Vigilance Organisation
Srinagar registered a
case FIR No 38/2006
against Showkat Ali
Chalak, the then Sr.
Assistant cum storekeeper
posted in UEED Srinagar.
His residential premises
at Bonibagh, Baganwara,
Srinagar was subjected to
search today.
According to
official handout, during
investigation the accused
was found in possession
of a double storey house
at Bonibagh, 3 kanals and
8 marlas of land at
Baghwanpora, 4 kanals and
8 marlas of land at
Gangbagh, Srinagar, 2
kanals and 3 marlas at
Pazalpora, Shalimar and
one kanal and 17 marlas
in Karipora, Budgam.
An amount of
Rs 51.00 lakhs
approximately was found
having incurred by the
accused on educational
expenses of his four
wards. This includes
expenses for studies of
two wards-doing MBBS in
Romania and Bangladesh,
one doing engineering at
London and other studying
at Bangalore.
During
search the documents
relevant to the case were
detected, besides cash
and golden ornaments
worth lakhs were
recovered. The documents
pertaining to the
purchase of movable and
immovable property were
also recovered.

Mehbooba
terms self-rule as viable option to
fulfill
Jammus aspirations

JAMMU, Oct 7: Intensifying
on-going campaign to create public
opinion on much publicized self-rule
proposal, Peoples Democratic Party
(PDP) chief Mehbooba Mufti today
addressed a convention of the Mahila wing
of her party to convince women folk on
this issue.
Besides
defining self-rule as Apney Logh
Apna Raj, Mehbooba Mufti also
claimed some radical steps
taken by Mufti Mohammed Sayeed, during
his tenure as Chief Minister, to do
justice with the Jammu region.
"During the last four years, the
coalition regime has opened four
universities and 22 degree colleges in
the State, she pointed out,
adding, "these educational
institutions were equally divided among
Jammu and Kashmir regions.
In her
efforts to counter, what she called,
vicious campaign launched by some forces
against PDP, she struck an emotional
chord with Jammu region and recounted her
college days in the winter capital.
"No one can ignore Jammu
region she observed and added
that policies and programmes of the
coalition regime were aimed at providing
justice to all the regions and
sub-regions of the State.
Ms Mufti
appreciated people of Jammu for
maintaining brotherhood during crucial
times, but she regretted that during 2002
Assembly elections people of this region
had not supported PDP. "We did not
get expected support from Jammu four
years ago, she recalled but
exuded confidence that PDP has emerged as
a force in all the three regions of the
State.
Elaborating
concept of self-rule among woman folk, Ms
Mufti said that "only self-rule can
ensure empowerment of Jammu, Kashmir and
Ladakh regions and will enable the people
to take decisions of the Government at
their own level.
Although
she demanded 33 percent reservation for
women in Assembly, PDP chief said that
her party would endeavour to make at
least 10 percent reservation for women in
next Assembly elections. She further said
that education was essential for women
for the overall development of the
society.
PDP Mahila
wing president, Shanti Devi, speaking on
the occasion, highlighted steps taken by
the party to empower women.
Another
prominent PDP leaders Renu Azad and
Surjeet Kour also highlighted various
steps taken by the party to involve more
and more women in decision making
process.
Sunita
Bangotra, Bimla Biloria, Susheela Jamwal,
Mumtaz Kousar and others addressed the
meeting.
Kichloo
tours villages of Marwah, Warwan blocks

