4 killed, 7 injured in road accidents

JAMMU, Oct 3: Four persons were killed and seven others received injuries in separate road accidents.

Police spokesman said that two persons were killed when a Santro car bearing registration number JK02L-2045 which was on its way from Hambal to Doda plunged into 200 feet deep gorge near Hambal under the jurisdiction of Doda Police Station.

On the receipt of information, a police party rushed to the spot and shifted both the critically injured persons to hospital where they were pronounced as brought dead.

The deceased have been identified as Advocate Indu Bhushan, son of Sher Singh Katoch and Ashish Katoch, son of Jaswant Singh, both the residents of Hambal.

In another accident, one person was killed and another received severe injuries when their truck bearing number JK02X-9451 rolled down at Champa Morh under the jurisdiction of Batote Police Station.

Both were rushed to hospital where one of them succumbed to injuries. The deceased has been identified as Bhola Singh, son of Sham Singh of Kirpind, R S Pura.

The condition of injured identified as Sohan Singh, son of Rattan Singh of Samba was stated to be critical when reports last came in.

Meanwhile, one Inder Singh, son of Gurdas Singh of Kaku De Kothey, who was injured in road accident yesterday, succumbed to injuries today in Government Medical College Hospital.

Police has taken cognizance of these incidents.

The spokesman said that nine persons received injuries in separate road accidents reported from different parts of Jammu. All have been hospitalised and their condition was stated to be out of danger.

They have been identified as Nigvi, wife of Shadi Lal of Chhattisgarh, Inkansha Sharma, daughter of Bal Krishan Sharma of Muthi, Girdhari Lal, son of Ram Lal of Ramloo Brahmana, Taro, son of Kamal Singh of Saban Chak, Krishan Lal, son of Malkhi Ram of Nai Basti and Ghulam Rasool, son of Abdul Karim.

 
 

DB dissatisfied with reply of PDA CEO,
issues show cause notice

Jammu, Oct, 3: In the much publicized Public Interest Litigation filed regarding Patnitop Development, the Division Bench comprising Chief Justice BA Khan and Justice Mansoor Ahmed Mir of the State High Court Jammu Wing today expressed dissatisfaction over the reply of the Chief Executive Officer, Patnitop Development Authority KK Gupta, who was present in the Court, and issued show cause notice as to why the proceedings against him for disobedience of the Court order be not initiated.

This order was passed when the Court Counsel DC Raina submitted his report regarding the on spot inspection of Patnitop area to verify the status of compliance shown by Chief Executive Officer, Patnitop Development Authority.

In the inspection report, Raina along with assisting Counsel Vikram Singh and two other persons had visited the Patnitop on June 21, 2006. They had round of the area through circular road and submitted that it was quite disturbing to see that a full fledged public meeting was going on in the Patnitop area by a political party, hundreds of people were present in the area to attend the said political gathering. The people had parked their vehicles in haphazard manner on the road-side, virtually jamming the entire area and bringing the traffic moment to a stand still. The loud-speakers were placed on the top making the entire environment of the area very noisy. Hardly any police officer, traffic cop or any official of the PDA was seen in the area, the littering was also apparent. The road condition was also not good and required a considerable improvement.

Though apparently there appeared to be some improvement regarding cleanliness of the area, but only one factor had completely spoiled the natural and climatic impact of the Patnitop area and that was the unmanaged road-side parking and holding of public meetings in the tourist area, making the calm atmosphere loudy and noisy, besides huge dumps of the garbage and plastic wastes were found in the forest area, thus disproving the claims of the authorities regarding the cleanliness of area.

In the inspection report, Raina suggested for the improvement and cleanliness of the Patnitop area, which is an ideal place for tourists regarding road condition, Court counsel suggested for the improvement of damaged roads should be repaired immediately, road-side parking is required to be managed by the concerned authorities. Complete ban on holding of the public meetings in the Patnitop area and also ban on the use of loud-speakers in the Patnitop area. Regarding the sanitation, it was suggested that the sanitation of the area and enforcing the directions issued by the High Court regarding ban on use of plastic bags check on the mushroom growth of the Hotels, Huts and Guest Houses in the Patnitop area, which is also one of the contributing factors for growth of vehicular moment in the area, causing environmental pollution.

After considering the report filed by the Court Counsel, the DB in the open Court, asked the CEO PDA about the meetings of political parties in the Patnitop area. Upon this, KK Gupta CEO PDA showed his ignorance and said that there was no necessary of his permission. Upon this the DB took serious note and issued show cause notice.

