AWANTIPORA,
Nov 28: Two
Unani lady doctors were
today arrested by police
for reportedly performing
abortions in their
clinics while as 12
unregistered medical
establishments were
sealed.
Police
spokesman said that joint
team of doctors and
police headed by SP
Awantipora, Sardar Khan
conducted checkings in
Pampore, Tral and
Awantipora areas and
sealed 12 establishments
which include three
clinics, one clinical
laboratory, one X-ray and
ECG centre and seven
chemist shops.
The clinics
which were sealed at Tral
belonged to Dr Shagufta,
wife of Tanveer Ahmed of
Sanantnagar, Srinagar, Dr
Atiq Amin, wife of Mohd
Amin of Mattan Chowk,
Anantnag and Dr Shakeela
Nazir, wife of Nazir
Ahmed Rather of
Haiderpora, Srinagar.
When the
raids were conducted, Dr
Shagufta and Dr Atiq were
performing abortions
despite possessing Unani
degrees. Moreover, they
had suffixed their names
as "Head of
Departments of
Gynaeocologists" in
the name plates displayed
outside their clinics,
the police spokesman
said.
Both the
lady doctors were
immediately arrested for
conducting abortions and
cheating people.
The clinical
laboratories which were
seized belonged to Abdul
Ahad Rather of Tral, Dr
Ali Mohd, son of Mohd
Suban Mir of Pampore. The
chemist shops seized at
Awantipora belonged to
Abdul Rashid Shah, son of
Ghulam Mohd Shah of
Gulzarpora, Mohd Yaqoob
Ahanger, son of Ghulam
Mohd of Wasoora, Bashir
Ahmed Wani, son of Ghulam
Ahmed of Begpora, Mohd
Ashraf Shah, son of
Ghulam Nabi Shah of Tral,
Ghulam Qadir Mir, son of
Kaka Mir of Tral, Mufeed
Ahmed Shah, son of
Habibullah of Koi Gham
and Ali Mohd Shah, son of
Ghulam Mohd of Madoora.
All these
establishments were
seized while implementing
the directions of State
High Court.

PDD
linemen, workers take out protest rally,
submit memorandum to Minister

JAMMU, Nov 28: Members of J&K
Electric Department Linemen and Workers
Union today took out a protest rally in
the city and submitted a memorandum of
demands to the Power Minister Nawang
Rigzin Jora.
Holding
banners and placards with their demands
such as regularisation of daily wagers,
implementation of SRO-149, fixation of
grade structure of non-gazetted
employees, designation as per work
assignment, risk allowance to PDD
employees, etc, they also staged a
demonstration in the office complex of
Commissioner Development (PDD).
The rally
started from Ambphallla Chowk where a
large number of PDD employees and daily
wagers assembled from different areas of
Jammu province.
The
procession converged in front of the
Commissioner Development (PDD) office at
Janipur Power House where a demonstration
was staged.
Later,
Power Minister Nawang Rigzin Jora
alongwith Development Commissioner Power
Showkat Rashid Wani and Chief Engineer D
S Pawar, reached the spot and gave a
patient hearing to the demands put forth
by the Union.
Mr Jora
assured that genuine demands would be
considered sympathetically. He said
regularisation of daily wagers would also
be considered after consultation with
other Ministries, including PHE and
R&B.
Earlier,
addressing the demonstration, president
of the J&K Electric Department
Linemen and Workers Union, Ghulam Nabi
Bhat highlighted demands of the PDD
Linemen and workers.
The
gathering was also addressed by other
leaders of the Union, who included Rafiq
Kichloo, Ghulam Rasool, Bal Krishan,
Suresh Antal, Kuldeep Singh, Kuldeep
Singh, Sushil Kumar Sharma, Yog Raj
Singh, Kartar Nath, Mohd Qasim, Madan Lal
Chalotra, Kartar Chand, Rattan Singh,
Inder Kotwal, Sham Lal and Babu Ram.
R&B
JEs body recovered from official
quarter