KISHTWAR, Oct 7: Mr Sajjad Ahmed
Kichloo, MLA, Kishtwar, conducted a week
long extensive tour of villages Sukhmani,
Gumri, Riganwas, Basmeena, Chuidraman,
Brayan, Kuziz, Inghen, Mubarwan, Dasbal
and Batta in Warwan block and Deherna,
Teller, Chanjar, Nawapachi, Astangam,
Patgan and Kadarna in Marwah block.
During his
tour the MLA interacted with the
inhabitants, listened to their problems
and took effective measures to redress
the grievances. He was accompanied in his
tour by SDM and Tehsildar Kishtwar.
He
expressed concern over slow pace of work
on Matigauran-Inchan road and appealed
the Chief Minister to intervene
personally so that the said road could be
completed at an earliest.
Mr Kichloo
said that during recent heavy rains, the
crops of poor farmers in remote villages
of Marwah and Warwan were damaged and
demanded that Government should pay
adequate relief to the farmers besides
free ration for six months to the
farmers.
Mr Kichloo
while hailing the announcement of Chief
Minister regarding employment to to 50
youth of Marwah and Warwan, stated that
the Government should relax the
educational qualification as the area
being most backward and remote there were
hardly a few matriculate unemployed
youth.
The MLA
also called for provision of solar lights
for uncovered areas. He impressed upon
the State Government start work on Pakal
Power Project, which, he said, would not
only provide electricity but also
employment avenues for the poor
inhabitants of Dachan and Marwah.
3-day
workshop on disaster management begins

workshop on disaster management started
today at Government College for Women
Parade under the guidance of Principal
Prof Indira Rathore.
Large
number of College students and staff
participated in the conference which was
organised with an aim to introduce the
guidelines of Civil Defence in
educational institutions.
In her
inaugural lecture. Deputy Controller
Civil Defence Jammu DySP Manjit Kour said
that elaborate protective arrangements
should be made in the educational
institutions as the protection of
students is the responsibility of
authorities incharge of educational
institutions.
Dr
Ranbhushan of Government Medical College
Hospital delivered valuable lecture on
the pre-hospital management of disaster
victims. He gave a demonstration before
the audience as to how life of disaster
victim can be saved before his admission
in the nearest hospital formally.
Goswami
discusses models for construction
of
super specialities hospital

JAMMU, Oct 7 : A high
level expert committee meeting held here
today under the chairmanship of Principal
Secretary to Chief Minister, Anil Goswami
to discuss and select models for
construction of Super Specialities
Hospital at Jammu.
Director
Health Services, Jammu, Principals of
Government Medical College, Jammu,
Srinagar, Chief Architect, General
Manager JKPCC, Chief Town Planner, Chief
Engineer CPWD and other senior officers
of Health department participated.
Mr.
Goswami apprised that Central Government
has approved two Super Specialities
Hospitals each for Jammu and Srinagar
involving an expenditure of Rs. 120 crore
of which Rs. 100 crore would be provided
by Centre while State has to expend only
Rs. 20 crore. Of the 12 tenders floated,
six companies responded and presented
their models for consideration of the
committee and recommendations to the
Government for approval.
Mr.
Goswami said that Chief Minister Ghulam
Nabi Azad has directed that facilities of
the Super Specialities would be made
available within 18 months from the date
of its functioning. The hospital would
have latest health care facilities, which
are available at Delhi, Chandigarh or any
other part of the country. He said every
care would be taken to provide every
basic facilities regarding easy excess
and free flow of traffic around the
complex. A separate meeting will be
convened to discuss the modalities for
construction of fly-over and other links
for regulation of traffic etc.

CAPD
Deptt fixes rates of phenyias, katlammas

JAMMU, Oct 7: Consumer Affairs
and Public Distribution (CAPD) Department
has fixed the sale rates of
"phenyias and katlammas".
According
to Deputy Director of CAPD Department,
sale rate of loose phenyias and katlammas
prepared in Desi Ghee is fixed at Rs 120
per kilograms and Rs 70 per kilograms for
those prepared in vanaspati.
The Value
Added Tax (VAT) as applicable will be
charged extra against proper cash
memo/bill. Any of the sweet shops found
selling these on higher rates than fixed
by the Department will be booked under
the Essential Commodities Act (ECA),
1955.
The
shopkeepers selling "phenyias and
katlammas" are advised to adhere to
the directions failing which strict
action will be taken against the
defaulters. The general public can lodge
complaint of any overcharging on
telephone nos. 2502607 and 2502608.

