Water
supply in City touches 1
cr gallons

JAMMU,
Nov 24: Keeping
up its promise made on
October 11 to restore
regular water supply
within 45 days, the
Public Health Engineering
(PHE) Department today
maintained that it held
on to its promise by
managing 1 crore gallons
of water supply per day
in the City as against
the total requirement of
1.40 crore gallons. Rest
40 lakh gallons water
shortage will also be
overcome in next few
days.
On October
11, PHE Superintending
Engineer had claimed that
water supply in the City,
which was badly disrupted
on September 4 due to
washing away of one out
of two filtration plants
at Shitlee due to a flash
flood in river Tawi, will
be near normal in next 45
days.
"We
have done that even
before completion of 45
days deadline", Mr
Puri told the Excelsior
recalling that after the
commitment some
organisations had voiced
concern over its
fulfillment.
With the
commissioning of 10
permanent tube wells
(four each at Company
Bagh and Shakti Nagar and
two at Tope Sherkhanian),
30 lakh gallons water
supply has been added to
existing 70 lakh gallons
from existing filtration
plant, thus, taking total
supply to one crore
gallons, Mr Puri said.
A
percolation well is
nearing completion at
Shitlee. With
installation of
machinery, 40 lakh
gallons supply will be
added. This task was
likely to be executed by
the middle of December,
which will take total
water supply in the City
to 1.40 crore gallons per
day, which was equal to
the supply being made to
the City before washing
away of one filtration
plant at Shitlee.
The well has
been bored and machinery
was being fitted inside
it.
However,
another 20 lakh gallons
water supply per day will
be added with
installation of two Raw
Water pumps at Shitlee,
which will take total
water supply to 1.60
crore gallons per day,
about 20 lakh gallons
more than the supply
being made to City prior
to September 4.

Assar
deputation calls on Azad

JAMMU, Nov 24: A deputation from
Assar block called on Chief Minister
Ghulam Nabi Azad here this morning and
submitted a memorandum listing their
demands and development needs.
The
deputationists appreciated spectacular
achievements of Mr. Azad during the last
one year which have started showing
visible results on ground in all spheres
of socio-economic development and in all
areas of the state. They also made a
special mention of bold decisions taken
by Chief Minister for eradication of
corruption, ensuring healthy work culture
and good governance besides timely
completion of developmental works by
switching over to double and triple shift
system of work to benefit the people from
the schemes at the earliest.
The
deputation led by Mr. Sham Lal and Mr. Om
Prakash Sharma interalia demanded
construction of road from Assar to
Goha-Marmat via Hallian, Thandapani,
Jatar and Bulandpur-Ranka.
The
deputationists also urged for setting up
of health centres, upgradation of
schools, construction of link roads to
provide connectivity to far-off and
remotest areas of the block, augmentation
of drinking water supply and jobs for
locals in Baglihar hydel project. They
demanded creation of tehsils at Assar and
Marmat for speedy development of these
remote areas.
Mr. Azad
gave a patient hearing to the deputation
and said that the demands projected by
them would be looked into.
CBI
files closure report in ARTO Kathua case

