JMC Mayor reviews civic related works

JAMMU, Oct 16: Mayor, Jammu Municipal Corporation Manmohan Singh alongwith two Joint Commissioners and Health Officer paid visit to Ward No. 17, 31 and 12 and reviewed the civic works and also listened to the problems of the residents here today.

The councillor of Ward No. 12 and residents demanded that road from Pacca Talab to New Plot be named as Guru Ravi Dass Marg. They also demanded that nallah near Govt Dental College under construction, needs immediate repair work. They further demanded repair of lanes and drains and street light in the locality.

The Mayor also inaugurated the remodeling and covering of nallah work and directed the UEED Executive Engineer to start the departmental works. He also issued on the spot instructions to the Electricity wing of the JMC to install tube lights/ bulbs in the area. In ward No. 31 he was apprised of the open dumping of garbage by Safai Karamcharis on the roads and lanes and sought proper disposal.

The Mayor issued directions to junk dealers in Puran Nagar/ New Plot area to remove their material from the roads and lanes otherwise, the JMC will remove and seize their belongings lying outside their premises within two days.

 
 

Legal services camps held at Kathua, Rajouri Distts

JAMMU, Oct 16: A legal awareness camp was organized at Kathua under the chairmanship of Chairman District Legal Services Authority (Principal District and Sessions Judge) Kathua in the court complex which was attended doctors, police officials etc.

While deliberating on ‘World Mental Health Day’, Chairman apprised the audience about the role of society towards mentally challenged, retarded and sick people. He stressed that society owes an obligation to come to the rescue of people afflicted with mental illness and that the people in general will have to change their mindset towards such people.

Meanwhile a seminar-cum-legal awareness camp was held at Rajouri in connection with World Mental Health Day as a part of National Legal Aid Week under the chairmanship of Brij Mohan Gupta, Principal Districts and Sessions Judge Rajouri.

Brij Mohan Gupta, chairman District Legal Services Authority, Principal District and Sessions Judge Kathua, described the main features of mental health and and necessary measures to be adopted. Other speakers also spoke about salient features of the Mental Health Act and about the concept and importance of of ther occasion. He also informed the gathering about legal services being provided under J&K State Legal Services Authority Act 1987.

Cultural Academy organizes music programme

JAMMU, Oct 16: Jammu and Kashmir Academy of Art, Culture and Languages sub office Rajouri organized music programme at Government Boys Higher Secondary School Sunderbani in which Lt Col K Banerjee was the chief guest. Principal of the school Raj Kumari Mani presided over the function. Bharti Sharma, Principal Kali Dhar Amry School Sunderbani was the guest of honour.

Additional Secretary J&K Academy of Art Culture Languages T R Sharma, in his welcome address, said that academy is focusing on the remote area of the region like Rajouri, Poonch, Nowshera etc. It is one of the programme under above mentioned scheme.

Earlier on the spot childrens painting competition was also organized in which 300 students of 15 schools participated.

In infant group three equal prize of Rs.100 each were awarded to Manishan of New Public School Sunderbani, Pranav of St. Jon’s Convent and Tej Bhan of KDM Army School Sunderbain.

In junior group Bhjupinder Kour, KDM Army School awarded first prize of Rs.200 while second prize of Rs.150 awarded to Meenu Rawat of KDM Army School. Deepika Gupta, Harsh Niketan Higher Secondary School, Sonali Sharam KDM Army School and Arti Devi of Government High School Thanda Pani.

In senior group first prize awarded to Jagriti Sharma and second prize award to Sandeep Sharma of KDM Army School. Three consolation prizes of Rs.130 each were awarded to Susheel Sharma and Vekateshwar Ram of BSF School Sunderbani and Fiki Sharma of KDM Army School.

In Amteur group Naresh Sharma of Government Boys Higher Secondary school Sunderbani awarded first prize of Rs.400, Timi G Karan of Government Girls High School got each award of Rs.250 and Meenakshi Thakur of the same school got third prize of Rs.200.

Cultural Officer Rajouri O P Sharma presented the vote of thanks.

CNEEU holds demonstration, backs Kashmir union

JAMMU, Oct 16: J&K Central Non-Gazetted Electrical Employees Union alongwith activists of J&K Electrical Employees Joint Action Forum held mass demonstration in front of office of the Divisional Commissioner Jammu as also in front of M&RE Complex, Srinagar.

