JAMMU,
Oct 14:
Two persons were killed
and 10 others received
injuries in separate road
accidents.
Police
spokesman said that a
scooter bearing
registration number
JK14A-4924 collided with
a tipper number JK14-7129
on Manthal road. After
the collision, tipper
driver lost control
resulting into vehicle
rolling down into a
nullah.
In the
collision, pillion rider
was killed and scooterist
received severe injuries
while due to rolling down
of the tipper one of the
labourers travelling in
it lost life and two
others received injuries.
On the
receipt of information, a
police party from Tikri
Police Station rushed to
the spot and started
rescue operation. All the
injured persons were
rushed to hospital and
their condition was
stated to be out of
danger when reports last
came in.
The deceased
have been identified as
Kuldeep Kumar, son of
Kartar Chand of Garhi and
Puran Chand, son of
Shanker Dass of Tirthi.
The injured are Vijay
Kumar, son of Joginder
Singh of Garhi, Subash
Singh, son of Kartar
Singh of Jhajjar Kotli
and Rashpal Singh, son of
Krishan Singh.
Meanwhile,
seven persons were
injured in separate road
accidents reported from
different parts of Jammu
city and its outskirts.
All have been
hospitalised and their
condition was stated to
be out of danger.
They have
been identified as Rajat,
son of Tilak Raj of
Arnia, Balak Ram, son of
Sohan Lal of Nanak Nagar,
Ram Kumar, son of Ram Lal

Awareness
programme organised on
World Mental Health Day

programme to commemorate the World Mental
Health Day was organized today at
Psychiatric Diseases Hospital (GMC) Jammu
under the chairmanship of Subash Chander
Gupta, Chairman District Legal Services
Authority (Principal District and
Sessions judge) Jammu.
On this
occasion, Principal Medical College Jammu
Dr. Rajinder Singh, Dr. Jagdish Raj
Thappa HoD psychiatry GMC Jammu and Dr.
Romesh Gupta Medical Superintendent Psy
Diseases hospital Jammu informed the
patients and the judicial officers as
well as para-medical staff who were
present on the occasion about the steps
being taken by them to render requisite
medical facilities and other preventive
measures for the wellfare of the
patients. They also discussed this
years Medical Health Theme
"Building awareness reducing risks
suicide and mental illness".
District
and Sessions Judge Jammu Subash Chander
Gupta made the gathering aware about the
legal and human rights of mentally ill
patients. He also implored the judicial
officers. Doctors and para-medical staff
to treat the mentally ill people with
compassion, sensitivity and care. Sanjay
Dhar Chief Judicial Magistrate and Dr.
Vinod Dhar Medical Officer besides other
doctors and judicial officers of Jammu
headquarter were also present on the
occasion.
On the
occasion Jackson Laboratories announced a
free water cooler for Pshychiatric
Hospital.
Rapist
awarded 9-yr term

Jammu, Oct 14: Second Additional
Sessions Judge Jammu Ashok Kumar Koul
today awarded nine years imprisonment and
fine of Rs 2000/- to accused Raman Masih
alias Raju of Ramgarh Samba, who was
facing trail for committing rape upon a
minor.
Mr. Koul
after hearing Additional Public
Prosecutor Ravinder Sharma appearing for
the State and counsel appearing for the
accused referred to various judgments of
Supreme Court and High Courts. He
observed that about the report of
forensic science expert, he has given his
report but has not entered in the witness
box so the report of expert cannot be
made the basis for giving benefit to
accused. Prosecutrix as stated by her was
14 years old at the time of occurrence,
her mother also stated that prosecutrix
was 14 years old. Her age as per
radiologist could be between 14 and 18
years. There is generally two years
margin in radiological age of a person.
It means her age could be around 12 or 14
years. That her age at time of occurrence
could more probably be below 16 years and
so she was below the consenting age even.
Her age has not been disputed by the
accused. So the accused had committed the
offence u/s 376/456 RPC and is
accordingly convicted for the same.
Regarding
the quantum of punishment to be imposed,
it is pertinent to state that accused has
been facing trail for about four years
and is young man of 35 years of age, so
imposing a harsher sentence would
definitely put him to immense hardship,
and his family would also have to share
his agonies.
The court
was of the view that a minimum punishment
would even serve the cause of justice.
The accused was convicted and sentenced
imprisonment for seven years and a fine
Rs 1000/- u/s 376 RPC and also
imprisonment of two years and fine Rs
1000/- u/s 456 RPC. The sentences will
run concurrently, it was ordered.
According
to the prosecution story, on July 22,
2002, prosecutrix along with her parents
lodged a verbal report in Police Station
Ramgarh, alleging that she along with her
brother and sister was sleeping in a
room, while their parents were sleeping
in the compound of the house. Around
12:15 AM somebody forced entry into the
room and closed her mouth she tried to
free herself but the person threatened
her that she would be killed in case she
raised an alarm. She identified him as
Raman Masih, who forcibly committed rape
upon her. She cried and her brother and
sister woke-up and in the meantime their
parents also got up but the accused fled
away.
The police
registered a case against the accused and
after completion of investigation,
presented challan in the court of law,
which was decided today and the accused
convicted and awarded nine years
imprisonment.
Man
dies under suspicious circumstances, one
ends life

