It is Notified for the information of all the concerned that the students who are more than 40% Physically disabled (Deafness, Dumbness, Blindness, Lower Vision, Leprosy Cured, Hearing Impairment, Loco-motor disability, Mental retardation, & Mental Illness and the like) of permanent nature, of Secondary School Examination (Class 10th) & higher Secondary Part -II (Class 12th) have to pass the examination if he/she secures, atleast only 28% marks instead of 33% in Secondary School Examination and 31% marks instead of 36% in case of Higher Secondary Part - II Examination in each of the five subjects save in English, where only 28% marks are required to pass. Where-ever practical examination is involved. This percentage of 28% and 31% shall be required by a candidate in theory and practical examination separately.

This Regulation is in addition to chapter X (Examination General) 17, (iii) and 24, (i). It is also mentioned here that physically disabled candidates have to produce a certificate from District Medical Board (Competent Authority appointed by Directorate of Health Services Kashmir/Jammu) or documentary proof from Department of Social Welfare J&K in support of their claim.

Moreover, no Examination fee/other fees shall be charged in cases of Disabled students (Deafness, Dumbness, Blindness, Lower Vision, Leprosy Cured, Hearing Impairment, Loco-motor disability, Mental retardation & Mental Illness) who are more than 50% Physical handicapped of permanent nature.

Application on prescribed proforma for grant of scholarship for Post Matric Level courses are invited from the students belonging to SC/ST/OBC and physically Handicapped categories studying outside and within State of J&K. The scholarship includes tuition fee and all compulsory non-refundable fee paid by the students studying in Govt. or private Institutions recognized by the Govt/UGC/Board of Technical Education as per fee structure approved by Govt. Besides maintenance allowance is also admissible under rule. The application forms should be accompanied with the certificates mentioned hereunder duly recommended by the Heads of concerned institutions and forwarded through the concerned District Social Welfare Officers.

a) Permanent Resident Certificate.

b) Caste/Category certificate.

c) Parents/Guardian Income Certificate from concerned Tehsildar in case of students whose parents guardian are non Govt. employees. In case of employed parents/guardians salary certificate issued by the concerned Drawing & Disbursing Officer is required along with affidavit that the income from all sources does not exceed the prescribed limit, which is as under:-

1. For SC students Rs. 1.00 lakh per annum.

2. For ST students Rs. 65,290/- per annum.

3. For OBC/Physically Handicapped students Rs. 44,500/- per annum.

d) Marks certificate (duly attested by a gazetted officer) for the last three years examination passed.

e) Bonafide certificate of the concerned institution.

f) Passport size photographs to be pasted on application forms.

g) Receipt of fee of the concerned course.

h) Promotion certificate in case the student has passed the previous examination for which scholarship already received.

i) Hostel certificate (in case the applicant desires to avail the Hostel facility).

j) The scholarship to the students of private institutions is admissible only to the institutions affiliated with the universities recognized by the Govt./UGC/Board of Technical Education.

k) Utilization certificate of previous amount of scholarship.

The application forms for the year 2006-07 should reach office of concerned Distt. Social Welfare Officers in case of students studying within the State and Directorate of Social Welfare Jammu in case of students studying outside the State by or before 30th of November 2006. The applications received after the prescribed date will not be entertained.

NO 02 OF 2006 DATED : 12-09-2006

On behalf of the Governor of Jammu and Kashmir State, sealed tender affixed with Rs 5/- (Rupees five) only Revenue stamp, in two covers (Ist cover containing Earnest Money & terms and conditions/specifications and 2nd cover containing Price Bid) are invited for the year 2006-07 from the Major Cement Manufacturers for supply of Ordinary Portland Cement Grade 43 conforming to IS-8112 of 1989 amended upto date and Portland Pozzolana Cement conforming to IS-1489 (Part I) amended upto date in bags duly ISI marked and tested so as to reach by Registered Post/Speed Post/Courier Service only, the office of the Director, Rural Development Department, Talab Tillo, Jammu on or before 14th October upto 12 Noon.

The rates shall be quoted for Jammu and carriage from Jammu to the site of delivery shall be paid at the rate approved by the J&K State Road Transport Corporation/Transport Association/Union which ever be lesser. The cement shall be supplied at Headquarters of various Development Blocks of this Department in Jammu Province.

