Police
and criminals
Sir,
The city police has recently
arrested three criminals (titled,
3 criminals held with
pistols D.E. dt Ist Oct).
Pistols and live cartridges were
recovered from them. It is not for the
first time that the police has arrested
criminals with weapons. In past too many
such cases were registered.
A couple of years ago the
city police had launched a campaign
against these criminals. Many more
arrested, but few were convicted also.
Some of these criminals have formed gangs
with horrible names. These criminals have
records of murder or attempt to murder
etc. In a security environment where the
State is fighting a proxy war or should
we say a low intensity war against the
militants and terrorists the presence of
these hardcore criminals poses new damage
to the civil population. These criminals
are usually engaged in drug trafficking,
violence and murder or attempt to murder;
so they are in a way no less a threat
than the terrorists.
Hence the police should
launch a full blooded campaign against
these criminal gangs.

Chowk flyover
Sir,
Jammu city is witnessing a
huge increase in vehicles. Being the
biggest city enroute to Kashmir valley
traffic onwards to Kashmir passes through
this city. Besides, being winter capital
movement of traffic in the city
increases. Apart from these factors the
local traffic in the city has witnessed a
quantum jump. Thus the load on the city's
road system has increased significantly.
To cope up with the rise in traffic,
KC-Dogra Chowk flyover system was
constructed. Now the recent decision to
construct a flyover from Jewel crossing
to Canal Road will greatly help in
reducing the traffic from Science College
to Canal Road. This stretch is too
narrow. The vehicular load on this narrow
stretch is very big. But this flyover
will solve the problem only from Jewel
Chowk to Canal. Then on the traffic will
still ply at a snail's pace on Talab
Tillo Road. The idea of constructing a
similar flyover upto Bohri Chowk should
be given due consideration too. The
construction of Jewel-Canal flyover is a
step in right direction and many more
flyovers are needed to ease the
burgeoning traffic load in Jammu city.

victims
Sir,
One year has passed when the
killed quake struck the border areas of
the State. It is heartening to note that
the State and the Central Government has
been prompt to offer food, aid and
shelter to the victims. After a lapse of
one year the Central and State Government
has again reiterated their commitment to
provide further help to the victims. The
infrastructure has to be developed
afresh. The housing, the school
buildings, the road connectivity,
electricity has to be provided to the
areas hit by the quake. In fact wholesale
rehabilitation has to be done in a big
way. The destitues, orphans and widows
need gainful employment. A similar
approach has to be persued by the State
and Central Government towards people
displaced from their homes whether they
are from Kashmir or other areas of the
State due to militancy. Immediate steps
are long over due which will ensure their
speedy rehabilitation economical as well
as political otherwise the displaced
people will gradually get marginalised
from the State's demographic scene.
