terming terrorism as principal challenge to national security, Prime Minister Manmohan Singh today told armed forces to upgrade its terrorism fighting capabilities as well as step up surveillance and interdiction system.

Maintaining that the threat of terrorism was international, he said India would have to reorient its strategic thought to combat the scourge by re-working its relations with major powers as well as in the country’s immediate neighbourhood.

"Terrorists are becoming increasingly sophisticated in the way they deal with death and destruction. Thus, there is a need to upgrade our capabilities, which have traditionally been geared to conventional threats".

Calling for developing a national security strategy, the Prime Minister said the policy to deal with terrorist threats, could not be restricted only to preparators of terrorist acts, but should also seek to modify the behaviour of the States where terrorists find safe haven, sanctuary and material sustenance.

Mentioning Pakistan in this regard, the Prime Minister said New Delhi had put Islamabad "on notice" that any democratic Government in India would find it difficult to continue on its present path of addressing all outstanding issue unless the Government of Pakistan clearly deals with the issue of terrorism.

"The India-Pakistan anti-terrorism institutional mechanism will be a test of Pakistani intentions and capabilities to implement the assurance they have given us since January 2004", the Prime Minister said.

"We live in a dangerous and unstable neighbourhood", he said adding the spread of science had led to emergence of Weapons of Mass Destruction — most recently seen manifested in North Korea.

This trend, Singh said, was changing the regional balance of power and threatening trans regional consequences.

"The transformed security challenges now include anarchistic ideologies, communalism of various kinds, threat from pandemics and terrorism over and above conventional threats", he said.

The Prime Minister said developing adequate defence capability and Science and Technology to meet all contemporary challenges to security was critical in efforts to strengthen the country economically, socially and technologically.

He said internationally India had taken a firm stand that fight against terrorism has to be long-term, sustained and comprehensive. "It cannot be ad-hoc, selective or compartmentalized in terms of region, religion or organisations".

"We are in a position today where pursuit of national interest requires the use of an integrated approach combining political, economic, military and other levers of both soft and hard power", the Prime Minister impressed upon the top commanders of the three services in his annual address.

Dr Singh said an examination of components of state power in the 21st century "in terms of our comprehensive national power," lead to the need to find "new and imaginative means of integrating our economic, technological and defence needs."

Noting the Defence Ministry has recently taken several steps, such as the introduction of transparency in defence procurement, through the defence procurement procedures of 2006, by addressing long-term proposals from an indigenous viewpoint, thereby giving a fillip to Indian industry, and the new defence offset policy for procurements, the Prime Minister stressed "transparency in procurement is a desirable objective both from the viewpoint of good governance and national security."

"Reports critical of such processes can demoralise the services, where they are untrue, and must be directly addressed, where they are true," he said.

Expressing appreciation for the steps to promote "jointness in thinking, jointness in planning and jointness in action", Dr Singh said this assumed even greater relevance as they invested more in naval and air capabilities and develop a modern and well-equipped Navy and Air Force.

"The three services must work together to pack punch and ensure maximum impact in action," he exhorted, adding that the setting up of the Indian National Defence University (INDU) and the joint doctrine for the Indian armed forces must translate into joint training and into operational level joint doctrines.

The Prime Minister assured the forces that if the country’s economy continued to grow, he was confident that "the means to meet the needs of our armed forces for equipment and other purposes would be found."

"If our interests have grown so have the means available to us," he said, pointing out India’s growing economic engagement with the world, especially the region around, and the requirements of energy security necessitated strengthening of naval defence capability as "maritime security is gaining increasing salience in our strategic policy."

"Equally important is high quality air power so that we can strike with speed and accuracy, when required," Dr Singh said. The Prime Minister paid tributes to the forces for helping to evacuate stranded Indians from Lebanon and for undertaking massive relief operations in the flood-affected areas of Gujarat, Maharashtra, Madhya Pradesh, Rajasthan, Chhatisgarh and Jammu & Kashmir, which he said "amply vindicates the trust of the nation reposed in the armed forces."