Agri technocrats call on Azad

JAMMU, Oct 3 : Assuring the agricultural technocrats that Government would shortly devise a policy for exploring employment opportunities for them, Chief Minister Ghulam Nabi Azad has said that the matter would be deliberated with experts and officers of Finance, Planning, Agriculture, General Administration and other allied departments.

Interacting with the representatives of agricultural technocrats that called on him here this morning, the Chief Minister was apprised that there are nearly 3000 unemployed agricultural graduates and post-graduates in Jammu and Kashmir.

The deputationists led by their President Rajeev Sharma also demanded an employment package from the Government for their adjustment.

Health Minister Mangat Ram Sharma and National Conference Patron Dr. Farooq Abdullah, who were also present impressed upon the agricultural technocrats to call off their chain hunger strike.

The Health Minister advised to wait for an invitation in favour of the representatives of the agricultural technocrats to visit to summer capital tentatively on October 9 and 10 for holding discussions on devising a strategy for creating avenues for their absorption.

Meanwhile, Dr Abdullah acquainted the Chief Minister that a plan for adjustment of these agricultural technocrats on the pattern of Rebhar-e-Taleem and Rebhar-e-Sehat already stands construed. He said that the policy notified as Rehbar-e-Zaraat for agricultural graduates during his tenure as Chief Minister should be taken in and dwelt on while formulating a policy for these technocrats.

Police recovers gold ornaments in Arnia

JAMMU, Sept 3: Police today recovered Rs 80,000 worth gold ornaments, which a civilian lost near Arnia hospital.

SSP Border Rajinder Gupta said a civilian Jagdish Singh son of Bachan Singh R/o Chak Goria lost his bag containing Rs 80,000 worth gold ornaments outside Arnia hospital. He sounded police. A police party led by SHO Arnia rushed to the spot.

During searches, the bag was found inside some bushes.

Mr Gupta said the accused were reported to have hidden the bag in the bushes after finding it near the hospital to pick it up in the night.

Police have restored the bag to the owner.

Meanwhile, Arnia police also arrested two drivers—Karan Singh, driver of bus No. 9515 JK02B and Kulbir Singh, driver of bus No. 9579 JK02B and seized their buses for killing two minor boys in an accident recently. They were driving buses in rash and negligent manner.

3 arrested for rape, kidnapping of minor

JAMMU, Oct 3: Border Police have worked out sensational kidnapping -cum-rape case of a minor girl Rajni in RS Pura tehsil with the arrest of all three accused.

SSP Border Rajinder Gupta identified the accused as Ghara Singh alias Bitu son of Kamal Singh R/o Khour, RS Pura, Ajay Kumar alias Usha son of Bua Ditta and Davinder Kumar alias Sethi son of Harbans Lal, both residents of RS Pura.

A case of kidnapping and rape has been registered against the accused at RS Pura police station.

Mr Gupta said, as per the girl’s statement, she was returning from a wedding party when she was kidnapped by Ghara Singh on his scooter No. 4886 JK02B on September 18 at 8 pm. She was taken half kilometer towards the fields where Ajay Kumar and Davinder Kumar were waiting.

All three accused raped the girl and threw her in the field presuming her dead. Accused fled away from the spot.

The girl remained unconscious in the hospital for about a week. When she was declared fit for the statement, she named the accused, who were later arrested.

Police have urged the Medical College Principal to constitute a special team of doctors to conduct medical examination of the girl.

Gharota-Akhnoor double lane to be ready by March: Charak

JAMMU, Oct 3 : Minister for R&B Gulchain Singh Charak has said that the double-lane alternate link to Akhnoor via Kot Bhawal would be ready by March 2007.

Inspecting the progress of work on double-laining of Jammu-Kot Bhawal-Akhnoor road, the Minister said the time fixed for the completion of the vital link was August 2007 but the execution of the work in double shift system has enabled the engineers to dedicate this work to the people in March itself, three months before the schedule time.

Mr. Charak said that the alternate link to Akhnoor would not only save time for the commuters but also reduce the traffic rush on the existing highway.

Earlier, the Minister inspected the face lifting and upgradation work being executed in the Civil Secretariat as a sequel to Darbar Move to the winter capital.