JAMMU, Nov 24: Central Bureau of
Investigation/ Anticorruption Bureau, a
prime investigating agency of the country
today filed closure report in the Court
of Special Judge Anticorruption Jammu for
seeking permission to close the case of
much publicized disproportionate assets
of then ARTO Kathua headquarter of
Lakahnpur Bumesh Sharma.
The
CBI/ACB registered a case on the
direction of High Court dated April 17,
2006, whereby the case under FIR 20/2005
of December 6, 2005 P/S Vigilance
Organization Jammu was transferred to CBI
for investigation.
The
allegation as per Vigilance Organization
FIR 20/2005 were that Bumesh Kumar Sharma
S/o Brij Mohan Sharma, the then Assistant
Regional Transport Officer Kathua
headquarter at Lakahanpur by way of
indulging in corrupt practices and Benami
Transactions had amassed huge assets,
which were disproportionate to his known
lawful source of income.
The
accused Bumesh Sharma was alleged to have
acquired immovable assets, namely
Saraswati College of Education situated
at National Highway Jakh Tehsil Samba, a
three storey building with 10-12 Kanal of
land, Durga College of Education situated
at Katra comprising three storey building
with 8 Kanals of land, three Houses in
Sector No 5 Trikuta Nagar Extension Jammu
and three shops at Transport Nagar yard
No 2 Jammu in which a pollution control/
checking center is run by the accused.
The
accused was also alleged to have
possessed other valuable movable assets
like vehicles, jewellery, bank balance
etc. The movable and immovable assets in
possession of accused Bumesh Sharma was
identified by the Vigilance Organization
alleged to be disproportionate and for
beyond the known source of income of
Bumesh Sharma. The CBI reproduces the
same FIR in its crime RC00422006A304.
The
investigation of the case was entrusted
to K L Raina Additional SP CBI/ACB Jammu
and during the course of investigation,
it was revealed that a case FIR No
41/1996 was registered and investigated
by State Vigilance Organization Jammu
against Brij Mohan Sharma, father of the
accused Bumesh Sharma and the allegation
of Fir No 41/1996 was that Brij Mohan
Sharma while working in the transport
Dept (RTO Jammu) amassed assets
disproportionate to his known source of
income. After investigation charge-sheet
was filed against Brij Mohan Sharma and
Rajesh Sharma under Prevention of
Corruption Act r/w 120-B RPC and section
12, 14 of J&K Public men and Public
Servant declaration of assets and other
provision acts 1983, in that
charge-sheet, same properties shown to
have acquired by Brij Mohan Sharma in
conspiracy with his elder son Rajesh
Sharma by corrupt and illegal means. The
Special Judge Anticorruption Jammu framed
charges in that case and accused persons
preferred an appeal in the High Court
against the order of Special Judge
Anticorruption Jammu. High Court
set-aside the order of the Special Judge
Anticorruption Jammu and quashed the FIR
41/1996 of VOJ. Aggrieved with order of
the High Court State Vigilance
Organization preferred SLP in the Supreme
Court of India against the impugned order
of J&K High Court, however, the Apex
Court upheld the orders of the J&K
High Court and thereby FIR 41/1996 was
quashed.
As per the
report, after the judgment of the Supreme
Court Vigilance Organization was not
legally within its rights to register
another FIR against the son of Brij Mohan
Sharma for the same property. As per
Supreme Court judgment there cannot be
two FIRs against the same offence or
occurrence. More over every person is
protected from double jeopardy.
During the
course of investigation it case to notice
that Mrs. Swati Sharma, wife of Bumesh
Sharma is maintaining a separate account
and her account was showing a credit
balance of Rs 1, 26,000/- on December 7,
2005. The income of Mrs. Swati Sharma as
shown by her in her income tax returns is
sufficient to meet such expenses and
assets in her possession. During the
investigation it has been revealed that
as regards the four immovable properties
shown in the FIR, the investigation has
further revealed that out of these four
properties, three properties already been
enquired into during the course of the
investigation of FIR 41/96 of VOJ
registered against Brij Mohan Sharma
father of the accused Bumesh Sharma. For
these three properties Bumesh Sharma
cannot be linked in the fourth property
namely Saraswati College of Education
also Bumesh Sharma is not related in any
way, because of the reasons that a bank
loan of Rs 65 Laces were raised by Rajesh
Sharma for its trust. Similarly, a loan
of Rs 1.5 Crore was also raised by Rajesh
Sharma for Durga Educational Charitable
Trust. Hence none of the four properties
mentioned in the FIR of present case was
acquired by Bumesh Sharma.
On the
basis of the statements, the extent of
disproportioned assets if any calculated
as assets at the close of check period is
Rs 4, 47, 217/-. Assets acquired during
the period of check Rs 4, 37,217/-.
Income and other receipts of the accused
during the period of check is Rs 14, 42,
147/-. The expenditure incurred during
the period of check Rs 8, 62, 269/-,
saving of the accounts during the check
period was Rs 5, 79, 878/-. As against
the likely savings of Rs 5, 79, 878/- the
accused was found in possession of assets
both movable and immovable to the extent
of Rs 4, 37, 217/- only acquired during
the period of check. Thus, the likely
saving over and the assets acquired by
the accused during the check period and
as such the allegation of acquiring
disproportioned assets by the accused
Bumesh Sharma is not substantiated at
all.
In view of
the facts and the circumstances of the
case and evidence on record, the case of
disproportionate assets was not made out
against accused Bumesh Sharma and prayed
that the closure report may be accepted
and this case may be allowed to be
closed.
Regular
delivery of lectures through EDUSAT soon
ISRO to train 90
coordinators of Jammu next month