In his speech, Defence Minister Pranab Mukherjee expressed concern at the "marked deterioration in the internal situation of Pakistan, which has serious implications on overall stability and peace in the region".

He also said there was "no apparent change" in Pakistan’s intent to support cross border terrorism not only in Jammu & Kashmir but also in other parts of the country despite New Delhi’s best efforts to improve relations with Islamabad.

"Occasional restrictions placed on terrorist groups by pakistan remain cosmetic and reversible. Terrorist training and communication infrastructure in Pakistan and Pakistan occupied Kashmir are intact," he said.

However, he noted that the situation in J&K is "well under control" and the violence has been brought down considerably through effective measures by the security forces.

On the issue of force modernisation, Mr Mukherjee said that there has been an increase in the allocation of funds on capital account for this purpose.

"Moreover, enhanced powers have been delegated to the forces to ensure faster disposal of procurement cases. To introduce greater transparency and accountability in defence procurement, the Defence Procurement Procedure 2006 and the Defence Procurement Manual 2006 have been improved," he said, but added that the forces should also ensure the serviceability of equipment is maintained at high level alongwith modernisation programme, "as this is an important aspect of operational efficiency."

Referring to his recent visit to Siachen, he expressed the commitment of the Government to provide the troops there the best equipment and at the right time. "Consideration of costs and finances will not be allowed to come in the way", he asserted.

Earlier, on his arrival, the Prime Minister was received by the Defence Minister, Chairman Chiefs of Staff Committee and the Chief of Naval Staff Admiral Arun Prakash, Chief of Air Staff Air Chief Marshal S P Tyagi, Chief of Army Staff General J J Singh, Defence Secretary Shekhar Dutt and the Chairman Chief of Integrated Defence Staff Lt Gen H S Lidder and introduced to the commanders attending the conference. ‘Home Stay’ scheme for foreign tourists

NEW DELHI, Oct 18: In a major effort to overcome acute hotel room shortage and to empower the women, the India tourism today launched a new scheme which enables foreign tourists to stay with an Indian family to experience local customs and traditions and relish authentic ethnic cuisine at affordable rates.

The unique scheme called "incredible India bed and breakfast establishments" seeks to provide comfortable homestay facilities of standardised world class services to the tourists.

Such facilities would be categorised as "silver" and "gold," depending upon the degree of comforts provided.

Union Tourism Minister Ambika Soni, while launching the scheme, said a set of guidelines have been issued to regulate the participating homesteads and make the effort a great success.

"This will be a unique opportunity for house owners, especially the housewives, because they will get an opportunity to earn extra income while remaining at home," Ms Soni said.

She said the Tourism Ministry would give adequate publicity to these facilities along with providing professional training to the recognised house owners under the capacity building programme.

The houses, once registered with Tourism Ministry, will be promoted through e-commerce platform of incredible India website.

This e-commerce platform will provide travel agents, tour operators, airlines, State Tourism Corporations and most importantly small and medium entrepreneurs like bed and breadfast suppliers, an opportunity to avail twin benefits of promotion and publicity through incredible India platform as well as creation of secure payment gateway for online booking of their respective products.

Ms Soni said the classification for B and B establishment will be given only in those cases where the owner of the establishment along with his family is physically residing in the same establishment and letting out minimum one room and maximum five rooms.

The quality of facilities and services would be evaluated by the Regional Classification Committee. Due preference will be accorded to the homes, which are able to provide Indian experience by way of Indian decor, authentic and exotic Indian cuisine.

Those homesteads which want to be enrolled under the B and B establishment scheme would have to register with the Ministry of Tourism through the local offices by paying a fee of Rs 5,000 for gold and Rs 3,000 for silver classification.

The classification will be valid for two years from the date of issue of orders.