POONCH, Nov 28: Mystery shrouds the
death of a young junior engineer of
R&B department, whose body was
recovered from his official quarter in
Poonch town this evening.
The
deceased has been identified as Mohd
Mustafa, a resident of Surankot in
district Poonch. He was presently posted
in R&B Division, Poonch. His
colleagues assisted by police broke
opened the doors of his quarter at around
7 pm today and found the body lying on
his bed.
The police
suspects that JE seems to have committed
suicide as two small empty bottles of
poisonous stuff (pesticides) were lying
closer to the body. No suicide note was
found at the spot. The police team
studied the spot and seized the things
lying closer to him. The team led by Addl
SP Tahir Bhat later shifted the body to
district hospital Poonch for the
postmortem. A case under Section 174 CrPC
has been registered.
Executive
Engineer, R&B Poonch Vinod Sawhney
said that Mustafa did not report to
office today. Mr Sawhney further said
that he received a phone call of a lady
at around 10.30 am in the office who just
inquired about Mohd Mustafa. She was told
that JE had not reported to the office.
His other colleagues became suspicious
when he was not found at the work site
and even in the office. Later, some them
went to his quarter and found doors
bolted from inside. The police was
informed which broken the door and took
out the body. His colleagues told that
Mustafa seemed to be under depression for
the last few days.
Qazi
seeks cooperation of people for
conserving forests

Jammu, Nov 28: Development of
unprecedented nature has been launched in
all parts of the State since the
installation of coalition Government with
twin objectives of boosting
infrastructure and improving
socio-economic lot of downtrodden and
margionalized sections of the society.
This was
stated by Minister for Forests,
Environment, Housing & Urban
Development, Qazi Mohammad Afzal while
addressing a public meeting at Koteranka
in Budhal block of Rajouri district
today.
He said
that the government has initiated several
measures for providing basic facilities
to the people including road
connectivity, adequate drinking water and
electricity and basic infrastructure in
education and health sectors. Major
projects, he said have been taken under
double shift system to ensure their
speedy completion.
The
Minister asked the Forest Department to
constitute new village forest committees
and dissolve the existing committees. He
asked the functionaries to visit field
and constitute village forest committees
in consultation with villagers for
effective protection of the forests. He
made it clear that conservation of
forests is a duty of every citizen and
cautioned that no body would be allowed
to encroach upon forest land.
Later, the
Minister visited various areas enroute to
Rajouri and Koteranka and took stock of
various developmental works under
execution.
During his
visit, several deputations met him and
apprised him of their demands pertaining
to fulfilling vacant posts of teachers,
creation of Town Area Committee at
Koteranka, providing of mobile telephone
facility and adequate drinking water and
electricity. He heard them patiently and
assured due consideration.
Azad
for election to cooperative institutions

JAMMU, Nov 28: Counseling for
holding elections to cooperative
institutions, Chief Minister Ghulam Nabi
Azad said that by democratizing
cooperative movement the essence of
cooperation "one for all and all for
one" could be realized in its true
spirit.
He said it
has been observed that management of
cooperatives by elected persons helps its
vast growth and flourishing in every
sphere. Involvement of people in the
cooperative movement at every level is
imperative for giving fillip to the
movement, he said.
Addressing
State level cooperative conference here
today, Chief Minister said that the word
cooperation itself speaks of pooling of
resources and efforts in a democratic
temperament to address the difficulties
of the society.
Mr. Azad
said peoples participation in
cooperative movement is the basic
ingredient of cooperation and it has to
be carried forward as a mass movement.
The Chief
Minister said that attention has to be
paid and strategy needs to be worked out
not only to restore the past glory of
cooperative movement in Jammu and Kashmir
but make it compatible to the movement
flourishing in states like Maharashtra
and Gujarat. He said "we have to
diversify the activities of the
cooperative institutions and make them
modern and society-oriented". Saying
that self-reliance is the jugular vein
for sustenance and viability of
cooperative institutions, Mr. Azad said
that resource generation should be
ensured for every cooperative
institution.
Spelling
out numerous benefits of cooperation and
joining hands to seek good for everyone,
Chief Minister called for bringing entire
population of the state under the ambit
of cooperative movement making every
household its active member.
He
launched a website of the cooperatives on
the occasion and said that awareness
programme requires to be launched
massively to acquaint the people about
vast benefits of cooperation. He said
besides issuance of booklets, film shows,
seminars, workshops and other information
dissemination programmes should be
launched in rural areas for the purpose.
Minister
for Health and Medical Education Mangat
Ram Sharma stressed the need for making
cooperatives a peoples movement. He
said there is greater need for having
elected bodies for the cooperative
institutions and also stressed for
strengthening auditing system.
Minister
for Agriculture and Cooperatives Abdul
Aziz Zargar dwelt on the history of
cooperative movement in the state, its
present status and future road map to
make cooperative institutions
economically self-reliant and feasible
ventures.
Minister
for Finance Tariq Hameed Qarra said that
loaning component of the cooperative
banks should commensurate with their
deposits to generate resources.
Registrar
Cooperatives G. N. Qasba gave resume of
activities of the cooperatives in the
State.