JAMMU, Nov 24: As 39 educational
institutions including colleges, higher
secondary schools and Industrial Training
Institutes (ITIs) of Jammu province have
been connected with EDUSATa
satellite devoted exclusively for long
distance learning, Department of
Education and Communication of the Indian
Space Research Organisation (ISRO) will
provide specialised training to 90
coordinators of Jammu province next
month.
With the
training to 90 coordinators from
different educational institutions,
delivering of lectures on variety of
subjects through EDUSAT will become a
regular affair by the end of current year
or beginning of next year and students of
educational institutions in the remote
areas would get maximum benefits.
Authoritative
sources told the EXCELSIOR that ISRO
through M/s Huges Private Limited has
made 39 Satellite Interactive Terminals
(SITs) functional in Jammu region as
against sanctioned number of 45 and trial
of delivering lectures from the
Government College for Women Gandhi
Nagar, where the main hub has been
installed, was successfully completed a
number of times during the past few days.
As the
educational institutions where the
Satellite Interactive Terminals have not
much experienced coordinators in the
field, ISROs Department of
Education and Communication, on the
request of the State authorities, has
agreed to provide training to about 90
coordinators from different educational
institutions of Jammu province next
month.
"During
the two days specialised training experts
in the field of delivering and managing
lectures through EDUSAT would apprise the
coordinators as to how to connect the
Satellite Interactive Terminals with the
main hub on getting information from the
authorities at main centre", the
sources disclosed.
To a
question, they said that for coordinators
at the receiving end institutes two days
training would be sufficient enough to
ensure receiving transmitted programme
without any problem that too on regular
basis.
Principals
of Government Colleges of Women at Gandhi
Nagar in Jammu and MA Road in Srinagar
Prof Veena Gupta and Dr Zeenat Ara
alongwith the College Coordinators have
already received training in this regard,
the sources disclosed.
These
sources informed that Higher Education
Department was in the final stage of
sanctioning required technical staff at
main centres as there has been shortage
of trained staff. At present the
engineers of a company which supplied
equipment have been managing the entire
operation.
However,
the delivering of lectures in 54
educational institutions of the Kashmir
region would take sometime as process of
installation of Satellite Interactive
Terminals was still going on. "The
training to the Coordinators of Kashmir
region would be imparted only when all
the SITs would be made functional",
the sources said.