India is fast emerging as a favourite destination with the foreign tourist arrival recording phenomenal growth every year since 2001 under the incredible India campaign. But the availability of hotel rooms and other accommodation is not in commensurate with the tourist traffic growth.

This has led to the star hotels charging unreasonable tariff rate which, in turn, affect the flow of tourists.

There were also complaints of bouncing of hotel room bookings in view of heavy rush of tourists.

The shortage of rooms in the country at present is estimated to be in the order of 150,000 to 200,000 with Delhi alone fell 40,000 rooms short of the actual demand.

Replying to a question, Ms Soni said the accommodation constraints in Delhi would have serious implications on the arrangements for the 2010 Commonwealth Games.

Based on the experience available from Melbourne Commonwealth Games, it is estimated that there will be a requirement of about 50,000 rooms in the budget category for the tourists visiting Delhi and surrounding areas during the games. (UNI)

SRINAGAR, Oct 18: Disclosing that administration of Doordarshan’s Jammu and Kashmir-specific ‘Kashir’ channel would be shifted here, Union Information and Broadcasting Minister Priyaranjan Dasmunsi today said 75 per cent of commissioned programmes would go to local producers in the State.

Chosing the place where programmes for the channel will be produced is the prerogative of the producers, Dasmunsi told reporters here after launching seven FM radio channels for Jammu and Kashmir.

Remaining 25 per cent of the commissioned programmes would be allotted to migrants and others, he said.

Dasmunsi said he had ordered the cancellation of all allotments of commissioned programmes pending an inquiry into alleged scandal in Kashir Channel.

The Minister said there were allegations that many Benami producers had hijacked the channel and investigations revealed that some allotments were fake.

Dasmunsi said a new category ‘F’ of producers has been introduced to promote the budding local talent who had just passed out of music schools and had the zeal to make it big in programme production or acting but had no experience.

A few people who wanted to loot this empire will be in trouble if the facts are revealed now, he said.

The minister said there were allegations that many fraudulent producers had hijacked the channel and upon investigation it was found that some allotments were fake and some genuine.

Doordarshan staff or their relatives cannot apply for Kashir’s commissioned programmes and there can be no changes in allotments, Dasmunsi said adding that vacancies in the Jammu and Kashmir and north eastern states, pertaining Prasar Bharti, would be filled up separately.

A provision of unprecedented and unexpected dimension for the State would be included in the 11th plan of Prasar Bharti. It will be a priority item to be implemented at the beginning of the 11th plan and not at its fag end, he said.

Doordarshan would air a programme similar to All India Radio’s popular ‘Shaherbeen’, he said adding that a 30-minute programme ‘Hello Chief Minister’, would also be broadcast by AIR and Doordarshan for people to directly interact with their Chief Minister.

The minister said a two-day I&B ministry festival would be held in Kashmir every year to reward outstanding performers of Kashir in the areas of production, acting, direction, music and other fields.

Referring to the mushrooming of cable TV network and lack of control over them, Dasmunsi said a bill was being drafted to tackle the issue and it would be placed during the next budget session of the Parliament.

Thanking Dasmunsi for conceding to the state’s demands and respecting its people’s aspirations Chief Minister Ghulam Nabi Azad emphasised on the need for special programmes and news bulletins on DD and AIR to present the real development scenario in the state and the kind of progress and growth being witnessed in its nooks and corners.

Mr Munsi and Mr. Azad on this occasion also launched Rainbow FM Radio channel via its seven stations located at Srinagar, Jammu, Kathua, Poonch, Leh, Bhadarwah and Nowshera. The channel went into programme with a message of the Union Minister and the Chief Minister of the State broadcast live from SKICC, the venue of the press conference.