Kathua
farmers facing shortage of fertilizers

KATHUA, Nov 28: The farmers of
entire Kathua district, this year are
facing severe shortage of the fertilizers
as most of the depots, meant for selling
fertilizers, are out of
stock.
Although
many parts of Jammu province are gripped
with such problem, the problem is severe
in Kathua district- which has large crop
area of Rabi.
The Deputy
Commissioner Kathua, Sarita Chouhan told
the EXCELSIOR that 120 metric tons of
fertilizer has reached the district but
still more is required. "I have put
demand of my district before the
concerned agencies, she said
and hoped that shortage will be overcome
as early as possible.
Entire
Kathua district has been divided into
Command and Non Command area. According
to official data 28,250 quintals of Urea,
20,400 quintals of Di Ammonium Phosphate
(DAP) and 96,000 quintals of Murriate of
Potash (MoP) is required for the
district.
President
of the Kissan Union, Ravi Dutt aired
apprehension that yield of crops will
come down to 50 percent if fertilizers
were not available in time.
Echoing
similar views, Ravinder Sharma, a farmer
said "due to timely rain we are
expecting good crops this year but our
hopes will be shattered if fertilizers
were not available in time.
This is
not the first time that farmers have been
confronting with such a situation.
Similar type of shortage emerged in 2004
during Rabi season but the problem was
solved within one week due to timely
intervention of the concerned
authorities.

Need to shift
focus on practical
discussions on Kashmir: PDP
SRINAGAR, Nov 28: People's
Democratic Party (PDP) chief
Mehbooba Mufti today said the
time has come to shift the focus
to effective practical discussion
on a possible solution to the
Kashmir issue instead of digging
the complexities of the history.
Addressing
a day-long party convention at
Hajin in Baramulla district, she
said her party believed that the
empowerment of regional
federation would go a long way in
stabilising peace. Economic
integration as new vistas of
trade and sources would be
available by implementing the
self-rule formula, she added.
Ms
Mufti said no political party or
group could afford to keep aloof
at this crucial juncture and need
to contribute toward restoration
of dignified and permanent peace
in the State besides providing a
conducive atmosphere for
resolving the Kashmir issue
through the dialogue process.
The
leadership of both India and
Pakistan seemed very serious
about resolving the vexed issue,
she added.
Acknowledging
the generous financial assistance
by the Centre for Rebuilding
Infrastructure and Rejuvenating
the States sluggish
economy, the PDP president called
for sustained political
initiatives to resolve all the
problems through peaceful means.
At
this movement, she said concerted
and comprehensive effort was
imperative to make Jammu, Kashmir
and Ladakh politically stable and

PIL
for traffic regulation
Uniform made mandatory
for drivers

JAMMU, Nov 28: In a much
publicized regulation of traffic Jammu,
the Division Bench comprising Chief
Justice in BA Khan and Justice Hakim
Imtiyaz Hussain today issued various
directions to various departments for
smooth regulation of traffic in the city
and also directed Director Education to
appear in person in the Court tomorrow.
The DB
issued these directions in the open Court
to the concerned officers of the
Department who were present in the Court.
The court directed Transport Commissioner
to issue notification regarding
compulsory Uniform for the drivers,
conductors of Govt Dept Vehicles,
Semi-Govt Dept Vehicles, Govt undertaking
Vehicles and took serious note of the
parking of vehicles on the road sides
particularly Ragunath Bazaar, Rajinder
Bazaar etc and directed JDA to make
arrangements for parking these vehicles
at 13 Kanal Land at Samadhian.
Upon this
the VC JDA informed that the land is
seepage and it is difficult to make it
for parking within the time limit. DB
directed Chief Engineer who was present
in the Court to undertake the work and
complete the work within the stipulated
period.
Regarding
the adulteration of petroleum products,
Advocate SC Gupta appearing for the Oil
Companies disclosed in the open Court
that a firm namely SGS India Ltd has
manufactured a marker for the check of
adulteration in the oil and their
representatives check the adulteration on
the sale point and send the report to the
oil companies. This firm has no direct
concern with the oil companies. This firm
has been engaged by the Govt of India.
Upon this the DB directed CAPD Dept to
ensure that the kerosene oil will be
available for people.
DB also
directed traffic dept to ensure smooth
running of traffic in the city. Today the
various depts have filed status reports.
DB after hearing number of advocates and
officers of the concerned depts adjourn
the Court till tomorrow.
Industrial
expos twice a year in Jammu, Srinagar

