This is in reference to
newsitem ''Teacher meet Director's
PO" published on September 10, in
which they demanded promotion of teachers
to Master grade strictly in accordance to
the merit list issued by SSRB at the time
of their appointment. In this connection
it is submitted that as per J&K civil
services (classification control and
appeal) rules, the inter seniority of two
or more persons appointed to same
service, class, category or grade
simultaneously will notwithstanding the
fact that they may assume the duties of
their appointments on different dates by
reason of being posted to different
station's, be determined in case of those
recruited direct except those who do not
join their duties when vacancies are
offered to them according to the position
allowed by and assigned to them in order
of merit at the time of competitive
examinations or on the basis of merit,
ability and physical fitness etc. In case
no such examination is held for the
purpose of making the selections but in
education deptt. in respect of teacher's
direct appointment their seniority is
fixed according to the date of their
joining the institution which is against
codel provisions and the same to needs to
the set right and the procedure followed
in future also.

Ban on
polythenes
Sir,
Although the environmental
hazards of polythene are a common
knowledge as well as a common concern but
to curb the use of polythene in our day
to day life has not been effectively
exercised.
Despite the proactive role
played in this matter by the judiciary
precious little is done on the ground to
curb its use which is rising to alarming
proportions everyday. It is a common
sight to see the drains of the city
clogged with heaps of polythene bags and
others disposable material made up of
polythenes. The places of tourist
importance like Mansar, Patnitop Sanasar,
Dansal or place of pilgrimages are
littered with polythene disposables. In
addition to this the places near marriage
halls or hotels etc are also full of
polythene heaps. Something has to be done
speedily to atleast restrict the use of
polythene where it is essential to use
it. Civil society has to be effectively
made to understand about the
environmental hazards of the overuse of
polythenes.

to Haridwar
Sir,
Recently SRTC has started a
bus service from Basohli to Haridwar. The
step is welcome though long overdue.
Basohli is an important outpost of our
state which has a unique culture and
traditions of its own. In the world of
art Basohli has earned an immortal name
for itself due to Basohli miniature
paintings. Now the huge population of
Basohli and its neighbourhood will get a
link to the holy pilgrim places of
Haridwar, Reshikesh, Badrinath, Kedarnath
through this bus service. As Basohli is
not linked by train to these pilgrim
centres.
Basohli people will be
definitely benefitted. SRTC should
seriously think about starting similar
bus services from Bhaderwah, Kishtwar,
Reasi, Poonch etc. so that people who
crave to visit these highly revered
placed get a chance to visit them without
travelling to far off place like Jammu or
Katra.

Traffic
problem
Sir,
''Traffic problem is very
grave in Jammu old city. It is a daily
affair to find traffic jams in the bazars
of Moti Bazar, Pacca Danga, Jain Bazar,
Kanak Mandi etc. Inspite of one way
traffic, vehicle are plying two way (both
sides). Moreover cars are parked on both
sides of busy roads, which creates
hurdles in the flow of the traffic
completely.
As usual, traffic department
is sleeping. I request higher authorities
to assess and check the situation
personally and take appropriate measures.