Detailing about the face lifting work on the Civil Secretariat, Mr Charak said that apart from altering the colour and quality of exterior finish of all buildings from creamish yellow to a combination of brown and pink to provide better aesthetics and newer look to the rooms. He said that plethora of old colour coats and flakes have been systemically removed till the original deep yellow colour wash bounded plaster surfaced on the walls. The scratched surface was thereafter treated with cement putty admixed with chemical hardners and quick binders before coating it with exterior emulsions for shiny bright and soothing appearance.

Regarding upgradation programme on the Civil Secretariat, the Minister said that a total of 15 conveniences were provided, which include four numbers each in Legislative Assembly and Legislative Council, while six in Mini-Secretariat and one in main Secretariat. He said that old warn out floor tiles are also being replaced with marble flooring in the entry foyer of the Secretariat besides ceramic cladding on the side walls of the main foyer area. He said that waterproofing of the rooftop and also of two damaged water tanks in the Secretariat is being executed.

Mr. Charak said that main entrance hall of the Civil Secretariat is being curtain glazed and concealed lights are being fitted at the entry foyer that would add to the grandeur of the complex.

More organisations remember Father of Nation

JAMMU, Oct 3: The rich tributes were paid to the father of the nation, Mahatma Gandhi on his birth anniversary by various organisations in different functions organised in the region on Monday.

Block Congress Committee, Sunderbani organised a function in connection with the Gandhi Jayanti in the town. PCC spokesman Ravinder Sharma presided over the function while Block president Sunderbani Tulsi Dass presided over. While speaking on the occasion, Mr Sharma recalled the services of Gandhiji for the Indian freedom struggle and said that freedom could be possible only with the determined struggle of Gandhiji.

Other speakers including Tulsi Dass, Mirza Nasir Ahmed Gian Chand, Charan Singh, Chander Mohan and Lekh Raj also addressed the gathering.

Congress unit, Ramban also celebrated Gandhi Jayanti and organised a function under the leadership of Master Ashok Kumar, working president Congress Committee, Ramban. The workers paid tributes to Gandhiji and former Prime Minister Lal Bahadur Shastri. Portrait of Gandhiji was garlanded by the prominent persons present on the occasion.

State unit of Samajwadi Party also organised a function to commemorate Gandhi Jayanti. Party president in J&K, Sheikh Abdul Rehman presided over the function. While paying tributes to Gandhiji, Mr Rehman said that Gandhiji’s teachings are very relevant these days. He said real tribute will be to follow his principles and message to the masses.

Shri Gandhi Sewa Sadan, Jammu organised a function in connection with the Gandhi Jayanti in collaboration with KVIB and KBIC. A massive rebate for one month has been given on the Khadi items by these agencies on the eve of Gandhi Jayanti. Dr Ved Kumari Ghai, chairperson of the Sadan in presence of trustees and workers of the organisation launched the rebate programme at Khadi Bhawan, Residency Road, Jammu.

Khadi & Village Industry Board, Rajouri celebrated Gandhi Jayanti at Industrial Estate Kheora. Tehsildar Rajouri Tilak Raj Sharma was the chief guest. The members present on the occasion paid rich tributes to Gandhiji.

NSS volunteers of GGM Science College, Jammu organised two day workshop on cleanliness in connection with Gandhi Jayanti. The programme was organised under the leadership of NSS programme officers -Dr P K Sharma, Dr R S Pathania and Prof Vijay Kumar Chandan. Principal of the College, Prof R L Sharma inaugurated the programme. He educated the students about teachings of Gandhiji and asked them to follow the path shown by the father of the Nation.

The students and staff members of CMH College of Education celebrated Gandhi Jayanti and remembered father of the nation for his sacrifices and struggle for attaining freedom for the country. Chairman of the college while speaking described Gandhiji as the tallest leader of his time and said that his teachings have great relevance even today. The gathering paid rich tributes to Gandhiji to mark his birth anniversary.

Dreamland Public High School, Dhar Road Udhampur, organised a colourful programme in connection with the birth anniversary of Mahatma Gandhi and former Prime Minister, Lal Bahadur Shastri. A symposium was also organised besides other contests. The prizes were given away to the winners by the chief guest, O P Sadhotra.

 

General body meeting of Ravi Dass Sabha held

JAMMU, Oct 3: General body meeting of Guru Ravi Dass Sabha was held under the chairmanship of Piran Ditta, convener of the Sabha, to review election process, membership drive etc. Meeting was attended by community members from various districts and tehsils.