The demonstrators resented the delaying tactics of the authorities at the helm of affairs and urged the authorities to concede the demands of power employees at an earliest.

Provincial president of the Union P C Sharma sought full implementation of SRO 149 in PDD and PDC, strictly according to seniority both in the case of skilled and non-skilled personnel.

Demonstrations were held at Jammu under the chairmanship of D S Azad and at Srinagar under the leadership of Ghulam Rasool Mir.

At Srinagar the State president Rafiq Ahmed Khanyari was arrested while leading a demonstration after a lathicharge by police in which several others were also injured.

Meanwhile spokesman of the Union Purshotam Sharma, State secretary, has extended full support to their valley counterparts in the struggle in getting their genuine demands conceded by the Government.

YHAI organises nature study camp at Manda

JAMMU, Oct 16: Jammu unit of Youth Hostels Association of India (YHAI) organized nature study camp at Manda Wild Life Sanctuary, which was flagged off by noted Youth Hosteller Mohd Shafi Pandit, Chairman, J&K Public Service Commission and president YHAI, J&K State.

Speaking on the occasion Mr Pandit emphasised the need for organizing such programmes so that people could know how to live in peace with mother nature and also in the society.

Chairman YHAI J&K, S P Verma described Manda Wild Life Sanctuary as Jammuites heritage and gift of God which has to be protected by all of us. Jammu unit president Pardeep Gandotra gave details about activities of YHAI Jammu unit and assured the gathering that more such programmes would be organized in the near future.

Director Tourism Ajay Khajuria appreciated the activities of YHAI and assured all help from the Department of Tourism.

Other dignitaries present on the occasion included chairman Jammu unit Dr Vinay Ram Pal, J S Tandon, P V Rawal, Vikram Gujral, Mohd Farooq Mugal, S S Jamwal, S Gurcharan Singh, Sandeep Mengi and Sanjeev Luthra, office bearers of Morning Walkers Association.

J&K Ex-Services League holds general council meet

JAMMU, Oct 16: J&K Ex-Services League took very important decision to implement their Vision 2015, a 10 years programme to improve the lot of ex-servicemen in the State who have been finding it hard to get Government jobs or any other opening for their rehabilitation.

The meeting held that since ex-servicemen get retired at a very young age of 35 years.

The Governing Council of League under the presidentship of Maj Gen Goverdhan Singh Jamwal decided to establish two Defence Coloies on each at Patti and Barn near Kot Bhalwal for over 6000 soldiers besides opening up of Fauji Public School and Paramedical Training Institute of Computer Engineering, Consultancy-cum-Construction Company and Old Age Home in the next decade.

Besides it was also discussed to start a Fauji Mall and a few Departmental Stores combined with way-side facilities including Petrol Pumps to cater for the influx of tourists of Mata Vaishno Devi and Shri Amarnath Ji along the National Highway.

The veterans held that there was no member of the Armed Forces in the 6th Pay Commission as they have peculiar problems. Council discussed many issues put up with regard to disparities in annuity and cash grants given by the State as compared to other States like Punjab and Haryana.

Ther meeting among others was attended by Maj Gen B N Dhar, Maj Gen RN Chhibber, Brig RS Jamwal, Col P S Chopra, Col Kulbir Singh Jamwal, Col Virender Kumar, Lt Col Joginder Singh etc.

Retd police personnel highlight demands

RAJOURI, Oct 16: A meeting of retired police personnel was held here under the chairmanship of DySP (Retd) Harmesh Sharma, president of Ex-Policemen League, District Rajouri.

The meeting felt the need for an office of the league and decided to take up the matter with SSP Rajouri for providing a room in District Police Lines for opening of the office.

The meeting also appreciated the appreciable and encouraging response towards the retired police personnel by SSP and DIG Rajouri-Poonch range.

It was decided in the meting to constitute sub-committees of the League at Police Station level of retired police personnel, which would elect office bearers and hold meetings in the first week of every month and submit minutes of the meeting to the district body of the League. Various other demands were also highlighted in the meeting.

Those retired police personnel who attended the meeting included DySP Romesh Gupta, Inspectors Mela Ram Sharma and Om Parkash Sharma, SIs Zorawar Singh, Abdul Rashid, Qamiz Ullah and Tilak Raj Khajuria.