Theft case worked
out

KISHTWAR, Oct 7:
Police today worked
out a theft case and arrested two
thieves.
Senior
Superintendent of Police (SSP)
Doda Manohar Singh said that in
July a complaint was lodged with
Kishtwar Police about the theft
of material being used in raising
Bharat Sanchar Nigam Limite
ducted and suspects rounded up
for questioning. Finally, the
accused were arrested from
Kishtwar town. On their
disclosure, stolen property worth
Rs 25000 was also recovered.
The
arrested thieves have been
identified as Udhey Veer Singh,
son of Sunder Lal and Raju, son
of Puran Lal, both the residents
of Rampur Shahabad, Uttar
Pradesh.
Meanwhile,
a deserter of Territorial Army
was arrested by Doda Police. He
has been identified as Sunder
Singh, son of Lashman Dass of
Begana, Kishtwar.
He
was serving in Territorial Army
and deserted his unit about three
months back.

HC
directs state govt to shift PSA detenue
to hospital
SRINAGAR, Oct 7: The Jammu
and Kashmir High Court has directed the
State Government to immediately shift a
detenue suffering from cancer to
Sher-e-Kashmir Institute of Medical
Sciences at Soura for treatment.
The court
directions came after Ghulam Hassan
father of Inayatullah filed a writ
petition praying the jail authorities be
directed to shift his son to hospital for
treatment.
In his
petition Mr Hassan alleged that due to
lack of medicare his son had reached the
death bed.
The court
also instructed the police to allow the
family of the 24-year-old Inayatullah to
attend him in the hospital.
Inayatullah,
a resident of Fatehpora in south Kashmir
district was diagnosed of first stage
cancer during his detention at
Jammus Kot Balwal jail.
The
petition said that due to denial of
medicare the disease reached third stage.
He was
arrested by police and 19 Rashtriya
Riffles troopers during a joint
operation, on the charges of supporting
militants and working for them as a
guide.
However,
he was later booked under the Public
Safety Act for two years. (UNI)

Graduates
organise protest demonstration

JAMMU, Oct 7: Highlighting
their demands, members of
Non-gazetted Agriculture
Graduates Association (NGAGA)
organised a peaceful protest
demonstration at Krishi Bhawan,
here today.
Holding
placards and banners, the
Association members raised
slogans in support of their
demands. They also threatened to
launch an agitation if the State
Government does not look into
their long pending issue.
Their
main demands included amendment
to existing service rules to end
stagnation in ranks, change of
designation of Junior Assistant
to Assistant Agriculture Office
(AAO), declaration of post of
JAAs as Quasi permanent,
additional increments for
Graduate JAAs, rational transfer
policy and formulation of a seed
policy.
Addressing
the demonstration, president of
the Association, Pardeep Sharma
said that the stagnation among
Junior Agriculture Assistants has
generated the frustration among
the cadre and consequently
affected the work culture in the
department. "This stagnation
can be removed only by amendment
to present Service rules
(Recruitment) in the ratio of
80:20, for which the file is
already lying with APD for the
approval of concerned
Minister," he said and also
demanded promotion for JAAs and
filing up of the vacant post of
AEO/AA strictly on seniority
basis in their own pay and grade
with charge allowance till the
service rules are amended.
The
Association leader alleged that
due to lack of rational policy,
many JAAs were languishing
outside their home districts ever
since their recruitment.
The
Agriculture Assistants also
demanded a separate input agency
with complete infrastructure
which can ensure timely stocking
of quality seed and preserve the
left overs for the next season.
The association also resolved to
start relay hunger strike from
October 9.

Union was held under the

the wages of daily wagers,
regularization of daily wagers,
risk allowance to field staff
workers, outstanding pay arrears
to those whose services have been
regularized from 2001 etc.