JAMMU, Oct 14: A man died under
suspicious circumstances while as one
person allegedly committed suicide.
Police
spokesman said that one Parshotam, son of
Gian Chand of Kathua died under
suspicious circumstances. He was rushed
to hospital when spotted unconscious by
family members.
But
despite hectic efforts by doctors, he
died. The body was, later, handed over to
family members for last rites after
post-mortem.
Police has
initiated inquest proceedings in this
regard.
Meanwhile,
one Jaimal Singh of Dharampur allegedly
committed suicide by consuming poisonous
substance at his residence. He was rushed
to hospital when spotted unconscious and
doctors immediately provided him stomach
wash treatment followed by other
medicare.
But he
could not fight for his life and died. It
could not be ascertained as to what
prompted him to take this extreme step.
The
spokesman said that one Sham Lal, son of
Gusian Dass of Samba received severe burn
injuries at his residence. He was rushed
to Sub-District Hospital Samba and later
referred to Government Medical College
Hospital.
His
condition was stated to be serious when
reports last came in.
HC
directs Law Secretary to appear in person

Jammu, Oct 14: In the contempt
petition filed by Nisha Saraf and Other
Computer Operators and Data Entry
Operators of State High Court, Justice
Nirmal Singh of the State High Court
Jammu Wing has directed
Commissioner/Secretary to Law Department
to appear in person on the next date of
hearing.
The Court
took this serious step against the law
Secretary that statement of facts has not
been filed as Additional Advocate General
SC Gupta sought time and was allowed four
weeks time as last opportunity for
filling the statement of facts.
The
petitioners who are working in the state
High Court, filed contempt petition
seeking contempt proceedings against the
erring respondent for willfully
disobedience and non implementation of
the order passed by Single Bench of the
High Court dated January 27, 2000 and
upheld by the Division Bench on June 11,
2002. The State Govt filed SLP before the
Supreme Court. The Area Govt passed order
and modified the order of the High Court
to the extent that the revision of
pay-scale was to be granted from the date
of pre-announcement. The partial
compliance to the order passed by the
court vide Govt order dated February 14,
2003 sanction was accorded for up
gradation of 14 posts of Data Entry
Operators working in the J&K High
Court. It was further submitted that
second part of the judgement was still
unimplemented whereby the 25 percent
posts of available 14 posts were required
to be upgraded on selection from amongst
the employees who have put in five years
services.
The
petitioners made representation to the
Govt more over a legal notice was also
served upon the Commissioner/Secretary to
Govt Law Dept seeking implementation of
the judgment but no action has been taken
till date and filed this contempt
petition in which the petitioners prayed
through Advocate Anil Khajuria for
initiating contempt proceedings against
the respondents for disobeying the order
of the High Court.