 

Electric Deptt Linemen Union discusses demands

JAMMU, Oct 16: J&K Electric Department Linemen and Workers Union Jammu, which has always been stressing for conceding the demands of the employees with regard to release of their pending arrears of wages of daily wagers as also implementation of SRO 149 in letter and spirit.

Other demands pertained to abolishing of ther date of march 31, 1994 as the deadline for regularisation of SRO 64 and corresponding review of SRO 64 so that all the DRW engaged in the Department were regularized.

A general meeting of the union was held in which Union president Gulam Nabi Bhat strongly advocated for streamlining the pay structure of staff of PDD ministerial and executive staff.

The participants in the meeting lauded the role of Union president Gulam Nabi Bhat and thanked him for projecting their genuine demands.

The participants in the meeting included Suram Singh , Vijay Kumar, Kartar Nath, Rattan Singh, Kasturi Lal, Ghulam Mohd, Rattan Singh, Rattan Chand, Krishan Chand, Sham Lal, Suresh Anthal, Mohd Anwar Malik, Kuldeep Singh, Tarsem Lal, Sushil Sharma, Yog Raj Sharma, Mohd Hanief Kichloo and Ghulam Rasool.

 
 

Two more STPs being established around Dal : Qazi

Srinagar, Oct 16: Two Sewerage Treatment Plants (STP) have been commissioned at Habak and Hazratbal and another one is likely to be commissioned at Brene Nishat shortly to plug the flow of contaminated water into Dal Lake. Two more STP’s at Brari Nambal and Nallah Ambir Khan are also being established around the Dal lake for the purpose of conserving the world famous water body.

This was stated by the Minister for Forest, Environment and Housing and Urban Development Qazi Mohammad Afzal in the 16th Board of Directors (BoD) meeting of Lakes and Water Ways Development Authority (LAWDA) here today.

Among others, Secretary, Toruism Nayeem Akhter, Chair person, Srinagar Development Authority Naseema Lanker, Chair person, LAWDA Tanveer Jahan, Senior Officers of Finance, Planning and Development, LAWDA and UEED were present in the meeting.

The Minister said that 3rd sewerage treatment plant was to be constructed at Boulward shall now be constructed in conjunction with new STP at Brari Numbal in view of tourists influx along Boulward and sewerage from this already being taken to Brari Numbal.

The Minister said that project work of Rs.85.86 crore under conservation have been approved besides Rs.95.77 crores for rehabilitation purpose under state sector.

Qazi Afzal said that a pedestrian mall shall be constructed around the lake from Kohnakhan to Saidakadal. He said that floating septic tanks to the houseboats shall be installed with the help of Tourism Department. He instructed the concerned agencies to adopt latest techniques to clean the Dal, which forms an important tourist place in the Srinagar city.

5 killed, 6 injured in road accidents

JAMMU, Oct 16: Five persons were killed and six others received injuries in separate road accidents.

Police spokesman said that one Kasturi Lal, son of Mani Ram of Talab Tillo was knocked to death by a speeding motorcycle at Talab Tillo. He was rushed to Government Medical College Hospital in critical condition where he succumbed to injuries.

Police has registered a case against the motorcyclist.

In another accident, one Mohd Bashir, son of Wali Mohd of Budhal was killed after he was hit by an unidentified vehicle at Rajouri. He was rushed to hospital where he succumbed to injuries.

The body was, later, handed over to family members after post-mortem and other legal formalities.

In yet another accident, a teen-age girl Radhika Abrol, daughter of Subash Chander of Ram Nagar was crushed to death by a vehicle. She was shifted to District Hospital Udhampur in critical condition and later referred to Jammu hospital for specialised treatment.

But she could not fight for her life and succumbed to injuries. The body was, later, handed over to family members after all legal formalities.

The spokesman said that two accident victims—Sangita, wife of Surinder Kumar of Satwari and Angrez Singh, son of Chain Singh of Chenani, succumbed to injuries in Government Medical College Hospital today.

Meanwhile, six persons were injured in separate road accidents. All have been hospitalised and their condition was stated to be out of danger.