launched Mubarak and
Roshan plans of the insurance
in the Jammu and Kashmir.
Managing
Director of the Company, Rajesh Relan
announced the launch of the new plans at
a press conference held here this
afternoon in the presence of senior
company officials. He disclosed that this
US based company has become a major
private player in the Life Insurance
sector in India. The Company has tie-up
with the Jammu and Kashmir Bank in
J&K and has deep penetration and
network established in this state. It is
the first private company in this sector
and commenced its operation in April
2001.
Mr Relan
disclosed that hardly in July this year,
the Group launched Met Smart Plus, Met
Smart Premier and Met Advantage Plus
plans. The new plans Roshan
was connected with the childrens
insurance while Mubarak
pertains to daughters wedding. It
is basically, an exclusive solution for
the J&K Bank customers that helps
them to create funds for the childs
wedding. Mubarak plan works through Met
Smart Plus-a unit-linked insurance plan
which not only offers insurance cover but
also provides the needed funds for the
wedding of children.
Responding
to a question he pointed out that Roshan
was exclusively solution for the
customers that helps customers to create
funds for childrens education or
financial support for undergoing
professional trainings. The plan
(unit-linked) protects the policy holder
till the age of 99 years, allows to pay
premium on a quarterly, monthly and
semi-annually and annual modes. There is
tax benefit under sector 80 C of the
Income Tax Act of 1961, Mr Relan
maintained.
Giving
some details, the MD said that as on
October this year, the Company generated
the group business of Rs 24,819 cr and
individual business of Rs 6,537 cr. It
has total 2677 employees in the country
and in J&K nearly the manpower of 250
persons including 200 Business Managers.
He said the company has 44 offices in 32
locations in the country while it is
operating through nearly 350 JK Bank
branches in the State and has wider
network even in Kargil and Nobra valley
of Ladakh region.

registers FIR against Post Master

JAMMU, Nov 24: Central Bureau of
Investigation/ Anticorruption Bureau
Jammu on the complaint of Superintendent
of Post Offices Udhampur Division has
registered a case against Mohd Shafi
Shaan, Branch Post-Master Gool District
Udhampur.
According
to the complaint, the accused Mohd Safi
Shaan, had accepted money from public in
lieu of telephone bills on various dates
and issued receipts to public, but did
not account for the amount collected to
Govt accounts. This practice continued
for few months when on September 29,
2006, he again issued TRC receipts in one
day from different TRC receipt books and
sent one list to its account office
Ramban Post-Office but on checking cash
on October 6, 2006 by the Sub-Divisional
Inspector of Post Offices Batote, Rs 7,
37, 799/- were found embezzled by him and
prayed for investigation of the case and
registered FIR.

Missing of minor boy
HC
directs SSP Jammu to hold enquiry

JAMMU, Nov 24: Poor
parents of a minor boy, namely
Gushu who was missing from the
residence of a doctor where he
was working as domestic servant,
have sent the application to the
Chief Justice of State High
Court, which has been treated as
Criminal Writ petition.
According
to the application sent by Kartar
Chand and Bimla Devi, it was
submitted that they had left
their minor son Gushu at the
residence of Doctor Vipan Gupta
through Patwari Mulkh Raj and
Shatoo S/o Giribu of their
Village as a domestic servant.
According to the application
Doctor Vipan Gupta had agreed to
pay Rs 500 per month initially to
which he used to pay the same for
five months, thereafter increased
Rs 300 per month and continued to
pay the same for about six months
more and thereafter agreed to pay
Rs 1000/- per month, but did not
pay any amount for the last one
year.
In
the application, the applicants
leveled allegations that the wife
of Dr. Vipan Gupta gave a beating
to their son on the ground that
he had stolen Rs 5000/- from
their house. The whereabouts of
their son is not known. Dr. Vipan
Gupta had reported the matter to
the police as he is missing from
his residence since October 15,
2006.
The
case was listed before Justice
Nirmal Singh of the State High
Court Jammu wing. The Court,
taking into considerations the
averments made in the complaint,
directed that Dr. Vipan Gupta be
impleaded as party-respondent and
issued notice to him as well as
to the State of J&K. Court
appointed Advocate Vishal Kapoor
to assist this Court on behalf of
complainants and directed the
Registry to furnish complete set
of paper to Advocate Vishal
Kapoor. In the meanwhile, Court
directed SSP Jammu to hold an
enquiry himself or he may depute
any other officer above the rank
of DySP and submit his report
before the Court on the next date
of hearing.