Move
employees to get salary on Oct 18

Srinagar, Oct 14: The salaries for
the month of October in respect of all
the employees working in the Moving
offices would be drawn on October 18th
instead of October 23rd as was ordered
earlier in view of festivals of
Id-ul-Fitr and Diwali.
Decision
to this effect was taken at a meeting
convened by Commissioner Secretary,
General Administrative Department
Khursheed Ahmed Ganaie here yesterday to
review the arrangements for the annual
Darbar Move for 2006-2007.
The
meeting attended by Commissioner
Secretary, Finance and all heads of
departments besides representatives of
Police and Army discussed the security,
transport, road conditions of the
National Highway and other facilities for
the employees. The Inspector General of
Police Traffic was directed to ensure
smooth movement of employees from
Srinagar to Jammu with precedence for
employees buses at Jawahar Tunnel.
The Deputy
Commissioners of Doda and Udhampur have
been asked to make necessary arrangements
to ensure that food items in various
hotels all along the National Highway on
the day of movement of employees are in
hygienic conditions and employees are not
over charged.

Resentment
among power employees against SRO
149

14: The members of
Jammu Provincial Electric
Employees Union (JPEEU) have
expressed strong resentment
against higher authorities for
not implementing SRO 149.
In
a meeting of the Union held at
M&RE Sub-Division, Shastri
Nagar here today under the
chairmanship of Sanjay Singh, the
members condemned the attitude of
higher officials of the
department for not implementing
the SRO-149 till date despite
repeated promises and issuance of
orders by Minister for Power
Nawang Rigzin Jora.
They
also expressed resentment against
the list issued by the Power
Development Commissioner for
elections of the Unions in the
department as the name of founder
member (Dalip Singh Azad) of the
PDD unions was missing. The
employees warned to boycott the
elections if the mistake was not
rectified.

Fearing
leopard attack roll in schools go thin

RAJOURI, Oct 14: In view of the
terror created by man eater
leopard in Kot Behrote, Gali Gambhir and
a few adjoining villages in Thanna Mandi
area, the parents have stopped sending
their children to schools.
Three
teachers of Govt Primary School, Gali
Gambhir led by Shahid Hussain Shah in a
report submitted to Zonal Education
Officer, Thanna Mandi have expressed
their concern over the situation arising
out of the increased movement of the
leopard and a threat posed to the
students and little children.
It has
been conveyed to the administration that
animal has let loose reign of terror in
the area and many parents have stopped
sending their children to schools after
killing of two children by the wild beast
in the area recently. The people have
also stopped their movement to the
isolated areas and even for grazing.
Narrating
incident of Friday, Mr Shah said that he
had a narrow escape after he saw the
leopard hardly 200 mts away from the
school in the afternoon. He claimed that
he saved his life after climbing a tree.
He said that he kept observing the
movement of animal quietly and ran after
it disappeared. He demanded that the
animal be eliminated as it may attack the
school children and staff any time.

campus.

Registrar Prof G S Sambyal and

University, the Iftaar party was

Speaking
on the occasion, Prof Amitabh

SCOPE
organises craft workshop for
women

14: Society for
Consumer Protection &
Environment (SCOPE) organised
crafts workshop here today.
More
than one hundred women from
various areas of district Jammu
participated in the programme at
the Chhaya (the
shelter), a training centre for
women. The workshop was conducted
by a Delhi based pottery expert,
Monica Gautam.
During
the workshop, Ms Gautam
interacted with the participants
and demonstrated how drab looking
earthen ware could be made
attractive and colourful with the
help of simple paint, plaster of
paris and other decorative
material. She educated women how
to beautify their homes by using
these simple and cost effective
techniques and also generate
source of earning for them.
The
programme was a part of women
empowerment programme initiated
by the NGO. Teja Koul, District
Development Officer from J&K
Women Development Corporation was
the special guest on the
occasion. She educated women
about the schemes of the
Corporation and asked them to
take full benefit of it. She also
appealed them to contribute to
enhance the income of their
respective families by involving
themselves in such innovative
works.