JAMMU, Nov 28: There will be
industrial and handicrafts exhibitions at
both Jammu and Srinagar cities of the
State twice a year.
Disclosing
this to the EXCELSIOR, Director
Industries Jeet Lal Gupta said that the
decision has been taken following the
instructions from Chief Minister Ghulam
Nabi Azad.
The main
aim behind organising exhibitions twice a
year in the twin capital cities was to
provide more opportunities to the
industrialists and artisans of the State
to promote their products and become
financially vibrant.
Following
the directions from the Chief Minister,
the Department of Industries is
organising an industrial and handicrafts
exhibition at Jammu from November 30. The
second exhibition would be organised in
the City of Temples in March-April, 2007.
Similarly, in Srinagar city two such
expos will be held after the darbar moves
to the Summer capital.
The 30th
Industrial and Handicrafts Exhibition at
Jammu will be inaugurated by the Chief
Minister on November 30 and during the
three-week long exhibition, 34 Government
Departments apart from 50 industrialists
and large number of artisans are
participating, Mr Gupta said.
Timing of
exhibition will be from 2 pm to 4 pm as
business hours and from 4 pm to 8.30 pm
for general public. No sale of tickets
will be allowed after 8.30 pm and the
closing time of exhibition has been fixed
at 10 pm, the Director said and added
that adequate parking and other
arrangements have also been made for the
convenience of general public and others.
To make
the exhibition more colourful and
attractive, varieties of cultural
activities will be organised with the
active participation of Information
Department, Radio Kashmir Jammu and
sponsorships from various industrial
units.
Mother
of 3 hangs herself to death

JAMMU, Nov 28: Mother of three
children today committed suicide by
hanging herself with the ceiling fan at
village Chandrok under the jurisdiction
of Ramban Police Station this afternoon.
Police
spokesman said that the deceased Hanifa
Begum had estranged relations with her
husband Abdul Rehman for the past several
years and the latter used to harass her
on one pretext or the other.
Unable to
tolerate further harassment, Hanifa Begum
hanged herself at her residence this
afternoon when there was nobody in the
house.
The
suicide came to light when her husband
returned this evening. The neighbours of
the deceased immediately informed Ramban
Police about the incident and a police
team swung into action.
The body
was shifted to Emergency of Ramban
Hospital and post-mortem will be
conducted tomorrow.
Meanwhile,
three persons allegedly made abortive
attempts to end their lives by consuming
poisonous substances. Identified as
Varuna Devi of Talab Tillo, Amardeep
Singh of Dashmesh Nagar and Ranjeet Singh
of Domana, they were rushed to hospital
when spotted unconscious by family
members.
Doctors
immediately provided them stomach wash
treatment followed by other medicare.
Their condition was stated to be out of
danger when reports last came in.
Police has
taken cognizance of the incidents.
The
spokesman said that one Ghulam Mohd, son
of Abdullah Mohd of Srinagar, who was
admitted in Government Medical College
Hospital on November 21 after sustaining
severe injuries in road accident,
succumbed to injuries today.

JKNPP
holding Nyaya Yatra from Delhi to
Srinagar

committee of Jammu Kashmir
National Panthers Party (JKNPP)
under the chairmanship of Prof
Bhim Singh, decided to raise the
issue of refugees of 1947,
migrants of 1947, 1968, 1971 and
1991 who migrated from PoK of
Kashmir Valley because of
terrorism.
The
JKNPP decided to move Bill to
grant civil and political rights
to the refugees of 1947 and for
comprehensive settlement of the
migrants from PoK.
The
working committee of JKNPP also
took a historic decision to
launch Nyaya Yatra on
Bhim Rath from Red Fort to Lal
Chowk Srinagar from December 2 to
December 23 to highlight the
political-cum-civil and economic
problems of the people of the
State, particularly the youth.
The
JKNPP would also move a
resolution to end discrimination
against people of Jammu and
Ladakh by the Government.
The
working committee of JKNPP also
appointed former education
Minister Harsh Dev Singh as
chairman of Nyaya Yatra
committee. A total of 36
sub-committees were also
constituted to make the Yatra a
grand success.
Prof
Singh would lead the Yatra from
Lal Qila Delhi to Lal Chowk
Srinagar to accomplish unique
movement in the political history
of Jammu and Kashmir.