Two-day
national seminar on women begins at GCW

two-day national seminar on
Enhancing Educational Opportunities
for Economic Empowerment of Women,
began at Government College for Women,
Parade, here today.
The
seminar was inaugurated by Minister of
State for Higher Education and Technical
Education, Aijaz Ahmed Khan. Speaking on
the occasion, he said that higher
education being the main instrument for
human resources development, can act as
an agent for change in the status of
women economic empowerment. He also
stressed the need to take rural folk into
consideration while making policies and
organising such seminars and symposia.
Prof Riyaz
Punjabi from JNU, who delivered the
key-note address, threw light on the
theoretical aspects of the seminar and
focussed on the initiatives taken up by
the United Nations in attracting
increased attention to gender equality,
women development and advancement of
status of women.
Speaking
on the occasion, A K Angurana, Principal
Secretary Higher Education hoped that the
seminar would arouse the conscience of
the civil society and make the Government
to take some pro-active decisions for
overall betterment of women.
Earlier,
in her welcome address, Principal Prof
Indira S Rathore, also highlighted aims
and objectives of the seminar. She also
spoke about the achievements made by the
college in ensuring resource generation
for academic innovation and encouraging
academic linkages with other institutions
of higher learning.
Prof P
Bambroo, organising secretary of the
seminar, gave a detailed power point
presentation of the profile and
functioning of the Internal Quality
Assessment Committee of the college in
the sustenance and enhancement of Quality
Education.

occasion, the chief guest released the
college souvenir while extension block of
PG Home Science Department was also
inaugurated by him earlier.

during the two technical sessions, twelve

Self
rule will ensure development of all
regions: Qarra

Jammu, Nov 24: Dispelling the
apprehension created by various quarters
regarding People Democratic Party self
rule formula, the Minister for Finance
and Planning, Tariq Hameed Qarra has said
that self rule formula will ensure equal
right and equal development of all the
three regions of the Jammu and Kashmir
State.
Addressing
zonal meeting of PDP workers at Marh
Block Jammu, Mr. Qarra said that the self
rule formula has been framed in such a
manner which would fill up the political,
Social and economic aspirations, of the
people of Jammu and Kashmir. He said that
Prime Minister Dr. Manmohan Singh has
also recently hinted that the self-rule
proposal could also be discussed to find
out some lasting solution of the Kashmir
imbroglio. Mr. Qarra refuted that self
rule proposal would affect the
integration of the Jammu And Kashmir
State adding that it will strengthen the
relation between the State and the centre
and will not tamper with the sovernity of
the country.
Mr. Qarra
said that People Democratic Party under
the patronship of Mufti Mohammad Sayeed
has worked hard to remove instability and
ensured that Srinagar- Muzzafarabad road
is thrown open for the people of both
sides of the Kashmir. He said that Chief
Minister Ghulam Nabi Azad is also
carrying forward the peace process in the
state has time and again appealed all the
leaders and separatists to from the
ongoing dialogue. He complimented the
then Prime Minister Atal Bihari Vajpayee
for extending his hand of friendship from
the soil of Kashmir which in turn opened
further routes now from Poonch- Rawlakot
road also. He said by the polices of
People Democratic Party democracy in the
J&K state was further strengthened
and development works were taken to new
heights in all the three regions of the
State.
Regarding
Supreme Court and Election Commission of
India, Mr. Qarra maintained that both the
institutions have proved beneficial for
the State. However, the powers taken back
by the center from time to time in the
past need to be restored to the state
which is an essence of the Self Rule
Proposal.
The
Minister claimed that self-rule would
empower the people living in all the
three regions of J&K adding that the
PDP will aware the people about the
self-rule proposed by going home to home
in the state to seek their cooperation
and views about this proposal.
Mr. Qarra
further said that self-rule will ensure
election of Governor on rotational basis
for one term each from Kashmir and Jammu.
He said that Regional Federalism which
will fulfill the long pending demand of
Jammuities since 50s starred by Praja
Parishad and would hold Ladakh region
with the state which otherwise had been
demanding Union territory status.
He pointed
out though the self-rule formula of
resolution of Kashmir issue is being
criticized by certain people having
vested interest. It is gaining strength
with every passing day due to the debates
held on it. And today it has crossed the
boundaries of the state of J&K, India
and Pakistan is being debated
internationally. Reiterating his stand
that PDP is not coverage to Autonomy, he
maintained that Autonomy is a component
of Autonomy which spells out just Centre
state relationship while as self-rule is
a formula which would resolve the Kashmir
issue and would satisfy all the regions
of erstwhile J&K State which includes
the part of the state administered by
Pakistan.
Earlier,
Minister of state for Education Manjit
Singh assured the people of the Marh
block that necessary steps shall be taken
for the upliftment of education standard
in the block.