Electric
Deptt Linemen for implementation
of SRO 149

14: A meeting of
Electric Department Linemen and
Workers Union was held under the
presidentship of Gulam Nabi Bhat
in which all office bearers of
the union participated.
The
demands discussed in the meeting
pertained to implementation of
SRO 149 in favour of ITI and
non-ITI trained employees as
several trained employees have
been denied the due benefit and
only 36 ITI trained employees
were given benefit of SRO 149
while other deserving personnel
were denied the benefit of the
grade of 5000-8000.
Other
demands voiced in the meeting
pertained to provision of risk
allowance to field staff,
regularisation of all those daily
wagers who have been working till
date and un-paid wages of all
daily rated workers be released
immediately as two important
festivals were approaching fast.
The
meeting noted with concern that
several death cases were still
un-paid despite all formalities
having been completed and
requested the authorities to do
the needful immediately.
The
Union demanded promotions to all
service class employees- both
executive and Ministerial staff
which have not been made for the
past over 10 years, which process
should have been initiated after
every year. The Union also
demanded all pending arrears
including release of DA from July
2006.
Those

Night
curfew in some areas of Udhampur

UDHAMPUR,
Oct 14: In order to
curtail civilian and security
forces casualties during counter
insurgency operations, the
District Magistrate, Udhampur,
O.P. Kalandria in exercise of
powers vested to him under
section-144 Cr. P.C., has imposed
night curfew from 2200 hours to
0500 hours in some areas of Reasi
Sub Division. The order would
remain in force for a period of
two months from the date of issue
of this order.
The
areas of the Sub Division where
night curfew would remain in
force include Audan, Chakalsalta.
Old Lambi Bari, Hansawali Gali,
Thakrakote,Thanpal, Arnas and
Chinkah.

asks teachers to discharge

various educational institutions
of Poonch district.

Taking
strong note over the slow pace of
development, the Minister
exhorted upon the officers to be
sincere toward their duties and

have been provided sufficient
funds for construction of school
buildings and additional class
room for the larger interest of
the school going children.
Earlier,
DDC Poonch gave a resume of the
achievements of the department
and informed the meeting that as
many as, 92969 male and female
students from primary education
to 10+2 have been literate during
the last fiscal year which is
nearly 60 percent of the total
population of the district.
Responding
to the demands and requirements
of the department the Minister
assured to redress the genuine
demands.
Saying
that steps initiated by the
government in education are
yielding tangible results, the
Minister has expressed hopes that
the state will soon witness
revolution in education

Minister
assures supply of additional
water tankers

14: Minister of State
for Public Health Engineering and
Flood Control Dr Romesh Chander
Sharma today visited various
areas of Jammu and took stock of
drinking water being supplied
through tankers.
The
Minister who was accompanied by
corporator ward No 24 Arun
Khanna, Executive Engineer
City-I, Prem Pal, PHE
employees leader Shiv Kumar
visited Rehari Colony, Lower
Sarwal and Subash Nagar area and
interacted with the people of the
area. He was told that the water
supply of the area was affected
after the old intake pump house
of Sitlee was damaged due to
flash floods.
The
Minister issued on spot
directions to the engineers to
enhance the number of the water
Tankers for the affected areas.
The Minister was informed that
new bore wells are being
connected with the service lines
of these areas within couple of
weeks to over come the scarcity
of water in these areas.
The
Minister personally monitored the
supplying of water being made
through fire brigade to the
congested areas of Rehari colony
and Subash Nagar area of the city
and listened to the problems of
the people of the area. The
minister directed Executive
Engineer city division -I to
ensure proper water supply to all
the mohallas of the area and to
speed up the work so that the new
bore wells are connected soon.

Wali Gali argued about its
hazards on human beings besides
deep impact on ozone depletion.
Participating
in the symposium organized by the
Department of Information Jammu
on Pollution here
this morning, the students
highlighted different forms of
pollution and their direct impact
on our living. Expressing concern
over increasing pollution, the
speakers stressed for creating
awareness among masses
particularly regarding noise and
environment pollution. On the
occasion, they pledged to make
efforts to educate people of
their areas on the need to curb
pollution and make maximum
possible contribution in
controlling it.
The
best adjudged speakers were
presented awards arranged by the
Information Department. Shabeena
of class 8th was declared first
while Manisha of class 6th and
Sudesh Kundal of 8th standard
bagged second and third prizes
respectively. Consolation prizes
were also given to other
participants.
An
impressive cultural programme was
presented by the artists of
cultural wing of Information
Department that received immense
applause. The Dogri folk songs
and skit Unpad Prah
was appreciated by the audience.