The tender must be accompanied with Earnest Money of Rs 2.00 lac (Rupees two lac) of the value of the material in the shape of CDR/TDR/FDR duly pledged in favour of Director, Rural Development Department, Talab Tillo, Jammu failing which the tender shall not be entertained. No exemption on any grounds for deposition of Earnest Money shall be entertained. Any CDR/TDR/FDR/Bank Guarantee etc lying against previous tender/contract shall not be considered for this tender.

The tender should be valid for acceptance for a minimum period of 90 days from the date of opening of the Price Bid. Notice Inviting Tender

1. Tender form can be had from the office of the STD-II, Rly Road opposite Transit Camp Jammu after depositing Rs 100/- in the Divisional Chest from Ist Oct 2006 between 11 AM to 2.00 PM.

2. The tender form complete in all respects should be addressed to the Superintending Engineer, M&RE Circle-I, Jammu and should reach his office on or before 15th Oct, 2006 or next working day in the event of this day being declared a gazetted holiday and tender shall be opened on the same day at 2 pm in the presence of tenderers who may desire to remain present at the time of opening of tenders or any other suitable date in the event of non availability of the Superintending Engineer.

3. The Offer shall be accompanied with earnest money in shape of CDR drawn in favour of Executive Engineer, STD-II, Jammu @ 2% of quoted value of tender.

4. The rates quoted shall be FIRM & For Divisional Store at Satwari.

5. Material should conform to relevant ISI Standard/Specifications with latest amendments.

Tender Notice

Fresh sealed tenders affixed with revenue stamps worth Rs 5/- are invited by the Convenor Divisional Level Purchase Committee, Sheep Husbandry Department, from the registered dealers for supply of Rabbit Pelleted Feed for the year 2006-07 as per the specifications and on the terms and conditions noted hereunder.

The feed should have the following specifications protein percentages.

1. Moisture 10% Max
2. Crude Protine 20% Min
3. Crude Fibre 12% Max
4. Vit A. IU Per Kg 10,000
5. Vit. D 1550
6. Calcium 1% Min
7. Phosphrous 06% Min

The Rabbit feed should be free from all Toxic Principals like Alfa Toxitia etc. and should be as per the specifications of ISI Mark

Terms and conditions

1. Tenders shall be received upto 10.10.2006 3 PM

2. Every tender should be accompanied by a Call Deposit Receipt for Rs. 10000/- pledged to the Accounts Officer, Sheep Husbandry Deptt; Kashmir, without which tenders shall not be entertained.

3. Detailed tender notice can be had from the Directorate of Sheep Husbandry Department. Lal Mandi against a cash payment of Rs. 500/- on any working day during working hours.

Subject:-

Border Roads Organisation

Project Beacon

1. Chief Engineer, Project Beacon, C/o 56 APO invites separate applications for each work from approved BRO/MES/PWD/CPWD/Railway and any other Govt agency contractors/suppliers for issue of tender documents for the following works.

(a) Tender No: CE (P) BCN37/2006-07, "Upgradation of software and hardware of forced ventilation, lighting and monitoring control system at Jawahar Tunnel on Jammu-Srinagar (NH-IA) road in 760 BRTF sector under Project Beacon in J&K State". Last date of Application is 27 Sep 2006. Estimated cost of work is Rs. 39.35 lac. Tender Fee is Rs. 500/- (Rupees five hundred only). Date of opening/receipt of tender document is 18 Oct 2006.

2. Applicants must attach with their application an experience certificate of similar works executed during last three years and details of technical and financial resources. Applicants registered with BRO must furnished details of work in financial terms, which are already allotted to them.

3. The cost of tender documents mentioned at (a) of Para 1 above shall be in the form of demand draft from any nationalised bank in favour of Chief Engineer Project Beacon, payable at SBI, Rawalpora, Srinagar (J&K), Code No. - 6868 which shall be attached to the application requesting issue of tender by the contractor. The DD shall be non-refundbale if the application for issue of tender is accepted and tender documents are issued to the contractor after scrutiny and selection. The applicant contractor shall not become automatically entitled for issue of tender by virtue of enclosing demand draft along with the application and the Accepting Officer shall reserve the right to deny issue of tender to any contractor.