Shiv
Sena activists storm CAPD office

JAMMU, Nov 24: To lodge protest
against non availability of ration in
ration depots of the city, activists of
Shiv Sena led by its state president Anan
Sharma today stormed office of the
Director, Consumer Affairs and Public
Distribution (CAPD). When Sena activists
stormed, a meeting of the department was
going under the chairmanship of the
secretary of CAPD department, Khalid
Habib.
Shouting
slogans against CAPD department for its
failure to streamline supply of ration in
localities of poor people, Shiv Sena
activists trooped into the office of the
CAPD.
Shiv Sena
activists disrupted the meeting but
secretary pacified them before the
situation took an ugly turn. The
secretary was apprised about the fact
that ration meant for poor people living
Below Poverty Line (BPL) is being sold in
black market by the officers of CAPD
department with the connivance of ration
dealers.
Sena
activists pointed out that ration was not
available in most of the depot as rice,
sugar, atta and kerosene oil are being
sold in black to the shopkeepers. CAPD
officer was apprised that 120 licences of
the kerosene oil dealers were already
cancelled by the city SSP, Mukesh Singh,
who were caught red handed but all these
licences were regularized by the officers
of the CAPD.
The
secretary was further apprised by the
Shiv Sainiks that every bag of ration
rice weights less by five kilograms as
the same is being done by the authorities
to the department in nexus with mill
owners thus looting the poor people.
Khalid
Habib appreciated efforts of Shiv Sena
and invited Anan Sharma in his office on
Tuesday to discuss the matter.

Foundation
of tube well laid

Nagar constituency, Raman Bhalla
today laid foundation of the tube
well at Greater Kailash locality,
while promised another tube well
for Gujjar colony in the area.
Addressing
people of the locality after
directing for initiating of the
boring exercise of the tube well,
Mr. Bhalla said that these two
tube wells would solve to a
greater degree the water
requirements of the people
residing in Greater Kailash. He
informed that the Economic
Reconstruction Agency (ERA) is
providing the necessary financial
assistance for the tube wells. He
instructed the engineers to
complete the boring process in a
record time frame for speedy
redressal of the water needs of
the people of the area.

Bhalla also apprised the people
about various developmental works
being initiated and completed by
him in the locality as also in
the whole constituency.
Modernization of
parks in full swing

a sustained effort to provide
platable lung places and

created by the department of
floriculture on the behest of
Chief Minister Ghulam Nabi Azad.
Parks and garden are being
developed on modern lines at
various places across the state
to make their landscaping eye
catching by way of planting
different varieties of ornamental
plants including foreign spices.
One
of such park known a Zanana Park
located adjacent to Civil
Secretariat is being developed as
model park. Spreading over an
area of 23 kanals has come up at
a cost of Rs. 63 Lakhs and is now
being adored with aromatic
colourful flowers. A turf of
green soft grass has been laid in
the garden with two fountains in
the centre emerging as focus of
attention.
Giving
details Superintendent Garden and
parks, A.K Gupta said the Zanana
Park is exclusively for ladies
and is open for visitors from 6
AM to 9PM. He said their
department desires that this park
would be maintained exclusively
by the female gardeners (malies),
presently two female Malies
working in it.
Another
park known as B.C Parks near
Indra chowk has recently become
the attraction of people. The
park is spread over an area of 12
kanals and has recently been
rejuvenated by the floriculture
department and thrown open to
people. A large number of people
are visiting the park especially
in morning and evening.
The
picturesque garden of Mubark
Mandi, which once upon a time had
been access of only Rajas
and Maharajas family is now
being maintained by the
floriculture department and
serves recreational place for
common people. The park is spread
over an area of 13 kanals with
four amazing fountains in four
corners. Old Moulsiri and Palm
trees also add to its beauty.