Rural Development
employees protest against
victimization

against the victimization, the
employees, engineers and officers
of Rural Development Department
(RDD) held a demonstration in
front of Gramin Vikas Bhavan,
Talab Tillo today.
The
demonstration was spearheaded by
Coordination Committee Rural
Development Employees
Association.
Addressing
the demonstrators Parshotam Lal

took the authorities to task for
harassing the employees of the
Department. They demanded all the
employees including, Village
Level Workers, JEs, BDOs and
inspectors who have been placed
under suspension unnecessarily be
reinstated immediately.
They
also demanded abandoning the food
for work scheme in Jammu district
as people do not use the rice
issued through this scheme.
Moreover the estimates for the
various works being executed
under the MLAs and MPs
Constituency Development Fund be
framed after the passage of plan
and the employees of RDD be
provided the FTA at enhanced
rate.
They
further demanded enhancement and
notifying of labour rates for the
Departmental works, release of
food grains to mates directly, no
employee should be suspended with
out charge sheet, the report of
inquiry against any official or
officer should be time bound,
release of salaries to daily
rated workers and decision be
taken regarding administrative
control in respect of Command
Area non gazetted posts belonging
to RDD.
The
Association warned that the
employees will be forced to
intensify the agitation in case
the demands were not settled.
TADA Court grants
bail to PL activist

Jammu , Nov. 28: Presiding
Officer TADA Court Wani ND today
granted bail to Abul Aziz Sheikh,
general secretary Peoples
league who was lodged in Tihar
Jail, New Delhi.
The
Judge after hearing both the
sides and going through the
records observed that the accused
was being continuously summoned
by the Court and production
warrants were being sent to
central jail and Tihar Jail also,
but there was no response till
date by the jail authorities. In
this process Court on April 10,
2002 issued non-bailable warrants
and on April 22, 2003 confiscated
bail bonds of accused though
accused was housed in Tihar Jail
Delhi as PSA was imposed upon
him. It is under misconception
that the bail bond of accused was
confiscated. The accused has been
brought today by the police
officer from District Jail Jammu.
The warrants against the accused
stand cancelled. Since the bail
bonds of the accused have
confiscated, Court directed
accused to furnish fresh bail
bonds to tune of Rs 60,000/- and
personal bond of like amount,
otherwise he be sent to judicial
lock-up in central jail

476% increase in
penalty by V&I wing of
Commercial Taxes

JAMMU, Nov 28: Vigilance
and Inspection wing of Commercial
Taxes Department, Jammu division
has registered 476 percent
increase in penalties recovered
from the tax evaders. This was
disclosed in a meeting convened
by Deputy Commissioner Commercial
Taxes, M L Sharma and attended by
the Commercial Taxes Officers
officers.
According
to a press release, the Deputy
Commissioner Commercial Tax
(V&I) divulged that as
compared to Rs 801246 penalty
recovered till October 2005, the
V&I wing Jammu has been able
to recover penalty of Rs 4614163
till October, 2006 with an
increase of Rs 3812917 showing
percentage increase of 476
percent.
Whileas
overall revenue generated amount
to Rs 94.82 lakh as compared to
Rs 59.96 lakh generated till
October 2005. There has been
approximately increase of Rs 35
lakhs showing corresponding
increase of 58 percent. The
increase in revenue generated and
the amount of penalty recovered
from the tax evaders has been due
to increase in vigil and
frequency of enroute checking
enhanced by the Vigilance and
Inspections wing of Commercial
Taxes Department, Jammu division.

