PUBLIC NOTICE

It has come to the notice that some vested interests have tried to vitiate the healthy and peaceful academic environment in the campus by misguiding the out-of-state students, mostly belonging to the states of Rajasthan, Himachal Pradesh, Punjab, with regard to conduct of their annual B.Ed. Examinations for the session 2005-2006.

The University has deemed it proper to issue this public notice for clarification of the facts of the case.

A small group of protesting students have been demanding that they be given open choice for taking up their annual examinations-insted of the paper being set as per the notified syllabus in this respect. Their plea is that they have not been able to cover the syllabus while on the other hand the affiliated colleges have submitted written confirmations to the University stating that the syllabus stands completed well before the commencement of the examination.

The University has tried to explore the possibility of adjusting with the demands of these students and has reached the conclusion that conceding all their demands shall compromise with quality education- which has left a small bunch of students dissatisfied/disgruntled.

It is notified for the information of all that the University, shall go ahead with the notified date sheet of B.Ed Annual examinations scheduled from the 30th September 2006. This clarification is being issued to clear the confusion being tried to be created in this respect and advise the students not to be misguided by these elements.

Any further attempt at vitiating the atmosphere on the campus will constrain the University to enforce strict disciplinary action that could include rustication and debarring such students from appearing in the forthcoming examinations.

It is Notified for the information of all the concerned that the students who are more than 40% Physically disabled (Deafness, Dumbness, Blindness, Lower Vision, Leprosy Cured, Hearing Impairment, Loco-motor disability, Mental retardation, & Mental Illness and the like) of permanent nature, of Secondary School Examination (Class 10th) & higher Secondary Part -II (Class 12th) have to pass the examination if he/she secures, atleast only 28% marks instead of 33% in Secondary School Examination and 31% marks instead of 36% in case of Higher Secondary Part - II Examination in each of the five subjects save in English, where only 28% marks are required to pass. Where-ever practical examination is involved. This percentage of 28% and 31% shall be required by a candidate in theory and practical examination separately.

This Regulation is in addition to chapter X (Examination General) 17, (iii) and 24, (i). It is also mentioned here that physically disabled candidates have to produce a certificate from District Medical Board (Competent Authority appointed by Directorate of Health Services Kashmir/Jammu) or documentary proof from Department of Social Welfare J&K in support of their claim.

Moreover, no Examination fee/other fees shall be charged in cases of Disabled students (Deafness, Dumbness, Blindness, Lower Vision, Leprosy Cured, Hearing Impairment, Loco-motor disability, Mental retardation & Mental Illness) who are more than 50% Physical handicapped of permanent nature.

Application on prescribed proforma for grant of scholarship for Post Matric Level courses are invited from the students belonging to SC/ST/OBC and physically Handicapped categories studying outside and within State of J&K. The scholarship includes tuition fee and all compulsory non-refundable fee paid by the students studying in Govt. or private Institutions recognized by the Govt/UGC/Board of Technical Education as per fee structure approved by Govt. Besides maintenance allowance is also admissible under rule. The application forms should be accompanied with the certificates mentioned hereunder duly recommended by the Heads of concerned institutions and forwarded through the concerned District Social Welfare Officers.

c) Parents/Guardian Income Certificate from concerned Tehsildar in case of students whose parents guardian are non Govt. employees. In case of employed parents/guardians salary certificate issued by the concerned Drawing & Disbursing Officer is required along with affidavit that the income from all sources does not exceed the prescribed limit, which is as under:-

1. For SC students Rs. 1.00 lakh per annum.

2. For ST students Rs. 65,290/- per annum.

3. For OBC/Physically Handicapped students Rs. 44,500/- per annum.

d) Marks certificate (duly attested by a gazetted officer) for the last three years examination passed.

e) Bonafide certificate of the concerned institution.

f) Passport size photographs to be pasted on application forms.

g) Receipt of fee of the concerned course.

h) Promotion certificate in case the student has passed the previous examination for which scholarship already received.

i) Hostel certificate (in case the applicant desires to avail the Hostel facility).

j) The scholarship to the students of private institutions is admissible only to the institutions affiliated with the universities recognized by the Govt./UGC/Board of Technical Education.

k) Utilization certificate of previous amount of scholarship.

The application forms for the year 2006-07 should reach office of concerned Distt. Social Welfare Officers in case of students studying within the State and Directorate of Social Welfare Jammu in case of students studying outside the State by or before 30th of November 2006. 1. Chief Engineer, Project Beacon, C/o 56 APO invites separate applications for each work from approved BRO/MES/PWD/CPWD/Railway and any other Govt agency contractors/suppliers for issue of tender documents for the following works.

(a) Tender No: CE (P) BCN37/2006-07, "Upgradation of software and hardware of forced ventilation, lighting and monitoring control system at Jawahar Tunnel on Jammu-Srinagar (NH-IA) road in 760 BRTF sector under Project Beacon in J&K State". Last date of Application is 27 Sep 2006. Estimated cost of work is Rs. 39.35 lac. Tender Fee is Rs. 500/- (Rupees five hundred only). Date of opening/receipt of tender document is 18 Oct 2006.

2. Applicants must attach with their application an experience certificate of similar works executed during last three years and details of technical and financial resources. Applicants registered with BRO must furnished details of work in financial terms, which are already allotted to them.

3. The cost of tender documents mentioned at (a) of Para 1 above shall be in the form of demand draft from any nationalised bank in favour of Chief Engineer Project Beacon, payable at SBI, Rawalpora, Srinagar (J&K), Code No. - 6868 which shall be attached to the application requesting issue of tender by the contractor. The DD shall be non-refundbale if the application for issue of tender is accepted and tender documents are issued to the contractor after scrutiny and selection. The applicant contractor shall not become automatically entitled for issue of tender by virtue of enclosing demand draft along with the application and the Accepting Officer shall reserve the right to deny issue of tender to any contractor.