Wildlife
Deptt, WWF involve schools in
awareness campaign

connection with the Wildlife
Week-2006, State Wildlife
Department and WWF-J&K
involved a large number of
schools and colleges in the
awareness campaign.
For
the students of nearly a dozen
schools of the city, a puppet
show was organised by the J&K
Wildlife Department at Manda here
today. This programme was
organised in collaboration with
Wildlife Institute of India,
Dehradun at Nature Interpertation
Centre, Manda Hills, Jammu.
Students,
teachers of different schools
witnessed the show. It was was
presented by Pramod Kumar and
Reenu Shrivastava under the
supervision of Dr Bitapi Sinha,
an expert from Dehradun
institute.
The
basic aim of this programme was
to visualize the children about
conservation of wildlife and its
necessity for the survival of
mankind. Another activity a
road show was also
held in the city of temples
today.
WWF-J&K
organised another function at
Environment Educational
Institute, Jullaka Mohalla, Jammu
today. Principal, Usha Anand
appreciated the efforts of WWF
for creating awareness in the
region.

Bail
plea of 3 hardcore criminals
rejected

Magistrate First Class, Katra
Amarjeet Singh today rejected the
bail application of three alleged
hardcore criminals, who were
involved in series of criminal
activities.
After
hearing the arguments of defence
and Prosecuting Officer for the
State, the Magistrate said that
keeping in view the antecedents
of the accused and modus operandi
adopted by them for carrying out
the criminal designs, neither the
danger to the witness of the
prosecution being tampered with
nor the likelihood of repetition
of crime can be ruled out.
The
right of the public justice has
to be guarded so that course of
justice could not be thwarted by
those, who seek benignant
jurisdiction of the court, the
Magistrate held and added that
court cannot take ivory tower
approach in matters like this.
The
accusedMangal Singh, son of
Krishan Singh of Kun Drodian,
Ganesh Sharma, son of Bishan Dass
of Meyadi and Rakesh Kumar, son
of Harnam Singh of Tea Garden
Katra were arrested by SHO Katra
Inspector S S Sambyal when they
were on their way to loot a
petrol pump near Tikri after
stealing a Maruti van on the
intervening night of September 18
and 19, 2006.
From
the vehicle, police had recovered
several sharp edged weapons, iron
rods and chilly powder which
pointed towards their nefarious
designs.

Rajouri
Municipal Committee launches
cleanliness drive

RAJOURI, Oct 7: President
Municipal Committee Rajouri,
Rajinder Gupta today convened a
meeting of the councilors of the
Committee to start a cleanliness
drive in the town.
The
meeting, while taking the stock
of the situation arising due to
spread of Dengue in various parts
of Northern India, the Municipal
Committee urged the people to
maintain cleanliness in their
localities and cooperate with the
officials of Municipal Committee.
Later
a cleanliness drive was launched
in the town under the supervision
of the president of the Committee
and DDT and other sprinkles were
sprayed in various localities of
the town.
Mr
Gupta said that Municipal
Committee will accord every
priority to cleanliness in the
town. He also urged the people
not to throw the garbage in the
streets and lanes. He also warned
the officials that no dereliction
in keeping the town clean will be
allowed.

stages demonstration outside Div

Kashmir National Panthers Party
(JKNPP) staged a demonstration in
front of Divisional
Commissioners Office here
at Mubarak Mandi today to launch
their protest against the failure
of the Government to pay the
renumeration to teachers of Sarav
Shiksha Abiyan.
Besides
the JKNPP activists the students
of Education Gurantee Scheme
(EGS), Centre Nai Basti, Nagrota
and their parents also
participated in the demonstration
demanding the release of
renumeration and regularisation
of teacher of Centre, Ms Arifa
Bano.
The
demonstration was led by Ghulam
Ali, state secretary of the Party
and among others it was addressed
by Naresh Chib, Saleem Sheikh,
Rakesh Gupta and Munshi Ram
Panch.
Addressing
the demonstrators Mr Ghulam Ali
alleged that Government has no
policy on EGS Scheme as the poor
teacher of EGS Centre Nai Basti,
Nagrota has been running from
pillar to post for release of her
renumeration since the date of
her appointment in September
2004.