Indresh
Kumar asks Hindus to wage
a war against
casteism

Sadhbhavna programme was today
organized by Sri Guruji Janam
Shatabdi Samiti Kashmir at
Sanjeevani Sharda Kendra Bohri in
connection with series of
programmes to celebrate the birth
centenary of second Sarsangh
Chalak of RSS.
The
function was chaired by eminent
Kashmiri poetess Bimla Raina
known for her Vakh writings. Mr
Indresh Kumar, Member Akhil
Bharatiya Pritinidhi Sabha of RSS
was the chief guest on the
occasion.
In
his address Mr Indresh Kumar
threw light on the life and works
of Guru Ji whose message to the
people of India was to keep the
nation united.
He
said Guru Ji stressed on imbibing
virtues like compassion, and
sacrifice for the nation.
He
said RSS is an organization which
no body can accuse of being
casteist or lacking of moral
values and Sanaskars. The nation
today needs qualities of
character and integrity. It needs
to stand against the casteism,
chase the immoralities and
corruption and enforce the
lasting values of Indian ethos
and tradition. The Hindus should
wage a war against the menace of
casteism, he added.
Mr
Indresh Kumar said that it is
because of corruption in the
political fabric that the forces
trying to disintegrate India have
raised their ugly head from
Kashmir.
This
resulted in the exile of Hindus
from the Valley, their properties
seized and jobs and trades taken
over. He regretted that corrupt
politicians are looking for
angles in it to play their
political games only.
He
said the immoral politics of
corruption is subjecting the
entire nation and all Indians to
the fate and this has to be
stopped.
In
her address Mrs Bimla Raina
highlighted the essential
philosophy of Kashmiri Shaivism
which totally rejects the caste
system in society and religion.
Shaiva philosophy thus is quite
in time with the modern concept
equality and brotherhood, she
added.
The

and T N Pandita, RSS Sangchalak
Kashmir proposed vote of thanks

JAMMU, Nov 28:
In a rare and first
case of its kind, a one and a
half year old child, whose
kidneys, lever and other parts of
the bodies were badly affected on
being bitten by swarms, has been
retrieved from jaws of death with
successful conducting of
Peritoneal dialysis in Dialysis
unit of Government Medical
College, Jammu.
Deepu
son of Gandoh Ram, a resident of
Billawar, Kathua, was suffering
from both kidneys and lever
infections besides swelling all
over his body, jaundice and high
temperature when he was brought
to the GMC Jammu from SMGS
Hospital a fortnight ago, Dr S K
Bali, Nephrologist, who treated
the child, told the Excelsior.
"There
was a high risk involved in going
in for dialysis of one and a half
year child. But, it was required
to be taken to save life of the
child. The risk was successful
and the child started showing
signs of recovery within a couple
of days of admission", Dr
Bali said.
Geeta
Devi, a jubilant grandmother of
Deepu, was all praise for
Dialysis Unit especially Dr Bali
for saving life of the child, who
was near normal today and was set
to be discharged.
"We
didnt spent a single penny
on the treatment. Even kits for
the dialysis were given from the
unit", she said as the
family prepared to take Deepu
back home hale and hearty. She
recalled that "when we
brought the child to Jammu, we
had no hopes of his survival.
Even some doctors advised us to
take the child to PGI Chandigarh
but we had no money. We kept
faith on Dr Bali and his team and
they saved the child".
Dr
Bali said the child was doing
well and would be discharged in
next couple of days. All his
tests were normal now, he added.
Poison
caused by swarms biting has a
high mortality rate. Even last
year, a woman and her daughter
had died on the biting, Dr Bali
pointed out.
About
100 cases of CAPD have been
successfully conducted in
Dialysis Unit of GMC Jammu and
the response was encouraging.
The
figure was highest in North India
other than New Delhi. While 21
cases were done last year, 27
cases have been done this year
till date.
Health Minister
inspects Sarwal Hospital

JAMMU, Nov 28: Health
Minster Mangat Ram Sharma today
inspected the newly constructed
multi-storied complex at
Government Hospital Sarwal.
During
the inspection, the Minister was
informed that a Rs 25 lakh,
multi-storied complex houses OPD
block at the ground floor while
Dental and Pediatric faculties
are functional at the first floor
of the complex.
Mr.
Sharma said that construction of
such facilities is most important
in the winter capital, where
people not only from the
adjoining states but also from
the countryside can throng for
specialized treatment.
On
the occasion, the Minister
donated an ambulance van out of
his Constituency Development
Funds.
Later,
the Health Minister conducted an
extensive tour of his
constituency particularly, the
pacca talab area and inspected
the development works being
executed there. He took stock of
the improvement work on the pacca
talab nallah, lanes and drains,
besides monitoring laying of new
water pipes in the locality to
augment drinking water supply.