They are Bimla, wife of Sham Lal of Bakshi Nagar, Anjana, wife of Rajinder Kumar of Udhampur, Varinder, son of Billa Sharma of Gho Manhasan, Vicky, son of Rattan of Pouni Chak, Rohit, son of Parshotam Kumar of Shakti Nagar and Anmol Gupta, son of Brij Bhushan Gupta of Nanak Nagar.

Tarigami exhorts party workers to frustrate
evil designs of communal forces

JAMMU, Oct 16: State secretary of the Communist Party of Indian (Marxist) Mohammed Yosuf Tarigami today called party cadre to frustrate evil designs of those forces, who are hell bent to create communal division in the country.

Addressing general body meeting of the Jammu unit of party here today, Mr Tarigami said that CPM activists have to play important role in the prevailing circumstances when communal and fundamentalists forces have been trying to divide people on regional and religious lines. He exhorted party workers to expose evil designs of these forces.

Stoutly supporting policies being propagated by the United Progressive Alliance (UPA) regime, Mr Tarigami flayed BJP and other groups for launching malicious campaign. "To dividing people on communal lines BJP has been charging UPA Government of propagating appeasement policy’’, he pointed out and added that Muslims have been ignored in the country as there numbers in employments were very less as compared to their population. He warned BJP against dividing people on communal lines.

Appreciating Prime Minister, Dr Manmohan Singh for initiating dialogue process with Pakistan, CPM leader said that dialogue was the only mean to solve all problems. "Violence is not solution of any problem’’, he opined and called upon all groups to join dialogue process for restoring peace in the State.

He stressed on the need of involving people of Jammu, Kashmir and Ladakh in the dialogue process as, according to him, inhabitants of this State have been bearing brunt of the prevailing situation in the region.

Sham Kesar, Jammu region secretary and Kishore Kumar also addressed the working committee meeting.

Pilgrim dies enroute Vaishnodevi shrine; man found dead

JAMMU, Oct 16: An unidentified pilgrim died enroute cave shrine of Shri Mata Vaishnodevi while as a young man was found dead under suspicious circumstances.

Police spokesman said that an unidentified pilgrim collapsed at Hinkoti Bhawan enroute Bhawan of Shri Mata Vaishno Devi Shrine. He was immediately taken to hospital where doctors pronounced him as brought dead.

The body was, later, shifted to Katra Hospital for identification and post-mortem.

Meanwhile, one Raj Kumar, son of Ved Parkash of Mohalla Panditan Poonch was found dead under suspicious circumstances near S K Bridge, Poonch. The body was spotted by some locals, who informed police about the incident.

It was, later, shifted to hospital and handed over to family members after post-mortem.

In both these cases, police has initiated inquest proceedings.

The spokesman said that four persons allegedly consumed poisonous substances at their respective residences. Identified as Akhter Jan, wife of Mohd Sharief of Mendhar, Om Parkash, son of Shamboo Nath of Kirpalpur, Sonika of Kathua and Tejinder Kour of Ramgarh, they were rushed to hospital when spotted unconscious by family members.

Doctors immediately provided them stomach wash treatment followed by other medicare. Their condition was stated to be out of danger when reports last came in.

Police has taken cognizance of all the incidents.

Prof N R Sharma elected JUTA president

JAMMU, Oct 16: Prof N R Sharma from the PG Department of Education, has been elected as new president of Jammu University Teachers Association (JUTA).

In a straight contest for the post, Prof Sharma defeated Dr Kuldeep Singh Charak of the Mathematics Department with a huge margin of 101 votes.

Prof Sharma got 162 votes while his opponent was polled only 61 votes. Out of total 276 votes, 228 were polled while 5 were declared invalid by the election commissioner Prof S K Sharma from the Department of Law.

As reported earlier, Dr J S Tara, Dr G L Wazir, Dr Romesh Kumar Sharma and Dr Ram Bahadur have already been elected unopposed for the post of vice-president, secretary, joint secretary and treasurer, respectively of JUTA.

Contest was held only for the post of president.

After his election, the new JUTA president told the Excelsior that he would strive hard for welfare measures for the teaching community in Jammu University. He also sought co-operation of all the JUTA members to get their demands highlighted effectively and conceeded.

Core Group reviews security arrangements

JAMMU, Oct 17: The Core Group meeting chaired by Security Advisor to State Govenrment Lt Gen TK Sapru was held at Nagrota to coordinate the security arrangements in Jammu region.