Mr Azad said, "it was strange that channel is in the name of Kashmir and 80 percent of its benefit was being drawn by non-locals". He said during last 17 years many doors of livelihood earning and job seeking for the youth of Kashmir got closed and they remained beleaguered in the atmosphere of no-opening, adding that Kashir Channel would provide ample room to the talented young artists, writers, producers, directors, singers, musicians, poets, etc to contribute and showcase Kashmir’s rich cultural temperament and also earn respectable livelihood.

Mr. Azad said, he had earlier also voiced this need in the Parliament when Congress was in opposition but the ice could not be broken then, however, under the stewardship of Mr. P. R. Dasmunsi, the long cherished demand of the people of State has been realized.

He said there is a great need of enhancing HPT, LPT and VLPT network in the State so that every village especially situated in the remote and hilly areas are covered under Radio and Doordarshan coverage. He said topography and the location of various areas in Jammu, Kashmir and Ladakh demand specified attention of Prasar Bharati so that they are not only covered under its viewership and listener coverage but also are represented in the programmes broadcast and telecast from Radio and Doordarshan.

Earlier, the Union Minister along with a team of Prasar Bharati officers deliberated upon various issues pertaining to the official media management in the State. He discussed programme-wise details and schedules of various units of Doordarshan and Radio Kashmir Srinagar and Jammu along with functioning of Press Information Bureau in the State.

He directed the State heads of Doordarshan, Radio Kashmir Srinagar, Jammu and Press Information Bureau to have close rapport with Directorate of Information and have monthly meetings along with their news editors with the Director Information and its officers to jointly formulate programmes and take advantage of the strength and skill of State Department of Information and Public Relations.

Underlining the importance of wide dissemination of important Government decisions especially through official media, he said that the historical, unique in the world and globally acclaimed law to confiscate ill-gotten property of proven corrupt elements enacted by Mr. Azad-led Government should have had wide publicity and placed on net for all to know about this novel law.

Mr. Azad speaking in the meeting, highlighted the role of Doordarshan and Radio in the task of re-construction and re-building of Jammu and Kashmir State for which massive development programme has been launched by the State Government with the liberal and unprecedented assistance of Centre. He said instead of becoming mere an instrument of announcing political statements, the role of Doordarshan and Radio is more stupendous, social, economical and national.

He said that programmes of Doordarshan and Radio in the State should be of such attraction and quality one that the people get stuck to these programmes and not change the channel unless view or listen the entire content.

He , however, expressed satisfaction over the role of State Doordarshan and Radio in presenting real developmental scenario of the State and reconstruction programmes launched in all regions of Jammu, Kashmir and Ladakh.

The meeting among others was attended by CEO Prasar Bharti Brejeshwar Singh, Director General Doordarshan L. D. Mandloi, Engineer-in-Chief A. S. Quota panel to submit report to Parliament

NEW DELHI, Oct 18: In the midst of a judiciary-versus-legislature debate, a Parliamentary Committee today asserted that its report on the OBC reservation in Central educational institutions would be tabled in Parliament.

"The Committee will submit its report to Parliament", senior Congress MP Janardan Dwivedi, chairman of Parliamentary Standing Committee of the HRD Ministry, told PTI after a meeting in which the issue of the Supreme Court order seeking a report on the quota bill came up.

Dwivedi’s statement assumes significance as the Apex Court had directed the Government to submit the report to it in a "sealed cover", a move that drew flak from several political parties.

The Court has since then modified the order noting that the report would be given to it after it is tabled in Parliament.

The Committee is expected to meet on November one and two during which it is likely to focus on the bill providing for 27 per cent OBC reservation in aided institutions. The bill was introduced in Parliament on August 24 and was later referred to it.

The Apex Court’s order on Monday had its echo at the meeting with some members drawing the attention to the situation arising out of it. But there was no detailed discussion on the issue as the meeting mainly deliberated on the Bill to amend the Suppression of Immoral Traffic Act (SITA), sources said. Congress MP Shantaram Naik, who is a member of the Committee said the rules of procedure of Parliament are framed under Article 118 of the Constitution. Under rule 274(3) concerning the Rajya Sabha, the report of the Committee together with minutes of dissent, if any, shall be presented to the House.