Gandhian
workers pay tributes to
earthquake victims

October 8 earthquake victims, the

function at Amar Singh College,
here today.
The

YNC takes out
rally, lambasts Government
policies

JAMMU, Oct 7: To register
its protest against the rising
unemployment, corruption and
deteriorating law and order
situation in the State, the Youth
National Conference (YNC)
organized a rally in the city
today.
The
rally which was held under the
leadership of YNC leader,
Surinder Singh Bunty started from
Satwari Chowk and culminated
outside the Raj Bhavan Gate at
Panjtirthi.
The
rallyists with black flags,
pla-cards and banners in their
hands were shouting slogans
against the Government. Hundreds
of rallyists riding on two
wheelers, cars, sumos and
matadors passed via Bikram Chowk,
Jewel Chowk, Indira Chowk,
Shalamar Chowk before terminating
in front of Raj Bhavan where a
memorandum was submitted.
Addressing
the rally near Raj Bhavan, former
Minister and senior vice
president of the Party Harbans
Singh lambasted the State
Government for its failure on all
fronts. He, while making a
scathing attack on coalition
Government in J&K said it has
lost its credibility as it has
failed in providing jobs to
unemployed youth.
He
also sought the resignation of
the State Government on moral
grounds.
Lashing
out at the Government, general
secretary of the YNC Irfan Shah
alleged that law and order
situation in the State is
deteriorating day by day and the
common people are being killed.
Accusing
the Ministers in coalition
Government of having no time to
redress the grievances of general
masses, he said that they are
busy in amassing the wealth.
Ex
Minister Ram Paul who demanded a
special package for the
unemployed youth blamed the
Government for exploiting people
on General Musharrafs self
rule.

NC provincial secretary Abdul
Karim Wani,leader Taran Jit Singh
Tony and youth wing leaders,

The
Party in its memorandum submitted
at Governors Office has
alleged that the Government had
no concrete policy for the
educated unemployed youth and its
slogans of healing touch and work
culture have proved only
political stunts.
It
also said with the deteriorating
law and order situation and
increase in militancy the people
have also lost faith in the
Government.
Expressing
concern over the future of
unemployed technocrats, it
alleged there is no policy to
provide jobs to 4000 unemployed
agri graduates, graduate
engineers, para medical
assistants, dental doctors and
various other technically
qualified youth.

celebrations of Prakat Divas
started with the lightning of
traditional lamp by Mr Bhalla. On
the occasion, Satsang and Kiran

Balmiki Biradari followed by
Bhandara.
Speaking
on the occasion, Mr Bhalla
assured the Balmiki Biradari that
all their demands will be
conceded in phased manner and
added that Coalition Government
will leave no stone unturned for
their upliftment and provide them
all basic amenities.

stressed the need to follow the
teachings of Guru Balmiki to root
out inequality from the society
and work collectively for the
development of the State in
general and country in

the completion of this project

Basohli Painting Centre at
Basohli. The painting centre will
be managed by Vishwasthali
Organisation. To run this
painting centre, Dr Vaid
distributed order copies among
Dheeraj Kapoor, Sudesh Sangra and
Manohar Lal, who have been
engaged as SPOs. The SPOs will
work with Vishwasthali
Organisation as painting
instructors.
Addressing
the gathering, Mrs Vaid stressed
on holistic approach by the
artists/craftsman of the area.
She said Basohli which is famous
for pashmina shawls weaving,
pahari miniature painting and
music can be brought on the
forefront by well co-ordinated
and collective efforts of persons