The meeting was attended by Divisional Commissioner Pramod Jain, Maj Gen BS Jaswal, IGP Dr SP Vaid, IG CRPF JC Dabas, DIG CID Ravinder Kotwal and other senior officers of civil administration and para military forces.

The Core group assessed the security situation in Jammu region and carried out necessary coordination to achieve synergy between civil administration, PMF and the Army in conduct of operations. They also reviewed the strategy for counter terrorism and counter infiltration operations. The Security Advisor expressed his satisfaction over the arrangements.

Court rejects ex-SSP's bail application

Jammu, Oct 16: Second Additional Sessions Judge Jammu, AK Koul today rejected bail application of Sewak Singh, the then Superintendent of Police who is facing trail in murder case of Probationary Sub-Inspector Ajay Gupta, who was killed on October 13, 1998.

In the detailed rejection order of bail application of accused Sewak Singh Mr Koul after hearing both the sides and after pursuing the record, observed that it is necessary to reproduce the factual background of the case though precisely the charge against the petitioner is that on October 13, 1998 he conspired with co-accused

Sat Pal Singh to kill deceased Ajay Gupta Probationary Sub-Inspector. Sat pal Singh co-accused shot dead Ajay Gupta with an SLR. The petitioner in order to destroy evidence asked co-accused to change the civil dress and put on the uniform and in order to screen accused Sat Pal and to manage disappearance of the evidence, he threatened a constable and a driver to tell a lie. The murder of deceased was committed as per prosecution case at the instigation and with active connivance of petitioner Sewak Singh. So petitioner came to be booked u/s 302/120-B/201 RPC along with co-accused and the trail is in mid-way against them. It is pertinent to mention here that above 86 witnesses have been listed in the case out of which only 42 witnesses have been examined and rest are yet to be examined.

There are so many material witnesses whose statements are yet to be recorded, so the question is can the petitioner be given the concession of bail at this stage. The petitioner is undisputedly involved in the commission of crime which carries punishment of death or imprisonment of life, so in the opinion of the court it would not be proper to enlarge the petitioner on bail as it may have serious consequence on the trail of the case. "

It is admitted by the petitioner that he was SSP at the time of his arrest so he must be enjoying the clout/influence still and so his tempering with evidence cannot be ruled out." With these observations the court dismissed the bail application of the accused SSP.

Dhanwantri Jayanti celebrated by ISM

JAMMU, Oct 16: In connection with celebration of Dhanwantri Jayanti a function was organized by Medical Officers (Indian Medicine) Welfare Forum (MOWF) here today in which the Minister of Health and Medical Education, Mangat Ram Sharma was the chief guest.

The function was presided over by Director ISM, Dr A K Dar while Padam Shri Prof. Ram Nath Shastri was the guest of honour. The function was attended by the serving and retired medical officers from all the districts.

In his address Mr Mangat Ram Sharma appreciated the services of ISM doctors in the rural areas and assured them that the Government will solve their demands.

He disclosed that massive extension programme of ISM will be taken up from coming financial year and all the unemployed ISM doctors will be given employment.

The Minister assured that the demands like creation of separate Directorate of ISM for Jammu, time bound promotions and finalization of seniority lists of Ayrvedic College will be considered by the Government.

Director ISM stressed upon the medical officers to work with zeal and dedication to serve the ailing humanity.

Earlier the president of MOWF, Dr V S Manhas presented a resolution adopted in its general body meeting which among other things have demanded separate directorates of ISM for Jammu and Kashmir regions.

In connection with celebration of Dhanwantri Jayanti, Directorate of ISM has organized a free multi speciality Ayrvedic treatment camp from October 14 in Government Ayrvedic Hospital Indira Chowk Jammu.

During the camp patients suffering from various diseases are being treated.

Rich tributes paid to student martyrs

JAMMU, Oct 16: Rich tributes were paid today to four student martyrs, who were killed in police firing during an agitation in 1966.

Various student organisations, teachers of different college and the student representatives visited the Shahidi-sthal (martyrs’ memorial) in front of GGM Science College and offered floral tributes.

Jammu Joint Students Federation (JJSF), which has been in forefront in remembering the student martyrs since its inception in late eighties, today began customary fast at the Shahidi-sthal.