According to a press release, meeting also discussed problems being faced by the Ravi Dass community. The convener presented the account statement during his short tenure and progress achieved in membership drive. He appealed to the community members to work selflessly for the upliftment of the poor people.

K R Kalsotra, in his address, appealed the gathering to come forward with their suggestions and proposals to make the forthcoming election a success. A resolution was passed in the meeting in which it was decided that Piran Ditta will continue as convener till the election to the post of president and general secretary. It was also decided that membership drive will be continued till the end of this month.

Dr Romesh inaugurates Company Bagh bore well

JAMMU, Oct 3: Minister of State for PHE, Irrigation, Flood Control, Dr Romesh Chander Sharma today inaugurated Bore Well at Company Bagh constructed by the ground water Division under public health engineering department, here this morning.

Speaking on the occasion Dr Sharma asked the accompanying engineers to complete these works within time frame and use quality material for ensuring durability of the structures. He said that Government has started so many water supply projects in the state to meet the drinking water shortage in urban and rural areas. He instructed the concerned authorities to accelerate the pace of work so that the people of Jammu and the adjoining areas would be provided proper water supply.

The Minister said that the work on the bore well was necessitated as Sitlee Filtration Plant catering the water requirements the the old Jammu city and other areas suffered major damage during the recent flash floods.

Among others, Chief Engineer PHE V.K Goswami, S.E V.K Puri and other officers were also present on the occasion.

Various contests organised to celebrate wildlife week

JAMMU, Oct 3: Wildlife Week is being celebrated throughout the State from October 2, the celebrations of which have been aimed at adding to the awareness of wildlife conservation among different masses and societies.

On the opening day a painting contest of the students of schools adjoining Mansar lake was held in which Ravinder Singh of GHSS Mansar got first position. Second the third positions went to Vijay Singh of GHSS Mansar and Tariq Hussain of GHSS Surinsar.

Later a symposium on "preservation of wildlife and their habitat" was held by Wildlife Department at Mansar at its headquarters in which girls also took active part.

Another symposium on "Preservation of wildlife wealth" was held at Manda Deer Park, in which Palak Gupta of Shangrilla Public School got first position, Rohila Malik of Jammu Public School bagged second position while Mehrunisa Khan of GGHS Kachi Chawni bagged third place.

The celebrations during the week are intended at involving larger sections of the society and students in conservation campaign. Regional Wildlife Warden Jammu who presided over, spoke about importance of celebration and their role in conservation of local wildlife and bio-diversity. Dr N A Sudan, Associate Dean, SKUAST, Jammu was the guest of honour.

Many students appealed the people to extend their helping hand in the protection of animal species and work towards ther stoppage of destruction of habitat for their own well being and the generations to come.

On spot children’s painting competition organised

JAMMU, Oct 3: Jammu and Kashmir Academy of Art, Culture and Languages today organised on the spot children’s painting competition in the memory of renowned artist of the State Mastar Sansar Chand Baru. In the infant category, Nikhil of DBN Vidya Mandir, Priyanka Pandita of Shangrilla Public School and Rounak Bali of Shastri Memorial Higher Secondary School bagged prizes of Rs 100 each.

In the junior category, first prize was bagged by Amar Kumar of Environment Educational Institute, Jullaka Mohalla and second by Amandeep of DBN Vidya Mandir. Three consolation prizes were given to Kumar Vasu of DBN Vidya Mandir, Saloni of Jagriti Balwadi Sangam and Tanvi Sharma of BSF Senior Secondary School.

Minister for Youth Services and Sports Babu Singh was the chief guest and he gave away the prizes to the children. Mr Singh alongwith Secretary of Cultural Academy Dr Rafeeq Masoodi also presented shawl to Mrs Sansar Chand Baru.

Speaking on the occasion, Dr Masoodi said that on the directions of Chief Minister Academy is organising on the spot children’s painting competitions in all the districts of the State. "Academy is also going to organise Painters Camp on Basohli Paintings on November 8 to 15 at Mansar.

A Hindi Kavi Sammelan was also organised by the Academy in collaboration with North Zone Cultural centre Patiala. Don’t politicise Guru issue:Bhim

JAMMU, Oct 3: The Executive Chairman of the State Legal Aid Committee, Prof Bhim Singh has appealed the political leadership and media of Jammu and Kashmir to exercise restraint in "using political jargons" or provocative slogans while expressing sympathies with Afzal Guru, whose rarest of the rare (capital) punishment has been upheld by the Supreme Court for conspiring to attack the Parliament after hearing the legal counsels of the international repute.