held detailed discussion over the

that due to double control over
the block by SKIMS and Director
Health Services, Hajan block is
suffering badly as no one has
direct control.
It
was decided in the meeting that
SKIMS will hold exclusive control
and will take care of all
necessary infrastructure
operation and improvement in the
medicare facilities in the best
interest of the public. The man
power which is presently
controlled by Director Health
Services will be given option
whether to work under Directorate
of Health Services or SKIMS.
Mr.
Sharma advised Director SKIMS to
submit a proposal of additional
Rs. 50 lakh for improvement of
infrastructure in various PHCs of
Hajan block so that matter would
be taken up with Planning and
Development Minister.
Rs 2.71 cr to be
spent on construction
of Chaani Swankha
road

JAMMU, Nov 24: Minister
for Roads and Building Mr.
Gulchain Singh Charak today
announced construction of Chaani
to Swankha link road at an
estimated cost of Rs 2.71 crore
under NABARD. He said that the
tenders have been floated for the
11-km road project and work would
be started within 15 days.
The
Minister said this at a public
meeting Jhang in Block Ramgarh.
He said that another 3-km link
road from Swankha to Jhang would
also be upgraded at a cost of Rs
29 lakh. He said that our
Government is committed to
provide better road connectivity
to all the far-off areas of the
state in all the three regions.
Mr.
Charak said that the liberal
funding from the Centre during
last three years has enabled our
Government to launch a massive
developmental programme in every
sector to bring the state back on
the track of development. He said
that about 550 big projects were
taken under double and triple
shift systems and all of them
would be completed within next
two years. He said the launch of
these developmental programmes
have generated employment
opportunities for both skilled
and unskilled youth of the state.
The
Minister called upon people for
proper monitoring of these
projects in their vicinity so
that judicious use of funds and
materials is ensured. He said
peoples participation is
necessary to make the state
prosperous.
Referring
to the demand putforth by the
people of the area, he said that
the construction of boundary wall
of Middle School Jhang will also
be taken under REW scheme and
other demands would also be
redressed in a phased manner. On
the occasion, some workers of BSP
and NC joined the Congress party.
Earlier,
the Minister paid obeisance at
Gurdawara Yadgarh Sanriochga
Singh ji on the Shahidee Divis of
Shri Guru Tegi Bahadur ji at
Trikuta Nagar.
Kathua will be

AIDS awareness
programme for Bhalwal Jail

on AIDS awareness was today
organised in Kot Bhalwal jail
which was attended by about 200
jail inmates besides staff.
The
lecture was delivered by Dr Kum
Kum Sharma, HoD Blood Transfusion
Department, Government Medical
College, Jammu.
DIG
Prisons Sahibzada Rafiq and
Superintendent Kot Bhalwal Jail,
Mirza Salim Beg were also
present. The lecture was
organised with the help of
J&K AIDS Prevention and
Control Society.
The
DIG Prisons, addressing the jail
inmates and said that the lecture
was a part of the
administrations efforts to
guide the detenues and make them
good citizens when they leave the
jail.

effective measures and ensure the
supply of clean water to the
people. He also asked them to
install at least two more pumps
at Surinsar filtration plant and
replace the old ones.
The
MLA also visited the Higher

Japanese Television brand
launched its three new models of
Colour TVs in the J&K market
today.