After paying tributes to the martyrs, the JJSF activists, led by their president Pushvinder Singh Manhas, began their fast amidst shouting of slogans.

On the day, Jammu Mahanagar unit of Akhil Bharatiya Vidyarthi Parishad organised a motor cycle and scooter rally which started from Parade and culminated at the Shahidi-sthal.

Led by Suresh Magotra and also joined by students of different schools and colleges, the ABVP activists offered flowers on the memorial and remembered the martyrs.

After paying tributes, the rally turned into a procession against clemency attempts for Afzal Guru, who has been ordered to be hanged for his involvement in the Parliament attack. The ABVP rally passed through different bazars of the city and culminated again at Parade.

Activists of Jammu State Students Morcha (JSSM), led by Vivek Sharma, were among the first to reach at the Shahidi-sthal and offer tributes to the student martyrs.

Hardev Singh Thakur, president of GGM Science College and Sunil Sharma president of Government SPMR College of Commerce, also joined the JSSM activists alongwith some students of their respective colleges, in offering tributes to the martyrs.

NSUI State president Rajiv Saraf, accompanied by members of his organisation, visited Shahidi-sthal and paid tributes. They offered flowers on the memorial and observed a two-minute silence in respect of the martyrs.

The teachers and staff members of different colleges also visited the Shahidi-sthal and remembered the martyrs.

NEW DELHI, Oct 16: Union Minister of Water Resources Prof Saifuddin Soz today discussed the matter regarding transfer of Kashir Channel to Srinagar with the Minister for Information and Broadcasting Priyaranjan Dasmunsi.

Prof Soz explained to the Information Minister the dimensions and implications of the manoeuvres of vested interests that scuttled the efforts to transfer the Kashir Channel to Srinagar in the past.

Mr Dasmunsi assured Prof Soz in categorical terms that Kashir Channel would be transferred to Srinagar very soon. Water Resources Minister also urged the Information Minister to make an announcement to this effect during his forthcoming tour to the Kashmir valley.

VHP flays Farooq

JAMMU, Oct 16: Vishaw Hindu Parishad (VHP) has strongly reacted to the statement of former J&K Chief Minister Dr Farooq Abdullah regarding his comments on life threat to the judges who have awarded death sentence to a terrorist- Afzal Guru for attack on Parliament.

In a press statement issued here today, state unit president of the VHP, Dr Ramakant Dubey said that Dr Abdullah has ignited new fire in the country by giving such controversial statement and equating Guru’s hanging with that of Maqbool Butt. He said the statement is an eye opener for the rulers and the people of this region. It should be taken as contempt and a challenge to the country’s legal and democratic institutions.

Later, in a meeting of the VHP leaders held here, the members resolved that any body speaking in favour of terrorists or supporting them be put behind the bars tried for treason against the country.

National Integration Camp-cum-Youth Festival concludes

UDHAMPUR, Oct 16: Five-day long All India National Integration camp-cum- Youth Festival was organized by the Patnitop Development Authority and Department of Youth Services and Sports at Kud last night. Nearly five hours cultural performances by the students of different Universities was presented giving a glimpse of rich and composite cultural heritage of the country.

The Minister for Rural Development, Jugal Kishore Sharma was the chief guest on the occasion.

Punjab University, Chandigarh and Nagpur University were jointly adjudged as best in cultural performance while Kashmir University and Dr. Y.S. Parmar University, Solan remained tied in second position. In skit competition Nagpur University clinched first position while Punjab University, Patila got second prize.

In another event, Punjab University, Chandigarh secured first position in Rangoli competition while Kashmir University bagged second prize in this contest.

In Girls section, Tug of War event, Kashmir University got first prize while Parmar University, Solan remained second. In Boys section, Dr. Parmar University, Solan was adjudged as first while Punjab University remained second in the contest.

For yoga presentation, special prize went in favour of Calcutta University and Nagpur University was declared as over all best.

The Chief Executive Officer, PDA in his welcome address assured that the events would further be improved during the next year and efforts would made to ensure participation in large number.

The mimicry presentation by Devinder Thakur of Udhampur, Tarun Kesar of Katra, Waste material items exhibition by Chetan Dheman of Ramnagar, Ghazal presentation by artists, Surjeet Singh and Bhaint by Rahul Bhagat of Jammu were also highly liked and appreciated by the audience.