Jammu Dr Jasbir Singh, Medical
Superintendent Sarwal Hospital Dr
K.D. Sharma, former MLA Shiv Dev
Singh and prominent citizens of
the locality accompanied the
Minister.
Youth dies of
mysterious gun fire

RAJOURI, Nov 28: A youth
died of bullet injury in his head
under mysterious circumstances in
Thanamandi area of district
Rajouri today.
A
police spokesman identified the
victim as Mohd Tasveer (22), son
of late Mohd Akbar, a resident of
Sigari village in Thanamandi. The
villagers told police that boy
had gone for hunting carrying a
.12 bore gun. A woman noticed boy
bleeding profusely from his head
in semi-conscious condition at
some distance from Sigari
village. The boy told the woman
that he had sustained a wound
from gun fire. He could not
narrate much about the incident
and collapsed while being shifted
to hospital.The matter was
reported to police.
The
police took the body into custody
and sent it for postmortem. His
gun was found missing. The police
suspects some foul play behind
the episode. A case has been
registered for investigation.

Health
& Medical employees of
Akhnoor hold conference

The Health and
Medical Employees of Block
Akhnoor held a one day conference
today to highlight their
problems.
As
per a release, the conference was
jointly organized by JK Medical
Employees Federation Original
(JKMEFO) and Medical Employees
Association (MEA).
In
the conference resolutions
regarding convening of DPC for
Class Fourth and other employees
and regularisation of adhoc and
consolidated employees were
passed.
Besides,
the Conference also passed the
resolutions regarding grant of Rs
1000 as interim relief to all
categories of Medical Employees,
promotion of pharmacists as
senior pharmacists and chief
pharmacists and increase in FTA
to all supervisory categories.
The
conference was addressed by
Pardeep Sharma, president MEA,
Dharminder Singh, president
JKMEFO, R K Sharma, Paramjit
Singh, Davinder Rathore, Bishen
Verma, Farooq Kesar, Mohammed
Latif, Mohammed Hussian and
Kulwant Singh.
On
the occasion the block level
elections to Medical Employees
Union was held and Sham Lal was
elected as its president. Ashok
Kumar and Mahesh Raina were
elected as vice presidents while
Mangal Dass was elected as
general secretary.
Rakesh
Kumar, Kuldeep Singh Arora and
Mrs Saroj Toshkhani were elected
as cashier, organiser and
chairperson respectively.
Later
Mr Sham Lal declared that Medical
Employees Union Akhnoor will be
an affiliate unit of JKMEFO.

R&B
translates infrastructure
development
prog into
reality: Azad

Jammu, Nov 28: "Whenever
concept of construction and
building comes to mind name of
R&B emerges
simultaneously", said Chief
Minister Ghulam Nabi Azad here
today.
He
was speaking at a function
organized jointly by Department
of Information and Public
Relations and R&B at Abhinav
Theatre. The function which
marked the inauguration of photo
exhibition, presentation of
cultural items, documentary film
and release of booklet depicting
various aspects of achievements
registered by R&B Department
during last one year and compiled
and presented by Information and
Public Relations Department.
Chief
Minister said that it is
heartening to note that the
development policy and raising of
massive public-service
infrastructure is becoming
visible on the ground and
department of Roads and Buildings
has toiled hard to make the
double and triple-shift system a
success.
Mr.
Azad said it is also noteworthy
that R&B Department has
moulded its functioning to fit in
the new work culture of which
transparency and performance are
the hallmark. Saying that bad
impression circulates fast and
good deeds require time to making
mark, Chief Minister said that
time will not be far when the
task rendered by R&B
department in past one year gets
recognition. He said a massive
infrastructure development
programme launched in the State
with liberal central assistance
will transform the economic
scenario of the state.
"R&B department is
pivotal for construction and
infrastructure development, as
such, requires to work with
re-doubled energy to get works
completed within time frame
maintaining quality and standards
of work", he said.
Referring
to the damage caused to
infrastructure during the period
of militancy, Chief Minister said
that violence besides taking
heavy toll of human lives has
jolted the process of progress.
He said re-doubling of efforts
and working in double and
triple-shifts to repair the
wrecked infrastructure is need of
hour. He said in this gigantic
task all departments,
functionaries and individuals
have to contribute for making
good of the losses incurred
during militancy period.
The
Chief Minister hoped that
department of R&B and other
departments would also further
streamline and strengthen their
working activities to ensure
speedy benefits of schemes to the
people. He said the dream he had
dreamt for prosperous J&K has
started showing its imprints on
ground.
Speaking
on the occasion, Minister for
R&B Gulchain Singh Charak
gave resume of the significant
achievements registered by the
department during last one year.
Assuring
Chief Minister that his policy
programmes for transparent
management of affairs, work
culture and quality construction
would be motto of the department
in future, he said the department
would work with missionary zeal.
He lauded the department of
Information and Public Relations
for presenting achievements of
department of R&B through
publication, photo exhibition and
film show in a befitting and
expert manner. He said, he would
also ask the department to
organize such photo exhibitions
and film shows in Kashmir and
Ladakh.
He
suggested that like R&B other
departments should also come
forward in publicizing their
public friendly activities
utilizing the services of
Information Department.