The sources said the Parliamentary Standing Committee meeting discussed "how to go about" the implementation of the OBC reservation.

They said the Committee would hear the views of Veerappa Moily who headed the Oversight Committee that went into the issue of preparing a roadmap for implementation of the quota regime as also the officials of SC and ST Commission and experts before formulating its report.

The Report would be tabled in Parliament after two or three sittings, the sources said adding HRD Minister Arjun Singh also wrote to the Committee earlier suggesting there should be discussion on the issue with all stakeholders. (PTI)

SC to examine motive on sting operation

NEW DELHI, Oct 18: Coming down on sting operations shown on television channels, the Supreme Court today said these are done for minting money and the issue has to be gone into.

"Whether it (sting operation) is in public interest or to make money will have to be examined one day," a Bench headed by Chief Justice Y K Sabharwal said.

Observing that sting operations are generally outsourced, the Bench also comprising Justices C K Thakker and R V Raveendran, said "very often these tapes are sold for lakhs of rupees by those who do the sting operation".

Those who conduct sting operation do it with the purpose of minting money and go from one channel to another for selling the CDs/tapes, the Bench said.

Without taking the name of Minister of State for Home Affairs Manik Rao Gavit, it referred to the sting operation shown on a TV Channel about the conversation between the Union Minister and a person lodged in Uttar Pradesh jail.

"Recently one channel had shown conversation between a Minister and a person in jail. Subsequently nothing was found," the Bench said.

The court’s observation came when senior advocate Mukul Rohatgi mentioned a petition filed by Rajdeep Sardesai, Editor-in-Chief of TV channel CNN-IBN, seeking a stay on Uttar Pradesh Assembly order directing him to appear before it in connection with a breach of privilege charge slammed against him for telecasting a sting operation involving its MLAs.

The Bench will hear Sardesai’s plea tomorrow.

Sardesai said UP Assembly has passed a resolution and asked the police to produce him in custody on October 27.

The Assembly had directed production of Sardesai after one of its Committees held him guilty of breach of privilege and contempt for his failure to appear before it. (PTI)

SRINAGAR, Oct 18: Having remained continuously busy with National politics and tirelessly involved in State affairs, Chief Minister Ghulam Nabi Azad today spoke his heart out while admitting that he has not seen any Hindi movie for the last 18 years nor does he know anything about the latest films and the music of the present time.

Candidly admitting this at the inauguration function of FM Rainbow the Chief Minister said that he has, however, been inspired by an old Hindi movie song featuring Raj Kapoor. This channel was inaugurated by Union Information and Broadcasting Minister Priyaranjan Dasmunsi from six radio stations of Jammu and Kashmir.

When a Radio compere on the occasion asked Mr Azad to come out with his request number, the Chief Minister admitted that he had no choice as for the last 18 continuous years, he didn’t get a chance to view any Hindi movie.

"Yes I love old Hindi music", Mr Azad said, while making his choice public. He referred to Late Mukesh’s song sung in " Mera Naam Joker" and recited the lines—— Jeena Yahaan, Marna Yahaan, Iske Siva Jaana Kahaan".

As soon as Mr Azad made his choice, the anchors sitting in Delhi studios immediately played Chief Minister’s favourite number to the delight of every other listener.

False declaration about income
Prominent persons among 50 may face prosecution

JAMMU, Oct 18: Further tightening noose around the evadors of tax in the State, Income Tax Department has taken up around 50 cases of those potential tax payers, who have given declaration about their non-taxable income but deposited more than Rs 10 lakh in their bank accounts.

As per the provisions of Tax Deduction at Source (TDS), Managers of all banks are required to deduct 10 per cent TDS of those customers getting more than Rs 5000 interest per year on the fixed deposits.