General Manager, Sales (North) of
the Company, E K Ramakrishna
announced the launch of new
models of LCD TVs, 20 inch, 26
inch, 32 inch and 42 inch Plasma
TV and a DVD with recording
facility. He pointed out that 20
inch LCD TV cost was Rs
24,990 which was one of the
lowest priced among branded
brands. He further disclosed that
the lowest 5.1 channel DVD was
priced at Rs 2990.
The
DGM said that Sansui has got its
own service set up in most of the
major towns to give a prompt
service to its valuable
customers. He further disclosed
that Sansui was going to launch a

Sargam series shortly which will

AMCCC
delegation meets Health, Revenue

delegation of All Migrants Camp
Coordination Committee (AMCCC)
met the Minister of State for
Relief, Revenue and
Rehabilitation and discussed with
him the problems being faced by
the displaced Pandits in general
and camp dwellers in particular.
The
main agenda in the meeting was
regarding the shifting of
Mishriwala Camp. The AMCCC
leaders demanded that the camp be
shifted to nearest city of Jammu
in place of Nagrota.
They
also demanded that the camp be
shifted within a short period of
time as the camp inmates of
Mishriwala are facing pollution
of brick klins. The AMCCC leaders
also met the Health and Medical
Education Minister and discussed
the issue with him. Both the
ministers assured the delegation
that the camp will be shifted to
a suitable place.
The
members of delegation included
Veer Ji Billo, R K Tickoo, Ramesh
Kaul, Chand Ji Pandita, Jatinder
Dhar, S K Raina, M K Tickoo and

number of Sangat assembled.

Path Bhog in the remembrance of
Guru Teg Bahadur.
Mahanat
Manjit Singh of Shiromani Dera
Nangali Sahib Poonch, under whose
patronage, the congregation was
organised, delivered sermons on
the occasion and appealed the
Sangat to follow the path shown
by Guru Teg Bahadur. He also
asked all the Sikhs to become
Amritdhari and give up wrong
habits.

obeisance to the Guru Teg Bahadur

Muthi Phase Two today in
connection with observance of
Guru Teg Bahadurs Martyrdom
day.

Association of Computer, IT
Centres formed

and IT Centres in the State have
formed an association under the
name and style of Jammu &
Kashmir Association of Computer
and IT Centres.
Talking
to media persons, here today, M S
Katoch, working president of
J&K ACITC, said that the
organisation has come into
existence with sole objective to
promote computer/IT in State and
to safe guard the interests of
the
institution/individuals/centres
and companies etc, who are
working in the field of computers
in any manner.
He
informed that there are
approximately 575 to 600
computer, IT organisations
functioning in the State in which
roughly 5000 persons are directly
employed and 15000 are generating
their livelihood indirectly.
However,
despite that, Mr Katoch lamented,
the State Government was not
paying due attention to achieve
IT literacy in Jammu and Kashmir.
"Though the Government has
an IT policy, it is not
practically implemented," he
alleged and stressed the need for
strategic planning to promote
this sector among the masses so
that more and more people join it
and can be benefitted.
He
asked the Government to provide
IT parks in the State, broad band
facility at cheaper rates, PCs at
cheaper rate, incentives for
computer centre in rural areas,
giving Government projects to
local companies, facilitate local
youth to establish IT companies
in the State and facilitate
outsourcing.
Mr
Katoch also suggested the
Government to involve local
talent inspite of inviting
outsiders since the J&K has a
number of talented IT
professionals.

classes demand amendment in SRO
294

A meeting of the
Backward Classes Federation of
India, district Udhampur was held
under the chairmanship of Nek
Ram, state president BCFI.
According
to a press release, meeting
strongly condemned coalition
regime for enacting controversial
SRO 294 which was totally against
weaker section. Meeting strongly
condemned State Government for
giving undue benefits to
artificial backward classes at
the cost of socially and
educational backward caste.
Meeting
demanded amendment of section (O)
of J&K Reservation Act by
excluding reservation of RBA and
ALC from the definition of the
socially and educationally
backward class and also demanded
amendment in the rule 21,
sub-rule (II) by deleting
occupation/profession clause and
insert by birth only.
Abdul

present. In the meeting, unit for