BSNL
holds 2-day CEC meet

days Circle Executive Committee
(CEC) meeting of All India BSNL
Executives Association J&K
Circle headed by Avtar Chand
Circle Secretary concluded here
today with lunch hour general
body meeting.
The
meeting was attended by large
number of executives of the
Association and its affiliates.
They include All India Graduate
Engineers Telecom Officers
Association represented by Amrik
Singh, circle secretary and All
India BMS Officers Association
represented by M K Koul.
The
meeting expressed its
dis-satisfaction over the
proposed promotion policy of BSNL
executives as it is not going
help in upgradation of the posts
along with enhancement of pay
scales.
Describing
the promotion policy as mere eye
wash, the CEC demanded that
commitment made by BSNL
management at the time of
absorption of officers in BSNL
should be fulfilled.
The
CEC also opposed the proposed
move of the Government to shift
the BSNL Circle Office to
Srinagar on the pattern of
J&K State Government Darbar
move and resolved that any such
move will be opposed as it will
adversely affect the interest of
BSNL.
It
also demanded that SSA wise
tenure transfers as was already
in vogue should be restored with
one year tenure for Rajouri and
Udhampur SSAs on pattern of
Kashmir and Leh SSAs.
APMCC to take up
encroachment issues with Govt

All Parties Migrant
Coordination Committee (APMCC) in
a meeting here today, held under
the chairmanship of Sanjay Raina
senior leader of the organization
discussed various issues
concerning the Kashmiri Pandits.
The
meeting expressed grave concern
over the encroachment of
immovable properties of Pandits
and their religious places in the
Valley. It said the APMCC has
made inventories in this regard
and constituted a team to take
the issue forcefully with the
Government.
It
also alleged that the Committee
will also unmask the higher ups
in politics who are also involved
in grabbing the migrant property.
It
said a C D in this regard will
also be released soon which will
be an eye opener for the
Government.
The
meeting demanded that the
decision regarding the
enhancement of relief by Centre
be implemented immediately.

Dr Mustafa Kamal
joins technocrats to
condole
Fotedars demise

Society of Technocrats in meeting
held under the chairmanship of Mr
Jatender Bakshi its president
condoled the sudden demise of M M
Fotedar, Chief Engineer (retd)
Mechanical.
The
meeting among others was attended
by former Minister, Dr Mustafa
Kamal who is the chief patron of
the Society. The members
recollected the contribution of
Mr Fotedar towards the
development of the state.
They
said he has worked throughout the
state in several capacities as an
engineer. The members felt that
the void created by his death
cant be filled and society
will lack the guidance rendered
by the deceased from time to time
to the technocrats society.
Dr
Kamal also praised Mr
Fotedars contribution to
the society.

More
suspects questioned in Bakra
murder case

JAMMU, Nov 28: Police
today picked-up for questioning
three persons whom Mohan Cheer
had called on telephone after
killing Sanjay Kumar alias Bakra
inside the house of a senior
doctor at Trikuta Nagar on
Saturday morning.
The
persons were called to know
whereabouts of Mohan Cheer and
his associates, who were involved
and conspired in the killing, SSP
Jammu Mukesh Singh said.
He
added that three girls were also
called for questioning but the
girl, who had trapped Bakra on
telephone, remained untraced.
Though
the killers and conspirators have
been identified, none of them has
been arrested so far, he said,
adding raids were being conducted
to nab them.
Suspects
are being daily called for
questioning.