However, if anybody having income less than taxable limit he has to file declaration under Section 197-A on Form 15 H (for common citizens) and Form 15 G (for senior citizens) and in such cases TDS is not deducted. It is mandatory for the Bank Managers to forward such declarations to the Income Tax Department within one month of receipt of the same.

But the Income Tax Department has analyzed that large number of potential tax payers are giving such declarations to the Income Tax Department but have deposited several lakhs of rupees in their bank accounts and getting Rs 5000 or above interest on the same every year, authoritative sources told the EXCELSIOR.

"There are cases in which the persons have more than Rs 50 lakh in their bank accounts in the shape of Fixed Deposit Receipt (FDR) but they signed declaration of having their income below taxable limits", these sources disclosed and said that though 150 such cases have come to the notice of Income Tax Department so far yet 50 involving prominent persons including doctors have been taken up at the initial stage and all have above Rs 10 lakh in bank accounts.

It seems that either such persons have used black money in FDRs or have willfully concealed their income by way of giving false declarations to evade tax, the sources said and added that though firms and companies cannot give such declarations yet the same have also been forwarded by the Managers of different banks to the Income Tax Department.

To a question, they said that several cases have also come to fore in which the Bank Managers also compelled the potential tax payers to give such declarations to avoid cumbersome process of Tax Deduction at Source (TDS).

"For such acts, action can be taken against the erring Bank Managers and one of such Managers of a nationalised bank having branch in Gandhi Nagar area was questioned by the Income Tax Department today", the sources disclosed.

They further said that most of the cases taken up by IT Department at initial stage are those wherein FDRs have been taken on the name of house-wives and added that about half of these cases are likely to be prosecuted.

"For willful evasion of the tax, Rigorous Imprisonment of three months to seven years under Section 276-C and same period imprisonment for false declaration under Section 277 of Income Tax Act can be initiated against such persons", the sources informed.

Verdict on Dutt after Diwali

MUMBAI, Oct 18: A TADA court today exempted actor Sanjay Dutt and 25 other accused from personal appearance until further orders in the 1993 serial bomb blasts case.

Dutt and the 25 accused today appeared before designated Judge P D Kode in accordance with summons issued to them.

Sporting a blue denim jeans and sky blue short, Dutt was sitting on a bench with other accused throughout the proceeding. He was allowed to go at about 2.30 pm.

Several fans had gathered outside the court and ran after him as the actor emerged out of the court here.

However, Dutt managed to get into his car with help of the policemen on duty.

Outside the court, Special Public Prosecutor Ujjwal Nikam told reporters that the verdict on Dutt is expected after Diwali holidays.

Dutt is charged with possessing an AK-56 rifle and destroying it with the help of friends.

It is the case of CBI that co-accused Baba Musa Chohan, Samir Hingora and Hanif Kadawala had gone to Dutt’s Bandra residence here at the instance of prime conspirator Anees Ibrahim and delivered three rifles and ammunition to the actor. Sanjay allegedly retained one rifle and returned the rest.

Dutt is also charged with destroying the weapon with the help of his friends — Yusuf Nullwala, Ajay Marwah, Kersi Adajania and Rusi Mulla. All of them have been granted bail.

CBI alleged that Sanjay was shooting in Mauritius when he learnt about his complicity from media reports. He allegedly asked his friends to go to his house and destroy the weapon. Later, the rifle was destroyed in a foundry. (PTI)

4 militants killed in Kashmir

SRINAGAR, Oct 18 : Army troops today foiled an infiltration bid by gunning down four militants near the Line of Control in Kupwara district, a defence spokesman said here.

Troops guarding the LoC noticed a group of intruders at Sona Pindi area in Machil sector of Kupwara, the spokesman said adding, when the security personnel confronted them, they opened fire.

In the ensuing encounter, four militants were killed, the spokesman said adding, the search of the area is still on.