"They should also realize the gravity of the criminal jurisprudence involved that cannot be deterred by street mongers as legal battles can alone be fought from the legal platform through final appeals, revision, curative petitions and finally mercy appeal. The final authority is the President and not the Prime Minister", Prof Bhim Singh reminded.

He said that those who are shedding crocodile tears today, owe an explanation to the entire nation as why didn’t they provide able legal defence counsels to Guru during his trial before the Special Court in Delhi. "Some of them remained in power in J&K and some were in power in Delhi", Prof Bhim Singh said, without naming any body.

He said that instead of politicising the issue, these elements should persuade Afzal Guru to move an appeal to the President, which is the last opportunity guaranteed by the Indian Constitution.

PoK youth held on LoC

JAMMU, Oct 3: Army today arrested a Pakistani youth soon after he infiltrated into Indian territory from village Troti in Dharamshal area of Rajouri district. He has been identified as Abdul Razak, 24, son of Akbar Jaan, a resident of Pakistan occupied Kashmir (PoK).

Official sources said he was apprehended as soon as he inadvertently strayed into Indian side from village Troti. Army have contacted PoK Post ‘New Bunker’ for repatriation of 24 year old youth.

Pakistan army’s response was awaited, official sources said.

Army recovered one trans receiver VRT 2016 SN make Punwire from the house of Bashir son of Mohd Shafi in Azmatabad area of Rajouri. Bashir was absconding, the sources said.

Security forces recovered one AK rifle, one magazine and 30 rounds in Argi forest area of Rajouri during a search operation last night.

Security forces and police seized one wireless set, one mobile telephone and seven AK rounds during a search operation at Najodka in Mahore area of Reasi police district. Two militants managed to escape from the spot after an encounter with the security personnel.

Security forces and police destroyed a hide-out of the militants at Jamsalan in Mahore and recovered one wireless set, one mobile telephone, two detonators, one code chart of militants one letter pad of HUJI outfit, one book written by Jaish-e-Mohammed chief Azhar Masood and some Indian currency.

Dr Sudesh attends seminar on tibial nailing

JAMMU, Oct 3: Professor and Head of Unit of Orthopedic Department of Government Medical College Jammu Dr Sudesh Sharma has attended a seminar on "expert tibial nail in diaphyseal and metaphyseal fractures" organised by AO International (Association of Osteosynthes of Germany International) at New Delhi.

During the seminar, a team of experts from Germany spoke on the benefits of technique of expert tibial nailing in diaphyseal and metaphyseal fractures.

Dr Mathias Hansen, a renowned orthopedic surgeon and legend from Germany, who has many international publications and chapters written in the text books of orthopedic all over the world, was the course director.

He said that single nail can act as master in the field of complicated fractures of the leg bones and has potential to fix all types of complicated fractures of the leg bones.

Dr Sudesh Sharma, who was the lone participant from fraternity of medical education in Jammu and Kashmir, discussed about the solutions to difficult fractures which are commonly seen in road accidents and militancy related incidents in the State.

K Oil dealers demand enhancement of quota

JAMMU, Oct 3: The Minister of State for Consumer Affairs and Public Distribution, Babu Singh today assured the Kerosene Dealers Association of Jammu that their demands including increase in quota and reduction in licence fee will be looked into.

The Minister was addressing a meeting of Kerosene Oil Dealers Association at Roop Nagar near here, today.

Earlier the general secretary of the Association, Suresh Gupta handed over a charter of demands to the Minister.

Mr Gupta, while narrating the problems of the dealers said on one side the Department has been continously raising the annual fees for the renewal of the licence and on the other hand it has been reducing the allotment of quota drastically.

He said the quota per depot has been reduced from 6,000 litres in 1999 to 600 litres in last year. Likewise the quota per family has also been reduced from 16 litres in 1999 to five litres in 2005, he added.

The memorandum demanded that monthly quota be raised to 3,000 litre per depot while the quota to be issued per family be raised to 16 litres and the license fee be reduced to Rs 50.

The memorandum said that under the Government policy licenses were issued to the dealers to solve the unemployment problem. It said presently 1,411 families are linked to the K Oil dealership and their problems have compounded as the authorities were maintaining a stoic silence on their plight.
