Sir,
I invite the attention
towards a letter published in this news
paper (Nov 11) written by Dilip Kumar
Dhar under caption ''Demands of
Headmasters''.
The author of the article
might be aware of the fact that the
emergence of Plus 2 cadre had come of the
maps of education at Senior Secondary
Level in 1975 under the recommendations
of 'Bhagwan Sahai Commission'' after
delinking the two classes of 11th and
12th from colleges to the institutions at
Higher Secondary Level. As regards the
change in designation and nomenclature
that too was after a great sacrifice and
constant struggle which enables us to
have a designation as Lecturers because
we are performing the same assignments of
teaching of the classes delinked from
colleges which provided us solid grounds
to get the designation of the Lecturers
instead of Senior Masters as discussed by
the author.
Undoubtedly the pay scales
of Lecturers are upgraded at par with our
counterparts in colleges in pursuance
with SRO 225 of 2005 but a sizeable
section of cadre which includes
Principals and Higher officers are yet to
be brought under the ambit of removal of
pay anomalies for which the Forum is
struggling hard and we are hopeful that
the desirable results will be achieved
with our vigorous approach of working.
It is not a matter of
inclination towards Plus 2 cadre as
viewed by the writer and he is very right
in expressing that the Headmasters are
very few in strength as compared to
Lecturers and he should have very boldly
accepted the fact that a few Headmasters
or ZEO's are enjoying 70 percent avenues
practically whereas as per the existing
strength they are entitled for 9x1 ratio
in promotions.
I also clear to my friend
that in Plus 2 cadre a Lecturer of Rs.
8000-13500 Pay scale still awaits 18-20
years for his elevation to the rank of
Principal and on the contrary a
Headmaster gets the opportunity just on
attaining his/her eligibility by
exhausting 50 percent quota vide SRO 83
of 1992 which is quite discriminatory in
nature.
The Forum is striving hard
for making the posts of Principals as
non-vocational and we will be very happy
if the Headmasters are included in the
category.
While concluding the
quarries of my friend Dileep Kumar Dhar
on the subject, I will just request him
not to move on the confronting path with
the use of painful language, instead we
should co-ordinate our efforts to get the
desired goals achieved. I have full
regards and respect for the members of
Headmasters cadre who are really an
essential component of Education in Jammu
and Kashmir.

Sir,
A news report about the
bravery of a Jammu born pilot published
in this paper (Nov 21) has swelled the
bosom of the people of the State in
general and Jammu city in particular with
pride. Jammu is known for its brave
people and this has been amply vindicated
by the valour of Group Captain Satish
Kumar Sharma a son of the soil. On the
icy heights of Mount Kamet at a height of
more than twenty three thousand feet
Group Captain Sharma saved the lives of 3
members of a mountaineering group, by
landing his rescue helicopter there even
though the helicopter cannot fly at such
a height. He landed on a snowy, sloping
ridge a place which is not at all
permitted for a chopper to land. Group
Captain Sharma saved the life of three
men. With this feat he brought glory to
the country, State, the airforce and
himself. This brave feat of his won him
Presidential gallantry award. He has also
been felicitated by the world famous
Simthosonian institute. The young people
of the State especially should get
inspiration from this brave daredevil
Jammu pilot.

LPG in
vehicles
Sir,
The news report titled,
''Blatant misuse of LPG in vehicles (DE,
Nov. 18)'' was very nicely written.
Moreover such reports are timely also
provided some action is taken sooner in
such matter. It is a problem that has
reached a stage which can be called
alarming. First of all vehicles except a
new model are designed to either run on
petrol or on diesel. The ingenuity to use
LPG by fitting some conversion kits whose
safety is suspect has put all the safety
norms under severe strain. The reporter
of the report is right when he describes
these LPG run vehicles as live bombs.
They can explode anytime given the
technology used in the kit. The only
thing that has made LPG attractive is the
extremely low running cost/kilometer.
The concerned authorities
must seriously think about impounding
such vehicles and ban the companies which
sell the so called LPG conversion kits.
At the same time there is a need to
import appropriate technology and make
LPG filling station operational is the
State because vehicles will Start coming
in the State which will be fitted with a
dual fuel running made. Meanwhile the
drive launched against the use of LPG in
vehicles by the concerned authorities
must continue.