Meanwhile, Army apprehended a militant and seized two hand grenades during a search operation at Chek-e-Raithan in central Kashmir district of Badgam today.

Police also arrested an extortionist at Qazibagh in south Kashmir’s Anantnag district today. He intruded into the house of Muneer Ahmad Shawl and demanded money.

Meanwhile, a Central Reserve Police Force (CRPF) personnel committed suicide in south Kashmir’s Anantnag district today, official sources said.

Ajit Kumar Naik was attached with E company of the CRPF’s 157 Battalion and posted at Dyalagam village in Anantnag district.

The sources said Naik returned to the CRPF camp after area domination duty this afternoon and began talking to his family members over mobile phone.

After some time, Naik took out his service weapon and shot himself on head, they said, adding the jawan died on the spot.

The sources said the reasons for taking this extreme step were not immediately known. (AGENCIES)

Geelani for 3-day strike if Guru hanged

SRINAGAR, Oct 18: Chairman of his hardline faction of Hurriyat Conference, Syed Ali Shah Geelani, has called for a 3-day strike in Kashmir valley if the Parliament attack convict Afzal Guru was hanged to death as per schedule on October 20th.

Addressing a news conference here this afternoon, Geelani asked the Kashmiris to register their protest by way of ensuring shutdown on Friday, Saturday and Sunday next. He has called the people to gather for namaz-e-janazah in absentia at Eidgah Grounds in Srinagar on Friday. He has said in his appeal that the shutdown protest must be completely peaceful and no incident of violence should be allowed to happen. He has desired that the funeral prayers for Guru be conducted at all district and Tehsil headquarters in the Valley.

Geelani made it clear that in case Guru was not hanged, the last Friday of the holy month of Ramazan be observed as Youm-ul-Quds with a pledge to liberate the first mosque of Muslims from the occupation of Israel. The day, according to him, will also be observed as the day of solidarity with Kashmiri prisoners and detainees languishing in different jails.

Four SHOs transferred

JAMMU, Oct 18: SSP Jammu Mukesh Singh today ordered transfers and postings of four Station House Officers (SHOs) in Jammu district.

Inspector Arvinder Kotwal, who was recently allotted Jammu zone and then Jammu district, has been posted as SHO Satwari police station. Earlier, Mr Kotwal had served as SHO Akhnoor and SHO Nowabad police stations.

Inspector Deepak Raina has been transferred from Bagh-e-Bahu police station and posted as SHO Nagrota police station.

Inspector Maqsood Hussain Shah has been posted as SHO Channi Himmat police station against a vacancy arising out of the transfer of Inspector Shahid Pervez, who had been transferred to CID.

Inspector Abdul Khalik, former SHO Nagrota police station, has been posted as SHO Bari Barhmana police station vice Inspector Pervez Ahmed, who too stood transferred to CID.

Posts of SHOs City, Bakshi Nagar and Bagh-e-Bahu police stations will be filled up soon, the SSP Jammu said.

Two VDC members rescued

JAMMU, Oct 18: Doda Police today rescued two Village Defence Committee (VDC) members, who had been kidnapped by militants along with two others from village Tandu Garethar under the jurisdiction of Doda police station four days back.

SSP Doda Manohar Singh said the VDC members Ghulam Mohd and Ghulam Hassan, both residents of Garethar were rescued by police from Keshwan forests. They are being questioned to ascertain the facts.

Two other VDC members, who were also kidnapped, had returned the same day. The militants had snatched four rifles from the VDC members.

Another kidnapped youth Mohd Nisar was rescued by security forces and police after he was kidnapped by the militants in Keri area of Rajouri district, official sources said

Security forces and police recovered three hand grenades, 30 rounds of Pika gun, 80 AK rounds and three UBGL grenades from Mahjoor forest area near Rajdhani, Thanna Mandi in Rajouri last night.

Security personnel destroyed a hide-out of the militants in the house of Abdul Majid at Kothra in Darhal area of Rajouri.
